The cable discusses Building a\u00a0South\u00a0Asia\u00a0counter-terrorism\u00a0strategy. The cable is classified as \u201cSecret\u201d and\u00a0written on September 17, 2007. The cable is signed by the US Ambassador to Colombo\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Robert+O.+Blake&amp;x=7&amp;y=6\">R<\/a><a href=\"http:\/\/www.colombotelegraph.com\/?s=Robert+O.+Blake&amp;x=7&amp;y=6\">obert O. Blake<\/a><\/span>.<\/p>\n<p>The ambassador wrote;Chiefs of Mission and other Embassy representatives from Nepal, Sri Lanka, Bangladesh, India, and Pakistan met under the auspices of the Regional Security Initiative (RSI) in Colombo on September 7 to discuss regional counterterrorism strategy with the Coordinator for Counterterrorism, Ambassador Dell Dailey, and interagency participants. The meeting sought to promote a coordinated regional counterterrorism strategy that would maximize the efforts of all USG agencies and forge partnerships with South Asian nations to enhance and institutionalize counterterrorism-related cooperation within the region. In line with the objectives of the U.S. National Strategy for Combating Terrorism, meeting participants provided a shared goal to deny terrorists physical and ideological safe haven by increasing operational capacities of host nations and assisting them in employing a range of soft methods to counter terrorist ideology. Chiefs of Mission and their representatives reached agreement that their top strategic objectives were: interdicting regional terrorist travel; using all elements of power, including development assistance, to combat violent extremism; and continuing efforts to staunch Lashkar-e Tayyiba action in the sub-continent. To accomplish this, our six priorities are: (a) urgently addressing the visa Security Advisory System that has the unintended effect of undermining outreach and consensus-building efforts; (b) utilizing new media, including internet, television and SMS, to disseminate counterterrorism and anti-extremism messages to host nation citizens; (c) funding an interagency Border Control Assessment Initiative similar to that done in Southeast Asia to address interdiction efforts between Bangladesh, India and Sri Lanka; (d) instituting regional International Visitor (IV) programs and counterterrorism fellowship programs and strengthening follow-up with counterterrorism program alumni; (e) examining new ways to utilize NDAA section 1206 funds for non-lethal, &#8220;soft&#8221; counterterrorism efforts; and (f) evaluating the benefits of establishing a Regional Legal Advisor position. The regional waters between Bangladesh, India and Sri Lanka are poorly patrolled and provide safe haven to terrorists wishing to transport arms or recruits within the region and beyond. Through National Defense Authorization Act (NDAA) section 1206 funds and other USG-funded programs, including 1207, FMF and NADR, we will help host nations build greater regional maritime interdiction capacity. We will encourage the governments of India, Bangladesh and Sri Lanka to work together by providing interoperable maritime interdiction equipment. S\/CT agreed to add the issue to the agenda of the November U.S.-India counterterrorism joint working group.&#8221; Blake further wrote.<\/p>\n<p>Ambassador Blake wrote; &#8220;Vital exchanges and training could be made far more effective, however, if the Security Advisory System were modified to make it easier for program participants to obtain a visa. End summary. \r\n\r\n--------------------------------------\r\nSOUTH ASIA TERRORIST THREAT ASSESSMENT\r\n-------------------------------------- \r\n\r\n\u00b62.  (S\/NF)  The National Counterterrorism Center (NCTC)\r\nbriefed participants that Al-Qa'ida and Pakistani militant\r\ngroups, including Lashkar-e Tayyiba (LT), Jaish-e-Mohammed\r\n(JEM), Harakat ul-Mujahidin (HUM), al-Badr Mujahedin (ABM),\r\nHizbul-Mujahedin (HM) and Harakat ul-Jihadi-Islami (HUJI)\r\ncurrently are the most significant terrorist threats in South\r\nAsia to U.S. interests.  These groups have planned or\r\nconducted attacks in Afghanistan, Pakistan and India.  They\r\nare cultivating an infrastructure to move operatives and\r\nweapons and are using relationships with other sympathetic\r\ngroups to tap into local and international resources and\r\nrecruits.  In May 2007, LT, ABM and HM leaders met to discuss\r\ncloser cooperation at the operational level.  Partnerships\r\namong Pakistani militant groups are likely to yield\r\nadditional recruits and logistical support for al-Qa'ida.\r\nSince at least 2002, al-Qa'ida has limited the exposure of it\r\noperatives in Pakistan by providing training, ideas and\r\nfunding to local extremists.  However, Pakistani militant\r\ngroups aligned with al-Qa'ida have carried out at least 13\r\nmajor attacks in South Asia since 2005, particularly in India. \r\n\r\n\u00b63.  (S)  Pakistani militant groups are also taking advantage\r\nof Bangladesh's porous border and political turmoil to train\r\nand prepare for high-profile attacks elsewhere in the region.\r\n Pakistani groups are using Bangladesh as a base for attacks\r\nagainst India, a source for developing new recruits, and as a\r\ntransit point to move weapons and ammunition into India.  In\r\nNepal, Maoists militants have entered an agreement to form a\r\ncoalition government, but there is concern that a split\r\nwithin the Maoists could return the country to violence.\r\nThese is also some concern that LT is working within Nepal to\r\nfurther terrorist objectives.  In Sri Lanka there is no\r\nintelligence to indicate that the Liberation Tigers of Tamil\r\nEelam (LTTE) are interested in conducting attacks against\r\nwestern targets inside or outside of Sri Lanka and there is\r\nlittle to suggest that Sri Lanka's Muslim population harbors\r\nextremist elements. Though each country in the region shares\r\nthis threat, each places a different priority on it and each\r\npossesses different capacities, needs, strengths and\r\nweaknesses that require thoughtful consideration.\r\nCounterterrorism assistance will require unique, customized\r\nprograms developed in coordination with host country\r\nmilitary, law enforcement, and other civilian agencies and\r\ndelivered in a way that complements existing infrastructure. \r\n\r\n-----------------------------------------\r\nDENYING PHYSICAL SAFE HAVEN TO TERRORISTS\r\n----------------------------------------- \r\n\r\n\u00b67.  (S)  A key objective of regional counterterrorism\r\nprograms should be to deny terrorists the ability to conduct\r\nmilitary training, plan operations, and transit within South\r\nAsia.  Improving land and maritime border control and port\r\nsecurity, a top USG priority in the region, will require both\r\nbilateral and regional approaches, in addition to individual\r\nefforts of host nations.  Interagency donor assistance and\r\nappropriate military assets could facilitate host nation\r\ncontrols over areas where terrorists now have almost\r\nunfettered access: \r\n\r\n\u00b6A.  Border Control Assessment Initiative.  Because the region\r\nis home to some of the most porous borders and the most\r\ndangerous terrorists, helping host nations create an\r\neffective border control mechanism is vitally important.  As\r\na first step, we request an interagency Border Control\r\nAssessment Initiative and an attempt to revive the TIP\/PISCES\r\nprogram for Bangladesh. \r\n\r\n\u00b6B. The participants recognized the\r\nimportance of the USG's ongoing efforts to work with Gulf\r\nstates to curb the flow of funds to terrorist groups,\r\nparticularly those in Pakistan, India, and Bangladesh.\r\nAdditionally, partiicpants discussed ways to increase\r\ncooperation with host nations to track terrorists' financing\r\nschemes, including through the use of informal money transfer\r\nsystems (\"hawala\" or \"hundi\") and remittances. \r\n\r\n\u00b6D.  Services Catalog.  Chiefs of Mission requested S\/CT\r\ndevelop a catalog of available USG counterterrorism programs\r\nand expressed support for the development of more regional\r\ntraining opportunities. \r\n\r\n\u00b68.  (S)  We encourage building host nation law enforcement\r\ncapacity that supports the rule of law and promotes good\r\ngovernance and regional stability.  Assistance should focus\r\non host nation development of the judicial and prosecutorial\r\ninfrastructure needed to combat terrorism within the host\r\nnation and to cooperate on counterterrorism with neighboring\r\ncountries.  These \"value neutral\" areas are also good intel\r\nareas for regional (vice bilateral) training.  As Ambassador\r\nDailey stated in the conference: \"Effective counterterrorism\r\nlegislation breaks the back of terrorists.\" \r\n\r\n\u00b6A.  Customs and Legal Cooperation.  We should encourage host\r\nnations to develop legal conventions that give immigration\r\nand customs officials the authority to halt suspected\r\ntransiting terrorists, cash couriers, and other members of\r\ntheir support network.  We should encourage bilateral and\r\nmultilateral tools such as extradition treaties and mutual\r\nlegal assistance treaties (MLATs), where practical.  S\/CT\r\nagreed to publicize a comprehensive matrix of the\r\ncounterterrorism laws and treaties of each South Asian\r\ncountry, which United Nations Office of Drugs and Crime\r\n(UNODC) is preparing with S\/CT funding. \r\n\r\n\u00b6B.  Counter-Corruption and a Regional Legal Advisor.  We will\r\nalso continue our efforts to support the Government of\r\nBangladesh's renewed focus on curbing corruption and\r\nencourage other countries to implement more transparent and\r\nefficient legal mechanisms for dealing with terrorism, and\r\nrecognize the contributions of the Resident Legal Advisors in\r\nBangladesh and Nepal.  We will explore the possibility of\r\nestablishing a Regional Resident Legal Advisor to assist\r\nother South Asian states in developing the necessary legal\r\nstructure to combat terrorism. \r\n\r\n------------------------------------------\r\nDENYING TERRORISTS IDEOLOGICAL SAFE HAVENS\r\n------------------------------------------ \r\n\r\n\u00b69.  (S)  The objective of denying terrorists the ability to\r\nspread their extreme ideology is as important as denying\r\nterrorists physical safe haven.  We should facilitate\r\nregional cooperation to stem the tide of Islamic radicalism\r\nand eliminate environments conducive to hatred and violence.\r\nIn addition to regional efforts, we should work with the host\r\nnations to help them craft messages that will convince\r\nmoderate members of their society that extremism is\r\nunproductive.  Because the United States is often viewed\r\nnegatively in the region, in addition to working to change\r\nthe perception of the United States, we also need to work\r\nsubtly to develop a counterterrorism and anti-extremism\r\nmessage that does not focus on the host nation's relationship\r\nwith the U.S. \r\n\r\n\u00b6A.  Exchange Programs.  Participants recommended expansion of\r\nthe IV program to include regional IV and counterterrorism\r\nfellowship initiatives, specifically those that focus on\r\ncounterterrorism efforts. Participants discussed possible benefits of\r\nMilitary Information Support Teams (MIST) and S\/CT, in\r\nconjunction with SOCOM, agreed to provide Country Teams with\r\nadditional information. \r\n\r\n\u00b610.  (S)  Ambassador Dailey noted that NDAA 1206 funds are\r\nused to provide traditional military hardware.
