Cabraal’s Bravado & GR’s Thought Bubbles

State Minister Ajith Nivard Cabraal’s bravado about the economy was more to satisfy the gallery than to convince the discerning. Economists have not forgotten Cabraal’s gamble in 2012 with Greek bonds worth 22 million Euros, when he was the Governor of Central Bank and which ended in a loss of 3.4 billion rupees to the country. He has now dismissed the need to seek assistance from IMF’s Rapid Financing Instrument, is guaranteeing effective debt service management, confident of increasing Foreign Direct Investment once the Port City Legislation is completed in a month’s time, and assuring strength in the country’s financial viability and external reserves. Given this deceptively coloured rosy picture he was questioning the legitimacy of Moody’s down grading of Sri Lanka’s credit rating, and said that he was talking to several rating agencies, explaining to them about the steady state of the economy.  In the meantime, Corona’s third wave is already warning him about false confidence.

While the State Minister tries to inject an element of resilience amidst a pandemic driven recession, President Gotabaya Rajapaksa on the other hand, has hurriedly cancelled, for reasons best known to himself, the badly needed Colombo Light Rail Transport Project, funded by Japan at a cost of $2.2 billion at 0.1 per cent interest rate, repayable over 40 years with another 12 years grace period. This cancellation, after spending already about 19 million dollars on preliminary works, was justified publicly on the dubious argument of ‘high cost and low return’. How did he estimate the low return? Actually speaking, only those nearly 2 million passengers entering Colombo Municipality Council limits daily would know the real benefit of this project. With increasing population and economic push from countryside that number is set to increase in the future, which will make commuting even more hazardous and time consuming. Even then, how would the government compare the benefits from this investment with the $104.3 million investment on the Lotus Tower, with money borrowed from China’s EXIM Bank at the rate of 11% interest? Or, how great are the benefits from the Mattala Airport built by China at a cost of $270 million? And, what was the benefit in monetary terms from Sooriyawewa Cricket Stadium which cost Rs.2 billion? The present regime has an all-time record of creating white elephants in the name of development. Now it has cancelled a worthwhile project that really has long term benefits for millions of passengers entering CMC area by cutting time wasted on roads owing to traffic congestion. The new traffic rules introduced recently has worsened the situation and will push economic productivity downwards. 

Be that as it may, it is time the people are told of the true picture about the economy. This is because, economic agencies like the Central Bank has surrendered their independence at the feet of the President. The president, soon after appointing the new Professor Governor, got frustrated with the academic’s intellectual financial economics, hurriedly called a meeting with member of the Monetary Board and told them in no uncertain terms that they should assist implementing his economic policy. The President then went on to appoint his own men and woman to the Board to make it more compliant. The Central Bank soon accelerated money printing and argued that it was increasing liquidity to revive the economy. Where is the Bank’s much touted independence? It is because of this brazen political interference in the operation of high powered economic and financial institutions that one has doubts about the government’s published information about the economy. Cabraal’s bravado is part of this game.

Borrowing from one source to service debt incurred from another is no way to become debt free. Not only that, it is a crime for the living generation to pass its debt burden to coming generations, who are not party to current mismanagement. No one seems to question the apparent injustice buried in this modern transfer problem. This is why the country needs a comprehensive economic plan with pragmatic targets and time line to reach those targets, along with market-based incentives to mobilize all available resources, mainly human. The emerging political order with expected constitutional changes is a discouragement to such a coordinated and collective task. That order will be Stalinist but nepotist and divisive. 

From the time GR became the President his actions on the economic front had been ad hoc, as if they emanated from thought bubbles. For example, his decision to clamp down imports without thinking of its revenue effect has created public finance deficit. Similarly, his policy regarding import substitution and self-sufficiency in essentials lack concomitant measures regarding incentives for local production and distribution. It is this tendency for uncoordinated action that is reflected in his recent utterance that his verbal orders should be treated as circulars. Economic measures and actions have linkage effects and to pronounce a measure without thinking through those effects is not the way to promote steady growth. An economy cannot be built by patchworks. It needs coordinated approach. At least the forthcoming budget should reflect this need.

It is in this context that 20A poses not only a threat to democracy but also to peace and tranquility in the country without which economic prosperity will be a mirage. It appears that GR hopes to maintain peace and tranquility through use of force. If peaceful changes are made impossible violent changes become inevitable. At least one or two members in the ruling camp seems to realise this truth. We hope their influence brings some sanity to that madhouse.

    Ameer Ali, “ours was and now it is officially determined as JUNK”. In 2012 it was Greece, because of great depression and wrong management. But we as a nation are after two insurgencies and 30 years of bloody war which Greece was fortunate to avoid. Also remember Greece has EU credentials, where as we are part of China. Greece was forced to take austerity measures by IMF , to avoid bankruptcy. They seems to be in the path of recovery , though it is slow than expected and painful. (same with Ireland and few others). Hilarious to see our Lankan Buffett, Cabrrrrral during the crisis, decided to risk our money on bad debt to lose further in Billions. Same with oil hedging. Now it is our turn to mortgage our JUNK, lets wait to see who those buyers are ??????

      There are no surprises here. It is simply a case of gross mismanagement of the economy.
      All politicians are accountable. They blame each other and continue to rob the country while the idiots keep voting to change governments.
      The end is clear – we will default on debt.
      Another option is to sell the family silver – all infrastructure – roads, railways, power stations etc. That is a better option than a bloodbath.
      Sri Lanka is still not listed as a country that is likely to default on debt.

        Why?
        It is more than mismanagement.
        It is one of getting the priorities right.
        The crooks found it convenient to hide themselves behind Sinhala/Buddhist sham nationalism, in order to capture, abuse, …. misappropriate power and if necessary enjoy total freedom from punishment and absolve them of any crimes.

        Recently another dumbass minister told the press, if people didn’t like unitary state they should go to Mars and live there. This dumbass now believes he has no remorse nor inhibition as this country is now ruled by Sinhala/Buddhist strongman who is capable of protecting all public racists in this island.

        Rather than selling the family jewels the Tax department should collect information on assets owned by any person whose total assets is disproportionately higher than their income. Most Sinhala/Buddhist MPs, politicians, businessman, drug dealers, state functionaries, members of armed forces, politician’s b***s carriers, ….. will be caught by this investigation. If the president has b***s he should start from within his family and his clan.

          It is naive to think that there will be any action to collect taxes. Nor will there be any action to trace how politicians have benefitted by commissions.
          Corruption has been there for a long time but the scale of corruption intensified after JR’s constitution where power was concentrated in one individual.
          There was a time where we could have saved the country. We have passed that point.
          I fully support the proposition that there should be an investigation. Such an investigation should use international agencies to make it truly independent. Without the approval and support of foreign governments (tracing funds in Switzerland and other tax havens for example), any investigation is a non-starter. Switzerland was pushed by the US recently to get information on US citizens. US had limited success where it was agreed to pay US taxes on investments without revealing the names of the US citizens.
          Do you seriously think that banks in Switzerland will ever reveal the names of Sri Lankans whose funds they are managing?
          It is UK that investigated payments by Airbus to a Sri Lankan. I do not remember his name – he has been naive to use the banking services of the five eyes (US, UK, Canada, Australia and New Zealand).

            If you got able and honest people who are familiar with forensic auditing skills and experience, busting crooks ass is not a big problem. When majority people are corrupt, …. or fear for their life you may find it difficult.

            However it got to be done.

            What is the purpose of having Chapter II in the constitution or the claim that this is being a “Buddhist country” or “Sinhala/Buddhist country”? Everytime crooks want to hide their sins they chose this phrase. Bigoted Sarath Fonseka, Champika Ranawaka, Mahasangha, Gota, Dinesh, Shavendra, Kamal, Wimal, ……………….. are examples of such sinners (I am not religious).

            Single handed Kamal, Shavendra …. boasted Sri Lanka under the leadership of Gota has conquered Covid 19. However Gota said ” Sacred Tooth Relic protected Nation right throughout”.

              I am not very optimistic that the politicians who robbed the country will ever be held to account. A good example is the bond scam, which is something the government could pursue.
              Will Gota will pursue? Extremely unlikely! Essentially to protect the political class.

              I am not sure that skills required to conduct an international investigation reside with our CID officers – not that I under estimate them but specialist training is required for international investigations – support from foreign governments is fundamental. Not a starter!!

              Last month, Westpac bank was fined 1.3 billion dollars for not implementing a robust system to prevent money laundering (there were millions of transactions over a few years). That is the difference between Sri Lanka and a developed country.

    Soon after ours were rated JUNK govt hurried to use alternate debts/funds to service current debt. This was done to avoid embarrassment and crisis. Rajapaksas will continue to get their bonuses (on each transaction), until we are declared bankrupt. Like the corrupt corporate , “where employees get the pink slip , the management gets the bonus and investors nothing / empty handed. “. Now we know he avoided paying due taxes for more than 10 years, and what he paid was less than a Janitor/waitress. The casinos he owed went bankrupt and investors got nothing, his current resort and golf courses too are under water and he diverts money from his Trump Organization, which makes money illegally by diverting federal contracts and abusing his position. The guy is so smart he has even managed to successively patent “his failed skills and business strategies ” in writing books /auto biography ??? and unreality shows. Lets see what Cabrrrral is capable of??????

    This Economist junk Cabral has committed a great crime against the people of SL. Still he ends up being a minister. The way things happen he may end up our Minister of Finance in another Rajapassa regime. (that also if there are not enough Rajapassas to hold that portfolio)
    This also could happen to Mahendran, if one day his friends become the rulers of this Banana Republic.
    Till then we can fight over religion, language and whatever the ruling thugs invent to divide us.

      The rajapuka’s who is the nastiest of them all have been blessed with their godfathers’ gift to the world the coronavirus-19 which is now raging like wildfires to most parts of the beggar colony.

      The affected has already surpassed beyond the 1500 mark, the normally suffering in many a quarter citizens will have to be isolated given the correct medications and the nourishing food for a speedy recovery.

      I have also been informed by a reliable source close to the rajapuk’s that many more who have been brought down by this curse is in hiding and are reluctant to present themselves for medical treatment.
      One wonders why.?

      The trillion-dollar question being asked in this forsaken cursed colony is whether the rajapuk’s will release the much-needed funds to treat their own now sick citizenry who foolishly voted them into power.
      I think not.

      Lord Buddha and the other gods have waved their magic wands and hopefully, it will be the unceremonial beginning of the end of this much-maligned rotten to the core family of criminal misfits known to one and all as the boru hora rajapuka’s.

          My view –

          A typo error on my part and poor ignorant me am well aware that Buddhism has never been a religion.

          The gripe I have is that some of the so-called petty racists to the core Yakko’s think that the sun is shining on their obnoxious bottoms.

          Ever since 1956 these radical elements have played a hell of a bandu pandu and have ruined the nation for many a generation to come.

          As to Lord Buddha, he was a harmless peace-loving yokel whose only aim was to instil a positive mindset into the heads and minds of his straying followers.

          I for one follow his precept for a long period of time and find it very refreshing.

          Sadly his followers by their doings bring calamity into the whole body of the esteemed good great simpleton Lord Buddha.

          The uneducated uncouth unsavoury monks who deliberately mislead the laymen and women in Myanmar and sad sorry Sri Lanka are living examples and proof.

      The way Ranil and Sirisena ran the show by letting off the looters but came promising us heaven, shows that all these parties are only guided by self interest and ready to strike deals. How many MPs are in Parliament having crossed from one party to another – totally unprincipled. Good examples Vasu Wijedasa Weerawansa of JVP fame, and SLFPers of last regime, etc. they are all the same.

        MyView: Now it is revealed from the “Pohottuwa Camp” how Weerawnase was “BOUGHT” by Basil to join the “MR CAMP”. We know Weerawanse was “EXPELLED” from JVP; but still, the details for that “Decisiplinary” action are not known to the public. Perhaps, as this “Stalwart” from the “Pohottuwa” camp has now revealed the “Negotiations” between Weerawanse and Basil R would have come to light and that is why JVP simply said: “Weerawanse was expelled for revealing the party secrets”. This “DEAL” also made Weereawanse a “Millionaire”. Not a “BAD” deal?

    While Dr Ali and others express their valuable views on CT and other fora, how much effect would that be on about 75% of our rural voters who when asked, will give some stupid answer why they voted for someone. They are simply not discerning enough. Most do not have access to written media but usually see the TV news heavily slanted by the stations showing the raucous shouting of some nincompoop minister uttering some falsity. Today DM gives an example of Ministers giving false news – GLP exposed on his statement shown on TV and published on newspapers. Our mainstream media is full of useless news of the day to sell the paper. Another meaningful way needs be used to carry the correct picture to the rural sector.

        Yes it is a guesstimate obviously – it could be somewhat more or less. Unless you do a poll you do not know exactly. But not stupid because I travel extensively. And note – it is not 75% of all voters but confined to rural areas. Even now on TV on very many occasions, you can see villagers saying that politicos come and PROMISE but never deliver. I know how a few concrete poles were dumped and said you will get electricity and some road metal stones were brought but the road never materialised. They are fooled easily and concepts and the ideas discussed in the above article by Dr. Ali are as farfetched and remote as their villages are from the city. If you follow Manusath Derana and Gammedda on TV, you will see their plight.

        I truly believe that Rajapakshe adulation and self proclaimations would not last long. People would have to see it right if not today tomorrow, not being able to face the sky rocketing daily needs today. Many in srilanka, as voters what they recognize is nothing else, if their day today life is benefited while going to use their votes. They are not yet grown to understand the true meaning of the VOTING power. This has been the case for the last 7 decades, and obviously people s attitudes dont seem changing. What should happen in order to change their thoughts and minds about the politics of the country ?

        They should finally be aware, not the funds of POLITICIANS but the tax payers funds being collected through VAT and other taxes run a govt.     My View, you are absolutely right and unfortunately the same phenomena is seen in western countries too, especially the U.S. There are two things . 1) The media works for the govt disseminating fake news and facts 24/7. 2) Even among the educated, urban living , there are plenty racist and there attitude is “we do not care about our future but will like to see our neighbor in misery”(I am sure you understand what I mean).
