In a rebuttal of a newspaper report on the investigation in to the murder of Lasantha Wickrematunge the former Defense Secretary and 2020 Presidential hopeful, Gotabaya Rajapaksa is at pains to explain that then commander of the army- Field Marshall Sarath Fonseka was in charge of army intelligence and he was above the brawl and broil. That he was and is Lillywhite in his dealings in the shadowy world of intelligence.

“The Directorate of Military Intelligence of the Army is a branch within the Army command structure and is set out clearly in the Army’s approved organisational structure. It operates under the Director General, General Staff at Army Headquarters, and reports directly to the Army Commander. Its roles and tasks are also clearly defined. During the period of the murder of Wickrematunge, the post of DMI was held by General Amal Karunasekera, and not Retd Gen Kapila Hendavitharana, while the Army Commander was today’s Cabinet Minister of Regional Development in the present Government, Field Marshall Sarath Fonseka. This statement of Gotabaya Rajapaksa is false. Gotabaya Rajapaksa was the undisputed head of all state agencies handling military and civil intelligence. Every agency reported to him. His control was arbitrary and unrestrained.

We have Gotabaya Rajapaksa himself declaring that he was the boss of all bosses dealing with state intelligence agencies. As the mafia bosses used to say he was the ‘capo de tutti capi’ – the leader of all leaders.   He was the country’s ‘God Father’.

Mario Puzo the author of the novel God Father wrote ‘Power is not everything. It is the only thing.’

He was describing that rare breed of men such as Gotabaya Rajapaksa incapable of imagining a life deprived of power over fellow creatures – the primordial instincts of the ‘wolf’.

Gotabaya Rajapakse wielded his immense power with a savagery that defies description.

On Christmas Day of 2011 a British national Khuram Shaikh Zaman was murdered and his Russian girlfriend gang raped in a resort in Tangalle.

The main accused was a political apparatchik of the family Mafiosi that held sway over Tangalle.

The Leader of the house and Chief Government whip Dinesh Gunawardene responding to query raised by UNP Kurunegala District MP Dayasiri Jayasekara said that the 23-year-old Russian partner of Shaikh, Victoria Alexandravona, had only received serious injuries. She had not been raped.

When it was pointed out that it contradicted the statement given by the victim to the Police, soon after the incident, Minister Dinesh Gunawardena gave a mind-boggling reply indicative of the Orwellian world that we lived in.

“I am presenting the answer given to me by the Ministry of Defense based on the police records submitted to them. If you have more details or evidence on the matter present it to the Court as there is a case pending.”

In May 2013, Gotabaya Rajapakse, the then defense secretary and supreme arbiter on our civil liberties   delivered a lecture at the Kotelawala Defense University. Its title- Sri Lanka’s national security concerns.   As all despots do, Gotabaya Rajapaksa conflated national security with the security of the regime.

Delivered at the zenith of his extraordinary authority that made him the supreme arbiter in Defense and Intelligence matters, he is unabashedly plainspoken. In this lecture, he explains his tight grip on the country’s varied intelligence agencies with the cold detachment of a hangman examining the noose before use!

His nonchalance in claiming to be the supreme whizzbang of the country’s internal security network, while unnerving, offers an insight in to his bizarre belief in a democracy minus dissent!

Conflating national security with regime security is an inevitable phenomenon in countries emerging from protracted conflict.

A viable National Security strategy, he explains “must constantly align ends with means, goals with resources, and objectives with the tools required to accomplish them.”

He identifies what he perceives to be national security concerns of contemporary times- “Foreign interference in domestic affairs” and “Non-traditional threats through technology driven new media, including social media.”

In the manner of a mediaeval warlord, he explains why he finds it necessary to locate himself at the apex of the national security apparatus.

“Sri Lanka has two primary intelligence arms: The State Intelligence Service and the Defence Intelligence, which comprises the Directorate of Military Intelligence, Directorate of Naval Intelligence, and Air Intelligence. In addition, the Police maintains the Special Branch, while the Special Task Force also has its own Intelligence Division. Furthermore, the Terrorist Investigation Department and Criminal Investigation Department of the Police also work closely with the other Intelligence agencies on matters relating to National Security.

In the past, the lack of strength and coordination amongst these various intelligence services used to be a serious issue. It is essential that they work together under a unified command structure to improve coordination and enhance capabilities. Towards this effect, one of the efforts undertaken by the present Government has been to bring these intelligence services under the Chief of National Intelligence, who reports directly to the Secretary to the Ministry of Defense. “

In a series of interviews, the former Defense Secretary has claimed that current investigations in to murders, abductions, disappearances and arrant atrocities such as the Welikada prison massacre to be political witch hunts.

This is the same national security obsessed strongman who in 2013 clearly claimed that the sole command responsibility for running the many intelligence services to be his exclusive preserve.

In a recent interview, he has accused the government of weakening and undermining the national intelligence agencies. That investigators are yet combing the labyrinthian nooks for the final pieces of evidence demonstrates the resilience of the dark apparatus that he masterminded during his tenure.

As he promised his audience at the KDU in 2013, he has indeed aligned means with resources! He has linked objectives with tools to accomplish them!

The deep state he established during the Mahinda Rajapaksa presidency is entrenched. It is more likely that the brother on the throne was himself a hostage of this Pretorian guard.

The slow progress of the investigations in to the murder of Lasantha Wickremetunge and the abduction and assault of Keith Noyahr tell us what the investigators are up against.

The deep state that Gotabaya built is well fortified. It has built in surveillance, respectable return fire power and the ability to coopt resistance across existing structures.

A sycophantic brigade of self-declared war heroes and a resourceful retinue of mercenary monks form the avant-garde of his current war of attrition and his planned 2020 counter offensive.

A soldier returning home after a tour of duty in the north carries a hand grenade that accidentally explodes in Diyatalawa. Sarath Weerasekera the admiral and Kamal Gunaratne the General are both convinced that the LTTE terrorists have reappeared! This is a familiar pattern. These National Security buffs are truly great exponents of the art of mass hysteria. An inept government ignores this mischief at its peril.

Mahinda Rajapaksa did not need fear and repression to govern. It was his misfortune to be seduced by the less cumbersome authoritarian path his American émigré brother discovered on arriving in this benighted land after an absence of fifteen years.

Gotabaya Rajapaksa has traversed much territory since then. He has secured the loyalty of a parasitic class of entrepreneurial talent in his fronts ‘Eliya’ and ‘Viyath Maga.’

A new middle class, literate but not learned, in a hurried search for social mobility makes up his core support base. He offers an authoritarian social compact between a ruling elite of his own creation and the people. He promises to replicate South Korea, Taiwan and Singapore. His message is clear. I give you wealth and stability. You come to terms with my style of rule.

The appeal and allure of the ‘yahapalanaya’ has evaporated. The threat of Gotabaya Rajapaksa is clear, present and imminent.

I am past the biblical span of three scores and ten. With the shadows lengthening I listen to Peter Paul and Mary – “Where have all the flowers gone. Where have all the young men gone? Gone for soldiers everyone, when will they ever learn? When will they ever learn?”

Pity! In all those years in America, Gotabaya has not listened to Peter Paul and Mary.

    North should not only be worried about Gotabaya coming back to power, they also should worry about people like Chief Minister Wigneswaran who are more dangerous as they are the surrogates of the LTTE remnants. There are those overseas LTTE supporters who are more interested in keeping the fire on, when they themselves and their children do not want to live in Sri Lanka. They are politically well organized in those countries where they live (block votes) and thereby able to pressurize their governments to support LTTE views. Unfortunately SL Government is weak in requesting UN to investigate those LTTE remnants who are now living abroad. This is not fair. Since UN wants foreign judges participation, there may be a way to satisfy this request by requesting foreign governments to look into those LTTE remnants who are living abroad by the foreign courts. UN will have no choice but to agree to this if a request if made by the SL Government. Law should apply the same to all those who were involved in war. SL Government should file action in foreign courts against those LTTE members who are living abroad and funding for this should be requested from the UN.

        Tamil Lanki is just a quisling not to be taken seriously. You cannot prosecute Tamils in foreign courts for crimes they had committed in Sri Lanka, even where they amount to war crimes as war crimes are committed by government personnel. The quisling Lanki may want to break away from the diaspora but they do safeguard the interests of the Tamils at least to the extent that Kothabaya cannot do his misdeeds against them anymore without howls of protests from the diaspora, if he ever comes to power, which is unlikely. So, Tamil Lanki will not get paid for betraying his brothers.

      Name a foreign government which has done this.
      At the recent LC elections SLPP re-took the block votes with the slogan “Any form of resolution of the issue of minorities will lead to separation”.
      Foreign governments do not support this view.

      There is a chance that you might have readily recognized the above are excerpts from the well talked UNHRC Resolution 30/1. I believe the executable Para 5 tells the LTTE has to be investigated, Para 4 tells what would be the solution to resources needed, Paras 19 & 20 tells how to continue to follow up it with UNHRC. If you believe what I say may not applicable as per those Paras, please let me know, what you think. If you agree with me, can you find a reason why now you have to seek the foreign national and UN help, instead Ranil go ahead and complete what he agreed on the Resolution.
      Further isn’t it would have been better the Jagaths (Jayasuriya & Dias) could have stayed in their assigned countries and could have proceeded on the cases? Why did they return back to Colombo?
      American USNS ship’s volunteer doctors are denied permits to help patients but there is a private British doctor is allowed to run his unlicensed business in south? Is that because the American ship did didn’t pay the 40% but the British doctor has remitted everything to Rajitha?
      Here the part of the speech, Kariyawasam, Last American Ambassador to US made last year before returned to Lankawe: ” Though I wind up as Ambassador to the USA, I want to say that I will forever remain an Ambassador for ‘U.S.-Sri Lanka relations “. Is there any double meaning in that speech? Is he telling that Lankawe will not appoint anymore Ambassador to US?
      If you want UNHRC and UN involved in your investigations, what is your opinion on the reports appeared in Colombo media, last month, after the UNHRC 37th sitting, that by next March Lankawe wants to quit those UN bodies?

My friend, this “MINORITY” is not that easy to be challenged; but is a NEED in the interest of the larger segment of that classification viz “Sinhala/Buddhists”. The only fortunate thing is the main figures are visible and identifiable, such as the one the writer of this article speaks of. There are very many both in the laity and the clergy. You know, a good doctor always first identify the “GERM” and attack it to “Death”, while at the same time preserve the LIFE of the patient, by preventive methods.

    Wannihami: Re. your request to me: “……may pray to Mr. Douglas to go to civil courts and file a case…..”. The two cases, I mentioned were (1) “Murder” and (2) “Fraud”. No. 1 is a criminal case and No.2 of same nature, both of which are presently handled by the STATE. Let us keep track of the proceedings. Hope you got my message.

    Mr Alwis, I am disappointed about your comment about me being a GR’s inner circle.. If you are a writer, I expect much more analytical and intellectual play since your guess is not even close.
    I am not a SL citizen and and never work in SL and educated in UK, work globally and also successful industrialist that advise US defence and few other western agencies and done lots of industrial work in china and japan.
    I am also very close to SL defence and my entry to that was well before GR came to SL, since I was advising them and giving them access to communication and satellite technology which they did not have. Even though SL was black listed for high tech gear, I was able to get them via a different route and US knew that but they looked other way.
    Also your comments re. all these despots also give away your lack of intelligence since do you think past colonial western leaders are different to pol pot or hitler? Why not go and read about Churchill and you know what I am referring to..
    Have you no shame to see that those western cabal has done to the world in last 600 yrs?
    Believing a entity called god ( or dog if you read is backwards) and having a central authority called church has done more crimes than any other and its people like you that follow these criminals that make complex politics and world corruption.
    Whats wrong with the humanity with out this dog on your head and follow our own progress ? ( May it is too much for you since you follow those dogs and take payments from them).       We Srilankans are living in a society where there are enough dogs who could be made to bark if the return is worth. One good example is our 225 parliamentarians, as you must have witnessed during the NCM against Ranil. On the other hand , one dog barking should not come as a surprise to you , when the parliaments of the most powerful countries like UK, Canada and some EU countries have been hijacked by Tamil Diaspora. In any country there will always be suckers who could be “borrowed” with MONARA KOLA. I said burrowed because they always sell for the highest bidder. Unfortunately we have a lot of them in Srilanka. To name a few are Sobitha, Dagra Amila, Rrathana, Viyangoda, Harak Wijesuriya, ………………………….. This equally applies to COLOMBO TELEGRAPH too.

        IP on certain metal fabrications that sell to oil platforms all over the world. Defence based technology to Navies that use heavy guns including SL Navy guns which was given free..
        Child care centres on poor areas and given to local temple/council to manage… Funds allocated to poor in east and south that includes tamils, Sinhalese, burgers, muslims to get their housing. We do not shout loud and stay below radar since polies will always ask for a cut.

            Does it matter ? I came from using computers, PDP11, Dec, Vax, then massive jump to Mentor Graphics that do IC design, and it took hrs/days to compile the pin list.
            I used to get out of the Uni research and go to Efes at Great Titchfield Street for a kebab ( now they have a greek restaurant there) and used to have a chat with the owner who was Turkish. FF to 30 yrs and you have very fast computers today and even with the data given by me, your guys cannot find my name which is in the public? You call yourselves investigative journalist ?
            If you truly have a good heart, I suggest you to concentrate on removing SL colonial constitution with modern rule based governance that is truly democratic and based on rule of law and justice.
            Getting in the middle with foreign funded and being a fifth column will not help the country or its people.
            Give my regards to the Retarded airforce mechanic since he got a mental issue with the queen being abused.. lol..

    There is no doubt that GR has to accept at least the moral responsibility for all the abuses of the defense establishment at that time. So is MR. Each of the fellows under them had their own “Kingdoms” and carried out their agenda of abuse within it. The murder of a businessman resulted in passing the death sentence on a sitting DIG of Police is a good example to illustrate this point. There could be a brighter side and the darker side of any person of prominence. It is known that even Lee Kuan Yew of Singapore, who transformed it from a swamp to a metropolis, caused the detention of his “opponents” without trial and for some it was over 30 years. There is gossip that he too was responsible for some “disappearances”. However, the concept of “Yahapalanya” was floated sky high resulting in our vote for this regime in Jan 8, 2015, with the hope that offenders cum abusers of the past would be brought to justice and for the new regime to conduct itself properly. Both our hopes are shattered. We talk a hell of a lot about Constitutional reforms and assemblies. Where is our right as people to exercise the sovereignty that we are supposed to vested with to boot out non-performers and abusers even mid-term? ALL ARE BIG WORDS FOR FOOLS LIKE US.

    The article is about a despot but one comment turned a whole segment into arguing over LTTE remnants which was followed by another goody two shoes showing off his achievements and then it all went down hill to both sides did it aka SF and GR. The point of the article was never taken into account. Is there any evidence to point at SF as co conspirator? If so it seems to be hiding. Did SF ever give speeches at KDA claiming he alone to be in charge of at least some of the mentioned security organizations? Mounting evidence points to one man and it is not SF. This evidence connects the dots and provides motive for why certain orders were given. The investigators have litteraly got the goods on this man but the spineless double dealing president sits twiddling. GOTA’s minions come on these forums and sow all sorts of crazy irrelevant stories in the meantime to try and throw sand in the eyes of the genuine reader. This is the reason for the crazy nonsense to cover up and prop up a despot in the vein hope he can come to power. Racists neo Nazi ideology thrives in the minds of these people except that they don’t call it by that name.

    Despot no doubt but what if he decides to build up nation, having experienced even maximum wealth cannot deliver him from consequences of his evil deeds. Wealth pays to cover up only, without peace. With that revelation, he might want to do some good at least for compensation and he knows how to act for just leadership results too. Leaders now are invertebrates and we want progress. ALL SAITM will all in one moment go into the KDU he built up, without GMOA private illegal offer of no return.
