Why Two-Third Majority?

Anura Kumara Dissanayake (AKD) expects his JVP-led NPP to win a majority of seats in the legislature to make his task easier. The question is whether that majority should be a simple working majority or a solid two-third majority. Disastrous consequences under governments that ruled with two-third majority in the past had provoked political pundits and opinion makers to question the wisdom of electing governments with two-third majority. Without questioning their wisdom however, a special cased could be argued in favour of such a majority to the regime (the terminology is employed neutrally) headed by President AKD.

AKD’s Presidency and his NPP coalition government would be ushering in under very challenging circumstances. A shattered economy under IMF stewardship struggling to resume growth, an ethnonationalist but corrupt, clannish and nepotistic system of governance with an associated political culture which not only sapped the vitality of that economy but also deepened the ethnic and social fissures in Sri Lanka’s plural polity, and the persistent pressures from rivalling regional and global powers to exert their respective influence in the island’s foreign relations are no ordinary challenges to manage while exploring the avenues of economic growth and development with an indigenous trademark. This is no easy task especially for a President and his cabinet of ministers many of whom were schooled in an ideology radically different from the ones which previously influenced the think tanks of previous governments.

Yet, ideology is one thing but translating it into practice is quite another. Radicalism was indeed the bread and butter of many a political party in the Cold War era of previous century. That radicalism has either disappeared completely or been mellowed by pragmatism so much to lose their original identity. As a result, the post-Cold War era has produced a new generation of politically awakened men and women who want to enjoy the fruits of democratic freedom while striving to achieve economic prosperity without sacrificing their national identity. President AKD and his NPP coalition are the products of that generation in Sri Lanka. The 2022 aragalaya was the open expression of that generation and the demand for system change epitomized its yearning for democracy with economic justice. AKD and his coalition was born out of that aragalaya and they did undertake to translate that yearning to reality. Change of political culture and governance through social revolution became their declared mantra to achieve economic growth with equity. That itself demonstrates a revolutionary transformation to a political group whose origins were bloodied with insurrections and military massacres. The aragalaya wave was so stormy and strong that within a short period of time it left its footprint on the political landscape of this country.  President AKD’s victory not through bullets but through ballots marked the beginning of aragalaya’s peaceful march towards a radical transformation of politics in the history of post-independence Sri Lanka.  It is an experiment undertaken by a new generation of voters and that generation should carry the full credit if the experiment succeeds and it alone should take the responsibility if it fails. A supportive parliament with two-third majority for NPP is therefore an absolute must for the new regime to translate its promises into action.

The fact that around fifty politicians from the old order is said to have withdrawn from contesting this time is silent testimony to the intergenerational transfer of political leadership in this country. If the 2021 Polikandy to Pottuvil march organized by the Tamil youth and the 2022 aragalaya led by Sinhala youth were of any indication they demonstrated a growing desire within the new generation for inclusiveness, justice and change to a different economic paradigm. On both occasions, youth from all ethnic and religious communities joined in and all they wanted was change from a divisive, undemocratic and unjust ethnocracy to an inclusive, democratic and just pluralist polity. AKD’s campaign to clean up the political culture and governance covers only one half of the task ahead. The other half rests almost entirely in the economic sphere.

IMF stewardship in steering the nation’s economic recovery has drawn bitter criticism from certain quarters. Knowing the disastrous record of IMF in countries like Argentina and in Africa that criticism is not out of place. But the point is whether the citizenry is prepared to face the consequences of getting rid of the IMF. Pragmatism dictates that the present rulers continue negotiating with it for a more favourable outcome, and there are factors outside economics that could make it possible. One of the reasons why the economy went down the precipice was because of bad and incompetent governance. IMF itself pointed out this in one of its periodical reviews.  ADF and his team have started already to rectify this. Yet, there is no guarantee that the new experiment will be faultless. After all Rome was not built in a day, but the new leadership should be given the benefit of the learning curvre.

Resources that are currently siphoned off by corrupt practices could be redirected to essential public services like education, healthcare, and infrastructure development. Transparency would improve investor confidence, leading to more foreign investment and economic growth. With a fairer distribution of resources, people’s standard of living would rise, and the government would be more accountable to the public, fostering a stronger, more efficient governance system. Ultimately, halting corruption could set the foundation for long-term sustainable development.Give chance to NPP others had a chance.

    Giving two thirds on a NPP govt would be tantamount to suicide.

    Or rather, it would pave the way for Argalaya II or Gota’s wasteful 2.5 years, because any good government should be supported by a strong opposition. If it were not, it would always end up creating disasters.

    Moreover, fallen Greece proved it to the world, its leftist leaders elected by its own people did not allow IMF or other austerity measures to be implemented as intended. The result was an extension of economic recovery for a long 12 years (1.2 decades).
    Thanks to the implementation of IMF recommendations led by former president RW led care taker govt, Sri Lanka’s economy recovered by becoming a 4.4% economic growth economy and also creating opportunities for government revenue as expected by world experts.
    When Mr. RW took over, it was a cash-strapped government that could not even pay for the vital cargo transport ships to Colombo port. There was a long queue of ships docking in Sri Lankan waters as the government did not have enough money to pay for the cargoes. However, the ungrateful nation was made to believe that Mr RW had committed a very big mistake by burdening the nation by increasing VAT and other taxes and he was defeated.

      You don’t need to give NPP a two third majority in Parliament. But this is an opportunity to solve many of the problems that faced the country have to be solved for the interest of the country and people. So, SJB which is now in a position to get an opportunity work together with NPP to give their full support in solving the problems peacefully and faithfully. If that happens that is a victory for the country.

        Before the election, they promised to reduce food and fuel prices, reduce electricity charges, take no more loans, etc.
        None of the above needs a 2/3 majority. They can be done by executive decision. But it wasn’t done, because it would have crashed the economy.
        I am considering voting for AKD. He’s just a more sociable Ranil, with a beard.

          Ranil told us that he will solve the ethnic problem before 4th Feb 2023. Did he do that until September 2024? You want Anura to reduce food, fuel prices? Did he say that he will reduce within 3 weeks of his government. But he has taken steps to reduce the government expenditure and to take actions to investigate most of the cases where the justice were denied over the decades.

      I do agree with you that this could end very badly. but at the same time if you do not I am afraid they will keep blaming not having the ability to change things. Why not give the 2/3 to them and see what they can do ?

      Wow! It seems that even the vociferous apostle of “system change” has been reduced to settling for the status quo. Reality is a great teacher. The more the System changes, the more the System remains the same.

Both payed the price for doing their job, but still maintained real facts under duress. Few politicians already admitted, ” that powerful people were behind Easter Mayhem, and exposing truth, will put lives in danger”. Ravi, was harassed ending up retiring with mental health issues . Shani, who almost died in prison, is not a secret anymore. These crooks ( pseudo patriots ) don’t have the guts to stand in election. In just one month Lanka has achieved the unthinkable, sending most crooks out of business ( at least for now ).

        Dear NV, everything you say here is in line with what I have said.

        Dr. Ali and our self-proclaimed scholar (clown from Bandarawella) have been working for AKDISM all along. However, now people are saying it is RANILISM but under AKD.
        AKD has not made any trend-setting changes since he was elected as the President of this stupidity-ridden country.

        If AKD would be appointed “Wimal Sakkli Weerawanse” as Finance Minister in the future, I think that would be the beginning of ARAGALAYA II (real revolution).

        The people of Sri Lanka would never be able to distinguish good from evil.

        Our Sinhalese (best e.g Sinhala_Man) who cannot speak Sinhalese have proved this to us many times.

      After the introduction of proportional representation, no party got two third majority in parliament. Gota with 6 million voters could not secure it. So what makes one think that AKD who got much less will make it. remember what happened when ruling party had two thirds majority in 1970 when country was economically ruined and in 1977 when country was politically ruined. It is better that NPP does not get it.

    During the last Presidential election the political, so-called “Stalwarts”, like Ranil, Sajith, Rajapakses, and “Senior Most” others in their campaign employed tactics such as “Deception” with all manner of fear-mongering referring to “1971/88/89” murders, “Confiscation” of properties (one house from holdings of two, etc), no more “Dalada Perahera” (Kandy Pagent), no more “Ethkanda Perahera” (opinioned by Prof. Charitha Herath) if and when NPP – AKD is elected the President.

    To an extent, this “Deceptive” campaign worked to reduce the number of votes polled for AKD but failed to avoid a defeat for them.

    Having failed in the above “Dirty” campaign, the next campaign designed is “Disempowerment” – to prevent NPP from securing even a “Majority” in the House of Representatives – Parliament. Those who failed (the so-called stalwarts) have now “HIDE” in the “National List” and carry this “Disempowerment” campaign of Rani/Sajith./Rajapakses. The “Hidden Agenda” of this campaign is to prevent an NPP Government from moving steadfastly in apprehending the “Criminals” – who robbed the National Wealth and set up a CLEAN CULTURE of politics.     II – The NPP has put out an ambitious program of work in their manifesto which includes the introduction of a NEW CONSTITUTION. This would take a long process – a “2/3rd” majority in the House PLUS a Referendum
    In the meantime, several Legislations need to be amended and or repealed to set up unhindered mechanisms to fulfill the promises made to the people. For the last short stay in power and the manner of engaging in the Governing functions by the President, the Prime Minister, and one other Minister, the people have developed confidence and trust in defeating the “Deceptive” campaign pf opposition to AKD and NPP.

    The people are now CONFIDENT and TRUST that NPP could carry the burden and fulfill their wishes. That is the TREND now. Apart from that, they also know that an NPP Government needs to be fortified and prevent the “Disempowerment” campaign and give, not only a majority but a “2/3rd” power to make the necessary changes.

    The “MOOD” of the people has changed and even those who gave their votes opposing the NPP are considering voting for the candidates (well-educated professionals/dedicated to serving and unblemished characters) presented by the NPP. They also have identified where the “Crooks” are accommodated and in hiding.

    A clear majority is good to prevent bowing to horse-traders. But a 2/3 majority is not essential.
    The NPP could count on fair minded colleagues in parliament to pass what are just laws.

    The NPP came to power in a very different way to how previous governments came to power. For many decades, the competitors in the same ideological camp would put on a colour or symbol and have a match to see who wins. The winners as well as losers go back to eating the cake given by the fooled voters. Yes, they spend billions on elections campaigns and expect to get returns of at least several time the investment, into their families’ and friends’ pockets each time. That was the game. Now its a different game. In fact, it is not a game at all. The people who will be contesting from the NPP are not opportunists, but people seriously committed and dedicated to uplifting our motherland from the ruins of sustained rape and pillage. The people must place complete faith in these people, who will ensure that at least future generations will be able to live a dignified and healthy life in our resplendent isle in the sun. There is a cultural revolution quietly taking place at the same time as the economic revival. Do support this effort with all your strength.

    We do sincerely hope that those who had been selected by NPP are selfless; dedicated;uncorrupted and aren’t ones from Sinhala Buddhist Supremacists/Fundamentalists.
    Both US Presidential Election candidates have promised that “TIPS” the Hotel employees get would not be taxed. It is a good move that will try to be very courteous and efficient in their work. Should Tipping be considered as bribes?
    It will be good for the next government
    to have close to two-thirds majority.
    The opposition parliamentarians could
    then have some sort of CHECKS & balances over any changes to the legislations. I do expect TNA & SJB to play an effective role from the opposition for the sake of betterment of our country that had been DIRECTIONLESS!

    NPP government should not be actively giving jobs to EX-DEFENCE personnel. Posting them as High commissioners or Ambassadors too should not take place. Will the role of ‘ Avant Garde’ be investigated?

    Was it from Pottuvil to Polikandy or ‘Polikandy to Pottuvil’ as the author suggests?
    The march was not organized by the youth. Tamil politicians including FP politicians were behind it to salvage their declining political fortunes, and as feared there was ZERO follow up.

    My hope is that voters this time around would be mature, rather than dim-witted as in the past, and ensure that the NPP will not win with more than a simple majority. No political party should be considered exceptional and provided immunity from the dangers of the abuse of power by a 2/3 majority. With a simple majority, NPP can get many pressing problems accomplished. However, it is essential the NPP has to work within a consensus-seeking environment with other political parties and citizen groups for sustainable change in terms of major socio-economic and political issues.

      I think that our people will give 2/3 mandate to NPP as they are working against Rajapaksa and Sajitha Premadasa now.

      The impact is that in the near future we will build a dictatorship of the nature of North Korea, Sudan and Cuba.

      We don’t see any signs of heads up instead of closing doors with the international community.
      All but 22% of the electorate, a smart representation of voters who voted in the last presidential election, are still “angry.” (stupid gallery aka majority of lankens representing srilankens are either angry or racial).
      Their little brains won’t be able to think properly by Nov 14 because we know how our stupid people abuse their votes.

      Although there was a drop in the price of eggs for a few days and no tangible reduction in the price of oil, they are taking revenge by appointing Janatha Vimukti Peramuna and NPP as their future ministers.

    In my opinion, the two-thirds majority for a political party that does not have much experience in governing is not good at all. The best solution is for the NPP and SJB to form a joint government or for the NPP to have a minority government and SJB to have the opposition. This would enable a clean, progressive government to function. NPP and SJB have many common platforms, and they both can work together on these two platforms, including on minority issues and a new constitution after 3 years, they can then prepare for a new election once the current term of 4 years end.

    …….. because ……. if anyone should get a 2/3 majority …… of all the governments who have got 2/3 majorities in the 76 years of in-dependence …….. AKD/NPP are the most deserving! …… (only in Bandarawela English, one can start a sentence with ‘because.’)


    Except for a few rare lapses, here and there, they have shown proper good/exemplary behaviour …… in parliamentary-politics ……. for a long time.

    Some Lankans are like Donald Trump …… who is a shining example of someone who can accept defeat gracefully …… even if the election was “stolen.” :))

    He should do everything he made people to believe that he is going to do.
    Give him the praise for the rights, and he should accept the blame for the wrongs.
    If it did not work, take the highway the Old Rowdies, Evil Emperor, White flag Murderer took in the presidential election and 225 donkeys dwelled in Parliament going to take in the General election.
    It is simpler than A-B-C. There is no NASA Space technology in this to confuse them.

    … Why Two-Third Majority?
    There are situations where it would be useful.
    There are situations where it could pose problems.
    Give NPP a reasonable majority.
    Let us watch their performance.
    A Two-Third Majority could wait for their next turn.

    It is becoming clear that NPP is the brainchild of Ranil and Anura, and the gang is in the process of protecting Ranil and, through Ranil, the Rajapaksa family. For this reason NPP should not be given two thirds majority so that a strong opposition can ensure that what Anura, Harini and their party members declared in the election platforms are implemented.

      No, the fact is that there is only one way to recover from bankruptcy, and it involves the IMF and a lot of hardship. There isn’t enough money in Uganda to pay off our debts.
      There is another alternative, which people like Prof ASS might prefer. That is full-blown economics isolationism, which means we will have limited food, and probably everything else rationed, including Internet time. But the voters won’t like it. Prof. ASS might, but he’s sitting in NZ.
