\u201cRajapakse, more energetic and articulate than we’ve seen him, is supremely confident that he can control and manipulate the JVP to suit his electoral purposes. We hope he’s right. The problem is that he seems oblivious to our point that \u2018words matter\u2019 and that interested international partners (and, presumably, the LTTE) cannot help but read his pact with the JVP as a renunciation of the peace process and economic reform, even when viewed through the prism of electoral opportunism. Our counsel that \u2018words matter\u2019 seemed to fall on deaf ears but we will continue to make it. At several points during the conversation Rajapakse also made clear his resentment of the Bandaranaikes, the manner in which they have treated him, and their presumption, as he sees it, that the SLFP is family property.\u201d the US Embassy Colombo informed Washington.<\/strong><\/p>\n

Rajapaksa and the US Ambassador Lunstead<\/p><\/div>\n

A Leaked \u201cCONFIDENTIAL\u201d US diplomatic cable, dated September 12, 2005, updated the Secretary of State on Sri Lanka\u2019s presidential election 2005. The\u00a0Colombo Telegraph<\/a>\u00a0found the related leaked cable from the\u00a0WikiLeaks<\/a>\u00a0database. The cable was signed by the US Ambassador\u00a0Jeffrey Lunstead<\/a><\/span>.\u00a0<\/em>The cable details a US meeting with\u00a0Prime Minister and the Presidential candidate\u00a0Mahinda Rajapaksa<\/a>.<\/p>\n

Under the subheading “Trust Me” the ambassador wrote \u201cRajapakse concluded discussion of his pact with the JVP by stating, \u2018I will deliver the goods. I come from the village and got here the hard way. Trust me. The peace process will continue.\u2019 The Ambassador said he appreciated the words of reassurance but reiterated his suggestion that the PM make similar public assurances, especially to the international community.\u201d<\/p>\n

\u201cThe Ambassador noted that the economic tenets of the JVP agreement seemed to endorse major steps backwards on economic reform and privatization. Rajapakse dismissed such concerns, noting that the agreement \u2018endorses globalization\u2019 and only finds fault with privatization of key government entities. Asked about the agreement’s endorsement of a \u2018non-aligned\u2019 foreign policy, Rajapakse sputtered a bit about the need for Sri Lanka to \u2018not be aligned exclusively with any foreign country.\u2019 The Ambassador noted that the JVP’s role models included Fidel Castro, Hugo Chavez and Kim Jong Il, all representing countries that had done nothing to further Sri Lanka’s development. (C) Turning to the presidential election\r\ncampaign, the Ambassador told the PM that the\r\nagreement that he had signed with the Marxist\r\nJanatha Vimukthi Peramuna (JVP) to bring them into\r\nhis electoral coalition had caught the attention\r\nof the international community.  (Note: the\r\nagreement, signed September 8, calls, inter alia,\r\nfor a complete renegotiation of the cease-fire\r\nagreement (CFA), a re-examination of the role of\r\nthe Norwegian facilitators, insists on a \"unitary\"\r\nstate and trashes the Post-Tsunami Operational\r\nManagement Structure (P-TOMS) signed with the LTTE,\r\nbut now entangled in court challenges to its\r\nconstitutionality.  The agreement also criticizes\r\nprivatization in key economic sectors and promises\r\nto follow JVP economic policies.  Over the\r\nweekend, the press published an acerbic letter to\r\nthe PM from President Chandrika Bandanaraike\r\nKumaratunga (CBK) in which she criticized\r\nRajapakse for signing an agreement which, in her\r\nview, contradicted key SLFP tenets and policies.\r\nEnd Note)  The Ambassador noted that, taken at\r\nface value, the agreement with the JVP would\r\nappear to be a complete renunciation of the\r\nongoing peace process which has long enjoyed the\r\nsupport of the international community. \r\n\r\nNo Cause for Concern: \"Just Words\"\r\n---------------------------------- \r\n\r\n\u00b64.  (C) The Prime Minister told the Ambassador\r\nthat there should be no cause for concern since\r\nthe agreement was \"just words.\"  Moreover, there\r\nhad been translation inaccuracies from the signed\r\nSinhala original into English.  Rajapakse reviewed\r\nhis long history of opposition to and district\r\nelectoral victories over the JVP and told the\r\nAmbassador that he knew how to handle them and use\r\nthem.  In order to win the election, the PM said,\r\nJVP support was essential, and he knew from\r\nexperience that the way to handle the JVP is to\r\nagree to whatever they want in order to get their\r\nsupport.  \"You must understand this is an election\r\ncampaign.  I want to win, so I need everyone.\"\r\nMoreover, Rajapakse concluded, there is nothing in\r\nthe agreement he signed with the JVP that could be\r\nconstrued as not supporting the peace process.  \"I\r\nwant peace.\" \r\n\r\nAmbassador:  \"Words Matter\"\r\n--------------------------- \r\n\r\n\u00b65.  (C) The Ambassador demurred and told Rajapakse\r\nthat, for example, the call to renegotiate the CFA\r\nand the disavowal of the P-TOMS both could be seen\r\nas indications of a lack of faith in the peace\r\nprocess and could, therefore, be used to stir up\r\ntrouble by those opposed to a lasting peace\r\nagreement with the Liberation Tigers of Tamil\r\nEelam (LTTE).  Of course the PM wanted peace but\r\nit was also important to avoid the possibility of\r\nan \"accidental return to war,\" fueled by\r\nincendiary campaign rhetoric.  The international\r\ncommunity, especially the co-chairs scheduled to\r\nmeet in New York on September 19, would parse\r\nevery word of the agreement.  \"Words matter,\" the\r\nAmbassador counseled. \r\n\r\n\u00b66.  (C) The Ambassador asked Rajapakse if, by\r\nsigning the agreement, he wanted to see the\r\nNorwegian facilitators replaced.  \"No,\" replied\r\nRajapakse.  \"Nobody else could do the job.\"  The\r\nAmbassador suggested, in that case, that the PM\r\nissue a statement saying he thought the Norwegians\r\nand the Sri Lanka Monitoring Mission (SLMM) are\r\ndoing a good job.  \"If I say that, I will lose the\r\nelections,\" Rajapakse replied, noting that \"98\r\npercent\" of Southern voters believe the Norwegians\r\nare biased in favor of the LTTE.  The PM told the\r\nAmbassador \"I can one hundred percent guarantee\r\nyou the peace process will continue\" and cited as\r\nan example his public declaration that he will\r\nmeet LTTE supremo Prabhakaran face-to-face if he\r\nwins.  The Ambassador said that was a significant\r\ngesture but it is important to continue \"step by\r\nstep\" progress on the ground and that the contents\r\nof the PM's pact with the JVP could easily\r\ncomplicate that task. \r\n\r\nBad Treatment by CBK\r\n-------------------- \r\n\r\n\u00b67.  (C) Rajapakse told the Ambassador that CBK's\r\ncriticism of his JVP pact was unwarranted.  After\r\nhe was named the SLFP presidential candidate, he\r\nclaimed, CBK had told him to do whatever necessary\r\nto clinch the support of both the JVP and the\r\nBuddhist JHU.  \"Now that I've done that, she\r\ncriticizes me.\"  He noted that he is at a\r\ndisadvantage on peace process issues since CBK\r\nkept him in the dark on the subject ever since he\r\nbecame PM (Note:  True enough.  End Note)\r\nNonetheless, he continued, he knows how to handle\r\nthe JVP:  agree to whatever they want in order to\r\ngain their support and win the election and then\r\ngradually turn them in a more moderate direction.\r\n(Comment:  It is hard to say that this strategy\r\nsucceeded after the SLFP signed an agreement with\r\nthe JVP to form a coalition government in April\r\n\u00b62004.
