As you are aware, this campaign has intensified over the past several months. The country has witnessed\u00a0attacks against mosques, and\u00a0the circulation, on social media, public posters and web-sites, of obscene and vituperative messages that are offensive to religious beliefs.\u00a0It has witnessed\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=anti-Muslim+campaign&amp;x=9&amp;y=2\">anti-Muslim<\/a><\/span> public rallies and processions,\u00a0including a\u00a0call to boycott Muslim business establishments.<\/p>\n<div id=\"attachment_76246\" style=\"width: 445px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.colombotelegraph.com\/index.php\/rajapaksa-should-address-the-nation-denouncing-the-anti-muslim-campaign-and-its-sponsors\/mahara-mosque-03rd-march-mahara-mosque-vandalised\/\" rel=\"attachment wp-att-76246\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-76246\" class=\"size-full wp-image-76246\" title=\"Mahara mosque - 03rd March Mahara mosque - vandalised\" src=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/03\/Mahara-mosque-03rd-March-Mahara-mosque-vandalised.jpg\" alt=\"\" width=\"435\" height=\"217\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/03\/Mahara-mosque-03rd-March-Mahara-mosque-vandalised.jpg 435w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/03\/Mahara-mosque-03rd-March-Mahara-mosque-vandalised-300x149.jpg 300w\" sizes=\"auto, (max-width: 435px) 100vw, 435px\" \/><\/a><p id=\"caption-attachment-76246\" class=\"wp-caption-text\">Mahara mosque - vandalised<\/p><\/div>\n<p>In any situation in which there are efforts to incite communal tensions, the primary responsibility of removing such threats and reassuring the community under attack is with the government.\u00a0The\u00a0people elect the President and other representatives\u00a0in the expectation that they will\u00a0ensure an environment in which all citizens can live assured of their human rights including equality, personal security, dignity and religious freedom. Failure of a government to\u00a0provide this\u00a0is a serious breach of its responsibilities and has, in the past, had tragic consequences for our country and our people.<\/p>\n<p>In a plural society hate campaigns against a specific community must be taken very seriously by the government and the people\u00a0and viewed in the wider context of our historical, sociological, economic and foreign policy realities.\u00a0The possibility of violence against a particular community, and the dangers of ethnic cleansing are very real. The horrors of the 1983 ethnic riots constantly remind us how human life and personal security mean nothing, when there is incitement to communal violence and hatred. Hate campaigns inevitably result in a deep sense of fear and vulnerability among members of the targeted community, giving rise to a fear psychosis. Such a situation not only deeply harms that community, but also imbues a whole society with\u00a0suspicion and propensity to communal violence.<\/p>\n<p>We welcome that you clearly spoke against those who incite communal intolerance at the recent Independence Day celebrations held in Trincomalee. Yet, the government headed by you\u00a0has not up to now taken decisive and concrete measures to\u00a0stem\u00a0the current hate campaign or to reassure the Muslim community of its rightful place in\u00a0our society.\u00a0This is difficult to understand in light of your own assurances and that of the government on the urgent need to forge a lasting peace after ending the\u00a0destruction\u00a0and suffering of thirty years of fratricidal\u00a0war.<\/p>\n<p>The silence of the government, and a mute response in the face of the hate campaign\u00a0 against the Muslim community, particularly though the misuse of media\u00a0is a violation of both national and international law, Such misuse sometimes justified as respect for freedom of speech and expression\u00a0only encourages those who incite communal disharmony and violence.\u00a0\u00a0The government has recently decided to prohibit sterilization programmes for consenting adults undermining family planning and reproductive health policies that conform to national public health and treaty\u00a0commitments. This decision,\u00a0while unacceptable in itself, can also\u00a0be\u00a0perceived by\u00a0the public as concession to the anti-Muslim lobbies.<\/p>\n<p>The aggressive assertion of identity by any community creates tensions in a pluralistic society.\u00a0If there are problems over issues related to any religious group, for instance,\u00a0the recent \u201chalal\u201d certification issue, these need to be looked into dispassionately and responsibly after careful verification of the facts.
