Consolidating Economic Recovery Needs No Referendum

Government leaders appear to be considering all options for remaining in office beyond the constitutionally mandated periods of five years for the presidency and parliament. UNP General Secretary Palitha Range Bandara has announced that the government is considering postponing both the presidential and general elections for two years. There has been a considerable amount of speculation about a possible postponement of elections. In fact, this has been a part of the political discussion for over a year. The justification given for the effective freezing of politics until economic revival is assured is the need to consolidate the gains of economic recovery and prevent reversal. The assumption underlying this argument is that the present government is best suited for the job and their track record bears this out.

Two years ago, people spilled out onto the streets to demand the resignation of the former president and government because of the intolerable economic situation. They wanted a new government that would restore their economic situation. This is still to happen and there is pent up frustration in society and demand for change that is bubbling beneath the surface. Recently there was a news report that a leading business conglomerate had grown by over 400 percent in the first four months of this year. But statistics on malnutrition and poverty continue their negative plunge. Public opinion polls show the government lagging in a distant third place behind the two main opposition parties. The disturbing call for a postponement of elections by two years arises in these circumstances where it appears that the government fears the verdict of the masses of people.

There is concern that the government is systematically increasing the powers available to law enforcement agencies to restrict civic space and quell dissent. The way in which the government is persisting in its use of the much criticized Prevention of Terrorism Act, and now the new Online Safety law which gives it the power to close the democratic space for dissent through the social media bodes ill for the future. The proposed Anti-Terrorism Act, Broadcasting Authority Act and NGO Act which are in the pipeline would give government-appointed decision makers the power to decide whether trade union action and political opinion can be subject to punitive measures even on spurious grounds of causing harm to national sovereignty and public order in the country.

Subvert Democracy 

Both provincial and local government elections have already been postponed and are long overdue which violates democratic principles and the rights of people. In these fraught circumstances, and with decisive presidential elections around the corner, the announcement by the UNP General Secretary that the government is considering postponing both the presidential and general elections for two years is akin to a “trial balloon” being floated on this matter. A “trial balloon” refers to a preliminary or tentative proposal or idea that is floated to gauge public reaction or interest before committing to a full-fledged plan or course of action.

Elections are vital in democracy and serve as the fundamental mechanism for ensuring that the government reflects the will of the people. The problem with the UNP General Secretary’s proposal for a postponement of elections is that this goes against the fundamental principles of democracy, and accountability, sketched out above. It is on the day of elections that the voting population becomes truly supreme and obtains to their hands the power to evict their representatives or to keep them. In Sri Lanka, people have been active participants at elections with the participation rate invariably exceeding 70 percent, a percentage that would be much higher if the nearly 20 percent of the electorate working out of Sri Lanka as migrant workers are able to vote.

On two occasions government leaders succeeded in this undemocratic project. The first time was in 1972 when the government passed an entirely new constitution in which they awarded themselves an extra two years to be in power. This was followed in an even more abusive way in 1982, when the government held a referendum to extend the term of parliament by a further five years without holding an election. This was tragically followed by the anti-Tamil pogrom of 1983 which was facilitated by senior members of that same government which led to full scale ethnic war that lasted another decade and a half.

International Disavowal

The two past governments that actually succeeded in extending their terms of office were thereafter referred to with disgust and despair as the “seven-year curse” and to the “seventeen-year curse” respectively. On this basis it can be surmised that the people will not take kindly to an attempt to postpone elections for a further two years. It can also be surmised with equal certainty that the major opposition parties, and in particular the SJB and JVP, would also be opposed to such a postponement. Inasmuch as the government is concerned about a post-election scenario in which they are no longer at the centre of the power equation, so would the opposition parties be optimistic that their chances of success are better than ever before.

Viewed in this context, it is likely that the “trial balloon” regarding the postponement of elections has been floated to assess the response of the international community. The result of the “trial balloon” put up by the government has not met with encouragement by the international community. The international community values Sri Lanka’s democracy and sees elections as the key element in it. No sooner had the UNP General Secretary made his proposal regarding the postponement of elections that the US Ambassador Julie Chung paid a visit to the Election Commission where she inquired into the status of preparations for the presidential elections. In addition, an election monitoring delegation from the EU paid a separate visit to the Election Commission. The message is clear that the elections have to be factored into the design of economic and social stability, and this is as much a challenge to be taken up by the Sri Lankan voters as by the Sri Lankan state.

If ensuring sustainable economic progress is the goal, the government would be more appreciated if it were to provide evidence of implementing strict anti-corruption laws. So far only 30 percent of the IMF governance conditions have in fact been implemented by the government. The failure to meet due commitments also translates for a total of 19 unfulfilled obligations of which 10 are related to transparency and publishing requirements, which include; public semi-annually public procurement contracts and estimation of tax exemptions, publish direct costs of tax incentives. These are the enablers of massive corruption. Sustainable economic recovery is also more likely if free and fair elections for the presidential, parliamentary, provincial council and local government authorities are held according to a short time frame to ensure legitimate government with a democratic mandate to rebuild the country soon.

    ( a Rajapaksa, not related to Kaputas ) and pushed him off a stair case, where victim is now admitted in a hospital.

      It is like without proper diagnose, treating a fatally ill patient. This can be a better understanding for you as a doctor. However, vicious circle continues since various factors are entwined for the fall of the society.

Since then all the “ELITE” ( Kings, Presidents, Prime Ministers etc.) the swindlers, and big-time money launderers hid behind these “Big Banks” and committed Crimes against Humanity. What is the use of these “ELITE” that are not “Restructured” but I would say “ELIMINATED” first from the society? Let us get SOMEONE to power who will DO IT.

          You lived in Sri Lanka the whole life but I didn’t. My memory of Sri Lanka is the 89-92 atrocities and how they kidnapped and killed my “mango friends”.
          The shocks don’t seem to leave me because my head is filled with the horrific pictures of “the weeping mothers who lost their beloved sons at my age.” Had I continued there, my mother would have committed suicide with my premature death. Thanks god, I had the chance to flee for europe and save my life for the sake of my beloved mother.

          I can compare some south and south east asian countries with Sri Lanka but I will not compare it with European countries. Nevertheless, I am forced to think of society as a country torn apart by over 30 years of civil war, which should have been the first, society had to be restructured as soon as the war was declared no more in May 2009.
          Unfortunately, BPs (rascals, unculture bastards, rapists, all various kind of criminals) led Sri Lanka did not allow that to happen for their selfish-politics.

                    Dear LK: First, I know you are wounded and feel the pain. I understand that and accept it. In like manner, others got wounded and many of them know who and how they were wounded. They too have their stories just as much as you have to tell. In one comment I told how one of my close associates – an Attorney-at-Law – Wijedasa Liyanarachchis was killed, inflicting in-human torture inside the Batalanda Torture House. This and very many other such cases have been documented by a Presidential Commission in inquiry. So how you cry and I cry and still many of the people from the North, South, and East cry have fallen on deaf ears.

                    Have you ever given thought to: WHY such cries are not HEARD? It is because ALL in authority have skeletons in their cupboards. That’s the way I look at and accept it. So be patient and accept the reality.

    To have or not to have either the presidential or parliamentary elections
    is in the minds of the Concerned Citizens of SL. What is preventing us to put forward a Brand NEW Constitution for Public Referendum?
    A constitution that is approved by all races ethnic religious groups will I think bring about the CHANGE that people desire. Under the current circumstances we are going to see the corrupted ones using the black money will win the elections and become the Law makers.

                  Sinhala_Man, I accept that God can create anything out of a rib or skin or even a nose. He did create out of a lasting intimate piece of rib I am certain as he cannot lie. Why? What he says becomes true and it happens as he says. As for Welby’s history, I have been aware of most of the details and even for a time he even believed that he was Jewish. But he has performed well and even came here too. He too sadly lost a child. We have to accept that there are difficulties in this world, but rest and peace comes from our belief systems in which are “I am the way, the truth and the life” Do not treat God like the way you would a human nasty.

            I saw a video clip in which there were a few Tamil speaking Shiv Sena saffronistas celebrating Modi’s victory by distributing sweet snacks to people on the street. It appears in the last few years Hindutva from North of Hindia has been creeping into North of Sri Lanka.

              The South is different because it hasn’t been dominated by Hindi culture. They can speak Hindi, but it is completely absent from public life. English and the local languages are everywhere . TN rebuffed the BJP, but Kerala let one in.
              However, southerners will fill many important Cabinet positions.
              Modi undeniably created great development. Highways, airports, even railway stations are unrecognisable from what they were 10 years ago. Unlike our MR, he didn’t bankrupt the country in the process. .But, he outdid our own MR by promoting himself even on immigration websites. Amit Shah doesn’t have Modi’s charisma, and Modi isn’t immortal.

    Ranil Wickremasingha was not elected by people but by SLPP, not by UNP as well. Still he is in the dark whether he contest on the UNP card or SLPP card. If he really believed that he is the only individual why cannot he stand as an independent candidate instead of UNP or SLFP. If the people feel or trust him or his abilities , people will vote him. Why he is hiding on the bush and play game with people. Why he give false promises which he couldn’t do in the past or now? I admire your openness only one matter, that is I am not going to take any action against those who brought this bankruptcy and all those criminals involved in Easter Bombing or those who unlawfully murdered thousands of innocent Tamil parents handed over their children in the hands military or who surrendered to the military. Of course he cannot take action on his party for Burning Jaffna library or July 1983.

      Most probably, these little Thamizh children and babies who were handed over the Chingkalla military have been killed, just like the way Prapakaran’s son was killed or have now been sent to various orphanages and institutions down south, especially the babies and the very small children , who will hardly recollect, to be brought up as Chingkalla Buddhist Aryans, and ironically future anti Thamizh, just like the way you find many Chingkallams , here and in many other forums, spitting out anti Thamizh racist garbage, when they themselves have a very recent South Indian immigrant ancestry. This is called genocide, where babies and young children from one ethnic/religious or racial group, are taken over the by the state, military, police and other government agencies and these people are denied any knowledge of their past of history and culturally brainwashed and brought up by the state to be part of the dominant, ethnic, religious or ethnic religious group and even indoctrinated to hate their own actual ethnicity, race, religion and culture and consider it inferior. This was done in Australia, Aboriginal children, especially half castes, were forcibly taken by the state and brought y up in orphanages to work as servants and stock hands for the whites.

        It is the same tactic, that was used there .90% of these missing/surrendered children I am sure will be found down south in orphanages or other places, being brought up as Chingkalla Buddhists and the state does not want to reveal this. You do not have to do this with Children, even can do it with grownups and adults, just like the way the island’s South Indian origin Thamizh Muslims, some with a dash of Arab, have been carefully made to think and brainwashed to consider themselves as Arabs or of Arab descent and only make their religion their primary identity and not their ethnicity, like everywhere else and to hate their actual Thamizh origin and ethnicity by the Chingkalla Sri Lankan state and by their own elite and politicians. This again like someone pointed out long ago is a form of genocide, denying a people to acknowledge their own origin and ethnicity, instead to hate it and in the name of their religion and a myth, worship another culture, origin and ethnicity. They will never reveal the truth and are keeping mum, but I am sure many nations who were in cohorts with them in the May 2009 Mullivaikal genocide, are already aware of it.

          There are stories of Russians doing the same to Ukranian children in the captured areas, taking them to Russia to be brought up as Russians. They did the same in Afghanistan taking lots of small children, especially the children of the elite, forcible deporting them to Russia or the then Soviet Union to Russianize them and bring them up as good Communists. The Germans did this during the Nazi era, forcibly taking little children and babies in the occupied areas, especially if they were blonde and light eyed mainly in Poland, sending them back to German orphanages and other institutions to be brought up as Germans. Sadly, many of these children who were blonde when they were young, were not blonde as they grew up and they treated very badly. Even a young woman like me can see through what happened but many may be knowing but do not want to acknowledge this truth.

    Refusal to hold elections (of all types) by claiming there are no funds or that the state of the economy is too parlous to conduct such exercises cannot be taken as an excuse because that is going to be the perpetual condition in this sorry country. Even two or three years from now we will be just as broke.

    See who is orchestrating or suggesting the extension; the voters kicked out the President, entered the parliament through the back door, and became the President and his party UNP, which could not hold on to even one seat and was wiped out. Suppose these two and the Pohottuwa, which was forced to run and hide during the aragalaya, are the ones who want to postpone elections. In that case, it is time for the country’s citizens to ensure that elections are kept as per the constitution on due dates.

    Now, to bend the arm of the opposition, there is an investigation supposed to have commenced to investigate the assets of Sajith Premadasa. This, again, is a threat orchestrated by Ranil. If Ranil is such an honest person who wants to catch the rogues, first, he should request the Attorney General to re-file the cases against SLPP MPs, including Basil and Namal, that were thrown out of the courts for lack of a signature.

    We all know that Central Bank roberry could not have happened without the blessing of Ranil. Ranil protects crooks, drug lords, murderers, chain snatchers and miriskudu MPs. What mandate or authority he has to change the dates of the elections as he was not a voted-in President but a back-door President?

      That line of thought could have justified JRJ’s tampering with elections, had he avoided the parliamentary election after he was elected President by the people.

        A legally elected President will have at least the authority to suggest a change in the election date. Still, a President who entered through the back door and did not have a mandate from the people cannot even think of changing the election date by amending the constitution.

If that is your line of thinking, one must make-up one’s mind to EXPUNGE that unwanted provision, and to call for Immediate vacancy of Presidency and for PE election to be held within 4 weeks of the VACATION of POST by Incumbent, for whatever reason, post-humous or “chased away” by ARAGALAYA!!?? PROBABLY with ‘1 week for nomination and elections 3 weeks thereafter’!!!???

    What this writer has finally woken up to and is now writing with some element of surprise in his words, were predicted several years earlier by me in his and other columns. The corrupt to the core, greedy political scumbags have spawned a generation of crooks in the workforce and in society in general. Only a truly committed, clean grassroots level movement can reset the course for our motherland to again blossom as the resplendent isle, the pearl of the Indian Ocean. The people must rise as one, in effecting this critical change to the system.
