A Year After Rajapaksa, Sri Lanka Remains In Crisis: New Leadership Has Failed To Uphold Basic Rights, Bring Accountability

On July 13, 2022, many streets in Colombo – Sri Lanka’s capital – erupted into celebration after weeks of peaceful protests forced then-President Gotabaya Rajapaksa to flee the country. Rajapaksa, long implicated in war crimes when he was defense secretary, had presided over an economic catastrophe amid allegations of widespread corruption and impunity.

But a year later, despite some superficial changes, there is no sustained improvement in the country’s economic situation that impinges many people’s human rights. The acute shortage of fuel that was the most visible feature of the economic crisis has eased. But more than six million people – nearly 30 percent of the population – are food-insecure and require humanitarian assistance, according to the United Nations. Seventeen percent of children under age five have stunted growth.

Meanwhile, the new president, Ranil Wickremesinghe, has used the police and military to crack down on protests. While the previous government had announced a moratorium on the use of the draconian Prevention of Terrorism Act, Wickremesinghe used the law to detain student protest leaders.

A revised counterterrorism law proposed by the new administration would have handed sweeping powers to the police, the military, and the president and created a set of new speech-related offenses. The government was forced to pause the legislation amid widespread outrage, but authorities are nevertheless using other laws to clamp down on free speech.

The government also continues to pursue abusive policies against minorities, such as “land grabs” in the north and east, targeting Tamil and Muslim-owned land, including places of worship, on a variety of pretexts.

Tamils seeking to memorialize people who died in Sri Lanka’s 1983-2009 civil war are subject to intimidation and banning orders. Relatives of victims of enforced disappearance, who are campaigning for truth and accountability, are kept under surveillance by the intelligence agencies. Minorities in the north and east face restrictions on expression and association far greater than in the rest of the country.

Sri Lanka remains in an economic, political, and human rights crisis. President Wickremesinghe should recognize that upholding rights and pursuing accountability for grave crimes is essential to addressing the country’s problems.

    You have correctly laid out the optics of current issues in Sri Lanka.
    In an ideal scenario anyone looking at Sri Lanka will draw the same conclusions as you.
    But the reality on the ground is quite bizarre to say the least. Let me try to explain.
    Up until the point when Gota was driven out through a public out cry seemed fine, but then the unexpected happend.
    The public didn’t see things to a conclusion. Though they succeeded in getting rid of the Rajapaksas, they didnt crush the political set up of the Rajapaksas.
    Ranil who didn’t have the public’s mandate was chosen as the new president through a vote in the parliament. His selection was done mainly through pohottuwa party with the backing of the Rajapaksas.
    Rajapaksas are still relevant as they still wield a considerable support from the stupid people.
    So Ranils survival is based solely on the support he gets from Rajapaksas.
    The Rajapaksas who are controlling him from behind.
    If Ranil is to take action, the first victims will be the Rajapaksas. Once the Rajapaksas are out of the way, then what? Ranil will be a nobody. So it is a catch 22 situation.
    If the stupid people let go of their underground support for the Rajapaksas, then things could be different.

        Tension in Kurundur Hill – Police disrupting Pongal festival

        Thugs in uniform, civil and saffron should have been banned from loitering in that area because the local judge has already granted permission for the devotees to prepare pongal (milk rice) as part of festival for Kuruntur temple.

        A senior thug in police uniform force-ably put out fire (with his shoe disrespectfully) which was to be used as local makeshift three stone fire stove.

        For a minute lets forget about the religious importance of this occasion, consider the damages these combined forces of thugs have been wreaking on “peaceful” people.

        Why does not the (“Aragalaya” minded) people protest against these fascist loving thugs? Given the state of the country shouldn’t these thugs be gainfully employed elsewhere or detained in boot camps?

              I have friends abroad who ask me quite seriously if the buses are running, and about the power cuts.
              I haven’t bought an egg for months now. But why eat eggs when there is chicken? One has to be flexible.

      By the time, Gota was driven away from the country, all was in torn modus. Even law and order was fragile even he came to maintain ” national safety” which was the main motto of their political campaign in Nov 2019.

      Besides, If people used their brains in November 2019, the nation would not be in deficit today. They relied on a person who had worked as a petrol shed attendant for 15 long years in the United States.

      Just think, how to surprise such a person? I’ve seen those immigrants enter Europe, the US and other developed worlds who, unless they’re educated candidates, have no other options than to waste time and rely on “life jobs”:

At the begining of MARA term, he also respected the kind of human priciples. HOWEVEVER Wadakaya of that family, Gotabaya s commands ran an amok in the last phase of the war.       Creation of a federal or totally independent state for the island’s Tamils, Christian. Hindu and Muslim, native and Indian origin are very important to safeguard us from further Sinhalese racism and structural genocide. Even recently against court orders when Tamil Hindus had gone to worship at the ancient Athi Sivan temple, Sinhalese thugs, Buddhist monks and Sinhalese police were preventing them from worshipping at the temple and creating a lot of hindrance and disturbances. Tamil people now cannot even worship at their own religious sites freely, in their own homeland due to state-sponsored Sinhalese racism and this too against court orders.     I get the impression that the author seems to have viewed Sri Lanka and its activities high up in the sky. If the author expected that all the illnesses that Sri Lanka had before the “struggle” or “Aragalaya” be cured in a short period of one year then she does not live in reality for “Rome was not built in a day”. She forgets to report that the struggle wanted the existing “Executive Branch” of Government out, mostly arising out of the lack of basic amenities and the leading opposition parties, in reality, did not want to take the challenge to put things right. The only chap who had the guts to accept was His Axcellency Ranil Sriyan Wickramasinghe with just one seat in Parliament for his Party. It was Lee Kuan Yew who said in an interview “….first let people get a decent livelihood. Then we can talk of superior forms of Government. Democracy is a superior form of Government.”. I am bloody wild with him for not holding the local government elections and provincial council elections, but I cannot blame him if he follows the prescription of LKY because the basic amenities are available at a price. .

    Sunak was selected by the Tory party at a time when UK was undergoing an economic disaster caused by the bungling of 2 previous PMs. The party was aware that Sunak was the best man for the job but it is doubtful if a self made millionaire of Indian heritage & a practicing Hindu would be elected by the public & the Tory toffs. Yet, he still has a chance if he can, primarily, reduce the inflation, currently around 8% (used to be around 2%), before the next election. In contrast, RW was rejected several time by the people & was brought in by his political foes because he was the man to save the corrupt Rajapakses & their cronies currently in Parliament. He is unable to survive without the Rajapakses & unlikely to be elected at the next election but I think, like Sunak, he may have a chance if he can change his poor image & improve the situation in the country because he appears to be the best out of bad bunch.

    So far, apart from buying breathing space with assistance from donors, RW has done nothing to improve his image. His cronyism, indifference to corruption & injustice & supporting draconian laws makes him the same old RW. He has not learnt from experience despite the many opportunities.

        Half of them arrived post-15th Century from then Tamil Kerala and Tamil Nadu, all imported by the Portuguese and Dutch colonials to do menial service work or to work as indentured slave labour in the southern spice estates. The other half also are descended significantly from South Indian invaders and immigrants, again largely from the then Tamil country in South India, slightly mixed with some immigrants from the northeast parts of India. Very few indigenous and even this so-called Indigenous are prehistoric Dravidian immigrants from the southern parts of India again largely from what is called ancient Tamilakam in India. Everything about the so-called indigenous Sinhalese Buddhists lead to South India and largely to modern Tamil Nadu and then to Kerala which was Tamil a few centuries ago. However, there is nothing indigenous about the name Tony it points to the Iberian peninsular or to Italy. Tony Antonio Anglicised to Anthony.

So refreshing when most Indians, including their elite, politicians, government, and the media largely pander to Sinhalese Buddhist fundamentalism and racism against the island’s indigenous Tamils originating from the north and east and overtly and covertly support our structural genocide. Whether it is the Congress or BJP that rules. This is my frank opinion. India could have done much for the Tamils and achieved far more and also safeguarded its interests but it failed, as many of the Indian elite and ruling classes are largely anti-Tamil and this clouds their judgement, even when it concerns their own national interests.

        A person kicked out by the voters becoming the President itself is wrong. Yes, there is a big hole in the Constitution that allowed it. However, no one would have imagined of such a situation when the Constitution was written/amended. If Ranil is a honest person he should have at least formed a Constitutional Council first before appointing ministers and then appoint ministers based on the suggestions of the CC. This CC should have had equal numbers of MPs from SLPP and from the opposition and not according to the seats held in the Parliament, as Aragalaya totally rejected the SLPP MPs. This should have been the first action Ranil should have taken as he came into the Parliament through the back door not anticipated by anyone at the time of writing/amending the constitution. He did not do it as he is not an honest person. If this happened there would be a much smoother functioning of the parliament and the government. Further, what has Ranil done, he has surrounded himself with all those UNPers who were kicked out by the voters and they are now running the government and not the ministers who were elected to the parliament by the voters and appointed by him. He even has Ravi Karunanayake the architect or the guy who got a condo for facilitating the Central Bank robbery with him.

Then a party that is hated by the voters and against whom the aragalaya/protest was held supports and appoints the same person as the President. Such a scenario is like a dream come true for a person who could never win an election to become the head of the state, his party could not even hold to a single seat in the Parliament during the last election, and could never hold his position for a full term as the PM in the past.
