The Sirisena-Ranil Dualism Is A Textbook Case Of Managing Well In Chaotic Times

Typically, dualist models in governance are hard to work. However, “the Sirisena-Ranil dualism is managing the chaotic situation reasonably well. It is a textbook case of managing in chaotic times.”

Media

Understandably, many criticisms are being made of the Unity Government set up by the UNP and President Maitripala Sirisena. Some of them are fair and some total fabrications and distortions. Ironically, the most vociferous are the print media and TV, which seeing no need to feel grateful for the new freedom they have got, are witnessed lashing at the President and the Prime Minister who are the key architects of the revolution of January 8th. One reason for that, is that the Press finds, at last, some opportunity for enlarged circulation as it creates news and even creates conflict. “Breaking the news,” is always possible and loved by Press people and TV media. The social media has been unaffected as it is free by definition.

Why PM-The Target

Prime Minister Ranil Wickremesinghe is the main target and he is accused off all sorts of bad things. Why? Because, from the Opposition point of view he is the key to the implosion of this government. If he is out, the government falls and President Sirisena will have to beg for mercy at the feet of Mahinda Rajapaksa. Mahinda will have to decide if the man is to be sent six feet under ground or be made to be “found missing” in a white van. Ranil out, means Mahinda’s return! Ranil is the main brain behind the YP government and, I tell you, he is hard to beat in the chess game of politics. He happily stonewalls all criticism by a magnificent silence, which I like to call “Ranil’s Silence.” It is somewhat like the Buddha’s silence expressed in the Pottapada Sutra when sixty questions were asked from him by his listeners and he gave only silence. Why,My Lord,” asked a disciple, “ do you not answer my questions?” The Buddha’s responds, “I have answered you.” As a tactician, Ranil is incomparable in contemporary Sri Lankan politics. You never know what he is up to. This is why, the enemies of the yahapalanaya government keep going at him.

Victories Won Cannot be Spirited Away by Distractions

For me, I know where I stand and I know my goal post. I will be honest: I wrote extensively to expose the previous government-as part of the broad civil movement that gathered to liberate the island from the burden of his rule. I will not abandon that ship. Although, I know there are blemishes, I am aware of where I am going. Hence, these imperfections will not distract me. I support president Maitripala Sirisena and Prime Minister Ranil Wickremesinghe and the YP government. The government has achieved something substantial in the last three years and it is moving in the right direction. Besides, there isn’t any alternative that can replace it and  further the goal of yahapalanaya. Hence, supporters of the yahapalanaya cause have no option. We must criticise but we must retain the government-both. The victories won cannot be spirited away by distractions.

Return of Democracy

Democracy has returned and it is beautiful to see people protesting for their needs, without getting shot like at Rathupaswela. It is beautiful to see journalists writing good criticism and bullshit-both. It is also beautiful to see the Opposition organising itself into an effective force with no-one of them being despatched in white vans. Tolerance is in the air and that is the central triumph of the yahapalanaya government. The British philosopher AC Grayling said: “Tolerance is not only the centrepiece but the paradox of liberalism. For liberalism enjoins tolerance of opposition viewpoints, and allows them to have their say, leaving it to the democracy of ideas to decide which shall prevail. The result is often the death of tolerance itself because those who live by hard principles and uncompromising views… if given half a chance, silence liberals because liberalism, by its nature, threatens the hegemony they wish to impose.”

Government must be mindful of the Grayling wisdom expressed here.

Independent Commissions & Rule of Law

The Independent Commissions are in place in order to ensure a free police, free elections, and  free judiciary. No longer are cases heard at Temple Trees and dissidents assaulted to death there. The judges are free and are seen giving decisions against the government. The freedom of Information Act is law. Thus the second triumph of the yahapalanaya government is the restoration of the rule of law and order

These are mighty things as I love to see my country free of oppression. Ordinary people walking in the streets are not forced to clutch walls and turn their backs until VIP politicos like Gota pass by. with their impressive security entourage.

Bond Case

Much ado is being made over the bond case and the incident has been totally politicised out of proportion but those criticising the government in that regard don’t realise that the very fact that this government has appointed a Presidential Commission in order to investigate the alleged misconduct of its own leaders and officials is an achievement that would never have been dreamt of under the previous dispensation. Self-criticism is permitted as we see Ministers criticising other Ministers.

Constitutional Reform

Besides, the YP government’s top priority for constitutional reform is praiseworthy. It is conducting this major event  in a very consultative way. Constitutional reform is crucial if we are to lift the whole game of our politics by enshrining safeguards for democracy, accountability of political and non-political players in government, bringing in checks and balances to excessive use power, and converting the executive presidency to one of an executive Prime minister accountable to Parliament; ensuring greater women representation, and ensuring better quality of MPs entering Parliament. It is worth protecting the YP government at least until this reform is achieved.

Economic Progress

Economic progress is essentially something that takes time. Yet, we can already see some positive results when the Central bank Governor announces a projected 5. 5 % growth rate. Fiscal discipline is being restored. Exports are increasing. The huge national debt is being whittled down.Foreign direct Investment is coming. GSP Plus has been won. Loss- making ventures of the previous administration are being restructured toward profitability and debts incurred thereon are being drastically reduced by new joint ventures.

Facing Crises

No doubt the Unity government has been facing crisis after crisis but the good sense  that prevails between President Sirisena and Prime Minister Ranil Wickremasinghe has resulted in the unusual success of a dualism  model in governance. It is not only a common threat to both parties that can keep a dualism running in stable fashion. It has a lot to do with the maturity  and wisdom of the two leaders involved.  These qualities are possessed by the two leaders.

Conclusion

The root of the crises we witness today is the slender majority in Parliament that the two  parties in government received. They had to import many undesirable MPs from the other side and the latter have become a pain in the neck. Typically, the dualism model in governance is hard to work. However, the Sirisena-Ranil dualism is managing the chaotic situation reasonably well. It is a textbook case of managing in chaotic times.

      -Man, they were the “Godfathers of Chaotic Sri Lanka.”
      -Yeah, Ranil very well orchestrated and managed the CB Bond scam and Sirisena-Ranil dualism was instrumental in evading legal proceedings.
      -They well managed the economic “downturn.”
      -Their dualism destroyed agriculture, rural industries/rural economy and small/medium local businesses beyond recover.
      -Their dualism made the country solely depended on massive foreign/local loans.
      -Their dualism skyrocketed cost of living as never before and made the country totally depended on imports even the basic items.
      -Ranil formed an entity called FCID directly under his supervision, above the independent Judiciary, and Sirisena-Ranil dualism carried out political witch-hunt at an unprecedented scale.
      -Their dualism placed a record in diluting Parliamentary democracy by bribing MPP with portfolios, perks, allowances, commissions, money-bags for votes etc.
      -Their dualism hindered the progress of the country by way of extra-weak decision making powers.
      -Sirisena-Ranil dualism invited war crimes allegations against country’s national army who happened to be the heroes who vanquished the most ruthless terrorist organization at the time.
      -Their dualism put the country in danger of soft invasion of foreign powers.
      -Their dualism paved the way for selling most crucial national assets of the country.
      -Their dualism almost succeeded in dividing the country by way of the Federal Constitution. They had to backtrack later in the face of vehement opposition of Buddhist Monks, WW+NFF and the general public.
      -Sirisena-Ranil dualism destabilized the country as never before.
      .
      Sirisena/Ranil weren’t democratic at all when they took power in 2015. They were halted only by the massive influx of people at Wimal’s first rally in Nugegoda. Anybody would remember how despotic/suppressive Ranil acted/acting in the Parliament.

        Why should we invite colonial masters themselves who invaded our country, robbed our wealth, destroyed temples, forcibly converted our people to their religion and massacred our ancestors, to celebrate our independence?

          Pls note my dear friend we got independance and after 70 years of self governing we have only created more unrest , looting politicos ,and tainted and delayed lawsuits , The laws delays you can write books on it . and nothing is done about it . if we were under the BRITISH we woulod be better off than being governed by these crooks . the list about them will run into many pages . how many asylum seekers are now better off than thecounterparts who stayed back. Why sri lankans risk the high seas to cross to europe or Australia . This place is not worth living in . it is a paradise lost dueto bad governance ,racism , biased laws . and no standard policy on ISSUE .

    With all the advantages he has had, nepotism of JR, dirty money earned by the corrupt Wickramasinghe/Wijewardena family combine. A UNP which is in the grip of Senanayake, Jayawardena and now Wickramasinghe family. A society which slavishly looks up to them (like the writer Jayasinghe)

    With all that, Ranil the tactician has made the UNP a third force in politics, behind MR and MS.With all his low cunning and manipulation Ranil has failed to become President and even a secure PM always having to bow to Chandrika or Sirisena.

    Even when he tried to rob the country with his boy friend Mahendran the gang of three (Ranil/Mahendran/Alloysious) got caught with their pants down !

    Why don’t you say that he is called Mr Clean and accepted by people like Jayasinghe as a Liberal Democrat !

Stooges of MR overseas are wagging their tails behind the Rajakapse bashers. They robbed 3 trillion from the T/bonds when they were in power. I feel sorry for Aloysius

    Ranil is a text book case of a swollen headed,arrogant, glorified idiot. From what shyamon says one thing is very clear. Idiots are kings in the company of blind fools.

      I am sorry to disappoint you. Ranil/Sirisena partnership very well knew how not to disturb the Status Quo. They knew it might backfire. Therefore you will see both refrain from rocking the boat however they have been deploying strategy available in the business as “Bend the clan without Breaking it”.

      Then of course the both UNP and SLFP knew both are caught by the other by each other’s b***s. If one tries to pull both will get hurt.

      However there is always the tried and failed strategy available to both parties, promise the voters how both on their own way beat the hell out of the minorities and then blame the victims.

      For example:
      1. Promise to disenfranchise nearly 30% of the population in 2 hours of winning the next general as well presidential elections.
      2. Promise to pass laws to nationalise properties owned by minorities.
      3. Promise to legislate all private and public sector employers to sack employees from minority.
      4. Promise to legislate laws preventing hospitals treating patients from minorities.
      5. Promise to stop all forms of education to minorities.
      ……
      …..
      …..
      Please note by no means this is a definitive list of campaign promises.

      Finally in order to please the hardcore, a promise to wipe out North, East and Colombo by carpet bombing a top priority.

      UNP and SLFP can pick and chose from the the above endless election promises. We will not know how Achchige Patali Champika Ranawaka act.

      Well JVP will definitely support the fascists by sitting on the fence.

    RW said his UNP 3 member Parliamentary committee ABSOLVED ARJUNA MAHENDRAN of all wrong doing. That was a blatant cover-up. Lucklily the Commission with top class Royalist Judges like Prasanna Jaywardene(not JR’s grandson but honorable late Stanley’s and Sujatha’s son; classy people) did not cower or try to be deferential. Ranil INSISTED on keeping AM even after the bond blow up.

    You do not have any idea about the simple life. No, it is you simply got Amnesia by choice. There are friendships in politics. It is only alliances. Even communists believe that they should make alliance with Capitalists in order to achieve their goals. See how many wives in Sri lanka would be living married lives that they do not like. Just remember, Mahinda Rajaoakse was a formidable opponent so many ganged up and took Maitrhipala a hostage and it is working for him. Country is in trobule. UNP is not considered the same old party of DS or of DUDLEy. It is simply Unpatriotic National party full of thieves, con-men/-women, fraudsters and destroy the country. both the UNP leader and the deputy leader who also was the Finance minister are in trouble. If it was in another country they both are looking outside from the jail.

    Gota is going round to temples and worshipping monks and giving pirikara in the hope of coming forward as Presidential candidate in 2020. He should have been behind bars long ago if not for Wijaydasa Rajapakse. Who murdered Lasantha? Who was behind the hit squad that came to your door in the night? Who took bribes on the MIG deal. These Rajapakse fellows are the worst politician-thugs Sri Lanka had ever – known. If sirisena is entitled to stay until 2025 let him be there and teach these fellows a lesson. The jails are waiting for them

People got a taste of how these lawless elements would behave again if given power.The government leaders must borrow from Mahinda Rajapakse and hire some thugs to set upon such Parliamentary rowdies of the JO. This government is too decent.
    The Bond Commission should have started with the cases from 2008-2014 when the MR government robbed over 4000 billion without approval of the monetary board.

    Mahinda Rajapakse while holding the busiest post in his notorious regime also held on to Finance. Why? So he can fiddle with public funds. During his time Rs 4072 billion Bond transactions were done with no Monetary Board approval and not even informing Parliament. Cabral’s own sister had then been a Director in Perpetual Treasuries.Before his stooges and vassals shout like rowdies in Parliament they should think of that.How is that Jim Softy??

    I think Shyamon, what we need is LESS of Politics and MORE governance.

    If this country could have stripped poor Mrs B of her Civic Rights (for what?) this Yahapalanites should have done the same to all those whom they accused of all the wrong doings and then set about GOVERNING the country to put things right.

    Mixing Politics with Governance has been the root cause of the problem.

    The fact that there is no one better is no excuse to have someone rotten.

    Do you really mean to say among 22 MILLION, there aren’t any better than those in the saddle? REALLY?

    I hear: “Copies of the Bond Commission Report Shared With CB Governor, Bribery DG: But Not With PM”.
    Of course, PM and Prez share the same ‘political bed’ because Yahapalanaya is likened to a marriage between ‘two loved ones’; then why not they share the same Bond report. It is logical that PM doesn’t need a separate copy. He can read it while sitting on Prez’s ‘lap’ (or vice versa)!
