Beware Travelers To Sri Lanka Of Extortion Scam By Immigration Officers

A traveler’s experience – on arrival visa and fraud at Colombo International Airport

After a short and pleasant flight on SriLankan Airllines, the national airline for Sri Lanka, from the Maldives, I arrived at Colombo International Airport.

Immigration forms were given to passengers on this flight. I had the form filled out and after disembarking approached the immigration counter. The officer looked at my form and passport and asked, “Where is your visa?”

No one had explained onboard or at check-in that a visa was required to enter Sri Lanka as a tourist, but luckily there was a visa on arrival desk, and I qualified to get a visa on arrival.

I looked for a sign explaining visa fees but was unable to find such posted information.

I got in line and noticed some people paid US$20, others US$25, and others US$35.

When I approached the officer, he asked me how long I was staying in Sri Lanka. I responded that I would stay for only 2 days. This officer did not want to take my visa or my money and referred me to another officer in a white uniform. He seemed to be a supervisor.

The officer asked me twice if I was really staying for only 2 days, and then he escorted me to another officer at the immigration counter.

He asked me to pay just US$20 in cash to his colleague, and after taking my money, this officer stamped my passport and gave me a permit to stay for 48 hours.

After checking into the Colombo Hilton, I went online and pulled up the information page for Sri Lanka immigration and found out that the regular tourist visa rate was US$25, and for stays of 2 days or less a free permit was issued.

In the 20 minutes I was in line, I observed many tourists paying varied visa fees at the bank and to immigration officials directly.

I decided to call the Immigration department and explained what happened. After 5 calls, and someone hanging up on me quietly again and again, I managed to find a phone number for the Controller and Supervisor.

This time a person listened to everything I had to say, but strangely did not want my name or other details. He promised a full-scale investigation.

I hope this article will encourage Sri Lanka officials to investigate. Posting clear signs at the visa on arrival center would make it more difficult for corrupt officials to extort money from tourists and their governments.

Sri Lanka is a beautiful destination with many dedicated people doing a fantastic job with pride to showcase their country. It is my understanding that money generated from visa fees are to go to improve the infrastructure of the country, not to line the greedy pockets of a few traitors operating with a uniform.

      Check it out, how he reappointed Duminda Silva again as their party organiser to Kolonawa. Entire world and lanken folks that studied the Baratha murder would not even think why_ but ours is governed by despotic leader.

      I have not faced any kind of above issues while entering the country, but I did not find them smart enough either.

      I wish I could not see the pictures of Mahinda immediately put the feet on lanken airport. That makes my mood fully upside down seeing his photos are being displayed everywhere there. Not even Premadasa put his pictures to the manner MR ´s has been todate.:(

          The customs are the at the harbor.

          35 Years ago, I had to pay, to clear a 1 cubic meter box, Rs. 1,000. That was well more than one moths average salary. That I had to wait till late afternoon, because the Customs Officer would not clear without a bribe. I had to hire a small van, came from the outstation and had no choice.

          Then he wanted two radios and some other stuff he wanted.

          I was not the only guy paying.

          He must have made at least Rs.10,000 that day.

          Welcome to Sri Lanka, the Resplendent Island, the Dharma Deepaya, where you will be treated well only if you are willing to pay.

    When I was standing in a queue at Colombo Internatonal Airport, the lady in front of me was held up at the desk for an unbelievably long time, I moved to another queue. When I watched her for a long time at the desk after I got into the departure area and when at last she came in I found out that she had to part with a thousand dollars for ”clearance” as she had overstayed a day – she happened to carry the money because she was travelling alone by air for the first time.

    Do not blame our superb Immigration Officers.

    They are highly professional. They even check whether you got disrespecful tatoos. Before clearing you.

    They gave you a taste of the country in advance. Already at the aiport. Which other nation, except Sri Lanka can claim such efficient hospitality.

    Hope they smiled with you and said welcome to Sri Lanka. They usually never smile with anyone.

    PS: Sri Lanka’s ranking in the Gobal Corruption Index is progressively sinking. Goal is to catch up with Nigeria and Bangladesh.

    These Officers make the Aiport their “hunting Grounds”. Many returnees
    miss amending an entry in their passports issued during 2002-2003 at
    Overseas Mission, which is stamped: “Ceased to be valid on return to Sri Lanka” in page 2 of Passport. Very eagerly sought by Airport IE Officers, the Official fee of Rs. 500/- is charged and amendment made with a “Bribe” as Service Fee from USD 500 to 1000 in each case! Willingly paid by the traveller as it it cheaper than missing the flight. This curse has dwindled as that Stamp is not being made in “N” Passports.

    some years ago I traveled to Srilanka ,on arrival the immigration chopped a one month visa . I entered the country on the 31st and I was leaving Srilanka on the 30th of the following month , when I was disembarking the immigration officer looked at my visa and told me that I have overstayed and I will have to pay a hefty fine, then he was trying to get friendly with me and asked what I am doing overseas and bla bla .Afterwards he said he will let me go if I buy him a bottle of whiskey from the duty free , then I told him to call the officer in charge and told him I haven’t exceeded my stay, finally he let me go.These things are common in Srilanka.

    I have travelled to many countries, customs, immigration and other airport authories are the same all over countries.that is common and inheritant character. compared to immigration officers in other countries, our guys are good.

      May be possible, behaviours of indian and some south east asians´could be comparable but can you compare it with those of any country in Europe, Australia and all other develped nations ?

    Ha Ha ha this is routine in Srilankan public sector, from president to ordinary municipal & port sector, highest earners are the Customs officials along with ministers and corporation chairman’s.

      The customs Officers at the Colombo Harbor are probably one of the hugest Earners in Sri Lanka.

      That has been my experience.

      My be need need to rotate them, and make them declare assets.

      I travel very requently to SL . I do my homework prior to travel and have had no problems with the visa officers so far . No one has ever asked me for whiskey bottles or money .

    The Immigration Section of the Katunayake was a dangerous den of corruption during “the war days” Many “unconnected” Tamils returning from the diaspora were robbed, blackmailed, assaulted and a few even killed in the process of stealing from them. It was a rollicking business then when mini-fortunate were made by Immigration men. Things appear to be much better now. The manning of counters by many women officials certainly has helped. It is up to the department to regain their earlier clean reputation. A close relative from the UK visiting India suddenly decided to visit Colombo for a week and the On Line Visa facility worked out very well. Another relative from Canada had to stay for over 8 weeks and secured all the necessary cooperation from our Consul in Toronto.

    It’s a common sense to check pre visa requirements of any country you intend to visit. In this case you are still lucky they have allowed you to board without a valid visa to SL. on the other hand the process is extremely difficult for SL traveler to enter 01st word country even with a valid visa. They tend to thoroughly check your passport and sometimes count even passport pages as of you are a common criminal.

    Again, your statement is misleading, by referring to photograph which is attached herewith, it gives an impression that officers on duty in fact had issued you a legitimate document with relevant QR Code. I can conclude that your visa fee has been deposited and recorded in system in order to issue QR code Visa. I cannot find a scam or extortion racket by offices at Immigration counters.it doesnot say anywhere in your statement that they have pocketed out your 20.00US$.

    As a traveler you must also know that the visa fees are subject to vary by your Nationality, Passport type, duration of stay & number of entries…Etc.
    Paying merely a 20 $ at our arrival counter is quite reasonable and convenient than a fellow traveler from SL have to go through in your respective countries..

      The reason for worry is that on-line information says for 48 hours no fee. Yet the guy was charged 20.

      Lets face it. There is a LOT of corruption in our country. We have to find ways of improving. That is what patriotism is all about — accepting there are flaws and trying to improve. Don’t you agree?

        1. If any foreigner stay in Sri Lanka even 6 hours for tourist purpose, MUST PAY for visa unless he/she is in TRANSIT.- CONTRADICTION WITH THE COMPLAIN

        2. No one can enter any country without VISA. The visa procedure may change from country to country.

        3. Immigration Officers are the lowest salary holders in our airport. (Its shame to mention in public), doing 24 hours duty with huge responsibility. – see the matter with HUMAN EYE

    These issues should be single cases.

    It is not fair to draw conclusions based on them. I have not faced this kind of problems in lanken Airport. Nor have my friends claimed so far.

    When reading comments to this topic, many of you guys just take it as a joke. It is better we the travellers could let our immigration authorities in higher positions that they have to investigate these issues promptly and punish those abusive officers accordingly. In that way only, we will have standard service. If authorities would react to the manner they treated the victimized parties in the Barath murder case, only criminals will grow up exponentially in lanken soils.

    Even if President and his close ones are abusive, he cant turn us all abusive. The button is on the everyone´s hand. I ask myself why those high ranking migration officers and cutom cant react honestely ?

      No one can react against this government decisions…
      Eg. 1. Maththala Airport – 1 flight per 2 days..Impossible to recover the operation cost ? What about the Loan ?
      2. Hambantota harbour – 2 ships per week… same as above
      WHO HAS TO PAY FOR THOSE LOSSES ???
      3. No union can get actions against the government – DEMOCRACY ???

      Sri Lanka Immigration earns more than Rs.250 Million per month as USD per month (Foreign currency inflow)from VISA issuing for the government.
      But NO RS. 1.00 BENEFIT TO IMMIGRATION OFFICERS.
      This is not justifying such cases… But the administration should address the matter…. “WHY THIS KIND OF THINGS HAPPENED ??”

    This is an accepted culture in Sri Lanka. This person is lucky because she is a foreigner. We all talk about LTTE terrorism and the bravery of Sri Lankan Sinhala forces and the ruling family. After the end of May 2009, a large number of true LTTE members escaped Sri Lanka after paying a large sum of money to the top of the great family. You won’t believe it, it is nothing other than to King’s family of the motherland sri Lanka.

    Governing rules in Sri Lanka are more convenient to sri lankans and foreigners as well. That’s why last year 1.0Mln foreigners visited sri lanka to feel sri lankan’s hospitality and beauty of sri lanka.

    The person who posted this article should not let any people in any country for bribery or that sort of things. He should check the rules/regulation of the destination country, prevailing charges for visa on arrival, etc.. as a foreigner before his arrival. He should not blame and publish that sort of stupid articles for comments of LTTE diaspora who are living in other countries waiting to spoil our motherland and the grate man who saved the beautiful country in the indian ocean from bloody LTTE.

      Yes only if you count the Migrant Birds, fish and insects you may able to get this figure.

      Go to Sri Lankan Air web and count the number of plans land per day where most of them are Sri Lanka ME expriates and Business travellers to south east asia.

      You are your uncle….Mr.10% nephew who knows to manupulate and give bogus figures and who ruined our Tourist Industry after sacking top most directors from the Tourist board and taken it over.

    CT, if you don’t edit the comments for meaningless rubbish as well as personal insults etc, this site will become a joke.

    The bottom line here is that a corrupt official has pocketed around Rs20,000/- for a few minutes deception. There has also been connivance from at least 2 other officers of the service.

    If anyone is justifying not having and inquiry into that….you are contributing to the debacle of Asia.

    Remember one thing, There is the One above us, no one can escape His retribution. Even the king will not be spared. All who are entrusted with responsibilities will have to dispose honestly. Unjust oppressors will not escape, one day they will face the water loo. That is for sure. Rightly said Immigration and Customs men are a corrupted lot, I would put Customs man as a Million buck daily earner, although they wear a tie, they are the worst scoundrel, they even asked me many time to buy them a bottle which I never do. Because the Bribe giver and Taker are both cursed. We do not earn the wrath and anger of our Almighty Lord.

    Also our President is the Biggest contributor to Buddha sasana today and also he donated over 100 Million Rupees to Tsunami Fund for poor peole to build houses when Tsunami hit Sri Lanka in 2004.

    Also he donated money to his arch rival Velupillai Prabhakaran during the 2005 Presidential election.

    President and his two Brothers Gotabaya and Basil are well known to give commissions minimum 10% to all the contractors who do constructions in Sri Lanka.

    Also President gave over half Ton Gold and Lorry Load of Foreign and Local currency to LTTE leader when he died.

    Also Presidents eldest son Namal is the Most Learnard man in Sri Lanka getting 98 marks in his law exam writing in an Air condition room with a laptop by the side.

    Also Presidents wife donate Gold to who ever in need and ask from her.

    Sri Lanka Immigration after consulting with over four officers still charged 20 US Dollars for a two day visa which should be given free. Please check how Sri Lanka Law changed for different people.

    When our family visited down south with our European friend, simply because she is from Europe the fuc….g restaurant charged 175 rupees per soda bottle each from all of us….6 people which the bottle costs only 45 rupees outside. Same happened at the Pinnawela Elephant park and only after arguing with the crook cashier she lowered the fee.

    Please make sure you don’t have Lord Buddha “Pachcha” engraved in your body as you could be another victim for a white van “flying saucer” squadron abduction.

    Therefore you should be grateful to our President if you could go home in one piece and with your pants on leave alone getting back your 20 Dollars.

      Don’t initiate facts without evidence. do not give people evidences that exhibited in Youtube or any means of cartoon characters.

    It is simple both customs and immigration MUST give a traceable receipt for any money handed to them. Then the ID no of the receipt with the amount on it can be cross cheked in the system as being received.

    It is a simple procedure to ensure both passenger and official are clean!

    That is all it takes and let us hope a proper system of procedures is adopted with a clear indication on a notice to remind passengers to obtain an official receipt. Then there is a trail if foul play is suspected.

    If that is done, then SL will be beyond reproach. Now neither exists except the customs receipt when a legitimate duty amount is paid. I know some customs officers stalk a prey and fleece them instead, asking for more than even the legitimate duty, lying to the passenger, and that stinks!

    In the end it is all down to the respect one has for one’s own employment and pride in performance. If we are to be the Asian Miracle we have a long way to go. Otherwise it is just empty words devoid of legitimacy, like everything in this administration.

    If this writer Juergen T. Steinmetz is Juergen Thomas Steinmetz is the chairman of ICTP (International Council of Tourism Partners) He should be very responsible while he is publishing anything in Internet.
    Because he is a very responsible person by profession.

    The title “Beware Travelers To Sri Lanka Of Extortion Scam By Immigration Officers” make it sense that all Sri Lankan Immigration officers are corrupted.

    It may be true that the writer has faced such an incident.
    But facing such an incident is not sufficient to come to a conclusion as all Immigration officers are corrupted.

    There are some countries where immigration is highly corrupted and almost all foreigners have to bribe to get immigration clearance.

    The “Title” implies that Sri Lanka is also falling into a country like that category.

    As a Sri Lankan person having frequent travel experiences to many countries in the world including all Asia, Some African countries, America, Canada, Europe and Australia, I know some situations where European border police officials get bribe from some Asian & African citizens; American Immigration Officers getting bribe for extending visa period and Canadian Immigration officials getting bribe for not to arrest overstayed Sri Lankan citizens. Corruption is seen everywhere in the world with different levels. Some countries high some countries low.
    Even there are corrupted judges in all countries.

    According to my experience Sri Lankan Immigration is in a considerable high standard compared with that of the region. I believe standards should me increased with proper regular trainings, overseas exposures etc.
    I agree there may be shameless people in Immigration also as in every profession.

    I appreciate writer’s attempt to contact high officials at immigration head office.

    We will expect attention of the head of the Immigration will focus on this issue.

    This immigration department has awarded several times for giving efficient service to public.

    Again I must say I don’t like that Title, where it recalls me allegations made towards Sri Lanka military officials about war crime during recent humanitarian operations.

    As some ones had mentioned it is travelers’ responsibility to check about the visa requirements, while planning a visit to a foreign country.

    However it’s important as you mentioned there, it lacks proper notices about some important facts that a tourist or local passenger should know at Airport. For instance there is no notice saying not to use mobile phone while interviewed by immigration officers.

      I have travelled to that many countries around the world also like you.

      First of all I have never been cheated at any of those Airports Immigration counters in any of those countries. None and never. Not even in Tanzania, Zambia or Kenya. Definitely not at the Airport counter.

      Also Mr.Steinmetz say that there were three Immigration officers discussing his visa issue before charging him 20 Dollars for a two day visa, which should be given free. This is purely cheating and nothing else.

      Do You know that any Tourist who travel around the world, travel with a set budget. That means if I like to visit Singapore I will allocate say 2000 Dollars for the three day trip and stick to that amount.

      Therefore whatever I spend there comes out only from this budgeted 2000 Dollar allocation and nothing else.

      Therefore when the Immigration charges 20 dollars, it comes out from the allocated amount and I will spend 20 dollars less from my rest of the travel.This is where our Tourism minister is lacking to understand.

      A similar Incident happened to me when my family travelled Down South with our European friends. Just when you pass Payagala Railway crossing there’s a small seaside Bath Kade where we had some breakfast and soft drinks. they charged 175 rupees per bottle of E House Soda which costs only 65 rupees outside from us. Why they did it I don’t know. We were with our friends and I was not bothered to ask about it. Same with many other restaurants we had meals.Same at Galle Dutch museum, at Pinnawela, at Peradeniya Botanical Gardens etc…etc..They knew we were Sri Lankans, but were thinking that we were residence of a foreign country and wanted to charge Tourist Rates.

      No other country in the world charge one price form locals and double er from Tourists. This gives a very bad impression to tourists and this is another form of Racism too. If they were provide with extra AC cabins, or special seating or special diet drink,or giving extra Elephant ride, then that’s a different story. But if they go to see the same thing and eat the same food and the restaurant charge double the amount from tourists is not acceptable. …it is wrong Mr. Tourism Minister. Correct your self and your ministry. Also there are lot of corruption when you hire a van.

      I don’t have to waste my time writing and advsing all, when that is your duty.

      Also at Pinnawela, Tourists like to feed elephants with Banana, frruits and vegetables.Therefore why don’t you organise a vendor to sell these at the feeding sight. They could make extra money and the Tourists and Elephants will be happy too.

      GOSL should understand that Tourists come with a Budgeted amount and no matter what they spend only from that budget allocation and the Minister incharge of Tourism should understand to give the Maximum satisfaction to our tourists if he want to expand his business.

      Please learn your Marketing Mr.Tourism Minister before taking up your post. Learn from other countries. Don’t rob and cheat the Tourists to make a fast buck but give them fullest satisfaction for the money they spend and make them happy while you make your money also. Remember word of mouth is the best Promotion and if they are not satisfied,the word will go around the world in mili seconds.

      Why don’t you organise an Elephant ball game or a Elephant Race or a Musicle chair or a march or a dance etc, at Pinnawela. It will make tourists more interesting. Why don’t you make it a park for people to sit and enjoy inside the Pinnawela Elephant sanctuary. Same with Peradeniya Botanicle Gardens. People come to enjoy the day and not only to look at the trees and flowers. Do your home work.

      Why don’t you bring in more wild Elephants to Pinnawela which are been murdered everyday with Electric fenses and 45 Mile Barb wire fenses and been hit by trains or shot by villagers for destroying their crops etc.

      What was the reason your Brother built an airport in Mattala Jungle which was an animal habitat and now killing them with 50 mile electric fense been erected.

      This is what happens when commissions, fake contracts and stealing get the priority than doing a real service to the society and the country.

      Create more Varieties and opportunities with what you have and don’t sleep on your over burdened grade nine brain.

      Right now I think our Tourism industry is at a flop, very corrupt, poor performance, full of greed, priorities mixed up, no proper planning, disorganised, and at a complete mess.I herd there are guides who even fight each other for their pound of flesh.

      What can you expect from a Grade Nine educated ex *USA Gas station attendent becomming the Tourism Minister after kicking out the best of best Directors from the Tourist board, now talking about 2.5 million tourists in 2016.
