The \u2018confidential\u2019 cable recounts the details of a meeting the US Embassy had with the JVP\u00a0MP Vijitha Herath. The cable was written on November 06, 2009 \u00a0by the US Ambassador to Colombo,\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Patricia+A.+Butenis&amp;x=6&amp;y=3\">Patricia A. Butenis<\/a><\/span>.<\/p>\n<p>The ambassador wrote; &#8220;In response to PolOff&#8217;s question why the GSL continued to detain civilians in the camps, Herath suggested that the GSL might view doing so as electorally favorable, or it could be that the GSL was just not focused on releasing IDPs. Butenis.  REASONS: 1.4 (B, D) \r\n\r\n\u00b61. (C) SUMMARY.  In a meeting with PolOff, MP Vijitha Herath\r\nof the Janatha Vimukthi Peramuna (JVP, the People's\r\nLiberation Front) offered guarded comments indicated the\r\nleftist-nationalist party was probably waiting for a more\r\ncertain political climate to declare publicly its political\r\nintentions. Herath repeatedly underscored the need to abolish\r\nthe Executive Presidency. He cited the economy and IDPs as\r\ncentral issues for the JVP, issues which he accused the GSL\r\nof largely ignoring. The JVP expressed great concern over\r\nrecent rumors of U.S. prosecution for war crimes of Chief of\r\nDefense Staff General Sarath Fonseka, and possibly Defense\r\nSecretary Gotabaya Rajapaksa, which could crush its election\r\nhopes. END SUMMARY. \r\n\r\nELECTION STRATEGY\r\n--------------- \r\n\r\n\u00b62. (SBU) Herath told PolOff that the JVP was aiming for a new\r\npolitical era, which had begun with the recent positive\r\nresults from the southern provincial elections. He said he\r\nhad noticed a change in the political climate in the past\r\nseveral weeks. Nonetheless, Herath expressed frustration with\r\nRajapaksa's refusal to abolish the Executive Presidency,\r\nciting the seventh clause of the UPFA's agreement with the\r\nJVP, reached in the run up to the last presidential election.\r\nHerath said the JVP's main election goal was to defeat\r\nRajapaksa and do away with the Executive Presidency, which\r\nthe JVP viewed as an obstacle to democracy. \r\n\r\n\u00b63. (C) Herath argued the GSL was singularly focused on\r\nwinning the upcoming elections at the expense of key issues\r\nand was disingenuous in its promises to abolish the Executive\r\nPresidency. He said that the JVP had not yet decided on its\r\ncandidate, but offered that Fonseka and former Chief Justice\r\nof the Supreme Court Sarath Silva were possibilities.  When\r\nPolOff asked about a formal alliance with the UNP, he\r\nresponded that it was not possible, but that an alliance at\r\nan unofficial level was possible: \"fighting together, but\r\nmarching separately.\" (NOTE: The JVP-led uprisings against\r\nthe then-UNP-led government in the 1970s and 80s and the\r\ngovernment's brutal response, as well as fundamental\r\nideological differences, probably are the primary factors\r\nkeeping them apart. He accused\r\nCentral Bank Governor Ajith Cabraal of quoting faulty\r\nstatistics to paint a falsely rosy picture of the economy.\r\nThe GSL overspent on the war and had not put together an\r\neffective budget, which was why they had not presented one to\r\nParliament. Herath said that he had just returned from\r\nBatticaloa, where he witnessed the government's inability to\r\nprovide promised compensation to civilians displaced from the\r\nwar and for land it appropriated during the war. \r\n\r\nFEAR OF U.S. PROSECUTION FOR WAR CRIMES\r\n--------------------------------------- \r\n\r\n\u00b66. (C) Herath acknowledged that Fonseka--who is widely\r\nbelieved to be considering running for president--could pull\r\nin a significant number of Sinhala votes, but stressed that\r\nTamils and Muslims were unlikely to vote for him because of\r\nhis past Sinhalese nationalist statements, as well as his\r\nrole in the war. Notably, Herath asked PolOff about the\r\nrecent report of the Department of Homeland Security (DHS)\r\nquestioning Fonseka. He appeared very concerned and asked\r\nwhether the U.S. might not allow Fonseka to return to Sri\r\nLanka, which would scuttle the JVP's election strategy, in\r\nwhich case he indicated the JVP was likely to protest in\r\nfront of the U.S. Embassy. (C) In the wake of the United National Party's\r\nannouncement of its United National Front alliance and the\r\nTamil National Alliance's Tamil coalition, the leftist JVP is\r\nwaiting for the dust to settle before publicly committing to\r\nan election strategy and choosing its political partners. The\r\nJVP has fought to remain politically relevant after its\r\ntraditionally Sinhala-Buddhist nationalist message was\r\noverpowered by President Mahinda Rajapaksa's aggressive\r\nmilitary prosecution and subsequent victory over the LTTE in\r\nMay 2009.
