Participants in the meeting questioned an OHCHR proposal to\u00a0release a public statement referencing the numbers and possible crimes.&#8221; says\u00a0\u00a0UN\u00a0<a href=\"http:\/\/www.un.org\/sg\/statements\/index.asp?nid=6423\">\u00a0<\/a>internal report\u00a0into\u00a0failures\u00a0in Sri Lanka.<\/strong><\/p>\n<p>UN\u00a0today released their internal report\u00a0into\u00a0failures\u00a0in Sri Lanka.<\/p>\n<p>Following are excerpts from the UN report;<\/p>\n<p>Page 11<\/p>\n<blockquote><p>several USG participants and the RC did not stand by the casualty numbers, saying that the data were \u2018not verified\u2019. Participants in the meeting questioned an OHCHR proposal to release a public statement referencing the numbers and possible crimes.<\/p><\/blockquote>\n<p>Page 15<\/p>\n<blockquote><p>Several participants noted the limited support from Member States at the Human Rights Council and suggested the UN advocate instead for a domestic mechanism, although it was recognized that past domestic mechanisms in Sri Lanka had not led to genuine accountability. One participant said that \u201c[i]t was important to maintain pressure on the Government with respect to recovery, reconciliation and returns and not to undermine this focus through unwavering calls for accountability &#8230;\u201d<\/p><\/blockquote>\n<p>pages 66 and 67<\/p>\n<blockquote><p>The Policy Committee met two days later, on 12 March, to discuss Sri Lanka.\u00a0Participants noted variously that \u201cthis crisis was being somewhat overlooked by the international\u00a0community\u201d, the policy \u201cof coordinating a series of high level visits seemed to have produced\u00a0some positive results\u201d, and that the possible involvement of the Special Adviser on the\u00a0Prevention of Genocide (SAPG) would not indicate a suspicion of genocide but may add to\u00a0overcrowding of UN actors involved. Participants acknowledged the apparent need for a Special\u00a0Envoy but noted this \u201cdid not seem politically feasible\u201d. It was suggested that \u201cthe Secretary General\u2019s [public] statements may have appeared a bit soft compared with recent statements on other conflict areas [and it] was suggested [he] cite the estimated number of casualty figures\u00a0\u2026.\u201d. OHCHR said it would be issuing a \u201cstrong\u201d statement which would include indicative\u00a0casualty figures and raise the issue of possible crimes under international law by both sides.<\/p>\n<p>Several participants questioned whether it was the right time for such a statement, asked to see \u00a0the draft before release and suggested it be reviewed by OLA. There was a discussion on\u00a0\u201cbalancing\u201d the High Commissioner\u2019s mandate with other UN action in situations requiring the\u00a0UN to play several different roles.
