A Bell Tolls For The World

This week, Chinese authorities heaped praise on ophthalmologist Li Wenliang, absolving him of the charge of disturbing public order. The rumourmonger has been declared a ‘hero who fought bravely’ by the very system that persecuted him for warning about a new SARS-like virus.

The exoneration came too late for the whistle-blowing doctor and for the 13,000 people in China and worldwide who had died of the Covid-19 pandemic, so far. That pandemic could have been avoided, had President Xi Jinping and other Chinese leaders heeded the whistleblower-doctors instead of punishing and silencing them. According to a study by the University of Southampton, had Beijing responded two weeks earlier (around the time of Dr. Li’s warning), the number of cases could have been reduced by 86%.  

Even with the benefit of the Chinese example before them, political leaders from orient to occident persisted in ignoring or downplaying the threat from Covid-19, cleaving to the myth of business as usual. Donald Trump said the virus was just like the flu, and will vanish miraculously. On the day Italy’s infectious cases exceeded 400, the leader of the ruling Democratic Party urged Italians not to change their habits. Iranian leaders refused to lockdown virus epicentres in the country and went ahead with a planned parliamentary election. Sri Lanka’s Tourist Board put out an ad touting the country as a safe-zone from Covid-19. The ad claimed great health screening, best health care, only one confirmed case and 34 days with no case – and continued to run even after the WHO declared a global pandemic. 

Such blindness and inaction enabled Covid-19, birthed in China, possibly of a food chain that involved pangolins and men, to become a global pandemic in three short months.

The velocity and the spread of the virus’s sweep demonstrates that while closing national borders is a necessary measure, the eventual solution will have to be a global one. If the virus retains a hold on even a single land, the rest of the world will not be safe. To paraphrase John Donne, in our globalised world, where migration and tourism are ubiquitous, not even islands are islands. 

The Hong Kong flu epidemic of 1968 which killed one million people and the Asian flu epidemic which began in China in 1956 and killed 2 million people barely touched us in our teardrop island. Those days of splendid isolation are long gone. Tourism is our lifeblood. And we have a Diaspora that is second (in terms of numbers) only to the Jewish Diaspora. we are unique only in our own besotted eyes. Any bell that tolls for the rest of the world tolls for us too. 

The need for a political ceasefire

In Iran, election in the time of Covid-19 caused a low turnout, enabling hardliners to score a landslide win. That might have been what Lankan rulers were hoping for when they insisted on going ahead with the parliamentary election despite a burgeoning epidemic. Politics trumped over commonsense to such an extent that a police curfew imposed on areas pinpointed as the virus epicentre was hastily lifted to facilitate the nomination process.

The Election Commission has postponed the election, using the powers accorded to it by the 19th Amendment. Had it not done so, the virus would have claimed many more victims by now. A stark warning of how the campaign would have done the work of the virus was provided by a Gampaha District candidate who also happens to be a medical doctor. Not only did she organise a meeting to felicitate herself; she also praised the participants (who were seated shoulder to shoulder) for coming to her meeting even against the advice of medical professionals. Had the election not been postponed, Sri Lanka would have been overwhelmed not only by a viral pandemic but also by a stupidity pandemic.

The election has been postponed but the electoral mindset, created by the dissolution of parliament and the nomination process, continues to pervade. Some of the party leaders might play safe, but individual candidates and their supporters will resume campaigning the moment the curfew is gone, leaving thousands of disease vectors in their wake. Hours before the curfew came into effect, a candidate in the Badulla district went around in a truck distributing pirith pan (Buddhist holy water) to people. This sort of behaviour would go national the moment the curfew is lifted, undoing whatever good the days of forced isolation had achieved.

The only way out is for all contending parties to come to an agreement to suspend campaigning until the situation stabilises. Once such a multi-partisan agreement is reached, party leaders would have the necessary political space to stop their candidates from engaging in their infantile battles for preference votes. 

Unfortunately, this necessary political ceasefire is yet to happen. The President seems to think this is a problem he can solve singlehandedly, with the support of the military, just as he ‘won the war’. At a meeting of the Covid-19 task force, he dismissed the idea of a national lockdown, with a cackle. The imposition of the curfew points to a welcome change. Perhaps it had something to do with Basil Rajapaksa having to place himself in self-quarantine, a measure necessitated by a meeting with a local-level politician who had subsequently tested positive for the virus. If campaigning resumes before the epidemic has been seriously incapacitated, no one will be safe, including the president and his family.

A political ceasefire is necessary for financial reasons as well. The government has spending money only till end April. To approve finances beyond that date, the parliament has to meet. The government has obtained a loan from China, but that is merely a stopgap measure. Since a new parliament is not possible before end April, the old parliament will have to be reconstituted. Therefore, the only option is for the president to rescind the gazette that dissolved the parliament, thereby restoring the status quo ante. 

If the President is willing to take the first steps towards a political ceasefire, the opposition must cooperate, using their numerical strength to pass whatever sums necessary not only to beat back the epidemic, but also to keep the country functioning and to provide relief to the more vulnerable businesses and households. 

Countries that have managed to keep the contagion under control all engaged in aggressive testing. Even non-symptomatic people were tested, resulting in early detection and isolation. That means many more testing kits, as well as other facilities, from hospital beds and protective gear to ventilators. Funding these necessities might require unpopular measures, including the cancellation of some of the more irrational tax benefits of December 2019. If the government is courageous enough to propose these measures, the opposition, in turn, must be principled enough to back them, and not turn them into propaganda footballs. 

A political ceasefire is also necessary to develop the right societal attitude in the face of a common threat. Cooperation, unity, solidarity – this is what we need today. Elections are times of intense competition, not just among parties but also among members of the same party. An election campaign, in this time, will turn common or garden political, ethno-religious and societal cracks into deadly faultlines. In a situation characterised by inter-party and intra-party fighting, the pandemic will become the lesser enemy. Until we wake up one day in the situation of China or Italy.

Avoiding a Stupidity Pandemic

American astrophysicist, Neil de Grass Tyson, said that “we are living in the middle of a massive experiment worldwide – will people listen to scientists?”

Sri Lanka’s record so far is not very encouraging. Our responses to the epidemic seem to be characterised more by prejudices and preferences than by facts and reason. Placing an army general at the helm of the campaign against the epidemic is as inane as asking a medical doctor with zero-military training to lead a war. Most of the quarantine centres are located in the North and the East because the political leaders are unwilling to antagonise their Sinhala base. In an even more disturbing development, most of the treatment hospitals are located outside the North and the East. 

Contrary to claims by some circles, Lankan doctors have not developed a cure for Covid-19. The use of chloroquine and hydroxychloroquine are experimental at best. The false boast of the two drugs being certain cures might make uninfected people disregard the threat posed by Covid-19; and some of the infected who are unwilling to go to hospitals might decide to try a spot of self-cure. (Contrary to claims by some local politicians, these drugs have not been approved by America’s FDA as a proven cure for Covid-19).

People turn to religion in times of crisis. That is understandable. But given the nature of the crisis, this embracing of religion must be done individually and not collectively. Catholic and Islamic religious gatherings have been cancelled by respective religious leaders, but the Buddhist hierarchy has failed to take similar precautionary measures. The monk in charge of Siripada issued a statement asking pilgrims to keep on coming. Ven. Galkande Dhammanada Thero has reminded us that even the Buddha, when sick, followed the advice of physicians such as Jeevaka and Komara pachcha. But his remains a lone voice of reason in a sea of myth and superstition. 

The silence of the Mahanayake Theros combined with the government’s hands-off attitude has created a vacuum in which mass gatherings in the name of faith can still take place. The best case in point was the Christian religious ceremony in Jaffna conducted by a pastor from Switzerland who was tested positive for Covid-19 after returning home. Whether he brought the virus with him or whether he contacted it here is uncertain. What is certain is that hundreds of people have been placed in danger. The only way to avoid such instances is for the government to ban all mass religious gatherings and for religious leaders to ask their followers to practice their faith from the safety of their homes.  

Yesterday’s incident in the Anuradhapura prison is a warning about another danger area that can explode to our common peril. The overcrowding and appalling sanitary conditions in our prisons renders such basic precautions as washing hands or maintaining social distance utterly impractical. The virus will spread like wildfire if it manages to gain even a bare foothold in any of the prisons. The government needs to think of precautionary measures now, such as reducing the overcrowded state in prisons by releasing those convicted of minor offenses or are in jail for not being able to pay fines.

We are today in a place we have never been before, facing a fast moving and still mutating virus. According to a report by a US federal task force, the pandemic might go on for 18 months or more, and it might contain of several waves. A certain percentage of those who are cured can become sick again. Or a second wave can come from abroad, once controls are relaxed.

The world must formulate a globalised response, rich countries helping poor countries, scientifically advanced countries assisting countries where science lags. Hopefully, the IMF, the World Bank and other multilateral finance institutions will set up special funds to assist the more vulnerable countries to cope with both the virus and its possibly even more devastating aftermath. According some analysts, China’s GDP growth in the first quarter of 2020 will be as low as it was in the immediate aftermath of the Cultural Revolution. Worse economic devastation will confront countries like ours.

Perhaps the most important lesson of the ongoing pandemic is the primacy of social spending, the importance of robust public health and education systems. Sri Lanka has so many private hospitals, yet none has offered its assistance to the government free of charge. Instead, two of the hospitals were trying to milk the epidemic by offering the Covid-19 tests at extortionate rates. If we fail to understand that for countries like us true national defence lies not in attack helicopters or warships or sophisticated weapons, but in an expanded public health service, in more hospital beds, intensive care units, outpatient units, doctors and nurses we would have learnt zilch from this crisis.

      Just imagine, even if the opposition warned them about the danger before the nation, what they did was, made every effort to boom tourism industry by wrong means. They had no feasiblity studies but went on it.
      That bitch’s son Iraj Weeraratna – abusing powers illegally, spread lies misleading tourists. So we ourselves saw it during the recent visit paid to the country, how many of the CHINESE tourists came in… sometimes – not others but chinese only… were filled in airport.
      I left the country on the 4th March… even on that day, the airport was filled with Chinese arrivals. They had been wearing masks, but our people were not. They had been no hard actions being taken anyone enterin gthe country.: had no vision to control the arrivals.
      To tell you, we were at the airport, not many controls were there except a ridiculous IR machine was set to control chinese. ::: All these were not good enough .. to our knowledge.
      After 5th March or even later only they started controlling.
      Now again, day before yestreday I have no idea about the TRUTHFULness of the information, but thoe pilgrmis returned from India were not brought to quarantine stations (first batch).
      They the authorties act – to the very same manner, Rajakashes get on with GULLIBLE stupid masses in this country.
      The gullible people would not utter a single voice against Rajanos, because there is a big threat against MEDIA in the country today. That is called media blackout.
      We know truths, being out of the country, but self-imposed censure to media is in place -b ecause they the journos are scared of free posts.

Very soon world authorities will formulate an antidote course to eradicate these Co-Ranaviru-s.       Thanks for the article. The stupidity epidemic was there for quite some time. Now it has become a stupidity pandemic and gone viral. Imbeciles, politicians, monks, priests, ulama , school boys, event organizers and members of Parliament including the President had been infected.

      Social distancing and personal distancing, is best until effective antivirals and a vaccine is available. Do not be a host to the Covid-19 virus. Do the imbeciles , mean measured IQ 79, get it?

          The so-called “smart people”, in western countries have a mean IQ of 99. They do have plenty of stupid people below IQ 99. The land of Native Veddah Aethho, have more as a percentage of the population, like Iran.

          Now the mean IQ of the Chinese, the South Koreans, the Taiwanese, and Singaporeans fall between 106-108. They were able to contain it better.

          The new new hypothesis is that, everything else being equal, the stupider will spread it. Of course the cultural and religious practices will complicate it.

      My question is if according to the TEST, ones taken to quarantining are negative – why to keep them over 14 days in those houses ?

      Can the most squeezed govt, due to RAJAKAKSHE debts, with 5 billions of US dollars to be paid in this year as debts, how can they afford longer held quarantining ?

      If 6000 rps would cost a testing, why not they after the quarantining set free ? That way the begging govt could save enough funds RIGHT ?

      They the authorities should test everyone entering in quarantainig on the 1 day or the second day… depending on the outcome of results, they should be released, .. that way, they can give some reliefs to the doubtful people and also saving some costs that are unncessarily being used keeping them in houses on the cost of the govt right ?

      Those who live like animals in ITALY or KOREA, on their return to srilanka to show colours, even if they are like dirty pigs in those countries is not digestable.

        Please stop your Maralathoniya.
        For your information, in 2005 the debt was around Rs. 2 trillion. Rajapakshe regime borrowed about Rs. 5 trillion and in 2015 when the ‘Jadapalana’ Government came to power the debt was around Rs. 7 trillion. The ‘Jadapalana’ Government has borrowed about Rs. 5 trillion increasing the debt to Rs. 12 trillion.
        For the Rs. 5 trillion Rajapakshe regime borrowed, we can see the output. Hambantota Port, Mattala Airport, Southern expressway, improving infrastructure in the North and East, improvement in roads all over the country etc.
        Can you find out from Ra nil Wikunanasingham what he did with Rs. 5 trillion he borrowed?
        To my knowledge, they have spent hell of a lot of money for drafting the new Constitution with Federal System. Who benefitted out of this useless thing done to please Malabar Wellala separatist politicians?

        Anyway, you do not have to bother about debt repayment. Leave that to President Rajapakshe. He will not come after you asking for a loan.

      Thanks for your well-researched article. Yes, after the initial cover-up, the Chinese fessed up, and corrected it. It is my understanding, that is was the local authorities, the provincial communist authorities, who did not want to admit that they an a infection epidemic, and hoping that it will go away. It did not. The center had to step in and take control.

      In Europe, USA and rest of the world, it was a Chinese problem, and now a global problem.

      Yes, there is a lot of water under the bridge. President Gotabaya Rajapaksa allowing schoolboys, Organizers and monks have their way, and acting like a wimp, yes wimp. Hopefully, there are others who can take correct decisions and make it happen.

      Yes, it is hard given the mean IW of 79 of the populace, and the many unproven cultural and religious beliefs. Unfortunately for them and the country, COVID-29 does not care, and only looking for carriers for propagation.

    The typically sensationalised view of COVID 19 in the aticle is founded on ignorance (of the science of the virus), its strength as a pathogen and most of all, political prejudice against China The writer blames every one from the Chinese president and Donald Trump to the mahanayaka theros due to her getting the facts wrong.

    Her panic founded in ignorance doesn’t allow her to see the fact that COVID 19 is less than 10% as virulent as the flu and the common cold viruses and most people infected will not show symptoms unti ‘tested’. Nor will they be infectious, if basic sanitary measures are adopted.

    She is using a ‘study’ by the University of Southampton as evidence that had the Chinese response been quicker, the pandemic could have been avoided. This is sheer bollocks!. First of all, Southampton of a third grade university playing political games to attract research funding. If she wanted to prove a point, more credible witnesses are needed.

    She calls Covid-19, ‘birthed in China’ firther pointing to ignorance. The initial calls to it as Wuhan Virus by some US right wingers was quickly discarde following revelations in scientific literature that its present everywhere.

      The strains identified in Italy and South Korea are distinct from the one that spread in China. The pattern of spread also tells us something.
      CT is used by a large group of anti-China fanatics who are selective with their data.
      Although a Chinese spokesperson only hinted at the possibility of an American source, growing evidence suggests that it is more than a possibility.

        There are two viruses that are deadlier than Corona virus.
        One of them was brought to this country by colonial parasites. That virus killed tens and thousands of Native Sinhalayo.
        The other one is a virus saved by King Senerath and spread it all over the country when ‘Parangi’ wanted to eliminate that. King Senerath was not aware that it is a deadly virus.
        Native Sinhalayo should do whatever they can to bring these two viruses under control.

    very good article. I beleive that medical professionals have been under utilized in getting professional advice and educating the public. Being a retired medical microbiologist, I was surprised that not a single medical virologist came on AV media to speak on Covid 19. To add to that neither a virologist nor a microbiologist has been included as a member of the expert committee.Currently Sri Lanka has quite a number of consultant microbiologists and virologists. They may be able to contribute a great deal to control this epidemic.

The parliament was in action and there were three doctors in the parliament. Was any one consulted.

        M/FA should have made arrangements through the Ambassador there to house the people who came from Korea Italy and China in those countries itself without exposing the secure people of an ISLAND state.

        M/Health knew about the Virus in Dec 2019.She should have made it impossible for any person to depart from the Air Port / Sea Port without Medical clearance.All necessarey facilities should have been provided to the staff at the Air Port/ Sea Port.The ports could have been sealed with members of the large army the government command.
        The people who handle the hand held IR/UV theremometer seems to lack knowledge as to how it should be operated.They should have been trained.

    Dr Rani has been pleading with Prez Nanadsen to call an All Party Conference from the time the first Group of Corona carriers landed in Katunayaka .

    This sounds a very generous, fantastic move to help our long suffering Dalits.

    Instead of this all Party Conferences, Will the UNP Supremo Dr Rani muster his Golayas now and present a Budget with this 10k as the center piece and approve it with all other programs ,which Prez Nande took to the Voters.
    And approve it so that Prez Nanadasena can get over that Budget restrictions after April, and liberate the Nation again from this double whammy of Corona Infection and the Economic decimation..

    Private hospitals have to be taken over under emergency regulations and operated as public hospitals forthwith, while upgrading public hospitals to the standards (or close to) in terms of cleanliness and hygiene, superstructure and environment of the private hospitals. The military must take control of public administration and the health services given power to exercise executive authority. The politicians must be kept away from the disaster as much as possible as those parasitic vermin will unhesitatingly kill millions to achieve or stay in power. The loot from the bond scams from Mahendran to Cabraal and other rogues from Helping Hambantota to tsunami rorts and other major racketeers’ should be confiscated and used for public health initiatives. All luxury vehicles given to members of parliament should be auctioned forthwith and they should be given a three-wheel tuk-tuk instead. The moneys thus collected should go towards installing more ventillators and piped oxygen for ICU beds across the country. Those unwilling to play ball should be put behind bars until the pandemic is over, maybe in a few months’ time.

      As an ordinary citizen, what deeply disturbs and grieves me is that available resources at Hambantota do not seem to have been considered for utilization in this crisis.
      Hambantota has two government hospitals – the old Base Hospital and the massive new District General Hospital.
      There are enormous under-utilized buildings, such as the “conference centre” that could easily have been converted to quarantine centres. The Shangri-La hotel, now devoid of tourists, could also easily have been comandeered for the purpose.
      The expressway provides a comfortable 2 1/2 hour drive from Katunayake or Colombo. Better still, the Mattala airport is a 20 minute flight from Katunayake. Aircraft carrying those returning from “high infection rate” countries could have been diverted there, from where they could easily have been transported to Hambantota for quarantine.
      Instead of which we are transporting quarantine candidates who have already spent several hours on board flights, for several more hours by road from Katunayake to Punanai, Polonnaruwa, Vavuniya, Rantambe and Diyatalawa (the latter station too is more quickly accessed from Mattala).
      Why is Hambantota not being utilized? I would like to know.

      if anyone makes every effort to achieve gains, not having done proper feasibility studies, that would end up us being in catastrophical consequences. Nepal, bangaladhesh and india have almost controlled their numbers. but srilanka not yet. that is the situation back in my home country today. Not having done enough on control of virus, they promoted tourism. So chinese arrivals became really high apart from others came in from EU countries. Even on the 4th March, when we left the country, srilanken airport was filled with chinese tourists. If opposition forces would not protest, they would have been continuing with their election campaigns. Thanks to independent election commission and their members, they made a quick decisions – people in the country should indebted to EC. And people should stand against false propaganists such as Iraj Weerarathna.

    The gestation period is 14 days once you come in contact with persons infected with Covid19. How many have done so and are out there can only be a guess at this stage. So there cannot be a relaxation of attitudes or behavior. In the weeks and days ahead the number of positive cases are bound to increase exponentially. I think we should first and foremost address ourselves to the stupidity pandemic Tisaranee speaks of.

    you have given some hints. i will make it blunt.people mostly do not know the nature of ‘modern state’ which is secular. u cannot rule a modern country by listening ecclesiastical leaders on matters pertaining to economic policy, place of IT, human/minority rights and even corona. if the rulers do not keep such leaders in their respective places then they are in for some great catastrophe. is it possible for all minority leaders to listen to their religious leaders to articulate their demands on matters such as devolution, human rights and language rights. SWRD had to pay very heavily and that is history. best lesson from history is that no one learns anything from history. we are no exception.

    Quite a few of us will greedily gobble up any anti-China venom.
    Tissaranee is much less than an exception.
    There was an error in not recognizing that the infection was communicable, but the Chinese government (not the local authority) acted much faster than suggested in the article once it was known.
    No other country has acted to save itself and the rest of the world like China has. It has been most open with information and sharing experience. Europeans are increasingly appreciative of China’s role, despite slander by the US and its President.
    Also strains of the virus affecting Europe and South Korea are not the same as the one in Wuhan. What does it tell us about the origins of the virus?
    Prejudice shuts the brain to honest and scientific analysis.

      There are many conspiracy theories floating around, but very little evidence other than that it originated in a fish market in Wuhan.

      China was able to use draconian shutdown to attain control over the spread even after initial missteps. Western countries are not able to use the same methods but they are trying. A pandemic doesn’t care whether one is left or right

        There is no firm evidence of its originating in China, although China initially accepted the suggestion that its origins were in the Wuhan wet market and curbed consumption of wildlife.

        If the West cannot use methods used by China or South Korea why are the results so vastly varying between countries?

        China did not suggest a conspiracy but suggested the possibility of a US origin, for which there is ample circumstantial evidence.
        Study the evidence before dismissing it.
        However, it is worth noting that the US stands accused of using germ warfare against Korea and Cuba, and still has a biological weapons programme.

          A long time ago I checked Global Research and found it to be handled by conspiracy-minded leftists who often distorted the truth just as many people on the right do. So I wouldn’t put much weight to them, but will have an open mind.

          The weather.com article you give above–and the original peer-reviewed study it refers to– does show the L and S types. But it doesn’t support any claim of any Western country unleashing the virus.

          I agree that unlike in the West, the people in China have a better sense of the collective. That is a known cultural difference between the West and the East. But China most probably understated its death toll.

            My point is that the origins pointed to initially (Chinese lab bats, snakes etc.) were all proven inaccurate.
            Besides, the leading manufacturer of viruses is close to where you are, and has indulged in germ warfare several times before. (There are other factors too to consider.)

              Given the censorship and blocking of internet access in China, the truth doesn’t always get out. Whether it is is market stats or health stats, the Communist party’s total control makes any stats suspect. It is something that has to be assumed; what evidence can we ask for when the party manipulates everything?

              In the US, a President’s lies always get exposed, sooner or later, but not so in China.

              As for varying levels of response to the virus, it depends on the ration of aging vs youthful population, how seriously leaders take it and plan for it, etc.

              In the Western world, Angela Merkel, herself a scientist, has shown better leadership than others, and they have also been lucky in that they got some lead time. Their death rate has been 0.4%.

              Italy’s aging population resulted in the highest death rates. Iran is struggling under US sanctions and poor preparation. Their theocracy also suppresses the truth, not unlike China in that respect. Some other countries didn’t realize the severity of the epidemic.until the rate of death and infection threatened to grow exponentially.

There is no press freedom in these countries and many critics who raised their voices are incarcerated under inhuman conditions. Some were murdered. Do you know the number of people who are trying to escape these countries and settle down in the West?

                You can come up with any number of falsehoods that might have originated from the US, but you can’t take away the fact that there is a very high degree of press freedom here, except for some attempts by Trump to control press access.

                    I think you misunderstood my mention of Bernie Sanders. He advocates something similar to what the Scandinavian countries have, which is not a problem to me. It is the people even further left to him who admire China, Cuba and Russia that I have a problem with.

                    Maybe instead of reading the conspiratorial Global Research, you should read magazines like Current Affairs and Jacobin. Edited by young people on the left who are Bernie supporters, these magazines are factual and critical of the establishment and the Right wing in the US. Unlike in China, the US doesn’t censor them. The Nation, Atlantic, Vox, Politico, Al Jazeera are available in addition to the NYT, WaPo, Guardian and CNN. I don’t spend any time with Murdoch-owned Fox News, WSJ, etc.

              The theory that under high temperatures the virus loses its effectiveness has been considered but the are some counter examples in Australia and UAE, where at this time temperatures are as high as in SL. So serious scientists are waiting for more data to come up with firm conclusions.

              Ms. Rajasingham-Senanayake ( Aside: Is she a sister of Rajani Rajasingham Thiranagama?)’s doctorate was probably in anthropology. I would leave issues about viruses to someone in the hard sciences– a biomedical scientist or a virologist.

              Her conclusion about biological weapons is baseless and comes from excessive bias or paranoia.

What is evidently wrong is the way people are selected for important positions through political patronage and the disappearance of civil society, and with it the absence of civic sense. One is mostly struck by the submissive role universities are playing in our society.
    We have seen soldiers and policemen with guns on the streets for too long after the war. If a curb on movement is necessary against an outbreak of the corona virus, civil society should have been out in the forefront asking people to move about discreetly when needed. It should have been left to the Police with the Army called in as the last resort. This should not be used as a way of building up the image of problematic army commanders.
    China’s authoritarian regime showed its efficacy in imposing a lock-down to retard the spread of the disease. But this same authoritarianism also exacerbated the spread into a pandemic. Without active intellectual freedom, China, like Sri Lanka, would remain a backward country.

This, I know, is difficult; but that is the way of life for many holding such positions, such as Law Enforcement officers, Judges, and many such “Public Officials”. I know, once, when you got into a similar situation, your Chairman had to come to your rescue and say, “it was your personal opinion” and you are “free to hold on to your personal view”. Take your own Chairman and the other colleague in the Commission as examples. They are setting the standards even for the members of the such “Independent Commssions” we got with the “19th Amendments”. Please don’t allow, you to be “Quoted” as a reason to do away with the “Independent Commissions”. “THEY” are waiting to find some “Loop Hole” to get rid of the “19th A” and the “Establishments” that came into being with it.

    COVID -19 is an animal virus. It needs animal specific amino acids because of that it grow better in people eating animal proteins. At least sinhala buddhists and Hindians are not heavy, comparatively, meat eaters. They eat milk products, fish and eggs). So, they can not get it large numbers. Oriental countries eat so many kinds of animal flesh. that is why viral flues are common among Orientals.     At a time when the rapidly developing COVID-19 hits globally, Sri Lanka is helpless without the support of TriForces.
    As the President took belated measures to contain the spread of COVID-19 such as making quarantine compulsory and closing down airports, it was imperative for Tri-Forces to deploy their members to improve infrastructure facilities, such as building hospital wards and quarantine centres.
    Due to the President’s desire to hold the election as scheduled and therefore his unwillingness to take the pandemic seriously, the society was in the dark until a curfew was imposed, initially in installments, starting from Puttalama.
    On a separate matter, I understand our airport staff is having problems with the regular laundry company and taxi companies, refusing to provide their respective services.
    I urge the Prime Minister to intervene in this and provide hotel facilities to the airport staff in the vicinity of the airport. The same facilities could be accorded to healthcare workers.
    The mistake I see here is appointing Army Commander to coordinate the “entire” COVID-19 mitigation process.
    The President should have appointed Prime Minister Mahinda Rajapaksa, who feels the pulse of the nation, as the “Overall Coordinator (OC) of the COVID-19 Mitigation Process” along with healthcare experts, officials involving essential services, Commanders of Tri-Forces and the AIGP.
    In other countries, the above mentioned heads of civil groups appear on one stage allowing the media to raise questions (pre-recorded) with regard to the mitigation process and the relief measures available to the public.
    Lastly, I urge the Prime Minister to hold a meeting with the former Speaker and Party Leaders including TNA, as the people in Northern Province are still in the dark.
    This is a time we should show our unity, solidarity and compassion to all living beings in our country.

      According to medical information, Plaquenil is “Hydroxychloroquine Sulfate” where sulfate salt is used in the mixture when making Plaquenil tablets, while “Hydroxychloroquine” is the active drug which suppresses the immune system, and therefore should be very careful when mixing with other drugs and supplements.
      So there is a difference between PLAQUENIL and Hydroxychloroquine despite what GMOA says.

        Most drugs are either in Chloride or Sulphate versions.
        Sulphates versions are generally cheaper…

          I don’t know the reason for the government to recommend Hydroxychloroquine for COVID-19 without any scientific basis.
          It is common knowledge that Hydroxychloroquine is a strong drug, and therefore, those who take Hydroxychloroquine should not take Panadol, Aspirin, Penicilin, Advil, Aleve or any other similar drugs, allergic tablets and Insulin. Furthermore, those who have skin problems, kidney problems, especially seniors, diabetic patients, heart patients, pregnant and breastfeeding mothers, children and those who are addicted to alcohol should not take Hydroxychloroquine as it could be fatal.

              Champa GMOA is right. Both are the same. In drugs, there is chemical name, pharmacological name and trade name. For example of Paracetamol, chemical name is Acetaminophen, pharmacological name is paracetamol, while Panadol is trade name for the drug made by GSK laboratories. Similarly pharmacological name is Hydroxychloroquine while Plaquenil is the trade name of the same drug marketed by Sanofi- Aventis. Originally it was Chloroquine phosphate, but later modified by adding hydroxyl radical and make it as sulphate salt. Drugs which are organic compounds are produced as inorganic salts to enhance absorption and utilization by the body. As for Hydroxychloroquine it is quite safe, with only absolute contraindication being Epilepsy (GCPD deficiency and Myasthenia Gravis are rare), and the serious side effect is optic atrophy (damage to optic nerve and disc) that too in long term use as in Rheumatoid Arthritis and not short term use as in Malaria. I have worked in Polonnaruwa district for one year and Monaragala district for two years, and never got malaria because I used to take Chloroquine course whenever I felt feverish. When I worked in Zambia for four years, where malaria was more rampant, all Sri Lankans were advised to take a course of Chloroquine whenever they felt feverish irrespective of the cause, and none of them contracted Malaria. Better drugs against Malaria are now available, but they may not be active against Corona Virus.

                Government recommendation to use Hydroxychloroquine is in the right direction. So far there have been three claims of eradicating Corona Virus. First was in India where they had used two anti-viral drugs and Piriton, next was in Holland where they used Hydroxychloroquine to kill it six days and final one in France where they used both Azithromycin and Hydroxychloroquine to kill it in five days. So there is some scientific and logical basis for using this drug against Corona Virus. Better to avoid anti-viral drugs which are severely toxic and expensive, when cheaper and less toxic ones are available. Azithromycin is an antibiotic belonging to a group called Macrolides to which commonly used Erythromycin and Clarythromycin too belong. If I am in that situation, I will take Hydroxychloroquine promptly and possibly a Macrolide.

                    Clinical trial conducted in Holland showed that Hydroxy-Chloroquine kills Corona virus in six days. Clinical trials conducted in France showed that Hydroxy-Chloroquine with Azithromycin kills Corona virus in five days. Are you saying that these are fake. It is because President Trump told people to take Hydroxy-Chloroquine, FDA is doing delaying tactics not to allow him to get the credit for it. Chloroquine has been in use for over 70 years and is safe when taken in the prescribed dosage. The dose for Malaria is loading first dose of two tablets followed by one tablet after six hours and one tablet daily in the following five days. Dose for Corona may not be much different from this. I have taken Chloroquine on several occasions without any problem., when working in Malaria zones. If USA does not like Hydroxy-Chloroquine, they can test a drug used for Chloroquine resistant malaria and atypical pneumonia viz Doxycycline, which in combination with a Macrolide such as Azithromycin or Clarithromycin should do the trick.

                      Such trials have to meet certain stringent criteria, such as sampling method and size, the proper control group, etc. I am not sure how Holland and France were able to conduct such trials quickly.

                      I am sure the FDA will consider the results in Holland and France as well, but it will take more time for them to come up with a final recommendation.

                      Agencies like FDA, NIH, CDC don’t have any deep state resistance to Trump from professionals. They just focus on the science, but there may be usual bureaucratic delays within government.

    Do you know a Tamil Pastor attached to Philadelphia Church in Switzerland came down to Jaffna last week and had two prayer meetings in Jaffna and Manipay at the Assembly of God halls. Before his arrival there was an announcement published in the local Tamil newspaper called Uthayan saying ” corona won’t touch you. Thevan ( Jesus ) meets people. Prayer for the people” . Many people heeded to his call and attended hoping they won’t be affected by corona. Unfortunately those poor souls didn’t know that the Pastor himself was carrying corona virus and spreading it before his return to Swiss. Police are now rounding up those attendees for medical check up. Pastor is in Swiss hospital.

      MR. Good points. This happened in S.Korea as well. The pastor is being prosecuted for murder. It was extremely callous to have held the meetings when the pastor himself should have known that he was having fever and could be having the virus. It is equally callous to advertise that Christians will have special protection. There should be a law against advertising falsely for religious propagation. It is common to see such posters about lame walking etc. in Jaffna. On another note, Jaffna politicians are creating unnecessary ethnic issues by saying that detention centres are in the North. The guy who contracted the virus in Jaffna is being treated in the Anuradhapura hospital. Can Tamil politicians shut their trap for some time at least. They mislead constantly

    According to medical information, Plaquenil is “Hydroxychloroquine Sulfate” where sulfate salt is used in the mixture when making Plaquenil tablets, while “Hydroxychloroquine” is the active drug which suppresses the immune system, and therefore should be very careful when mixing with other drugs and supplements.

As for suppression of immune system, it is used against auto-immune diseases like Rheumatoid Arthritis (RA) and Systemic Lupus Erythematosus (SLE). It is a Disease modifying anti-Rheumatic drug whose method of action in reducing swelling or pain in RA and skin problem in SLE is not known. Therefore to say that it suppresses the immune system like what steroids do is not true. However it can cause low sugar level (Hypoglycaemia).

      According to the local news, Pastor Paul Satgunarajah has arrived at Katunayake airport on 10th March and travelled in a vehicle to Jaffna on the same day. He stopped at Mango – Mango restaurant at Anuradhapura on his way, before he reached Ariyalai. On 13th he had gone to Jaffna market and HNBank. On 15th he attended his prayer meetings. He left Jaffna on the same night to Colombo. Departed by BIA at 5.30am on 16th to Swiss. It is believed that he was carrying virus but no proper check up was carried out when he landed at Katunayake Airport.

        Two countries are on the dock as to where corona virus originate. One is accusing the other and vice versa. There is no definite proof as to who is the culprit. Therefore to absolve China without proof shows partiality. Let us for argument sake accept the Chinese propaganda that US introduced the virus into China. If that is so, why did China try to cover it up, when the disease was first detected in November and was spreading. The fact that the whistle blower was forced to sign a document by Chinese authorities that what he had stated about the matter is not true. Further to that why was he kept under house arrest, and later to say that he succumbed to the infection. How many people are going to buy this lie. Obviously he has been killed to cover up the truth. Secondly is the appearance of the disease in Wuhan and presence of government virus laboratory in Wuhan cannot be considered a mere coincidence. Why did US introduce the virus in Wuhan an out post and not in Beijing or Shanghai, which are political and economic nerve centers. If China was concerned about the disease, they would have brought to the notice of WHO and sought help from other countries to invent drugs to cure or at least a vaccine to prevent. What China tried was to sweep everything under the carpet, and it was only due to the spread to Hing Kong traced to Chinese nationals, that the whole matter was brought out. (CONTD)

          Few months prior, Chinese working in Virus laboratory in Canada were caught smuggling viruses to China. This could not have happened without involvement of Chinese government, who wanted the technology to manipulate viruses to be used in warfare. For their bad luck, some viruses have escaped from the laboratory and had infected wild animals which are consumed by Chinese. With disease spreading Chinese started on a propaganda blitz blaming everyone else than themselves. This is now joined by Sinophiles in protecting China. It is coming to light that the large numbers of cases in Italy and Iran are due to Chinese labourers in those countries working in projects funded by Chinese government. When there is such strong circumstantial evidence, how could one say that China is not involved. I will not be surprised that Chinese labourers in Sri Lanka who have been let in without any quarantine procedures will be responsible for an epidemic in Sri Lanka.

      Spread from China was arrested very fast. How spread in Italy and Iran faster than in China’s neighbours is something to think about.
      A US Republican Senator claimed that the virus started in a germ factory in China. Then it became the Wuhan wet market. That too is now losing credibility.
      The many (including NYT, Guardian etc.) who jumped in defence of the US even at the suggestion of the possibility of a US origin never uttered a word when China was slated left and right by Trump & Co.

      What matters is that China handled the problem most responsibly, as the WHO itself has said.
