The Colombo Telegraph found the cable from WikiLeaks database. The cable is written on October 10, 2002 and classified as \u201cCONFIDENTIAL\u201d by the Deputy Chief of Mission, W. Lewis Amselem.<\/p>\n<p>The cable says \u201cThe cohabitation waters are riled again. In a September 29 speech Kumaratunga lashed out at Prime Minister Wickremesinghe. In widely publicized comments, the President effectively accused Wickremesinghe of soliciting bribes when he was education minister in the late 1980\u2019s. Without providing any evidence, she asserted that Wickremesinghe and his staff had demanded that she pay 25,000 Rupees in order to gain admittance for her son, <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Vimukthi+Kumaratunga&amp;x=7&amp;y=7\">Vimukthi<\/a><\/span>, to Royal College, a well \u2013 known local high school. The president asserted that she would not pay the bribe and her son did not gain admittance.\u201d<\/p>\n<p>\u201cThe latest presidential version of why her son did not get in to Royal College is a new one. In the past, she has asserted that Wickremesinghe had blackballed her son from getting in to the prestigious school for political reasons. She did not mention the bribery charge. Whatever the truth is regarding her son\u2019s application to get in to the school, it is apparent that whatever happened made a deep imprint on Kumaratunga, with many observers citing it as one of the key reasons she does not get along with the PM.\u201d the cable further says.<\/p>\n<p>The cable quotes Indian HC and says \u201cTaranjit Sandu, Polchief at the Indian High Commission, told us that Kumaratiredunga\u2019s comments \u2018had badly backfired. The PM is widely respected and few people believe that he is corrupt. (SBU) The accusation has led to another cohabitation\r\ndustup, with the PM's supporters harshly criticizing\r\nKumraratunga.  Commerce Minister Ravi Karunanayake, a\r\nbitter foe of Kumaratunga's, was quoted as stating:  \"We\r\nknow the president attacks us (other ministers in the\r\ngovernment) and we don't take those insults seriously,\r\nbut we will not allow her to cast aspersions on the\r\nprime minister.\"  Buddhist Welfare Minister W.J.M.\r\nLokubandara stated:  \"We must understand that we cannot\r\nhave cohabitation with the president under the present\r\ncircumstances.\"  According to press reports, the weekly\r\ncabinet chaired by the PM on October 2 also turned into\r\na hotbed of anti-Kumaratunga invective.  In obviously\r\nleaked reports, various ministers were cited as calling\r\nfor Kumraratunga's immediate impeachment, among other\r\nthings.\r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2002\/10\/02COLOMBO1848.html#par5\">\u00b6<\/a>5.  (C) The ferocity of the response to her accusation,\r\nincluding the generally negative press play it\r\ngenerated, put the president a bit on the defensive.\r\nHer staff asserted that she had been misquoted, but\r\nvideo feed of the speech showed her making the bribery\r\nclaim.  Her staff then took another tack -- Harim\r\nPeiris, one of the president's press spokesman, told us\r\nthat \"she was just joking.\"  Be that as it may, the\r\ndamage had been done, with many finding the president's\r\nremarks beyond the pale.  Taranjit Sandhu, polchief at\r\nthe Indian High Commission, told us that Kumaratunga's\r\ncomments \"had badly backfired.  The PM is widely\r\nrespected and few people believe that he is corrupt.\r\nMost people took the president's remarks as another sign\r\nof her own instability.\"\r\n\r\n-------------------------------------\r\nChipping away at the Peace Initiative\r\n-------------------------------------\r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2002\/10\/02COLOMBO1848.html#par6\">\u00b6<\/a>6.  (SBU) In a more muted fashion (compared with her\r\nAnurahapura remarks in any case), the president and her\r\nadvisers have also been criticizing the GSL's peace\r\ninitiative.  In the latest salvo, the president's office\r\npublicly issued a letter she had sent to the PM dated\r\nSeptember 27 in which she expressed concern over two\r\nmatters.  First, she warned the PM not to take any\r\nrushed steps related to \"high security zones\" that might\r\naffect \"national security.\"   (Note:  At the recent\r\ntalks in Thailand, the two sides agreed to form a joint\r\nbody to examine high security zones in the north and\r\neast, with the aim of allowing increased numbers of\r\ndisplaced persons to return to their point of origin.)\r\nSecond, she asked to PM to look into press reports that\r\nthe Tamil Tigers had held a large graduation ceremony\r\nfor military cadets on September 19 in the Trincomalee\r\narea (see Reftel).\r\n\r\n<a id=\"par7\" href=\"http:\/\/wikileaks.org\/cable\/2002\/10\/02COLOMBO1848.html#par7\">\u00b6<\/a>7.  (C) In addition to the president's letter, Harim\r\nPeiris spoke to the press regarding the peace process,\r\nstating that the Tamil Tigers needed to be disarmed\r\nbefore the GSL agreed to the formation of an interim\r\nadministration for the north and east.  Explaining his\r\nstance, he was quoted as commenting, \"A heavily armed\r\nLTTE taking over government-controlled areas is\r\nuntenable.\"  (Note:  It is widely expected that the\r\nTigers would dominate any interim administration formed\r\nfor the north and east.)  Reacting to Peiris' comments,\r\nJehan Perera, the head of a local think-tank, told us\r\nthat the disarming of the Tigers could not even be\r\nconsidered at this point as the group would not even\r\nhear of it.  To make such a demand, \"could end the peace\r\nprocess,\" Perera averred.\r\n\r\n-------\r\nComment\r\n-------\r\n\r\n<a id=\"par8\" href=\"http:\/\/wikileaks.org\/cable\/2002\/10\/02COLOMBO1848.html#par8\">\u00b6<\/a>8.  (C) For his part, the PM did not publicly comment on\r\nthe president's accusation, although he was said to be\r\ninfuriated in private.  The sum result of the latest\r\nfracas is that it probably strengthened the PM's\r\ndetermination to take steps to rein in Kumaratunga's\r\npowers.  Already, the PM is moving a bill in Parliament\r\nmeant to constrain the president's power to call new\r\nelections.  It is not clear whether the bill has the\r\nneeded support, but the latest outburst by Kumaratunga\r\nprobably helped the PM's cause.\r\n\r\n<a id=\"par9\" href=\"http:\/\/wikileaks.org\/cable\/2002\/10\/02COLOMBO1848.html#par9\">\u00b6<\/a>9.  (C) In terms of the latest soundings re the peace\r\nprocess, the president seems to be trying to appear as\r\nskeptical and hard-line toward the Tigers as possible in\r\norder to accuse the GSL of naivete if the process is\r\nsomehow derailed.  She seems a bit tentative on the\r\nsubject, however, perhaps because she does not want to\r\nalienate a public which strongly supports the GSL's\r\npeace initiative at this time.
