In a meeting with a group of Muslims at Southeastern University, the team was told that Muslims felt that the LTTE was slowly but surely working to take over the Eastern Province. M.L.A. Cader, the vice-chancellor of the university, was adamant that eastern Muslims had to take steps to ensure that the government in Colombo heard their concerns. Muslims felt they were being &#8216;abandoned&#8217; and &#8216;sold out&#8217; by a government eager to make peace at any price with the LTTE. Cader bitterly criticized Rauf Hakeem, the head of the Sri Lanka Muslim Congress (SLMC), asserting that Hakeem did not care about eastern Muslims and was only interested in maintaining his ministerial position in the government.&#8221;\u00a0the US Embassy Colombo informed Washington.<\/strong><\/p>\n<div id=\"attachment_42763\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.colombotelegraph.com\/index.php\/muslim-congress-kattankudy-office-was-set-fire\/hakeem-1-colombotelegraph-3\/\" rel=\"attachment wp-att-42763\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-42763\" class=\"size-thumbnail wp-image-42763\" title=\"Hakeem 1 colombotelegraph\" src=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/05\/Hakeem-1-colombotelegraph-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/05\/Hakeem-1-colombotelegraph-150x150.jpg 150w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/05\/Hakeem-1-colombotelegraph-50x50.jpg 50w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><p id=\"caption-attachment-42763\" class=\"wp-caption-text\">Hakeem<\/p><\/div>\n<p>The Colombo Telegraph found the related leaked cable from the\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=WikiLeaks&amp;x=10&amp;y=1\">WikiLeaks<\/a><\/span>\u00a0database. The cable discusses the situation in the Eastern province under the\u00a0ceasefire agreement. The \u201cConfidential\u201d cable written on November 14, 2002 and signed by the US Ambassador to Colombo\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Ashley+Wills&amp;x=15&amp;y=5\">E. Ashley Wills<\/a><\/span>.<\/p>\n<p>The ambassador wrote; &#8220;On the human rights side, Cader admitted that &#8220;LTTE pressure&#8221; on Muslims was a bit less of late. Cader thought that this was clearly a tactic on the LTTE&#8217;s part meant to quiet critics, while the group continued its efforts to isolate Muslims and marginalize the security forces. In response to Cader&#8217;s concerns, the U.S. team underscored strong support for the peace process, stressing that the U.S. urged all sides to work together and exercise restraint.&#8221;<\/p>\n<p>We give below the\u00a0relevant\u00a0part of the cable;<\/p>\n<pre>C O N F I D E N T I A L SECTION 01 OF 04 COLOMBO 002133 \r\n\r\nSIPDIS \r\n\r\nDEPARTMENT FOR SA, SA\/INS, S\/CT; NSC FOR H. (C) (((Note:  The U.S. team repeatedly asked\r\ninterlocutors about continuing reports of Muslim\r\nextremism in the east.  Most observers had little clear-\r\ncut information about the matter and Muslim\r\ninterlocutors denied it was a factor.  Nonetheless, the\r\nteam did notice many new mosques under construction and\r\nvarious \"Islamic foundation\" offices operating in Muslim\r\ntowns.  It is hard to see how eastern Muslims could\r\nafford to pay for the construction of all the new\r\nmosques, so it would seem possible that Middle Eastern\r\nmoney is coming in, as some claim.  When queried, Sri\r\nLankan security forces replied that they had not seen\r\nany Arabs or Pakistanis visiting the region.  GSL\r\nofficials added that they just were not sure what was\r\ngoing on in Muslim areas, however.  They had heard of\r\nsmall extremist groups with names like \"Jihad\" and\r\n\"Osama\" operating in the east, but did not think they\r\nwere much of a threat to the peace.  Pro-LTTE Tamils\r\nthat the team met with repeatedly claimed that Muslims\r\nwere radicalized, and armed and dangerous.  One pro-LTTE\r\nfigure, V. Kamaladas, the head of a local NGO Forum for\r\nthe east, basically indicated that the U.S. and the LTTE\r\nshould join together to defeat the Muslims!
