The \u2018confidential\u2019 cable recounts the details of a meeting the US Embassy had with chiefs of missions ( COMs) in Colombo.\u00a0The cable was written on February 26, 2010 \u00a0by the US Ambassador to Colombo,\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Patricia+A.+Butenis&amp;x=6&amp;y=3\">Patricia A. Butenis<\/a><\/span>.<\/p>\n<p>Ambassador Butenis wrote; &#8220;On February 25, Ambassador followed up reftel demarche to select capitals with a meeting with COMs of Australia, Canada, France, Germany, Italy, Japan, The Netherlands, Norway, and Switzerland, plus the EU and UN, to discuss the current situation in Sri Lanka and gather thoughts on the way ahead. The meeting began with the Australian high commissioner and French ambassador recounting recent meetings with President Rajapaksa. High Commissioner Klugman &#8212; who accompanied Australian Special Representative for Sri Lanka John McCarthy to see the president &#8212; said he appeared comfortable, relaxed, and positive, saying &#8220;all the right things&#8221; on such topics as national reconciliation and &#8212; unprompted &#8212; the de-centralizing <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=13th+Amendment+&amp;x=9&amp;y=7\">13th Amendment<\/a><\/span>, though emphasizing that these processes could only move forward after the April 8 parliamentary elections. He emphasized that economic reconstruction and development would be top priorities: &#8220;There can be no peace without development,&#8221; he said, &#8220;and there can be no development without peace.&#8221; Newly arrived French Ambassador Robichon recounted similar remarks from the president at her recent credentialing ceremony, noting that he also had spoken of de-linking the northern and eastern provinces.&#8221;<\/p>\n<p>&#8220;COMs were unsure whether the recent political crackdown was temporary or indicated a new style of leadership by the Rajapaksa regime, though it appeared the Rajapaksas were set on a more authoritarian course. (C) Despite these relatively positive remarks by the\r\npresident, the COMs were in full agreement with the\r\nassessment of the U.S. demarche to capitals that the \r\n\r\nCOLOMBO 00000143  002.2 OF 003 \r\n\r\npolitical situation in Sri Lanka had deteriorated\r\nsignificantly since the presidential election on January 26,\r\nas exemplified by the arrest and detention without charges of\r\nformer opposition candidate Fonseka, the purge from the\r\nmilitary of suspected Fonseka supporters, reassignment of\r\nhundreds of police officers, intimidation of independent\r\nmedia, and the continued renewal of the repressive Emergency\r\nRegulations.  COMs were also deeply concerned about the\r\nrecent announcements by the government that it would be\r\ninvestigating NGOs and INGOs for financial malfeasance and\r\nalleged hostility to the government, particularly\r\nTransparency International. \r\n\r\nWHAT CAN WE EXPECT?\r\n------------------- \r\n\r\n\u00b64. (C) COMs -- including those such as Norwegian Ambassador\r\nHattrem with long experience in Sri Lanka -- were unsure\r\nwhether the recent political crackdown was temporary or\r\nindicated a new style of leadership by the Rajapaksa regime.\r\nBut it did appear that the Rajapaksas were headed in a more\r\nauthoritarian direction.  \"The plane seems to be heading for\r\nSingapore,\" EU Ambassador Savage quipped, \"but it might land\r\nin Burma.\" \r\n\r\n\u00b65. (C) COMs said they already had been making many of the\r\nsame points to the GSL that the U.S. had been making.  The\r\nquestion was where to go from here.  Hattrem argued for a\r\nlong-term approach, emphasizing the need to point out to the\r\nGSL the importance of a liberal political system for economic\r\ngrowth and prosperity.  Klugman agreed firmness on core\r\nvalues was important but stressed that in the shorter term\r\nother key topical issues -- such as treatment of IDPs,\r\nreconciliation, and development in the north and east -- also\r\nmust be emphasized. \r\n\r\n\u00b66. (C) Ambassador Butenis, however, pointed out the\r\ndifficulty in controlling or moderating the message from our\r\ncapitals, given that many actors other than foreign\r\nministries were involved.  She passed out to the group copies\r\nof a recent CSIS report on Sri Lanka advising the West to\r\naccept new realities and think of new approaches, which had\r\nbeen cited in the GSL media and privately to Ambassador by\r\nGSL spokesman G.L. Peiris as implying less emphasis on human\r\nrights.  Moreover, there were some developments -- such as\r\nthe imminent release of the annual U.S. Human Rights Report\r\n-- over which we had no control.  On this score, Ambassador\r\nalso noted that the question of war crimes and accountability\r\nnow overshadowed all of our dealings with the Rajapaksas. \r\n\r\nRECOMMENDATIONS\r\n--------------- \r\n\r\n\u00b67. (C) After further discussion, COMs arrived at consensus on\r\na number of steps for the way forward in Colombo and in\r\ncapitals: \r\n\r\n-- We should not expect much progress on issues of importance\r\nto us before the parliamentary elections and should refrain\r\nfrom public comment, particularly in the press.  The\r\nparliamentary election campaign was likely to be more violent\r\nand contentious than the presidential election.  In this\r\nenvironment, the international community should not appear\r\ntoo eager to engage the Rajapaksa government, which would be\r\ntaken by the government as countenancing its recent bad\r\nbehavior. \r\n\r\n-- At the same time, we should be prepared to hit the GSL\r\nhard privately and publicly if it moved forward with\r\npersecution of NGOs and INGOs.  As Hattrem noted, attacking\r\nTransparency International was tantamount to attacking the \r\n\r\nCOLOMBO 00000143  003.2 OF 003 \r\n\r\ncore democratic values of the West, and it was important to\r\npoint out to the government in the strongest terms the\r\nproblems it created for itself by going after such basic\r\ninstitutions.  We must tell them categorically, Hattrem\r\nsummed up COM thinking, \"Don't go down that road.\" \r\n\r\n-- After the parliamentary elections on April 8, we\r\nimmediately and forcefully should re-engage to remind the\r\npresident of his promises on reconciliation, the 13th\r\nAmendment, and re-development in the north and east.  The\r\npresident long has told us to wait until after elections then\r\nhe would undertake these big projects.
