Are The IMF & Ranil Wickremesinghe Neoliberal?

It is claimed in Sri Lanka that the International Monetary Fund (IMF) when releasing loans, recommends the recipient member states to follow neo liberal economic policies and President Ranil Wickremesinghe adopts neo liberal economic policies. 

Classical or laissez-faire (leave alone) economists advocated the simple system of economic liberty and opposed the excessive government intervention. John Maynard Keynes (1883-1946), a British economist criticized laissez-faire as a do-nothing policy. 

In the 1930s when there was a world recession there were arguments between the right and the left economists. Keynes presented a middle path economic theory emphasizing the intervention of the state where necessary. Thereafter this was followed by many countries. With more democratic states emerging, it was developed to a level of welfare liberalism.  Introduction of liberal economic policies once again against these policies with state intervention was identified as neo liberalism. 

Margaret Thatcher who became the Prime Minister of Britain in 1979 and Ronald Regan who became the President of United States in 1981 gave more emphasis on laissez-faire economics and it was identified as practical implementation of neo liberalism. This is same old policies but in order to execute the reforms the state should be stronger. Therefore, neo liberalism differs from liberalism to that extent. One of the reasons for the introduction of new constitution with the strong center by J.R. Jayewardene was to achieve that objective. 

The main ingredients of neo liberalism are minimizing state control of economy by privatization of the state entities, promoting international trade by reducing trade barriers, eliminating price controls of goods and services, deregulation of capital markets, lowering of income and corporate taxes and reduction of welfare expenses. The opposite of neo liberalist economic model is to promote maximizing of state participation to the economy, control imports to the country by imposing trade barriers, introduce price controls so that people can get goods and services at reasonable prices, control capital markets, and introduce comparatively higher taxes and promoting welfare expenses.

The IMF under its former Managing Director Christine Lagarde promoted concessions to the economically vulnerable groups to the countries to which the IMF lend. In fact, the IMF opposed from the beginning the general concessions in Sri Lanka which were equally enjoyed by the poor as well as the rich. Concessions on fuel and electricity were such reliefs. However, the IMF now under its Managing Director Kristalina Georgieva has given  special attention to economically vulnerable groups. Recently she alarmed that if the governments do not look after them the entire system may collapse. Accordingly, the IMF in respect of Sri Lanka has emphasized the social security net for the economically vulnerable people. This is against the neo liberal thinking.

A recent example of neo liberal economic policy applied in Britain was that of cutting taxes to a great extent facilitating the rich by Prime Minister Liz Truss. Market reacted immediately by allowing the Pound to depreciate and IMF also responded by issuing a statement on September 27 against the policy.  This act of the IMF is not in line with  the neo liberal thinking.

Neo liberalism started  operating in Sri Lanka when J.R.Jayewardene liberalized the economy in 1977. It was a relief for the people suffered from a closed economy. He came into power prior to Margaret Thatcher and Ronald Regan in UK and US respectively and prior to Deng Xiaoping reformed the Chinese economy. The privatization at that time was flawed due to the transfer of state-owned assets to cronies without any transparency. 

When Ranil Wickremesinghe became the Prime Minister in 2001 he implemented the policies of privatization of state assets.  The programme of Regaining Sri Lanka which was presented by him in 2002 was opposed by the socialists and the people also have not approved it. The main components of that programme were accelerating economic growth by removing the barriers to productivity and to take steps for reduction of poverty in the country. The main item of productivity increase was privatization of commercial entities of the government and make inefficient government departments efficient. There was a critique of politicization of poverty alleviation through Janasaviya and Samrudhi. 

Ranil Wickremesinghe did not present Regaining Sri Lanka in 2015. After he became the Prime Minister in December 2016 Bank of Ceylon (BOC) sold shares of Seylan Bank held by them through Colombo Stock Exchange (CSE).  After the sale took place, he intervened and asked BOC to reverse the sale saying that it was not the policy of the government to sell the state assets and BOC did not take approval of the government to sell the shares. He also met the buyer of the shares to explain his position. However, it was a big blow to the reputation of CSE. He took steps to transfer government assets on long leases. Hambantota port was such an entity. During this period, he has increased the income and corporate taxes which was contrary to the neo liberal thinking.

In this sense Chandrika Kumaratunga and Mahinda Rajapaksa were neo liberalists since they took steps to privatize the shares of Sri Lanka Telecom and sell the land outright where the headquarters of Sri Lanka Army was, respectively.  During Mahinda Rajapaksa era there were tax reductions and Gotabaya Rajapaksa in 2019 had a drastic cut which were in line with neo liberalism.

We are compelled to adopt certain elements of neo liberal policies to overcome the current economic crisis. Accordingly, fuel subsidy was removed, and price formula is in operation. The inefficiencies of the Petroleum corporation are included in the price formula and the corporation will be restructured to remove those inefficiencies.  Many other government entities will face that fate. In addition to that there will be increases of income and corporate taxes which are contrary to neo liberalism.

This programme is a pragmatic one which can be implemented without aligning to different ideologies. Sri Lanka needs such an approach now. Neo liberalism is a term used in Sri Lanka in derogatory manner to condemn a person. Privatization of government entities is a neo liberalist ideology and creating a social security net is a socialist ideology. The country should be able to take positives from any ideology and implement those to the benefit of our people, not of trade unions. China adopted a similar approach. As a result, China is an economic power of the world today and was able to reduce poverty of the country drastically.

    Harsha, we are rated number one in Asia with over sized (under performing) Govt employees, consisting 18 % of all employed, whereas 14 % in Malaysia and rest are below 10 %, Myanmar in bottom 4 %. In Defence spending, we are 10th in the world ( per GDP ) , after US , UK, France, Japan, China, North Korea and India. Neoliberal ??? we are outright LIBERAL in spending loaned money.

      Both major parties are neo-liberal when in power. When in Opposition, the Pohottuwa waxes eloquent on “protecting national assets”, but loses no time doing the opposite when it’s in power. The SJB/ UNP proposes privatising everything in Opposition, but is stymied in power by hypocritical Pohottuwa/JVP demonstrations.
      It is interesting that Ranil has pushed through his economic policies with Pohottuwa support so far. But it seems that the protests of religious parasites on their electricity bills have caused the CEB to reverse gear. This is very unfortunate. All citizens must suffer equally. If anything, these clergy should pay more, since they survive on public contributions.

        My apologies for disagreement!
        They have to reserve substantial part of the contributions to fund their yearning to adorn with luxuries, more expensive than electricity!! Your guess is as good as mine??!!
        Good lighting is very important, considering the Nocturnal visitations by the many publicans to identify them properly??
        Otherwise results could be CATASTROPHIC!!??
        Am convinced that these temples need extra lighting in the nocturnal hours and electricity at great subsidy!!??
        People enjoying pre-eminent/foremost positions should be able to show they are enjoying that position, like parliamentarians’ unpaid electricity!?

          Many politicians and monks are allegedly involved , including a self-proclaimed “arahat” and another monk who donated his V8 SUV to her. Is this the kind of “pristine ” Buddhism that people are told exists in Sri Lanka.

          Yes! Charges cannot be maintained due to the simple fact that it was Aloysius who took a loan and lent it to the government. There was NO public money involved. It is such a simple proposition, which the Singaporeans were aware of long ago. It a pity that so much time and money was wasted trying to prove a crime which didn’t exist. The whole episode brings into question the integrity of all those TV “experts” , none of whom were able to do a simple calculation that a Grade 9 student is capable of. There is, of course, a particular individual on CT, who despite knowing nothing about the securities market, loudly promoted his conspiracy theories. I am sure this individual will soon claim that Ranil pressured the Court!
          This is not to say that there was no corruption involved. Ravi K, Mahendran, and Aloysius connived to get the entire bond issue for PTL. But that’s a different issue altogether.
          This saga too exposes the ignorance of high state officials, like the COPF issue. As Ranil said, there are many who “can’t tell a bond scam from James Bond”!
          But the sad thing is that this fake bondscam has entered the popular lexicon, and every 3 wheel driver and his brother-in-law will use it to trash RW.

            If it was a bond scam how could Arjuna Mahendran be free as a Singaporean in a country with law and order?

            Corruption is not easily tolerated in Singapore or similar countries. Some level of corruption may exist in the developed world. What matters is the level of corruption. There is a lot of corruption where homo sapiens gather. That’s why I started to respect animals more. In fact I have been offering free food to stray dogs since 2016. Their tail wagging gesture gives me more.

            In a country without law, whatever is said is meaningless. It benefits the Rajapaksa dogs.
            And the so-called “pure politicians” aka “JVPRS”: Not a single JVP politician could come up with any plausible argument to prove that the central bank bond was introduced by the MS-RW government. Any rival politician can be accused, mitigating actual criminal charges against Rajapakshe criminals. It is called “Planting News” in modern times.

        It appears that Ranil is interested in protecting Gota’s ar*e than the national assets.

      chiv, you rightly say liberal in spending loaned money, but our robbers hide it all in undeclared foreign accounts without much spending. Re govt. employees, certainly in the healthcare field, doctors are insufficient in numbers, having to often work till midnight, missing meals and rest. There is an absolute need to serve the poor sick and hence the need to employ more doctors to the state health service.

      Liberal, Neo-Liberal or Non-Liberal, if we decide not to service the emoluments of 400,000 servicemen in the Military, we would ensure starvation of atleast 400,000 families, which would be 1’5 million Sri Lankans?? That does not fit in with the Buddhist precepts and importantly 6.9 million of the 13.5 million voters of SL electorate and 2 million citizens!!
      WE ARE THEREFORE HELPLESS TO FEED AND MAINTAIN 10TH POSITION, WHATEVER THE CONSEQUENCE??
      If need be balance 12 million could forego 1 meal a day to compensate?
      Don’t you agree that is FAIR GO to the ‘Down trodden masses!! Lankan LOGIC??’

        Mahila, I got your point. It’s the same we observe in autocratic banana republic around the world. Including North Korea, Myanmar and Venezuela. Whether called military/ paramilitary/pro government militia / armed groups are on payroll masquerading as military. At the expense of citizens Nation’s resources and revenue are depleted in buying loyalty and support of henchmen.

    Sometime ago I made comment on a starving boy at Colpetty petrol shed who I spoke to. But one of our government catcher patriots surreptatiously living in the west said all humbug protesters in SL look quite well fed ! Health reports may be lying about malnutrition according to paid conspiracy theory specialists!!

    Maynard keynes and Milton Friedman must be doing hybrid in Milton keynes wherever, according to confucious, being toooo much jeleous of lankas progress. Much much theory…. Acha ……nothing like chinese friends and Indian relations when it comes to flirting in the Ocean !

    An author has to be transparent & honest in his/her writing and have an idea of what he/she says, rather than artificially decorating the stories to promote completely failed people and projects. What a comedy to say that Evil Ranil doesn’t want to sell assets but leasing and bringing money, by completely distorting the Hangbangtota sales. It was India and Western countries engineered regime change in Langkang in 2015. But Evil was not ready to work with the IMF, UNHRC, West & India to bring in the needed change to reorganize the administration and revive the economy, which was at the tip of the cliff that time (Jan 2015), before it faced the current fall. Mangala and Ranil played games to avoid recovering the $19B from the Rowdy Royals. Duped the UNHRC on the Commonwealth Lawyers and Judges involved Genocide investigation. He demanded free funding from IMF if he has to leave China connection. China doesn’t lend though IMF. But directly supply its labor and materials on the projects allocated to it, on extremely short-term loans.

    Out of the 16 times, none of the help Langkang received from IMF had turned Langkang economic growth back to colonial time. Ceylon’s exchange rate continued to fall from 2.5 Rs, at time of independence to today’s 370 Rs (The actual market value could be about 500-750 Rs. Magician Nandalala playing his Leelavinodam on the real rate. That means another exchange rate surprise is waiting for another day. If there is a real market rate of the exchange possible between Dollar and Rupee, there should not be any ship standing at the harbor for money. We have $330M in hand but the bills waiting to be settled with as at now is beyond billion dollars. That means for more than $770M bills only zero dollars pledged by CB. That means the true exchange rate at this immediate instance is infinity.

    As an asset is something that has the net present value above zero (Cash flow should be appraised for a short or medium brief time, not for infinity). If the net present value for an entity (property) is negative, or if it takes like 100 years to turn around, it is a liability for the country’s finance and to the country’s sovereignty and economic structure and the well- being of the people of the country. Further the country was forced to hand over the Hangbangtota by Chinese predator practice, and it is not a negotiates leasing and getting money. (Same case with Colombo Pong Cing, which can invite severe sanction by international trade organization and powerful trading countries. No tradesmen lease an asset whose net present value is negative. for a business purpose. China exerted control over the harbor area for political purposes and has created unlimited turmoil between Langkang and its trading partner countries. This can jeopardize the GSP+, and other concession facilities Langkang presently enjoys from the West, while Langkang self-inflicts a beggar wound, called “Low Income Country” for its begging.     The present value for Hangbangtota for the foreseeable future is negative. China who funded the project refused to take it until a swath of five villages of land was offered in addition to the harbor. That means $1.5B cost Habor cannot generate income for its cost within 100 years and additional land packaged with it for China to make breakeven on the slavery called “lease” (If the terminology acceptable for accountants and economists). A person, in that situation, categorizes this Evil Ranil’s’ sale of the assets and bringing money cannot be anyone other than a party of the Sinhala Buddhist Viyathmaga group who destroyed the Protest by seating Evil Ranil as the EP, saying they were hedging Anarchy. Lucky the Sinhala Buddhist Viyathmaga, because the other side of the coin, the Sinhala Buddhist Modayas readily buy all these “Hunu”. Otherwise, who would take the courage to claim that Ranil is leasing assets and getting money citing Hangbangtota Harbor, which China forcefully griped and isolated the country from the nations of the world. Actually, leasable assets like Sabugaskanda, CEB, Air Lanka all kept by Evil politicians for their private use rather than leasing them for good price.

    It is true CB bonds were sold in the open market, but Mahendran was not released by Sinhala Only Jury Langkang court because Singapore did not accept the accusation. Mahendran was the only CBG to cancel CB’s internal auditing on Cabal times’ same bond scandals (1000 times bigger than Yahapalanaya time’s amount), not to save himself but Ranil wanted Old Rowdy to be saved. Mahendran clique is more associated with Royals than with anybody else. In Tamil Mahendran’s case, many Tamil junior employees of CB were thrown out, accusing them of having aided Mahendran. Aanduwa is not going to pay a penny as compensation for those Tamils employees. Further, neither Aloysius nor his executive employees (all are Langkang citizens, and they are not protected by Singapore) were convicted. Ravi, who already was accused of corruption, was not convicted for getting favors from government contractors (Ex: Aloysius). Aloysius is said to have written 126 to 172 checks for MPs and ministers in that time from PTL checkbook. No talk about that anymore. The case was closed only because it can implicate Old Royals on a delegate time, in serious crimes, nothing else. Other than that, Sinhala Only Jury court verdicts are nothing but garbage.
