In a rebuttal of a newspaper report on the investigation in to the murder of Lasantha Wickrematunge the former Defense Secretary and 2020 Presidential hopeful, Gotabaya Rajapaksa is at pains to explain that then commander of the army- Field Marshall Sarath Fonseka was in charge of army intelligence and he was above the brawl and broil. That he was and is Lillywhite in his dealings in the shadowy world of intelligence.

“The Directorate of Military Intelligence of the Army is a branch within the Army command structure and is set out clearly in the Army’s approved organisational structure. It operates under the Director General, General Staff at Army Headquarters, and reports directly to the Army Commander. Its roles and tasks are also clearly defined. During the period of the murder of Wickrematunge, the post of DMI was held by General Amal Karunasekera, and not Retd Gen Kapila Hendavitharana, while the Army Commander was today’s Cabinet Minister of Regional Development in the present Government, Field Marshall Sarath Fonseka. This statement of Gotabaya Rajapaksa is false. Gotabaya Rajapaksa was the undisputed head of all state agencies handling military and civil intelligence. Every agency reported to him. His control was arbitrary and unrestrained.

We have Gotabaya Rajapaksa himself declaring that he was the boss of all bosses dealing with state intelligence agencies. As the mafia bosses used to say he was the ‘capo de tutti capi’ – the leader of all leaders.   He was the country’s ‘God Father’.

Mario Puzo the author of the novel God Father wrote ‘Power is not everything. It is the only thing.’

He was describing that rare breed of men such as Gotabaya Rajapaksa incapable of imagining a life deprived of power over fellow creatures – the primordial instincts of the ‘wolf’.

Gotabaya Rajapakse wielded his immense power with a savagery that defies description.

On Christmas Day of 2011 a British national Khuram Shaikh Zaman was murdered and his Russian girlfriend gang raped in a resort in Tangalle.

The main accused was a political apparatchik of the family Mafiosi that held sway over Tangalle.

The Leader of the house and Chief Government whip Dinesh Gunawardene responding to query raised by UNP Kurunegala District MP Dayasiri Jayasekara said that the 23-year-old Russian partner of Shaikh, Victoria Alexandravona, had only received serious injuries. She had not been raped.

When it was pointed out that it contradicted the statement given by the victim to the Police, soon after the incident, Minister Dinesh Gunawardena gave a mind-boggling reply indicative of the Orwellian world that we lived in.

“I am presenting the answer given to me by the Ministry of Defense based on the police records submitted to them. If you have more details or evidence on the matter present it to the Court as there is a case pending.”

In May 2013, Gotabaya Rajapakse, the then defense secretary and supreme arbiter on our civil liberties   delivered a lecture at the Kotelawala Defense University. Its title- Sri Lanka’s national security concerns.   As all despots do, Gotabaya Rajapaksa conflated national security with the security of the regime.

Delivered at the zenith of his extraordinary authority that made him the supreme arbiter in Defense and Intelligence matters, he is unabashedly plainspoken. In this lecture, he explains his tight grip on the country’s varied intelligence agencies with the cold detachment of a hangman examining the noose before use!

His nonchalance in claiming to be the supreme whizzbang of the country’s internal security network, while unnerving, offers an insight in to his bizarre belief in a democracy minus dissent!

Conflating national security with regime security is an inevitable phenomenon in countries emerging from protracted conflict.

A viable National Security strategy, he explains “must constantly align ends with means, goals with resources, and objectives with the tools required to accomplish them.”

He identifies what he perceives to be national security concerns of contemporary times- “Foreign interference in domestic affairs” and “Non-traditional threats through technology driven new media, including social media.”

In the manner of a mediaeval warlord, he explains why he finds it necessary to locate himself at the apex of the national security apparatus.

“Sri Lanka has two primary intelligence arms: The State Intelligence Service and the Defence Intelligence, which comprises the Directorate of Military Intelligence, Directorate of Naval Intelligence, and Air Intelligence. In addition, the Police maintains the Special Branch, while the Special Task Force also has its own Intelligence Division. Furthermore, the Terrorist Investigation Department and Criminal Investigation Department of the Police also work closely with the other Intelligence agencies on matters relating to National Security.

In the past, the lack of strength and coordination amongst these various intelligence services used to be a serious issue. It is essential that they work together under a unified command structure to improve coordination and enhance capabilities. Towards this effect, one of the efforts undertaken by the present Government has been to bring these intelligence services under the Chief of National Intelligence, who reports directly to the Secretary to the Ministry of Defense. “

In a series of interviews, the former Defense Secretary has claimed that current investigations in to murders, abductions, disappearances and arrant atrocities such as the Welikada prison massacre to be political witch hunts.

This is the same national security obsessed strongman who in 2013 clearly claimed that the sole command responsibility for running the many intelligence services to be his exclusive preserve.

In a recent interview, he has accused the government of weakening and undermining the national intelligence agencies. That investigators are yet combing the labyrinthian nooks for the final pieces of evidence demonstrates the resilience of the dark apparatus that he masterminded during his tenure.

As he promised his audience at the KDU in 2013, he has indeed aligned means with resources! He has linked objectives with tools to accomplish them!

The deep state he established during the Mahinda Rajapaksa presidency is entrenched. It is more likely that the brother on the throne was himself a hostage of this Pretorian guard.

The slow progress of the investigations in to the murder of Lasantha Wickremetunge and the abduction and assault of Keith Noyahr tell us what the investigators are up against.

The deep state that Gotabaya built is well fortified. It has built in surveillance, respectable return fire power and the ability to coopt resistance across existing structures.

A sycophantic brigade of self-declared war heroes and a resourceful retinue of mercenary monks form the avant-garde of his current war of attrition and his planned 2020 counter offensive.

A soldier returning home after a tour of duty in the north carries a hand grenade that accidentally explodes in Diyatalawa. Sarath Weerasekera the admiral and Kamal Gunaratne the General are both convinced that the LTTE terrorists have reappeared! This is a familiar pattern. These National Security buffs are truly great exponents of the art of mass hysteria. An inept government ignores this mischief at its peril.

Mahinda Rajapaksa did not need fear and repression to govern. It was his misfortune to be seduced by the less cumbersome authoritarian path his American émigré brother discovered on arriving in this benighted land after an absence of fifteen years.

Gotabaya Rajapaksa has traversed much territory since then. He has secured the loyalty of a parasitic class of entrepreneurial talent in his fronts ‘Eliya’ and ‘Viyath Maga.’

A new middle class, literate but not learned, in a hurried search for social mobility makes up his core support base. He offers an authoritarian social compact between a ruling elite of his own creation and the people. He promises to replicate South Korea, Taiwan and Singapore. His message is clear. I give you wealth and stability. You come to terms with my style of rule.

The appeal and allure of the ‘yahapalanaya’ has evaporated. The threat of Gotabaya Rajapaksa is clear, present and imminent.

I am past the biblical span of three scores and ten. With the shadows lengthening I listen to Peter Paul and Mary – “Where have all the flowers gone. Where have all the young men gone? Gone for soldiers everyone, when will they ever learn? When will they ever learn?”

Pity! In all those years in America, Gotabaya has not listened to Peter Paul and Mary.

    What you say is further confirmed by the latest report on STF atrocities, with interviews obtained from Sinhalese STF personnel themselves, produced by the ITJP project led by the South African Human Rights activist, Yasmin Sooka.

    If we don’t uphold accountability and justice, future generations will face repressive regimes, and will see even minor protests suppressed by abductions, torture and murders. This menace has to be stopped for the sake of the country..

      What may I ask happened to the recommendations of the Batalanda commission, Ware did the flowers go in 1989, Ware indeed the soldiers go from ’83 to ’09? The latter has at least a monument, the former only a heartache. Suddenly all evil is in the disappearance of a journo and death of another, the overseers of killing fields of ’89 and ’90 roam free, the person who stopped the carnage of 26 years is allegedly the one to be most feared. what hypocrisy, what rot!

        2. If your brother/ son was in the Matale area in 1989 and was given the treatment by one Lt. Colonel Rajapaksa, the C.O. of the area.

        With regard to the above, I believe Gota’s greatest “national security” stratagem was the alleged “Dengue control program”.
        It enables the security forces to enter and check everything on your property, and punishes you even for having untidy gardens. I believe the real aim was to make SL in the image of Singapore (as he partially did in Colombo) . This was the perfect tool to carry out surveillance on the population .
        The plain fact is that the dengue program has NOT reduced dengue. Statistics on the internet show that Kerala in India , which has an identical climate and similar area and population, has 30 % less dengue cases than SL, in spite of having more garbage and no organised campaigns.
        So why is the present regime carrying on with this?

Now they tell us how Sinhala buddhist should behave. they say democracy is that 31% is superior and havemore rights because they are the minorities favoured by the TEXT BOOK strategies of CIA. 69% of tha majority of the majority should submit to the 31%. He gave himself medals because he was narcissistic and Ranil even said SF killed Lasantha. But I am talking about the case where that journalist had to flee and is still in mental health care overseas. STOP attacking GR only because you do not have the balls to stand up to SF. People are afraid of SF; MR and GR are afraid of SF now because from being bosom buddies they became enemies with a blood feud now. STOP STOP STOP.

      Hey Thassim,

      We don’t know for sure who tortured Keith Noyahr. It could be GR or SF or both.
      But if it were solely SF, when the Rajapaksas were putting SF in jail, they would have used that to badger him further. They couldn’t do it because the Rajapaksas were the source of all evil and so neck-deep in blood and murder that they couldn’t legitimately point a finger at SF. One has to make strategic judgments on greater evil that has to be stopped first. So if people don’t criticize SF at this stage, there are valid strategic reasons for that, and that is entirely understandable.

    A very interesting article. It was well known that Gota was the Minister of Defense, and should be held accountable for the assassinations, white vans, and brutal crimes by members of the armed forces. It was he who was interviewed and made a fool of himself by saying “who is Lasantha”? If they had immediately condemned these crimes, and made a genuine effort to find these killers, and punish them, we would be convinced. Instead the Rajapaksa’s were noticeably missing in action. The country has seen time and time again, criminals being protected by Gota baba. Sri Lankans better be wise and reject this criminal, should he dare decide to get back into power. The streets may be cleaner, but we will have white vans, and unsolved murders yet again.

    This article centers mostly on “picturing” who was responsible for the “Killing” of Lasantha Wickramatunga and that question has been passed from person to person serving at the helms of affairs at the Defense and the Law Enforcement. This entire “Murder” has taken place due to some revelations made, relating to the purchase of “Two MIG” aircraft, in the Sunday Leader paper by its editor Lasantha Wickramatunga. When these revelations were made Gotabaya Rajapakse, the then Secretary to the Ministry of Defense, filed a defamation case in Mt.Lavinia courts claiming Rs. 500 million, from the paper and its editor. Mr. Gatbaya, produced a “Certified Copy” of the Agreement for the purchase and claimed that it was a “Government to Government” (Ukrain & S//L) in support his claim. On this, Lasantha was to give evidence and prove that claim (Government to Government) was false and a “Big Fraud” has taken place. Two days prior to that date of giving evidence, Lasantha was “Murdered”. Now, the Investigations have proved, that “Certified Copy” of the Agreement was a FABRICATED and a FALSE document and the Ukranian Government has REFUTED any “Agreement” with Sri Lanka Government. In fact, it has been revealed, that the “Agreement” was between a “Arms Supply Co. in Ukrain and another company named “Bellimissar” based in British Virgin Island. The financial transactions has gone through another company in Singapore, where the SLAF has paid US$ 15.66 million, while “Bellimissar” has received only US$ 7.33. That is the story in “Brief”. So decide and answer the BIG QUESTION: Why the then Secretary Defense, who knew the DEAL and who FABRICATED evidence by submitting that FALSE Agreement is not taken into custody BOTH on the “MUEDER” and the DEFRAUDING the S/L Government of US$ 7.83 million.

    Good piece. The Rajapakse regime brought out a whole host of fake men and women. Gota was fake all right but, imbued with the enormous power he got from his bro, he turned out to be evil personified. He represented the basic amorality of the whole Rajapakse regime. This amorality has diffused all over our political waters so much today that our politics have become chaotically fluid. Parties mean little as power grabbing has taken over.

Killed fishermen who protested against navy harassing their women in Chilaw. Tried his very best to save his friend – the rapist of a Muslim Palestinian British man’s Russian girl friend. So many Tamil MPs were killed by the military under him and his brother. He screamed to a BBC reporter “I will hang them all”. Lankan Polpot’s true satanic face was seen at the Welikade massacre. Some prisoners had information against his predatory killings. These prisoners were hunted down and killed like game. 32 journalists were killed when he was in charge of defence.

    Singhala people out of racism wants him back not knowing they will be his next victims. No one can touch Tamils and Muslims in Sri Lanka now with powerful foreign governments and UNHRC doubling down in poor women-exporting Sorry Lanka. Only the Singhala Buddhists are without protectors. Think before it is too late.

    Sorry I forgot. On 18/05/2009 Kothapaya screamed over satellite phone to the military in Vanni demanding them to “men, kill them all. women, rape them all “. Killing of LTTE leaders, cadres and raping of Tamil women in large scale followed. Isaipriya was one of them.

    After that when a BBC reporter asked him about these allegations made by a British Tamil woman in Vanni at that time, he screamed “how come that good looking Tamil woman escape rape”!

    A few years later Wimal Urawansha was protesting at the UN in Colombo. Hunger strike while taking a puff – a lemon puff. Police came to bring law and order. Wimal gave his mobile to the police officer. Kothapaya was on the other side. He threatened the police officer not to do his job before he does bad things to his mother!

    Know the animal.

    Now I will be a target. I’m Muslim which makes him even angrier. Sorry mass murderer, you cannot kill me because Most Merciful Allah (PBUH) protects His children with loving care. Satan cannot reach me! My worry is Satan’s return to power in Srilanka.

    The despot appears to have been disrobed by what is said above, but, who will take note of all that is said, and, if all is believed as facts, who is going to “bell the cat” by reviving the cases which were led earlier (even with journalists not allowed in courts) ?

    The despot appears secure in the knowledge that he is quite ‘safe’ enough to even contest the presidency !! His friends appear to agree.

    If you have the case in such open and shut mode why may pray you Mr. Douglas go to civil court and file a case, I am sure your fellow travelers on this idiotic forums (to which I must admit I do contribute albeit being a fellow traveler of de Alwis) will cover the legal expenses. All these alleged allegations are a waste of time and cyberspace (these servers need to be cooled at someone’s expense)

    Gotabaya even openly announced “we will hang Sarath Fonseka” which means he is not only the top commander of the armed forces, he also is above the Supreme Court of the country. Why is he still not arrested? Why is President Maithripala protecting Gotabaya? President should appoint Sarath Fonseka as Minister of Law and Order and he will do the job which cannot be done by the President.

      It is we the majority who must be shivering because the previous Eelam war haunted the whole country and destroyed our country and our people for 30 long years. It is not the matter of winning the war, how much destruction it caused, how much it cost in terms of lives and property is what we should ask and how it dragged the country down to the state of a poor begging pariah state with continuous International interference (UN and US) even after the war ended is what we should think about. The previous war made us export our women as slaves, another war will make us sell not only our women but also our children.

    Sarath de alwis is a known agitator that work for certain foreign interest. He distort the reality for his own benefit. Typical weak man with no sense of pride and for sale to the right party.
    GR may have certain communication issues but he is a honest man with deep understanding of the countries ills. When he came to SL, he realised, SL did not have a central command for the defence which I was asking for a long time. AF , Navy, Army , civil defence ran individual assignment and after great difficulty GR created the central command and SF brought in special forces to go deep cover since he believed war is winnable if forces take their war to the ltte rather than waiting for defence. It was a great success and a great army commander with shrapnel on his body does not deserve to be in a jail and this indicate MR’s psyche that he is a cheap, nasty and uneducated thug.. nothing more.
    GR is the exception to that family and had great sense of duty to look after the country and people and good people owe a great gratitude to GR except coolies, church educated foreign lackies that will not agree to what he achieved.
    SL defence hierarchy is quite complicated and if rogue defence operators are doing politicians biddings then you know those rogue polies are and even GR can not help unfortunate victims. I have seen this so many times and Namal and his mother, younger brother and basil are all on the take and law into themselves. Take note… re what happened to the army commander.
    Just because you are defence sec, you will not know the daily ops thats happening in the country and some times GR only get to know once crap hit the fan.
    Whole GR issue came to the surface due to UNP being scared that he will be the next president and so many wealthy SL’s will support GR since we need a patriot to be a president rather than present and past crooks who held this chair…

        Mr Alwis, I am disappointed about your comment about me being a GR’s inner circle.. If you are a writer, I expect much more analytical and intellectual play since your guess is not even close.
        I am not a SL citizen and and never work in SL and educated in UK, work globally and also successful industrialist that advise US defence and few other western agencies and done lots of industrial work in china and japan.
        I am also very close to SL defence and my entry to that was well before GR came to SL, since I was advising them and giving them access to communication and satellite technology which they did not have. Even though SL was black listed for high tech gear, I was able to get them via a different route and US knew that but they looked other way.
        Also your comments re. all these despots also give away your lack of intelligence since do you think past colonial western leaders are different to pol pot or hitler? Why not go and read about Churchill and you know what I am referring to..
        Have you no shame to see that those western cabal has done to the world in last 600 yrs?

    Who will contest in the 2020 P/E assuming they are all alive? Gota, Maithri and Ranil? What a lot to choose from! Poor Sri Lanka.

    The best bet is the 20th Amendment proposed by the JVP. Lets hope, in the best interests of Mother Lanka, that the 20th Amendment is passed and we, Sri Lankans, are spared the agony of having to choose from the worst lot as our next President.

    I fully sympathise with the author’s concerns and his sense of urgency in preventing persons like Gotabhaya from assuming supreme power. However, the perspective from Jaffna could be somewhat different. Those who seem all-powerful from Colombo, may not seem so from here. They could do a lot of damage and heap lucre, but they are also actors stamping and screaming on a stage where their invisible limits have been set by powers behind the screen. The story of the Tigers is also a story of illusions such as those harboured by Gotabhaya. The plug was pulled and they are gone.
    Where honesty and goodness are lacking, little good will accrue to the people. The sovereignty of the State created during Pax Brittanica has been permanently destroyed by our post-independence leaders. We in the North are living in limbo in a kind of shadowy Indian Protectorate, where our institutions and education are degraded and there is little hope.

    In spite of the writer’s obvious burning hatred of the Sinhalese people and venom against Gotabya some of what he has written comes as a relief to anyone who loves the land of Lanka and its innocent people. The writer is running scared that a disciplined, strong and prosperous nation may emerge under Gotabya ushering in the type of leadership Lee Kwan Yu provided Singapore in its early post-war days. Also, the writer is beating the dead horse of Tamil Tiger deaths and confounded killing of mediocrite “journalists” such as Lasantha, which the world has forgotten. The Western world saw in Gotabya the first strong, confident, natural leader of post-independence Lanka, who is imbued with his experience in the United States, and developed a new respect for its potential. It would be the beginning of a golden era in Lanka if Gotabya becomes its leader and it will be the only chance for the Sinhalese to escape the apocalypse of the Moslem majority Lanka that is around the corner.

    The old legends of the Sinhalese, about Buddha himself protecting the land and the Sinhalese with divine help may have some surreal meaning here with Gotabya destined to be their leader.

          As far as I understand the narrowly defined Sinhala/Buddhist identity is a recent concoction, unnecessarily created during the public racist Aryan Anagarica Homeless Dharmapala era for the sole purpose of building/branding an exclusive imagined Aryan race and it was unsuccessfully sold to the Buddhists and Sinhalese people until SWRD Banda and his fellow racist re-branded and expanded the niche market into a larger electorally profitable market with promotional freebies promised in every successive elections.

          If people want to reclaim their democratic rights they need to work very hard to first liberate Buddhism from perverted Sinhala/Buddhism and Sinhalese from Sinhala/Buddhists.

    Gatabaya Rajapaksa is a US citizen employed by the then GoSL. In 2014, Gota went on a joy ride to Australia to take over the gift of two patrol boats or something. He was accorded a Guard of Honour. Knowing the man, he probably demanded it. The government of Australia obliged. Whoever heard of a state EMPLOYEE (expatriate at that!) welcomed with a Guard of Honour? This is possible only in Australia. Gota masqueraded as a potential President and Aus fell for it.

    Obviously targeting the messenger has to be the culprit himself. Sarath, your writing is very good and timely. Gota is a weakling who did not know his limits, quality of social life. He is guilty of mass murder. Weerawanse’s mobile call to reprimand the police officer who controlled the protest near UN office in Colombo offers ample evidence as to how he interfered with officials. In this case the Police Officer was scolded by Gota to stop carrying out legitimate duties but to give in to Weerawanse’s demands. His voice also was overheard by the crowd. He is guilty of all the murders committed from the evidence presented.

    Another reason why SLPP is agitating to make a comeback is safeguard Gota from further implications, which will eventually disclose that MR is also guilty of all the mass murders as he was the Minister of Defence.

      What is so special about Lasantha? Is that the only murder that took place in the last 40 years, in a country where not a single innocent Tamil killed in 1983 received any justice. He certainly is entitled to justice , but not an iota more than any other. Talking about political murders I would rather see this time and energy spent on his murder investigation devoted to the case of MP Raviraj.

    Gota could not have listened to Peter Paul and Mary as he was too busy pumping Petrol and or clicking a Mouse. I remember typing before, in response to another piece in CT, that if by some chance Gota becomes President Srilanka would no longer be on the World Map.
    Sarath De Alwis is now over 80! Reasoning and clarity of thought is remarkable!
