CHOGM – A Carnival Is Coming To Town!

There is a tangible feeling of an impending carnival-coming-to-town in the air these days in Colombo. The city is being virtually turned up-side-down and inside-out, dusted and vacuumed by the Surgeon General of Lanka’s cosmetic surgery-Urban Development cum Defence in order to make it look pretty to impress the visiting revelers.

Vibrant coloured banners and gadgets decorate the streets and roundabouts, competing with larger-than-life cut-outs of our very own Emperor-in-new-clothes. Trees pruned and some uprooted, innocent homeless dogs banished, roads re-carpeted and of course the pavements/side-walks dug up and some still awaiting to be tiled. In the interim, pedestrians at great risk to life and limb must share the roads with speeding vehicles.

In short, anything that doesn’t look pretty and prosperous is being removed and pretty-looking-things put in its place.

But this is not just any ol’ carnival coming to town, it’s CHOGM!

One wonders if such a din has ever been made by any other member nation over CHOGM during the entire 64-year history of the organisation.

With the exception of Canada, and some reticence on the part of India (caught up in a ‘to-go or no-to-go’ quandary) ultimately deciding if India’s foreign policy or domestic politics will win, some 50-odd countries are eagerly trotting to Lanka to attend our Emperor’s carnival. And, of course, Britain is obliged to come after that massive Rolls-Royce deal they clinched with Lanka (or should it be with the Emperor and his Clan, at the expense of the Lankan tax-payer).

After all it’s getting rather cold in some of those countries, so why not enjoy an all-paid holiday, basking in our warm weather, sandy beaches, friendly smiles and our legendary hospitality – again, courtesy Lanka’s tax-payers.

In order to facilitate this carnival and picnic, thirty-five schools in Colombo are now closed for two weeks “in order to implement a comprehensive security plan for the Commonwealth Heads of Government Meeting (CHOGM)” states the official website of the Ministry of Defence & Urban Development.

Furthermore Universities around the country will be closed for one week while the Carnival is in town. Why close Universities around the country when the performance is happening in Colombo?

This is an obvious move to silence any rising voices of dissent amongst our vibrant young student community that will obviously embarrass the hosts – Emperor and Clan – while the ‘foreigners’ are around, the foreign media in particular.

Ironically, while the country’s Universities remain ‘closed’ the first private University in Lanka, a very controversial one at that, is expected to be officially declared ‘open’ during the ‘carnival period’. How about that?

CHOGM in Lanka is not a victory for our country but a massive, opulent and extravagant ego-booster for the Emperor and his clan. It has been argued elsewhere in these columns that “Hosting this event is an opportunity for the host country to make a lot of money”. 

Under different circumstances with a leadership and political administration more open to transparency, decency and honesty this could well be true. But in the current scenario the question begs “who” in the host country, (in Sri Lanka) will be making a lot of money? And will all that “lot of money” go towards the betterment of the country OR will it all wind up in the pockets of the Emperor’s lackeys or both?

Thus far CHOGM has only one significant achievement worthy of being remembered- its stand against apartheid in South Africa. Thereafter it dwindled into a toothless talk-shop that issues declarations not worthy of the paper it’s written on at the end of each meeting.

Perhaps this is why there are no qualms amongst the member nations about a fellow member governed by an administration that has violated with impunity, the core values enshrined in the Commonwealth charter- Democracy, Human Rights and the Rule of Law being given the Chair of the organisation for a period of two years.

Had the Commonwealth been made up of a strong back-bone, this would have been the ideal opportunity to trap our Emperor in a catch-22 situation. After all he will be the Commonwealth Chairperson-in-Office (CIO) for the next two years, with the onus on him to uphold the core values of the Commonwealth Charter- Democracy, Human Rights and the Rule of Law.

Our Emperor obviously realises this. If for whatever reason he is stripped of the Commonwealth Chair, he will use it as a weapon to win the next Presidential election. He will go howling to our gullible masses about the injustice caused to him by the International Community and the usual sympathy vote will come into play again.

Naming and shaming our Emperor in the international arena will have no effect, since, “how can you shame those who have no shame” as one wise one put it. One thing is assured, after the Carnival leaves town- the hungry will be hungrier, the poor will be poorer and the rich will become richer and richest. Budget 2014 will ensure that.

But all will be forgiven and forgotten come the next Presidential election. For the majority of our stupid voting public will never realise, that Rajapaksa is NOT Sri Lanka and Sri Lanka is NOT Rajapaksa!

        ..and the other factor is that somehow the Tsunami Swindler would use this event for his advantage to boost his publicity to the maximum in order to show this low profile summit as THE biggest event in the world for his gallery day and night for weeks to come. Thus he would score some points.

        Cameron should have boycotted but he didnt do it due to the Rolls Royce deal as Sharmini correctly pointed out. He doesnt have to come all the way here to warn MR on HR issues. That he can easily do from 10 Downing Street. England is playing its game as usual like the WMD bogus game of Tony Blair. Even Obama would be here provided US is a CW country.

        West is not interested in any human value or respect moral or ethics but after money, doesnt matter how even ‘Ballo Marala’. Norway is a classic eg. with its connection with BBS now and LTTE then.

      Good one Sharm – way to go!
      Rajapassa loves white elephants – viz. Hambantota port, airport, conference center etc. but CHOGM is the biggest WHITE ELEPHANT of all – i recon.
      And this in itself is very good for the following reasons
      1. for the last few weeks the Sinhala Buddhist Racist Lambs – Pathala Champika, Wimal Baluwansa and the BBS Balu Sena have observed silence in order to not offend the CHOGM party goers..
      2. After the CHOGM circus on which billions have been wasted it will be hard for Rajapassa to explain to even his favourite Sinhalaya Modays, why he spent so much money on a British Colonialism celebration for Prince Charles 65th Birthday party when he claims that Britain and the US are in a conspiracy to destabilize Lanka!We can have some fun with this one..!

    This is a revealing article except you called majority Sri Lankans “stupid voting public”. Hey, if you have the voting rights in Sri Lanka, by default, you belong to the “stupid group” too.

    The biggest ineffective organization in the world is the “United Nations”. I know that because I worked there for sometime.I agree with you that Commonwealth is a useless organization too.

    At least Colombo is getting a facelift. That is definitely a plus. Since 1970 we have had corrupt and ineffective Governments. Corruption is not applicable to only this Government. At least the present clan is developing some infrastructure in the country unlike the last Government which didn’t do anything worthwhile at all.

    In Canada, we had the sponsorship scandal involving billions of dollars and recently we have the senate scandal.The so called Western Governments are corrupt to the core as well. The main reason for Canada and UK agitating about Tamil people killed at the last stage of the war is to appeal to the Tamil block vote in these 2 countries. It is not because Harper and Cameron suddenly found “love” for Tamils living in these 2 countries.

    You talk about Democracy, Human Rights and the Rule of Law as commonwealth values , but the biggest human rights violators are the the Western Countries themselves; look at the record of USA and UK in Iraq and Afghanistan. Thousands of innocent civilians are getting killed or got killed in these countries with zero accountability. Look at the record of India, another “MAJOR” human rights violator.

    Look at the record of Australia and Canada with regard to the aboriginal and native people in these 2 countries. These two countries talk big about rights of indigenous people, but their actions tell a different story.

    My point is when it comes to corruption and human rights, the biggest perpetrators are the so called big Western countries such as the USA and the UK.

        Mr You are talking about infrastructure. There is no infrastructure. Good if there is no mechanism to maintain this good work it is merely the money of the poor people in this country just for an eye wash.there is no quality in what they do.please see it after three or four months after the Carnival.I fully agree with you. Colombo looks beautiful still we do not have a Decent public toilet for the poor people come from outstation to colombo those who pay for these.

          Despite all sorts of “Boru Shows” and boastful speeches about Sri Lanka’s proud, civilized heritage, public hygiene is hardly a Sri Lankan Forte in 2013.

          There are hardly any clean public toilets in Colombo or anywhere else. Even if you find them the public does not know how to use them. Municipalities do nothing to maintain standards anyway.

          We are a country obsessed with the façade. And only the façade.

          Colombo’s “CHOGM facelift” will not help Colombo in anyway. Just a super expensive “Boru Show” by Gota & Co.

              No. 1 – I don’t know whether the person you are referring to is any better at what is obviously your your area of expertise – cleaning public toilets.
              No. 2 – I am very glad to see that the CHOGM on which a few bucks are being spent, has as one of its primary objectives the cleaning of public toilets.
              No. 3 – Don’t you think, though, that, in the matter of toilets – public and otherwise – prevention is better than cure and that those who have made this country one big toilet could prevent that problem by going away rather than inviting 50 odd countries to visit?

          And I know that, if we borrow on high interest loans,
          it is very difficult to manage our finances on any expenses.

          I read in the news paper that the
          “technical sessions of the Sri Lanka Economic Association (SLEA) on October 26 brought out the concern of economists that the mounting debt would hamper sustained economic growth.
          Many discussants were of the view that much of the high cost foreign borrowing was being utilised for unproductive and wasteful purposes that increases the country’s debt burden, as there is no additional output to service the debt”.

          Who told those governing Jarapassa Morons to get loans on High interests and Increase the interest rates suddenly for 5% from the initial agreed rates????????????????????.

          Who pockets the increased interest amount??????????????.

          Yes, indeed this was the case with me last time when searching for a toilet. I think, places like CMBO would stay unchanged. It is not only because of rulers, but our people themselves have no care of cleanliness, keeping places clean etc. All these they should be taught from the kindergarten on. Did not you notice how loud they allow music in public places. It is unbearable to anyone who visited the country. Last time, the sound exposure of pvt bus almost broke my ear drums. So was the case in any places I went to buy anything I wanted. Nobody was worried of that. It is like BAILA kade… upon my request, once the pvt bus drivers lessened the sound of the tape, else, almost all passengers uttered nothing. If that was the case in Europe, drivers or conductors of particular bus would have been punished according to the prevailing laws. This is the difference. I trully believe, we need to build the AVERAGE human mind sets down there than the road constructions. Or both in parallel.

            If they the rulers are pragmatic enough, they should start building the society today than waiting for tomorrow. Discipline should be added to everyone^s life by introducing rigorous laws. Now with the introduction of new high ways, surely, the rate of accidents would become multiple times.. if the respective author would not take due actions. They the fast drivers that abuse the high ways should be charged to a manner it s been done in Europe. They also should have to introduce high tax system to maintain of the roads that have been carpeted these days.
            If there would not be a regular maintenance, those rds would not stay longer.
            In singpore, if one would just drop down the toffee wrapping, he or she would be charged. That kind of laws should be introduced to lankens too. If there is a proper canalization system only, they can introduce payable toilets, I have no idea about all these. I think if CMBO has become beautiful, theyhave already placed this kind of toilets too for the use of public.

          Well, talking about public toilets… On the opening day, my daughter had to take part as a dancer in the street dancing ceremony. Awful experience. They were forced to wear a single piece body-stocking! They were to dance all stupid day from morning till afternoon and couldn’t at least use a toilet! When asked, they asked us to send them in diapers!

          It is not sarcasm or wit. It is a belief that is the very foundation of Sri Lankan Buddhism. This is the island that is believed to have been visited thrice by the Buddha. Even Prince Vijaya’s landing in the island is linked to the story of the Buddha. I believe the essence of Buddhism should guide the destiny of our island. As a Hindu I would welcome it. However, it is not the pervasive statue Buddhism we need, but the essence of the Dhamma/ Dharmam/ Aram, he preached.

          We should be an example to the world and be in a position to cite the failures of the world, as an excuse to mitigate our failures.

            Belief is one thing and reality is another. The reality in Sinhala Lanka is that we have suffered for 64 Long Years and we are not prepared to suffer anymore. The teachings of Lord Buddha is an alien Language to the 20 million Racist headed by MR who unfortunately control everything from how we breath when we breath, who we talk to , what we eat and where we sleep.

            You may live in hope that one day the 20 million Racists might become enlightened and grant us equal rights BUT I HAVE LOST ALL HOPE.

        I have neither the time nor the resources to hold an opinion poll . and Nor did I claim I was successful , because that is nothing but a facile claim that can never be proven and means nothing. Nor do I read the state media or watch Sri Lankan TV . but I know the country I left and the one I came back to in 2013 even if it was for a short visit . Its not the same .

        Most of which I attribute to the end of the war . but these mega development while not feeding the day to day citizen will have long term benefits . and unlike the typical Sri Lankan thinking a degree from a University is not a prerequisite for intelligence . If it was we will not have Microsoft , Apple or Facebook today .         By the way about the rule of law question . I dont know . Sri Lanka is not the west . Not the US . It will always be what it is . influence always worked here and still does . It is true when you wrote ‘CHOGM in Lanka is not a victory for our country but a massive, opulent and extravagant ego-booster for the Emperor and his clan.’ This reminds about the Industrial Exhibition held in Colombo during Srimavo’s period. But what happened she, too, was routed at the General election and JR swept in with a huge majority. During those period there was the Exchange Fraud episode while the White Van episode is in this regime. Let us see what happens in the five Provincial Elections in the next year. Will these Five Provinces follow the precedent set by the Northern Province.
    The after effect of the Industrial Exhibition also saw the Banks and the Financial Companies showing payment of higher interests, which practice may take place after the CHOGM on account of the malignant economic policy carried out by this regime. Apparently now even the Middle-East employment opportunities seem to be bleak. Will China and Pakistan provide employment opportunities.

    Circus is a good word to describe this event. The ring master surrounded by the various animals and clowns delivering their best to entertain the public at public expense. The cracking of whips and the roar of the lions.

    Now the locals will believe that their Maha Rajathuma has made it to the top with all these foreign dignitaries flocking to the ‘Asianu Ascharya’ and paying homage to the mighty emperor. Also visiting his backyard in Mattala and Hambantota.

I wrote a poem about our head titled ‘Emporer’s new clothes’ some years ago long before the full circus and kind of intuitional?!Shared it with my kids and lost it but must dig it out again as inspired by you have put it so eloquently and sharply. As you mentioned about the only use CHOGM did by helping the Demolition of the Apartied Regime in South Africa, it was not the CHOGM who was responsible for that. The then Antiapartied movement in Sydney Australia got the reluctant Chairman of the CHOGM, PM of Australia Bob Hawke to help dismantle the Sa Regime did the trick.
    Man size cut out of the Emporer will create a poor image of the Emporer and prove what most people trying to prove about the appalling conditions in Sri Lanka about Human Rights.     Hi Sharmini,
    I agree that the cost is high, but sometimes we need to host such events which have international participation to show case our country to the international community to make them understand the true harmonious situation we have and the beauty of our city. Modesty is a good human quality but it does not get us the much needed publicity.

    Most individuals do not know where Sri Lanka is situated on a world map and believe we are a part of India. But events such as this allows us the opportunity to show the world how different we are to them as our city is much cleaner and our people are far more cultured. CHOGM is not an influential body in any sense, but there will be news coverage on this event carried in the media of the countries we wish to reach and that is worthwhile. In a situation where we are being black marked hugely amongst the larger western and European communities which have a significant population of Sri Lankans, saying there are huge human rights violations, we need to use every given instance to show the good things about this beautiful country. All these so called influential nations are being dunked in so much adverse publicity which is spewed by the anti-srilankan elements and we need to counter it by showing the truth at every given opportunity. They have the spunk to accuse us of these misdemeanours when they are committing the same crime in a much more larger scale on foreign soil under the guise of ‘peace-keeping’. Furthermore, CHOGM may not be influential on a world stage, but these member countries also have seats in the UN and other more important regional and international bodies and it is good to have them as our allies.

    Talking about corruption, every government around the world today is riddled with it. It is not something unique to SL. Let’s focus on the facelift the city is getting along wit the much needed infrastructure development. It makes me proud to see how beautiful this country looks with these much needed improvements. If you travel to the other countries in South Asia and Far East Asia you will realize that we have elevated ourselves to the ‘cleaner and more beautiful’ category which makes me proud.

    Yes it would have been wonderful if we could have achieved all this without the burden of heavy expenses, but sadly it is not so. I would liken it to paying a dentist to have a bad tooth extracted. We are spending to gain goodwill and good publicity to counter the unjustified anti-sentiments publicized against us by subversive elements for their personal gain.

    Good article, Sharmini. Colombo’s ‘face-lift’ is costing the taxpayer millions. One would assume that none of the countries represented at CHOGM have poverty, slums, shabby tenements,or potholed roads: what a farce. I read today that Prince Charles celebrated his birthday with the children in one of India’s biggest slums! A slap in the face for Sri Lanka??
