CBK Concerned Over Continuing Rise Of Hate Speech

The Office for National Unity and Reconciliation (ONUR) headed by Chandrika Kumaratunga has today urged relevant authorities to take appropriate action against all hate speech incidents regardless of the social status, ethnic/religious background or political affiliations of the perpetrators.

Statement by ONUR on the Rise of Hate Speech in the Recent Past

The Office for National Unity and Reconciliation (ONUR) notes with concern, the rise of hate speech in Sri Lanka in the recent past, which challenges the initiatives being taken by the government to heal our country after decades of bloodshed and destruction.

Hate filled expressions and actions by groups with vested interests, resulting in demeaning, denigrating and inciting violence against fellow citizens of various ethnic, religious backgrounds has no place in Sri Lankan society.

For the first time in contemporary Sri Lanka, the Government has a stated vision to build One United Nation by promoting Reconciliation and a lasting Peace. The Government is working towards bringing about reconciliation among all communities, making it the highest priority.

This is in contrast to the years before 2015 where power brokers in the state fomented communal and ethnic hatred, shielded by a culture of impunity, thereby inciting racism and violence against fellow Sri Lankans.

The Government and the people of Sri Lanka are presently engaged in the noble task of rebuilding a society in which Good Governance prevails. The challenges faced in realising this are immense. Yet, the new opportunities that have opened up and the favourable socio-political context created since January 2015 must be seized.

The active participation and leadership of ALL patriotic Sri Lankans is essential for the achievement of Reconciliation, Peace and honest, effective, people friendly Governance if we are to attain political stability, economic growth and progress we so richly deserve as a Nation. We must work towards acknowledging the differences and celebrating the richness of diversity in our multi-ethnic, multi-religious country.

Short, medium and long term efforts are underway to address the grievances of all communities and to build a sense of respect, equality and pride in every citizen, living in an inclusive Sri Lanka where each person has the opportunity to enjoy the freedoms that are the right of all citizens.

The strictest action must be taken without delay, against persons or groups who act to provoke disharmony by creating divisions among citizens along ethnic and religious lines. President Maithripala Sirisena, Prime Minister Ranil Wickremesinghe and the entire government have categorically reiterated that hate speech will not be tolerated.

We welcome the proactive actions by civil society and religious leaders in countering the attempts to spread hate by very small yet vocal groups.

ONUR, while appreciating the arrest of two individuals from two different communities, accused of hate speech and for inciting racism, urges the relevant authorities to take appropriate action against all such incidents regardless of the social status, ethnic / religious background or political affiliations of the perpetrators.

We note that there are numerous complaints against hate speech and incitement to racism where strong evidence is available yet investigations and prosecutions are pending for some time. We urge the law enforcement authorities to take early action on all these incidents.

We welcome His Excellency the President and the Hon. Prime Minister’s unequivocal statements that we cannot permit racist or extremist elements from any community to challenge or imperil our chosen path to a stable, prosperous and plural Sri Lanka.

We appeal to all Sri Lankan’s to engage with the Government to realise this goal.

    Hate speeches became part of the society, thanks to the indifference nature of MR administration.

    1) having watched a youtube the manner BBS lead – most abusive man in Sanga robes – with a distinction in Kunuharupa- flithy sinhala langaguge- we were shocked. This has now developed to the levels even all kind of BAD WORDS have been familiar to the average today…. gone were the days we heard powerful sinhala words in media. TOday, they use all low levels since Maharaja just ignored the – letting any one belong to social scum to raise their head. Never in the history we have not heard the kind of filthy – however, Mervin Silva, Kuamara Walgama, Aluthgamage, not forgetting Maharaja all started using highly abusive terms being on public stage.

    a) remember how former athigaru, once answered – ” mama thun sarayak korala thiyenawa – I have proved to have done 3 times- pointing at his 3 sons whose records have almost destroyed the youth in the country. However this was his answer at the time, 3 term for him as a president was arguably discussed in the country

    b)The filthy langague -Mervin was hired to use at the time, former UNHRC lady was visting the country – ” I would make a marriage proposal to her etc.” All these had no basis but their moment of jolly.

    2) The speech that the Barabaric BBS head held in ALuthgama ended up taking the lives of people. No investigations were carried out. Just pleased the victims having built them lost houses.

    All in all, MR adminsitration did 80% idiots to overtake the fully ground handling of the society – not giving due respect to the educated.

            Tamil sinhala conflict could have been maintained better, had the people been knowledgeble. Lanken folks regardles sof their race are in general unchageble. Even today after 30 year war – there are over 40% of the vote eligible- can be called as “ULTRA EXTREMISTS”. Most that add their thoughts to CT and other balanced forcums are the tiny minority. Most just let Rajaakashes to fool them – most amonng them are the real extremists. As a whole, lanken average are easily manipulative folks. You may just be able to increase your votes, if you would distribule rice rations, roof sheets, sewing machines or silredi. People are not learnt to respect principles. I am talking about the majority of the lanken population.

              Malaysia has managed the ethnic problem well and this should be taken as an example by Srilanka. Unlike Srilanka where Sinhalese have an overwhelming majority of 75% to 25 % of minorities, in Malaysia, Malays are only 55% and minorities are 45% (Chinese 30%, Tamils 10% and others 5%). There is an important difference that in Malaysia all the minorities are together, while in Srilanka the Muslims had been undercutting Tamils to gain concessions.

              After the 1969 anti-Chinese riots, Malays and Chinese came to an agreement that Chinese will not challenge Malay dominance in Politics and Malays will not challenge Chinese dominance in trade. This arrangement is still holding and has prevented any further rioting, and the country is prospering. Tamils in Malaysia did not undercut Chinese but supported them in the fight against racial discrimination which has checkmated Malays to a large degree.

              In Srilanka Sinhalese with their steam roller majority did not bother about any of these and wanted to dominate in every field. Successive governments in order to get Sinhala votes pampered to these whims and fancies of Sinhala racists and took away whatever advantage that Tamils had in higher education and public sector employment by discriminatory statutes and practices and destroying the Tamil economic achievements by state sponsored violence.

              Unfortunately this trend is still continuing mainly due to Sinhala supremacist mindset, as seen in the reluctance by the government to devolve powers effectively to Tamils, citing excuses such as security concerns, thereby maintaining Sinhala dominance in every aspect of governance in Srilanka. Srilanka will not have adequate resources to distribute equitably among the people, and in order to please Sinhala voters, there will be racial discrimination.

                Navi Pillai is a Vellala too that was taken to Africa just like your people. Her people did not mind “domination” there by the whites or the blacks.

                I think she would have wondered her fate had there been no slavery and she remained in India.

                She would have had to live under Bhramin domination in India. So, that is perhaps a more apt example for Tamils in Sri Lanka to consider.

Gandhi wrote in Indian Opinion on April 16, 1910: “There is hardly a Tamil left in the Transvaal who has not suffered imprisonment in the course of the passive resistance struggle.” Many of them not only suffered in prison but became destitute. But they continued the satyagraha until the provisional agreement of 1911.

                  By the way, Subhas Chandra Bose appointed Brahmachari Kailasam a Tamil born in Jaffna as his secretary in Malaya, later he was imprisoned by the British.

        to find a solution as Ltte was in a powerful position and they wanted separation.The Tamil people did not know, except Ltte, that there were meetings headed by President CBK.were going on

      I think it is greater mistake that Mangalarama -MAD MONK WHO went amok not once but several times – was not yet arrested.
      He the like MONK regardless of the Sanga uniform wearing by them should be called for a disiplinary action.

      Last month, Sri Lanka said it would sell 80 per cent of the $1.5-billion port in the southern city of Hambantota to a Chinese company to tackle the country’s debt burden.

      Rajapaksa’s visit part of the India-China ‘Great Game’ in Sri Lanka?

      Former Sri Lankan President Mahinda Rajapaksa is on a week-long visit to China on the invitation of the Chinese government — a development that sections within the government and diplomatic circles here see as a “strong message” from Beijing.

      The visit assumes further significance in the wake of controversial remarks made by Yi Xianliang, the Chinese Ambassador to Colombo, that pointed to apparent tensions between the Sri Lankan government and Beijing.

      At a press conference here, Mr. Yi asked why Colombo sought more loans from Beijing if it found them “expensive,” as the Sri Lankan Finance Minister had observed. While the Chinese Foreign Ministry defended the envoy, Sri Lanka’s Foreign Minister Mangala Samaraweera met Mr. Yi and “advised” him to take up such matters through Foreign Ministry channels rather than the media.

      A top source here, requesting anonymity, said that the incident — which was “uncharacteristic” of Chinese diplomacy — coupled with Mr. Rajapaksa’s trip to China, was a clear message from Beijing.

      “Not just to our government, but also to New Delhi,” the senior official said, referring to competing strategic interests that the two powers are known to have in the island nation.

      Mr. Rajapaksa, during his two terms in office, was widely perceived as being close to Beijing. With Chinese loans, he built a massive port and airport in the southern city of Hambantota, which the current government has termed financially non-viable “white elephants.”

      This invitation points to a public display of support, observers noted, weeks after pro-Rajapaksa actors floated a new political party and invited him to lead it. It also comes about a month after his brother and former Defence Secretary Gotabhaya Rajapaksa travelled to China to attend a defence seminar.

      The former President’s political ally and Democratic Left Front Leader Vasudeva Nanayakkara said that by “inviting the former President, the Chinese government has shown how much they value the relationship with the former President and appreciate his political stature.”

      When contacted, the Chinese Foreign Ministry said Mr. Rajapaksa was on a “private goodwill visit” on the invitation of the Chinese People’s Institute of Foreign Affairs, a state-backed think-tank. “President Rajapaksa made positive contributions to the development of China-Sri Lanka relations during his term of office. The Chinese side appreciates what he has done for the friendship between the two countries,” the Ministry told The Hindu.

      Ahead of his departure, Mr. Rajapaksa told editors of select local newspapers that India had adopted a softer line with the new government though it had “sold the Hambantota port to the Chinese.”

      Recalling the incident involving Chinese submarines that had docked at Colombo harbour in 2014, when he was in power, he said: “They [New Delhi] made a big issue about the submarines, but today even if you give the entire port [to China], it is not a problem for them [India]. This shows the difference in diplomatic relations.”

    The BBS appeared to go haywire just when Sri Lanka was getting international publicity.

    For example he started the anti-Halal campaign in Feb 2013. This was the same month UNHCR was holding sessions.

    It seemed to be accompany Facebook hate campaigns held by anonymous people.

    I don’t know the rest of BBS, but Gnanasara certainly does not work for interests of Buddhists.

    Its a very simple question. What has Gnanasara achieved? Absolutely nothing other than an incredibly bad international reputation against Buddhists in Sri Lanka. He even helped getting rid of the Rajapaskes.

    Imposing and implementing strict rules to prevent hate-speech is at best a palliative for the problem of deteriorating Buddhist – Muslim relations in Sri Lanka. The issue of hate-speech cannot be resolved through legislation.

    Preventing a person from giving voice to his feelings and emotions will not make his pain go away. The person may be impelled under such restrictive circumstances to express his feelings in other, maybe more violent, ways. Furthermore, the person could become more bigoted, prejudiced and paranoid in his thoughts and deeds. The pain must therefore be treated.

    There is absolutely no way round the fact that if society genuinely wishes to prevent hate-speech, then the only effective and permanent solution is to identify and neutralize the factors that cause hate-speech. Treat the disease, not the symptom.

    And the only pragmatic way to identify the factors that cause a person to give mouth to hate-speech is to obtain a clear understanding of his pain through the twin processes of empathy and compassion.

      In Italy or other developed world, if minorities would have been attached by schimpworte – insulting words, the alleged have to be subjected to a big fine. In Germany if you attack blacks in public, you will have to be charged by a court case. The fine would have turned out to be years long jail sessions.

    A mere comment should not be labeled as hate speech.

    There’re people of low morale everywhere and if CBK and her ONUR members are trying to make them happy it’ll be a sad situation.

    They should take into the consideration that majority Sri Lankans thought is inspired by Buddhism that means free thinking even though they’re not good Buddhists

    They have tact to maintain inter racial and religious harmony without hurting the majority, unless ONUR efforts will be in vain.

    It is time for the real Buddhists to come forward to challenge the Fundamentalists and those politicians use Buddhism as a vehicle to come to power.       It is not as bad as you think. After all plurality means ….. Oh Dear, what does it mean? I have been using the word for a good part of my adult life without knowing what it really means. So to the Internet. Here is what I get.

      1. the excess of votes received by the leading candidate, in an election in which there are three or more candidates, over those received by the next candidate (distinguished from majority ).

      2. a number greater than one. (Ha!).

      3. And here is a beauty. The state or fact of being plural. (So plural means being plural and, yeah, it therefore does not mean being not plural. Ha! Ha!). Not very useful is it?

      If you hold elections in Jaffna whether to admit Sinhalese or Muslims, to live there, I will be surprised if we get No.2 (More than one vote). It is that bad and as Fathima says the members of the Jaffna Tamil Tribe are so tribal.

      Actually we are lucky, because, if we hold elections so as to find out whether the Brahmins and Vellalas should live together with low caste Pariyars and Urumbas you will have not an election but a riot that may ignite WW III and even Gaban Atha would find it difficult to quell it.

      In the Pandava -Chola Kingdom in Bharata things are much worse. There the Brahmins are in charge and the social place now assigned for the Paraiyars and Urumbas in Jaffna are assigned there for the Vellalas. That is why so many Vellalas swam across the Palk Strait risking all odds to reach Jaffna in the past. Now they come in using other more sophisticated modes transport.

      Fathima, perhaps, being a Muslim, you find it difficult to understand how stupid and nasty the Tamils are to have a such a demeaning caste system. One great thing about Islam is that it is absolutely caste free. Everyone except Allah is truly equal. Here, in the Muslim country where I work, my boss is addressed by everyone including the cleaners by his name – No Mister, No Sir.

      Also, you prostate only before Allah – not every Tom, Dick and Harry.

      And here is a story. A Vellala and an Urumba went to heaven and were being admitted by God. He told the Urumba “OK.     God be praised. Just as we thought the breed of decent human beings had truly become extinct in this country, you rise out of the ashes like Phoenix.

    Booklets on Child rights was made by Plan International’s Child Rights division with activity books on communal harmony in 2005. The Provincial Education Units were trained on implementing it and beautiful printed materials including trilingual Meena books were distributed through the NEC to all schools soon after the ptsunami. These materials encourage the children to rise above parroting out moral standards and actively engage in it at school and community level. Child Rights teaching at appropriate level with activities and IT brought the communities together. It includes environmental consciousness etc., which are becoming necessary with the current pace of development.

    Further, your educational reforms to strengthen all Primary Schools irrespective of the Province, and the requirement of an IT component in education spurred an interest among all the young academics and teachers. We had lot to hope for for the future till you lost to M. Rajapaksha.

    Will you revive the Rights based education concept? What plans do you have to implement sensitization towards making all Sri Lankans good citizens please?

      I met this guy some years ago at a diplomatic function and we talked for about 10 mts. Prior to that I heard him talk, in ENGLISH, at a CPA event, where he made a fool of himself. Leave aside the Justice Ministry, I don’t know how “learned” lawyers chose him to be the President/BASL. The man does not come out or speak in the manner of senior lawyers of the past we are used to. He may be good as a lawyer working in Sinhalese. But in English, he is a disaster. I am told he began life as a Bank Clerk – like our friend Susil Premjayanth of equal brilliance.

Hell will be let loose if the Constitution allows, even at the most minimal, “concessions” to Tamils to keep them in the family fold – with the Mahanayakas leading the Sinhala extremists. The Veneraable Theros may, in somewhat unprecedented a manner, themselves take to the streets. The Yahapaalanaya leadership tries assidously to get the Sinhala South to look at matters sensibly. The unpredictable Gamarala, by the way, can swing either way here. But Ranil, CBK, Jayampathy and friends are determined and try to keep the country from breaking up.

        Note the slow doses – Land the Police Powers to all Provinces – are already in the pipeline. We read today Development Funds to all Provinces are on offer as well. For those like me concerned only with the country remaining undivided, it matters little how and through whom the “beheth” come. As the local fishermen were not prepared for any compromise on the structural genocide against them, the police was forced to bring the case to the Magistrate’s Court in Mannaar.

    Hate speech should be condemned strongly and hate speakers should be brought before the law and justice. At the same time, there can be a rehabilitation effort and some people might be reformed. There are some who are advocating hate speech with political or other objectives. They should be behind bars. There can be others who are involved, influenced by propaganda and misinformation, and indulge in hate speech on the spur of the moment or carried away by emotions and propaganda. Some of the hate speakers are possibly mentally deraigned or sick.

    When these people are arrested, they should be confronted/questioned by trained and professional ‘reconciliation’ officers. The officers could be from their own communities or religions. Why not use religious leaders? Apart from the attempt to rehabilitate them, these questionings could bring why these people indulge in hate speech and what are the social and psychological factors behind. Police officers also could be trained in these tasks.

    I may be wrong in this particular case. But came to the above realization when I watched two videos of hate speech by ‘Dan Priyadas’ who threatened to bomb Muslims. He appeared extremely violent in his initial speech, but quite meek when he was arrested. The arrested Abdul Razik also should questioned/confronted. I am not suggesting to use carrot and stick, but using the stick in a more refined manner. If we have such a program, the law should allow the arrest of even supporters/accomplices of hate speech (I have seen many behind Priyadas in the video) and question and warn after confronted by reconciliation officers. This is apart from indicting them before courts.

    It can start in the Temples, where the Monks could give Dhamma Desana on Maithree and Karuna, instead of the usual Talks on events that happened 1000s of Years ago, and has no Bearing on the present Situation!

    The Penal Code is prevalent in SL but not made active, obviously for political patronage. Law enforcement authorities could have locked the rabble rousers up referring to the Penal code with maximum 1 years prison sentences.

    As a free country there are enough organisations mushrooming in the country. SL ought to make it difficult and the law empowering the start and presence of such organisation with absolute scrutiny.

    Nobody knows to which Nikaya Gnassara Thero of BBS and others belong. This applies to the Moslem organisation which was involved. But the nation is aware of who is behind these organisations..

    Is it difficult to bring in legislations that any member of the clergy in SL will confine their teaching and preaching to their place of worship?
    Anything carried forward outside is a crusade; the worse to be expected.

    CBK is a very dishonest and anti-sinhala woman who wants to make her son, who is also anti-sinhala(he was talking against Sri lanka during the war), to thrive as a Politician on innocent and dumb rural Sinhala votes from Attanagalla.

    Muslims have created saudi arabian – towns in the East and they are waiting muslims only administrative districts there and Ranil wickramsinghe has agreed to give those. Those muslims also do not allow sinhala people to work there.

    Muslims don’t like sinhala people or buddhist monks in aluthgama. It is the same situation in Mahinyangana, Kataragama.
