Carlo Cool Over SAITM And Private Medical Education Under Rajapaksas, Letter Written By Him To MR Shows

Even though Prof. Carlo Fonseka is now against the SAITM and private medical education and he actively participated in many anti-SAITM and private medical education protests recently, under the Rajapaksa regime he wasn’t against them according to a leaked letter written by him to the former President Mahinda Rajapaksa.

In a letter dated July 10, 2014 Prof. Fonseka wrote to Mahinda Rajapaksa: As I briefly told you during our telephone conversation recently, Dr. Neville Fernando’s enterprise called the South Asian Institution for Technology and Medicine (SAITM) at Malabe appears to be pursuing a course of activities which is almost certain to precipitate sooner or later a major crisis in the country. Dealing with this crisis will stretch government’s disaster management skills to breaking-point. For one thing, the crisis will seriously compromise Your Excellency’s vision of making Sri Lanka an education hub in South Asia”. (see the letters below). Then he correctly predicted the present crisis, and went onto suggest to appoint a Special Presidential Committee, with the powers of a Presidential Task Force, to monitor SAITM activities.

He only considered the quality of the medical education provided by the SAITM. He said; If Your Excellency asks me to tell you in one sentence what I consider to be the real problem at SAITM demanding urgent solution, my answer is this. There is reliable information that SAITM with a total teaching staff of 67, and a free-levying Teaching Hospital of 250 beds with a bed-occupying rate of about 15% had enrolled ( at excessively high fees) 938 students by end of 2012. (In our state Medical Faculties, Whatever there other short-comings may be, there are a large number of patients in our hospitals for students to learn how to diagnose illness and treat patients. That is why Sri Lanka has a well-deserved reputation for producing quality doctors.)

    Prof Carlo’s concerns had been totally addressed by this Government. His main concerns were the standards, bed occupation and transparent exams conducted by Medical Council. All were agreed by SAITM and government is ready to enforce and monitor. Government went beyond his request by nationalising hospital and taking step to broadbase ownership by listing in Colombo Stock Exchange.
    But Dr Carlo still wants to topple the Government.

      From where did you get this information? If these were fulfilled SLMC would have accredited SAITM by now!

        CT Editors: SAITM is a distraction and waste of time from much larger concerns such as the new biometric electronic ID project that is being pushed by the Sri Lanka State, in order to extract data from and to police all citizens and provide big data to foreign interests.

        The Indian Supreme Court decision which ruled that Privacy is a Fundamental Right 2 weeks ago, along with the Right to Life and Liberty is the precedent and model on which to legally challenge the Sri Lankan State’s electronic ID project. That Unanimous Ruling of the Indian Supreme Court with a full 9 judge bench is considered already a classic in international law.

        In any case this Lankan ID project which is another aspect of the BIG DATA gathering project of the empire is being promoted by foreign interests and is counter to the interests of Lankan citizens who must be protected from the corrupt Sri Lankan State, its police and their corrupt political leaders, many of who ran the war economy not so long ago and are accused of war crimes, which means that the less info. the state has on citizens the better.

        86 year old man not to have seen it while thugs were in the power is beyond my comphrehesion. For me, Prof Carlo even if he may have done lot to this country, but he is wrong in SAITM issue.
        He should rather help the govt- that make every effort to iron out all the vicous thoughts of former men.
        Those who have brains .. let alone the size of need head should see it right at least today.

        Hilarious, as Phoney did not even respect the Appeal Court Verdict. He is biased against all private medical education, and even if SAITM stands on its head he wont relent. In other countries visionary leaders grasp a moment of opportunity and do their untmost to put in place what is in the countires need. One of them is private medical education. Even the UK aproved in 2015 Buckingham Uni private med school which drew in 60% local students despite fees of GBP 30,000 per year, in contrast with GBP 9000 at other UK Med schools, and they claim to be non-profft making. Clearly a case of supply and demand.
        Look at the Sunday Papers , and see the Vultures of Foreign Unis descending on this country with their wares; Most of these Unis were polytech before gaining Unversity status.
        There is clamour for fee paid medical education and those who enjoy free education should not dictate terms, based on untenable myths.

      Yes, we the many unbiased to any side feel – that Prof. Carlo has been made a puppet by GMOA to survive their struggle against the current govt.
      We dont want to clean anyone, but current minister of health has done lot more with the approval of the leaders, in terms of bringing price reductions to a larger set of medical drugs which have been used by people often. And alone that stent costs to be reduced to by 2/3 is a greater step.
      Now he has made more enemies in the country since those who earned by bailing out the poor man in the country have stood against him.

      In the early 1980s you thought it was Dutta Gamani who burnt down Jaffna Library. Later in 2013 after reading Memoirs of DIG Edward Gunawardena you changed your mind and confirmed it was the handy work of LTTE.

    I respect lanken scholars of Prof. Carlo Fonseka. But my question as many ones would be, as to why he failed to stand against the birth of SAITM under former Mr Megalomaniac. We dont need to let the child born if we dont allow illegal births in this country. At the begining he should have reacted adequately.
    He must not support GMOA leading men today, knowing unhearted actions of GMOA jeopardise health situation and the services being delivered to the poor in this country.
    GMOA men should be beheaded for their unhearted actions. They having abused the tax payers funds for their edcuation,but behave against very same people is almost comparable a child would go wrong after his or her parents raise him or her to the top.
    Lankens today seem to be fooled by the kind of abusive men of GMOA. GMOA works for former politicians and their agendas.

        They have been misguided by Ballige Putha Admistration run by all idiots, to that time, Prof. Fonseka could even go on all various kind of protestst, but he di dnot… there he may have enjoyed the perks offered to him by Mr Megalo…. the musalaya of the nation, but today, very same carlo to support MR supportive GMOA animals, is beyond all ethics and morals.

          All are human beings. But that is not the criteria to accredit medical schools and issue licenses to practice medicine. There are certain criteria to be fulfilled before you are handed over a license to practice medicine, being a human being is not one. Leave politics out. Sri Lanka needs to maintain standards of medicine.

          What I want the gov. to do is, get SAITM to work with the SLMC so that they get accreditation and qualify for registration.
          You should stop commenting on this subject as it clearly shows that you have no idea about medical education and accreditation!

            No doubt about the quality of medical or any other degree courses. There i dont have any thing against. But what do the idiots want govt to do. They the govt have promised of holding proper and acceptable exams for the final year students. And they too want all medical graduates to go through the same exams. Why Prof. Fonseka or others stayed as if Kirimati gilapu kimbulas- as if the crocodiles fed with CLAY at the time, thugs were in power, and today to show off that they have always been against PVT medical colleges is no means comphrensible.

            Anyone who has earned a degree would not want their degrees to be NOT recognized.
            They all know of the quality of education.
            But one day in the future, we the folks have to nodd to pvt medical colleges to be allowed in the country. Not even 1500 students get admissions to STATE run medical colleges today. Do you guys think all others that fail to get selected are idiots ?
            I have got on with Europeans students in their first few years. Some have got their admission to MEDICINE not having proper BIOLOGY, Chemistry or other like subjects. But they have later become batch stops in their years. Can you imagine ?
            Today, we perfectly klnow lanken MBBS is as had been decades ago. Some known to me returned to lanka not being able to continue in UK.
            All these you guys should see when passing thoughts against PVT colleges.
            For me, if the qualifications are there, any student has the right to get selected to study the courses of their choice.

    A country of 20 million people with High IQ level can not sort of this SAITM issue?.how you think our political leaders could deal with major crisis bigger than this ? how many days, weeks, months and years wasted on this issue ?
    we are not an African country such as somalia or some sort why politicians and acsmdics come up with some solution it tell us how MR deal with such case .you need to have an iron man some time..

    Poor Carlo looking forward for his future event nothing else. If he wanted to shutdown the SAITM he had 3 years to do as chairman to SLMC.
    As he said as the chairman he haven’t had a freedom to do so then. But he was act after government changed was different.
    Poor Carlo didn’t do the right thing in right time if he really wanted to do so. Then in a government with UNP who respects private ownership of education how he thinks to abolish SAITM. They expect to bring Manipal and another medical college too.
    This is nothing but Carlo’s drama finally he became a drama queen ? at his last bit of his life.

      How can a Chairman of the SLMC shut down any private medical school? What power he has to do so? Only thing he can do is not issue licences to practice medicine. Even that the council has to agree.
      Problem is lot of people who have no idea of medical education and accreditation are making false assumptions and posting here!

    What does the CT author means by “cool”? In the west “Cool” over something means like/agrees/promote. If that is what CT is trying to depict, nothing of that sort is seen in Carlo’s letter. He as a professional very well explains the pit falls of SAITM. I commend his actions where he seems committed to safeguard standards of the profession.

    To us the public -the GMOA and Prof. Carlo Fonseka are playing dirty politics. To us tax paying citizens who ensure that free education is extended to through the Gov Universities is now becoimg a waste of our hard earned money. We need more private Universities to be set-up in Sri Lanka

    President Sirisena once described to a group of people who met him how he was asked by MR to appoint Carlo to head the SLMC. Sirisena was asked to come to Temple Trees. MR called Carlo in and told Sirisena “Maitree. you must appoint Carlo as Chairman of the Medical Council”. I have told him how to deal with the SAITM matter”.

    That said taking a stand against private medical colleges is completely unacceptable. No one has any right to scuttle another’s education.

    It is quite clear from the letter that issue with inadequate clinical training of SAITM students is GMOA/SLMC’s own (malicious) engineering– in barring private medical students from getting clinical training at government hospitals.

    What god given right do students in state medical colleges have over students in private medical colleges to these patients? Besides state medical colleges already offer paid clinical training to students in foreign medical schools in government hospitals for short periods in selected areas!

    There is however an issue that needs to be addressed when allowing private medical schools to use state hospitals for clinical training. Every year the government needs to allocate a quota (i.e. number of students) to private medical schools that they may admit considering available number of beds in state hospitals and intake of state medical schools. Government must commit that they will continue to expand the intake of state medical schools while allocating a reasonable number of beds to private medical schools.

    Part 2 -There is no need for government to provide free clinical training to students from private medical schools. Clinical training is one of the most expensive components of medical education and the extra income could be used for the benefit of the patients.

    One the issue of standard of students from private medical schools all medical students should be made to sit a series of licensing exams before undertaking both clinical training and residency training. These exams should be the same for everyone.

    Should medical education be state financed? For a country with free healthcare this may not be required. If doctors have to pay their way through medical school they will invariably have to recover this cost from patients increasing cost of healthcare. However one could argue this would not burden the patient if there is free government funded healthcare.

    While SLMC is preoccupied with SATIM they seem to be overlooking a real danger to our healthcare system— introduction of health insurance schemes! Health insurance schemes are fine as long as insurance companies are not allowed to sell different policies to different people. Unfortunately if one is not careful this may very well happen! Private insurers love to sell low cost policies that do not provide adequate let alone comprehensive coverage… thereby collecting money from the healthy people and pocketing the profit themselves without funding the medical care of the sick. Thus the sick are left to pay for themselves! All indications are that this government wants to end free—healthcare for good.

    sometime back I watched a video on Gossip Lanka where Carlo was interviewed .
    he stated that the NCMC a private university that the govt took over and renamed kelaniya uni
    had produced excellent doctors who had done very well
    he also gave 4 good reasons why private medical universities were necessary For this country
    now he is singing a different tune using SaITM
    I wonder whether senility has affected a much respected doctor

Central high way i a high way robbery, no one questions? If NFH had not been taken by the government, NF would have sold both SAITM and NFH for a song like he sold the Central hospital when he could not pay the loan.     This weird jobless JO still craves publicity and political mileage, having ruined the profession and higher education, encouraging dead Trotsky ideology to become buddies with student RJ whom he visited in prison. Just like how GMOA AP visited LW in prison, but now has contempt of court case on 8th.
    This JOE even went to the night carnival to do further damage, which was later shower bathed but is now desperate to attack the judiciary as his case from September 12th on.     Court verdict not only gave justice for SAITM internships, but also considered malicious intent of JOE who approved KDU but tried to destroy SAITM. His job under the medical ordinance which he violated, was to help improve SAITM, which now has huge patient turnover as a free govt. hospital like all other uni teaching hospitals. Real intent to topple judiciary verdict against his end.
    Confidential notes to MR was to curry favour, and proposed commission names are interestingly from KDU, his own stooge at Kelaniya chairing, GMOA to be consulted by Prez.?? and some outsiders, whom MR could control. Political scheme to relive NCMC victory and topple govt.

    What is hilarious is, GMOA hooligans, JVP and JO who are in the vanguard against SAITM today, were acted like walking-dead when Rajapaksa government introduced SAITM. It was established in 2011 and obtained their degree award status in 2013. GMOA were deaf, dumb and blind at the time. If all these issues had been raised at the time of its establishment or afterwards, there would never have been this confusion. Where was Carlo then? GMOA, JVP and the JO politicians were in deep slumber then. —–

    SAITM issue and GMOA both were used by Mahinda and JO to shield Ranil’s weaselly acts. GMOA has hooked President again to SAITM issue. What is SAITM man, it affects only a small faction of people. There are many dangerous Parliamentary Acts detrimental to ordinary public and the country which are scheduled to bring forth. The next draconian act is the New Inland Revenue Act. —

    I saw two most pertinent sections of the Act which were mentioned by Mangala himself yesterday (2nd) just sneezing at its devastating impact on people and religious places. I wish I have a place to write about it.

      University students, Lahiru (later released) and Ryan were arrested and remanded for damaging government properties by forcibly entering into the Health Ministry while taking part in a protest against SAITM.

      How about Provincial Council members of the North Central Provincial Council and the Southern Provincial Council who broke the Ceremonial Mace during sittings? Shouldn’t they be arrested and remanded for damaging government properties? And even in the Western Provincial Council, there was an attempt to grab the Mace.

      What justice is there to remand a University Student and make Provincial Council Members who damaged government property, the Mace, which is a serious offence than breaking few glasses, scot free? If the Police is not ready to press charges against them, then they should not press charges against Ryan or Lahiru or any other University student for the same offence.

      Lawmakers should not be law breakers!

      Therefore, the offence committed by Councillors should not be trivialized or ignored. They did it purposely as seen on CCTV.

      The Provincial Council Members in the North Central Provincial Council and the Southern Provincial Council who broke the Mace should also be charged, if not Ryan should be released. Law should not be selectively enforced.

    It is clear from the rubber stamping of the letters that the letter addressed to Minister of that time SBD copied to Prof CF and was retained in the Medical Council documentation is produced and can be considered as authentic. There is no meaning in bashing an eighty odd year old now and SAITM today, is a national distraction. Prof CF had very rightly pointed out the preceding situation of the NCMC in the 1980 decade. NCMC became the medical faculty of the Kelaniya University. There again it was the GMOA that orchestrated the protest. I believe the GDSA too joined the protest and the boss of it at that time was the present Minister of Health. Quality issues are a gentlemanly and a reasonable way of voicing protests. The real issue that that makes the GMOA protest can be one of a vested interest to ensure that its dictate prevails upon over the state medical doctors. In both occasions of originating NCMC and SAITM, the promoters thought that getting the necessary “approvals” is enough. I understand that Dr. Neville Fernando himself was an MP during the NCMC crisis and he should have known better the storm that it could create in giving birth to SAITM as a Sri Lankan medical degree awarding institution. He should have started slow by creating an offshore campus of a Foreign Medical University of some repute. With the Thajudeen murder and skeletons also suspected of playing a role in SAITM, its public standing also got diminished. The reality is that there can be no private medical education in this country awarding a Sri Lankan degree unless all the stake holders in the exercise agree.

    Prof. Carlo had 2 private medical schools to deal with. In KDU even without a hospital then, Carlo approved it at gunpoint from GR and then AP GMOA was relieved of problems. All were speechless. Then a 9 member Prof. Sheriff team inspected SAITM in July 2015, made recommendations which were later carried out, but an additional jealous rebel too was sent by Carlo and his antagonistic report was publicized with an absolute crush on SAITM aided by terror tactics of GMOA and student TU which Carlo the superhero absolutely still swoons over with jail visiting. The Court examined all documented evidence and found SAITM to be on approved course and exam, and that medical ordinance was violated by this so called govt. body, Carlo’s SLMC meant to follow recommendations to improve until approval. His ideology had no goal to improve but topple.
    Court did consider malicious intent.
    Now with further additional 2yr. training of SAITM due to delay of strikes and cases, SAITM MBBS doctors are well equipped for internship. But GMOA without loss of their exams. supported student boycotts. SLMC stopped ERPM for foreign meds. FMG to make internship impossible even for SAITM so that even health minister could be “no confidenced” by the JO. Carlo wove an excellent spider web to topple all who cant unravel this. He had only to obey Jan. 31st court order and intern SAITM, but he is a communist toppler, not one to help progress our nation. With justice to SAITM from Supreme Court in the coming week, law and order can bring strikes and a couple of imprisonments as well. May Parliament, Executive and Judiciary exalt not drown our nation.

They were only “connected’ by an inappropriate marriage she got into due to her immaturity !

    Carlo?- this is the man who chaired the committee of the infamous “Katu” Dr. Prof. Sir Anton Jayasuriya’s Open International University for Complementary Medicine that awarded the more infamous Mervyn Silva a Doctorate honoris causa. Carlo cringes when someone reminds him of that great deed. This man invokes Dr. N.M. Perera’s name to hide his nudity. NM must be turning in his grave. Let Carlo tell the country why Mervyn the Vermin was given a doctorate. The only possible answer- they come from the same caste and Carlo the Marxist is very caste conscious..

    Prof. Carlo’s July 10th 2014 letter to former President contains an OUTRIGHT LIE, that SAITM by 2012 had admitted 938 students. Finally through presidential secretary to minister of higher education to Prof. Carlo to write again to President to hold a Presidential Commission had to be confidential and SECRET. Reason was not to get exposed as giving false figures & accusations.
    He suggested names of trustworthy stooges to be on commission which never materialized, but a former PM and the Presidents son visited SAITM. This was the infallible SLMC head for whom GMOA was killing patients to retain in extension. Surely, verdict for righteous justice cometh

    The entire world is going private. There is private education in Srilanka in every other sphere of education.Why not medical education. Who is monitoring the international schools coming up all over the island. We need more SAITAMs. The SLMC must establish minimum standards and monitor.There is no harm the private sector fulfilling what the state cannot fulfill. Batches of students leave for western countries India and Russia daily to get medical education. If we give in GMOA will want next to stop foreign medical degrees to continue their monopoly.It is amazing that GMOA has so far not spoken against private practice so that they can treat those who come to govt. hospitals better.

    Prof. Carlo’s confidential letter to MR in 2014, was after he signed up KDU for internship approval with a 2 paragraph ok in answer to Defence Uni request in presence of GR. Their hospital was built later. SLMC never had a Compliance certificate. The 2015 July SAITM inspection team report spelt out all recommendations which were done, but Carlo twisted the report with GMOA/student pressure and gave a “NO FOREVER” order. Internship was legal.
    Malice was considered (mala fides) in the way SLMC acted in the 2 different medical schools, substantiated by eminent medical consultants not in the GMOA. Verdict was released in great depth and makes excellent reading for those who are interested in releasing justice considering what is morally right and wrong rather than dead self exalting political ideologies. Spreading of false information sky high stinks. Our nation must progress and future generations need moral and ethical guidance, not uni ragging and abuse nor destructive street marching.     Carlo was our physiology lecturer and he always showed this trait of being a puppet in the hands of the powerful. He was nationalistic and showed disrespect to the minorities, never one who was principled in his behaviour. As an academic he had a say and used it to unsavoury ends.
    Now his nature is patently exposed.
    Such a shame on a man who could have been so different if he chose to and would have been held in high esteem even after his departure. Now he will be a remebered as one more of the academics who sold their soul to the highest bidder.

      Very well written Ranjan Fernando. A lot to ponder upon, and with sadness…

      Reading and observing Carlo from a distance, I dare say that he has been unable to distance himself from his prejudices and his political affiliations, which no worthy intellectual or a fair minded man would expose to the wider world. I am of the belief that “nationalists” can do more harm than good, and what the country needs right now are ‘patriots’ who can transcend narrow nationalism. Carlo and his ilk believe they are patriots , but in truth, they are this country’s worst enemies; holding back its forward march through the opium of nationalism.

      Somebody needs to wake up to the reality that while we ‘hee and haw’, the progressive countries continue to develop themselves by sapping the best brains from elsewhere (never mind from where), making sure in the end, such young minds eventually settle down and find employment in such countries. They achieve this through scholarship schemes which entice the best young brains of the world, reducing the “supply” countries to mere “nurseries” which feed their universities with the best young brains of the world all FREE of CHARGE. Of course the young men and women eventually settle down in such “greener pastures” and serve such countries which by the way did not pay a dime on the primary and secondary education of these young men and women.

      All what our “educationists”, “policy planners”, bankrupt “nationalists” and “rationalists” have done for a very long time has been to make every possible effort to persuade these young men and women of our country to go outside our shores(which they do through disgust), by placing every conceivable barrier and hindrance in their path to progress.

      Taken in that light, Carlo comes across to me as a great disappointment – one of the most irrational of men, to walk this earth in these modern times. A man who allowed the narrow confines of nationalism to cloud over his better judgment. The rest on Carlo, has been brilliantly encapsulated by Ranjan Fernando in the foregoing.

    Prof. Carlos should look forward for the good of the country, and not look backward and wondering where the stink is coming from!

    In this SAITM jmbroglio let me bring to mind the beginnings of the Ceylon Medical College the precursor of the presnt Faculty of Medicine. It was started in 1870 with three teachers and twenty five students. The course duration was only three years. Its space was limited to the gynacological ward of the General Hospital.
    Later the course duration was extended to 5 years. We have to be thankful that Prof Carlo and his band of cretins in the GMOA leadership were not around !!.

    Take the Faculty of Engineering. Upto 1948 Engineering Undergraduate course were run by the Ceylon technical Collge, and obtained degrees from the University of London. In 1948 they declined to allow these undergrads to sit their exams as they considered the facilties iadequate. The Government immediatly responded to this and Sir Ivor Jennings created a Faculty of Enginneeing, with Prof E O E Pereira as its Prof, who immdediatly set about initiating a Faculty, and commenced recruitment of staff and later undergrads.
    The facilities were minimal. The obsolete Labs at Technical College had to be used, and everything else was shared with the Scince Faculty. The first batch of undergrads was only 20. Upto 1960 even with these meagre facilities , and thanks to dedicated teachers the faculty produced well trained graduates who have taken their place in many high posiitons.
    Only in 1960 with the move Peradeniya did the faculty enjoy proper Facilities.

    What I am tryng to show is it is not the beginning, but how an institution is allowed to grow and develop with time, is what matters.

      Good to look at the historical aspects of growing up. If University of London did not take its action we would be still continuing the same!
      Now, coming back to SAITM, if the SLMC does not put it’s foot down on standard of SAITM the people behind it will never take an effort to improve its quality to acceptable levels.

        Agreed but if standards wer applied before these unstitutions got of the ground , they would have been stragled at birth. Please read “TIME TO HEAL” An account of the Americam medical Education” and you will see how visionary leaders in U.S. University medschools took charge and led the way. Here too many Medschool teachers are siding with hooligan students.

    Carlo’s secret letters and suggestion of commission of his stooges smells of manufactured crisis that is SAITM. His oneness with visit to imprisoned RJ, made him shout about toppling the govt. RJ’s vicious radicalism spelt out taking over SAITM and making those students start from the beginning if they wanted to become doctors. Carlo asked for their riotous help to win his appeal from September 12th onwards in the Supreme Court, What the SLMC got rid of, do not repeat.. The other case of contempt of court of GMOA head is on 8th September. May they all RIP, never to arise
