The cable also discussed possible changes in the Foreign Ministry. \u00a0The Colombo Telegraph found the cable from WikiLeaks database. The cable classified as \u201cCONFIDENTIAL\u201d by the ambassador Patricia A. Butenis written on 2nd February 2010, just a week after the presidential election.<\/p>\n<div id=\"attachment_831\" style=\"width: 160px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2011\/10\/police-man1.gif\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-831\" class=\"size-thumbnail wp-image-831\" title=\"Police-man\" src=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2011\/10\/police-man1.gif?w=150\" alt=\"\" width=\"150\" height=\"115\" \/><\/a><p id=\"caption-attachment-831\" class=\"wp-caption-text\">\u201cPost\u2019s local \u2013 hire security investigator reported many of his usual contacts in the security forces suddenly were reluctant to speak with him over the phone and would either request a face \u2013 to \u2013 face meeting or refuse to speak.\u201d<\/p><\/div>\n<p>Ambassador Butenis wrote \u201cKey police personnel now thought to be trusted by the government include Senior DIGs Keerthi Gajanayake, Gamini Nawarathne, Nimal Mediwake, Kingsley Ekanayake, and S. M Wickramasinghe.\u201d She further wrote \u201cIn the wake of the January 26 Presidential election, incumbent President Rajapaksa, Defense Secretary Gotabhaya Rajapaksa (the President\u2019s brother) and the Army commander moved quickly to replace senior Army officers seen as loyal to General Fonseka. The ambassador Butenis wrote \u201c Nawaratne confirmed media reports that 150 police officers were being transferred because they had \u2018showed bias\u2019 during the elections, which Nawaratne interpreted to mean they either had failed to provide support to the government\u2019s campaign or they had tried to prevent election fraud by the government. Nawaratne implied that the government was putting the transferred officers into positions where they could have less of an impact on the upcoming general elections. Elections law in Sri Lanka prohibits transfers or promotions of military or government officials during an election campaign\u201d<\/p>\n<p>Under the subject of \u201cCONCERNS FOR OTHER MINISTRIES\u201d the US ambassador wrote \u201cIn a meeting with PolOff on February 2, a senior Ministry of Foreign Affairs official warned of future purges of other government officials in other line ministries. (C) SUMMARY: Following President Rajapaksa's January 26\nre-election, the leadership has undertaken purges of military\nand police officials believed to be loyal to Fonseka or\nperceived to be overly eager to uphold election laws against\nRajapaksa campaign abuses.  Contacts indicated that two\nsenior military officers and 21 retirees had been arrested,\nand 14 other senior officers forced into retirement.  Other\ncontacts indicate that 150 police officials have been\ntransferred.  Senior military contacts loyal to the president\nexplained the personnel shake-ups as implementing changes\nlong-overdue that Fonseka had blocked as military commander,\nbut outside observers interpret the changes as pay-backs\nand\/or an effort to consolidate power.  A senior MFA official\nfeared similar purges would be forthcoming in his ministry,\nor even possibly a re-alignment of the MFA to put it under\nthe authority of Defense Secretary Gotabhaya Rajapaksa.  END\nSUMMARY.\n\nPURGES IN THE MILITARY\n----------------------\n\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO81.html#par2\">\u00b6<\/a>2. (C) In the wake of the January 26 Presidential election,\nincumbent President Mahinda Rajapaksa, Defense Secretary\nGotabhaya Rajapaksa (the President's brother) and the Army\ncommander moved quickly to replace senior Army officers seen\nas loyal to General Fonseka.  On January 31, Director of\nMilitary Intelligence (DMI) Colonel Aruna Wanniarchchi\nconfirmed to PolOff that at least two senior military\nofficers and 21 retired officers and soldiers had been\narrested for their perceived political alliance with General\nFonseka, and for allegedly planning a coup with him against\nthe Rajapaksas.  (NOTE: DMI termed the retired officers and\nsolders as deserters. END NOTE.)  The government also moved\nto force 14 senior military officers into retirement since\nthe election.  This purge was said to be headed by the Senior\nDeputy Inspector General (DIG) of Police who heads the State\nIntelligence Service and the Chief of National Intelligence.\nMedia has also reported that 150-plus police personnel have\nbeen transferred, and Post's local security investigator has\nconfirmed the transfer or sidelining of senior police\nofficials seen as loyal to Fonseka or a little too eager to\nenforce elections laws that inhibited the Rajapaksa campaign\noperation.  There were indications by February 2 that the\nremoval of allegedly disloyal government officials might\nextend beyond the security forces, as a senior MFA official\nexpressed concern for his position, and an official of the\nTourism Board resigned abruptly under unclear circumstances.\n\n<a id=\"par3\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO81.html#par3\">\u00b6<\/a>3. (C) There has been much speculation on the motives behind\nthe military purge.  No official explanation has been offered\nyet by the GSL to address complaints of heavy-handedness and\npoliticization of the Army, although a senior SLA officer\ntried to explain the moves to DATT by noting that the\npost-election shuffle of senior Army officers was due to two\nfactors.  First, transfers had been long-overdue because\nFonseka allegedly had prevented many key transfers while he\nstill was in command, and Sri Lankan election regulations\nprohibited the security forces from transferring or promoting\nanyone until the campaign was over.  Second, after Fonseka\nleft active service the new Army Commander convened a board\nto review and consider \"Redressals of Grievances\" (ROGs) from\nArmy officers who believed Fonseka had unfairly denied them\nopportunities for key operational command and staff\nassignments.\n\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO81.html#par4\">\u00b6<\/a>4. (C) Though both these arguments theoretically might have\nmerit, few if any observers entertained the idea that these\n\nCOLOMBO 00000081  002.2 OF 003\n\nmoves were motivated by anything other than vengeance and a\ndesire by the president to consolidate his power.  The\ngovernment continues to maintain, however, that the military\nactions taken to reduce the influence of Fonseka loyalists\nwere not a political vendetta.  They have maintained a public\nstance that there was a very real threat from insurgents and\nArmy deserters.  DMI reiterated to PolOff that the arrests of\nthe 21 security personnel were a move to crush General\nFonseka's coup and assassination threats against the\npresident.  Perhaps tacitly admitting the reality of the\nsituation though, the DMI said the future of Army officers\nwho were suspected of being Fonseka loyalists was uncertain.\n\nPOLICE OFFICIALS LOYAL\nTO FONSEKA SIDELINED\n----------------------\n\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO81.html#par5\">\u00b6<\/a>5. The military purge appears\nto have left the Army with officers that have proven their\nloyalty to the Rajapaksas and those will be too cowed to\nvoice dissent.
