Constructing strawmen, they are also demanding that no effort be made to change (#4) the flag or (#5) the national anthem as part of the peace process. Although their anti-peace process tirades have generated little impact thus far, the extremists&#8217; use of these five issues highlights how they continue to nibble away at the margins of the body politic.\u201d the US Embassy Colombo informed Washington.<\/strong><\/p>\n<p><a href=\"http:\/\/www.colombotelegraph.com\/index.php\/wikileaks-peace-process-five-things-that-upset-sinhalese-extremists\/wimal-and-champika\/\" rel=\"attachment wp-att-66876\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-66876\" title=\"wimal and champika\" src=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/12\/wimal-and-champika-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/12\/wimal-and-champika-300x199.jpg 300w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/12\/wimal-and-champika.jpg 600w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>A Leaked \u2018Confidential\u2019 US diplomatic cable, dated January 17, 2003, updated the Secretary of State regarding the anti-peace process tirades and Sri Lanka\u2019s \u2018Sinhalese extremists\u2019 details the JVP and the Sihala Urumaya demands. \u00a0The\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/colombotelegraph.com\/\">Colombo Telegraph<\/a><\/span>\u00a0found the related leaked cable from the\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/index.php\/category\/wikileaks\/\">WikiLeaks<\/a><\/span>\u00a0database. The cable is\u00a0classified\u00a0by the US\u00a0Deputy Chief of Mission\u00a0Lewis Amselem and signed by\u00a0the US Ambassador to Colombo E. Ashley Wills.<\/p>\n<p>The US embassy wrote; \u201cTirades by Sinhalese extremists against the peace process seem to have generated little support for their cause, thus far. The extremists&#8217; use of the five issues reviewed above, however, highlights how they continue to nibble away at the margins of the body politic. It is unclear whether their constant attacks and forays into cultural nationalism are having an effect at the village level in the Sinhalese hinterland in the south. If they are, it is possible that the extremists could be putting themselves in position to make political gains if the peace process hits a stumbling block. END SUMMARY. \r\n\r\n===================================\r\nIssue #1:  The Norwegian Ambassador\r\n=================================== \r\n\r\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par2\">\u00b6<\/a>2.  (SBU) In addition to their usual anti-peace process\r\ntirades, Sri Lanka's Sinhalese extremists have been\r\nraising a ruckus lately on five peace-related issues.\r\n(Note:  FYI.  About 75 percent of Sri Lankans belong to\r\nthe Sinhalese ethnic group, which is mostly Buddhist.\r\nSinhalese extremist groups maintain the support of\r\nsomewhere over 10 percent of the total body politic.)\r\nOne of the issues that has them up in arms is Norwegian\r\nAmbassador Jon Westborg, who they want kicked out of the\r\ncountry.  They charge that Westborg illegally allowed\r\nthe Norwegian Embassy to import radio equipment for the\r\nLiberation Tigers of Tamil Eelam (LTTE) in a diplomatic\r\nconsignment.  (Note:  In fact, the Norwegian Embassy did\r\nthis only at the specific request of the government's\r\nPeace Secretariat.  This issue has prompted a recent\r\nexchange of letters among the GSL, President\r\nKumaratunga, and the GoN -- see Reftels.  End Note.) \r\n\r\n<a id=\"par3\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par3\">\u00b6<\/a>3.  (C) Upping the pressure in a January 13 press\r\nstatement, the Janantha Vimukthi Peramuna (JVP) party\r\ndemanded that Westborg leave the country immediately.\r\nIf this did not happen, it threatened to launch an\r\n\"agitation\" campaign against him.  Commenting on the\r\nsituation, Taranjit Sandhu, polchief at the Indian High\r\nCommission, told us that this was quite a \"threat\"\r\nagainst Westborg, given the JVP's proven ability to\r\nraise a crowd.  (Note:  The radical JVP, the country's\r\nlargest Sinhalese extremist party, has thousands of\r\ndisciplined cadre, including many from its lively labor\r\nunion wing.)  More generally, Sandhu thought that the\r\nJVP's anti-Westborg invective was an attempt to ramp up\r\nits long-standing campaign to undermine the Norwegian\r\ngovernment peace facilitation effort, which the JVP (and\r\nother Sinhalese extremists) consider pro-LTTE. \r\n\r\n=======================================\r\n#2 &amp; #3:  Anger over a Movie and a Song\r\n======================================= \r\n\r\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par4\">\u00b6<\/a>4.  (SBU) Another issue that has the extremists spun up\r\ninvolves a movie called \"In the Name of the Buddha,\"\r\nwhich apparently opened in Oslo recently and is now\r\nshowing in the UK.  (Note:  The movie was reportedly\r\nfilmed mostly in the UK by Sri Lankan Tamils.)  From\r\nwhat Mission understands (we have not seen it), the\r\nmovie takes a pro-Tamil slant on the Sri Lankan\r\nconflict, accusing the GSL's security forces of\r\ncommitting widespread human rights abuses.  In a\r\ndecidedly heavy-handed and inflammatory linkage, the\r\nfigure of the Buddha is reportedly super-imposed on a\r\nTamil cemetery at one point in the movie. \r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par5\">\u00b6<\/a>5.  (SBU) The showing of the movie in the UK has\r\ngarnered widespread negative publicity in Sri Lanka.  In\r\nparticular, it has enraged the JVP and the Sihala\r\nUrumaya (SU), another extremist political party.  Both\r\nparties have publicly demanded that the GSL work to\r\nensure that the movie is no longer shown.  In reaction\r\nto the JVP and SU protests, as well as those of some\r\nBuddhist groups which call the movie \"blasphemous,\" Sri\r\nLankan High Commissioner in London Faiz Mustapha has\r\ncomplained to the British Foreign Office and other HMG\r\nministries.  This effort has been to no avail inasmuch\r\nas the movie is apparently still being shown. \r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par6\">\u00b6<\/a>6.  (SBU) Extremists are also angered over the results\r\nof a recent poll on a BBC website.  The poll, which\r\nasked people to register their favorite songs of all\r\ntime, listed the Tamil-language song \"Poovum Nadakkuthu,\r\nPinchum Nadakkuthu\" at the number five slot.  A rough\r\ntranslation of the (rather prosaic) title is \"Even the\r\nchildren are displaced, the children are not spared.\"\r\nThe song is strongly pro-Tamil and anti-GSL, and recites\r\nan account of Tamils being displaced due to an attack by\r\nthe Sri Lankan military.  Similar to the uproar against\r\n\"In the Name of the Buddha,\" the song has served to stir\r\nup Sinhalese extremists, who have demanded that the song\r\nbe taken off the BBC website.  According to press\r\naccounts, Mustapha was reportedly ordered by the Foreign\r\nMinister to study the text of the song as the first step\r\nbefore the possible launching of an official protest by\r\nthe GSL against it.  In response to the attention, the\r\nBBC has stated that the poll was open to the public on\r\nits website and it just published the results.  (Note:\r\nThe \"top ten\" list was extremely eclectic:  the number\r\none song is called \"A Nation Once Again\" by the Wolfe\r\nTones and the number eight song is \"Believe\" by Cher.) \r\n\r\n==========================================\r\n#4 &amp; #5:  The Flag and the National Anthem\r\n========================================== \r\n\r\n<a id=\"par7\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par7\">\u00b6<\/a>7.  (SBU) The JVP and SU have also criticized the\r\ngovernment heatedly for allegedly trying to change the\r\nflag and national anthem.  Both parties accuse the GSL\r\nof maintaining a \"secret plan\" to adjust the flag and\r\nthe anthem so that they represent a more cosmopolitan\r\nnation and not primarily a Sinhalese Buddhist one.\r\n(Note:  The Sri Lankan flag is dominated by a lion,\r\nwhich is a symbol of Sinhalese Buddhists.  The national\r\nanthem is also rich in Sinhalese Buddhist associations.)\r\nIn a letter to the Minister of Cultural Affairs, the SU\r\nalso accused the GSL of trying to re-do the anthem to\r\n\"suit the so-called proposed federal state.\"  (Note:  In\r\nthe ongoing GSL-LTTE peace talks, both sides are\r\ndiscussing transforming the constitution and making it\r\nfederalist in structure, as opposed to unitary.) \r\n\r\n<a id=\"par8\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par8\">\u00b6<\/a>8.  (C) In a recent conversation about the JVP and SU\r\ncomplaints, Kethesh Loganathan of the Center for Policy\r\nAlternatives, a well-known local NGO, told us that both\r\nparties were creating strawmen.  He noted that there had\r\nbeen some discussion \"over drinks\" in academic circles\r\nof these issues, including whether the country's name,\r\n\"Sri Lanka\" (a name rich in Sinhalese associations),\r\nshould be changed back to the more neutral \"Ceylon.\"\r\nNonetheless, there was no \"secret plan\" by the\r\ngovernment to change the flag and anthem, and he doubted\r\nthat there was any intention to do so. \r\n\r\n=======\r\nCOMMENT\r\n======= \r\n\r\n<a id=\"par9\" href=\"http:\/\/wikileaks.org\/cable\/2003\/01\/03COLOMBO101.html#par9\">\u00b6<\/a>9.
