Dear Friend, What Do You Intend Doing?

Chairman, fellow members of the Northern Provincial Council, persons of learning and of standing seated on the dais, my dear brothers and sisters,

Some of us gathered here, were earlier candidates. Today we are meeting as members of the Council. A majority of the candidates changed into members. Yet a few are left out. But it does not imply that in the service of the people they are not wanted. On this occasion I only want to say that their services are needed.

Those of us who are selected are today entering an important phase.

All of us who have taken the oath today, will perform our duties and do our work with commitment. We cannot forget our pledge to the people that we will faithfully execute them. Now we have to redeem that pledge and confirm our obligations. Our duties and our services should have the people at the core of our thinking. For more than 25 years the people were suffering, unable to express what they desired and what they rejected. At the recent elections they have made their likes and dislikes very clear for the village and town, country and the world to become aware of. On account of that, we have taken our oath today. Our obligations are towards the people. They cannot lean towards anybody else. Recently Narendra Modi made an important statement “Good governance alone is not sufficient. That governance should be people oriented. All measures have to advance their cause.“

Good governance should be people centered when development activities are promoted.

This statement by a leader who had won the hearts of Gujarat many years ago is appropriate to us too. On this occasion I wish to declare that we have to discharge our duties with a full knowledge of the people’s needs and their wishes. We have to do them with partiality to none.

All this while, politicians performed their work with selfishness at the core of their lives. I want to  recount an anecdote which will reflect their frame of mind. There was a Sinhalese friend of mine. Both of us studied together at the Law College. At the parliamentary elections of 1977,he was elected. He was appointed a Deputy Minister by JR Jayewardena. Soon after, I got in touch with him over the phone, conveyed my felicitations and inquired, dear friend, what do you intend doing? Oh! why, how much money have I spent to win at the elections. Should I not recover all that money? He said his objective was to amass wealth. It’s a different story, that later he was killed by the JVP. Therefore the philosophy of entering politics to make money and for a display of power and pelf has to change.

We are living in post war times. We have to consider a situation where people have lost everything. Our people with their minds battered and shattered and who had lost their sense of dignity, have only now learnt to sit up. We have to do everything within our means and do all things possible, to lend a helping hand and lead them into the democratic process where they can walk with their heads aloft having a sense of a renascence.

Never should we thrust our own selfish ends upon them and submerge them again in turbulence. We should not forget that now we have crossed times of violence. With armed might we lived with the thought that the people are our hand maidens.  Each one of us has now to bear in mind that these days are past. Therefore in the new environment, we have to redefine our position and follow fresh criteria. At this juncture, I consider it appropriate to put forward Seven Principles that are emphasized in public life.

First – Selflessness

Absence of selfishness. This implies that those who enter pubic life should at all times take decisions in favour of people’s welfare only. Never should they make any determination for their personal benefit or for their family members or for the sake of friends in respect of issues that confer monetary or other rewards.

Second – Integrity

If those who seek public life are indebted in financial terms to outsiders or external financial institutions, then they will not be able to discharge their duties with honesty and integrity.

Third – Objectivity

In public life, appointments and prizes can be awarded only on the basis of qualifications and merit. Our minds have to work with detachment and objectivity.

Fourth – Accountability

For action taken by us in the course of our public duty, we have to hold ourselves answerable. Therefore we should never engage in any irresponsible manner.

Fifth – Openness

To the maximum extent possible, we must learn to take our decisions with transparency. Unless public interest forbids, we should be able to give reasons for our decisions quite openly.

Sixth – Honesty

It is necessary for those getting engaged in public duty, to openly declare their assets. Along with that, we have to assign high priority to their advancement and take decisions accordingly.

Seventh – Leadership

Those who are involved in public duty have to embody the above principles in their personal lives and set an example to others.

You may ask me from where I took these seven principles. I will tell you. When John Major was Prime Minister of Britain, he appointed a Committee headed by Nolan to examine and to report to him about principles that those engaged in public life should adhere to. The Committee studied the issues and submitted its First Report in 1996. The above principles were the unanimous conclusions and recommendations of that Committee.

I too have begun to get engaged in public life only now. When I was in the Judiciary, occasions to err were few. Now it is not so. Whenever anyone approaches me with a broad smile, I am inclined to think, is he meeting me with an ulterior motive, or does he attempt to lead me astray? I am constrained to be vigilant at all times. Like you I too have to do my work with the same difficulty.

Up to this time our people and many others, entertained the false idea that governmental authority was on their side and acted with no thought of social responsibility. I have come to know that they have acted selfishly and taken decisions with little concern for people’s well-being. If we too repeat the same mistake, it is the people who will be affected. It is they who have voted for us and brought us to these seats of authority. We cannot function against their interests and contrary to their rights and expectations. There has to be consonance of views on this issue.

Our political formation is a coalition of parties. We have forged our party by a coming together of parties that grew up in diverse backgrounds. No party can forget that whatever our past, we have now set our foot on the democratic path. In democracy, thorough examination, discussion and consensual decisions are crucial. Employing use of authority is best avoided. I believe that if we had got accustomed to resort to authority or force of arms, renouncing them at least now will yield benefits. Our people have got tired of being treated with nonchalance. We have to enable them to lead a democratic way of life and to get about with their heads erect. Let us do everything within our power to do this from now onwards.

People have selected thirty of us. Two out of them were chosen by people’s representatives. All of them have the same obligations. No one can overlook this. It means it is our duty to labour with our thoughts on the people’s advancement. If I start thinking from now on, will I win the next election, will my party be victorious next time, then it is the common people who will loose out. Such an attitude would imply that what is important is not the people but my own future and that of my party.

Services to the people that await our attention are numerous. Let us take action to fulfill them.

Our positions are positions of trust. Our public servants too have to consider their office as a trust. Their obligation to direct the people will influence their conduct for the better. Many a responsibility like safeguarding the people is entrusted to our care. Instead of the idea that we are government servants, the concept to grow in our minds is that we are their guardians. That is the reality also. Successive governments have confined us to our offices, constrained us and imprisoned us.

We have lost our valour to the extent of thinking that it is our duty to be submissive to the government and to politicians.

We cannot ever forget that when we devote ourselves to serving our people, it is they who become our principal responsibility.

Lee Kwan Yew reputed to be the architect of modern Singapore has said “Those in governance, engaged in serving the people should transcend limitations of race, religion and gender and consider service to them as all important. They have to go beyond political considerations. They must learn to distinguish personal interests from public weal”.

Therefore, service to the people should be our sacred duty. We must weed out our selfish leanings and move forward to enter into selfless service. For the first, time our Northern Provincial Council has gained strength and has begun to sprout.

It is we who are going to run it. By we, I mean the Tamil speaking people. We have to set the pace and be a forerunner to others. Even now our election has made a mark in the world arena. Those from a neighbouring country have felicitated us.

Our performance should astound them. Our selfless actions should be an example to all. I am new to my tasks. Many of you are alike. Let us jointly get forward. Together let us achieve the foremost place. Let us all reach our targets.

      It is not at all racism. He was speaking on behalf of the 100 percent of his electors, obviously all of whom were Tamil speaking. It is purely a statement of fact and not in anyway detrimental to the interests of the majority community in the country. What is racist in that statement of pure fact? To a racist anything that a non-racist utters will sound racist!

    Chief Minister/NPC begins his term with a remarkable address that stands out for the hope and optimism it generates; the high standards
    it sets and goals lays down to bring peace, safety and happiness to the people of the Province. The nation, the region and – even some parts of the world – will watch his progress with goodwill and keen interest. If that sublime gesture of the President in presenting a Ganesha statue to Justice Vigneswaran is a sign of the willingness to build relationships anew, it will, hopefully, be followed by generous
    supply of resources to the NPC to go ahead. A prosperous and successful NPC will, hopefully, bring in a qualitative change of service by the politicians in the South to their own people.

    Please do not quote Lee Kuang, because he used dictatorship to change Singapore which is smaller than the Western Province in Sri Lanka.

    If you read the essay I wrote titles What and which zone of agreement, you would be able to become a true Tamil servant and a true Sinhala friend.

    You have the potential to make Jaffna and NP a heaven on earth, and make those Sinhala jokers in the south PCs look like monkeys.

    Always think twice when that Dayan Jayatilleke gives you his million dollar advice. A [Edited out], when you think of what they did to Sri Lanka and to Sinhala-Tamil friendship.

    Also please do not add a drop of dun to your pot of milk of Sinhala friendship by telling things that the Sinhalese perceive as your double-speak, like the comment above by Fathima.

    Lee Kwan you was the head of a city State. He did not have a 2500 year old history in that country. So, what he could do was easy. Just build State that thrive only on business.

    In Sri Lanka, Live and Let live is the best thing. but that will not work. Because, christians and Muslims want dominate and think that they are greatest. Tamils think only thing they deserve is 50:50. They don’t want to think what would most of the Tamils be if they move back to Tamilnadu.

You just think for a moment the state of the country today with all the nepotism,cronyism,corruption, disappearances, murder, mayhem and what not? Are these things that you can take pride of? Though Singapore is only a city state, it has nearly a quarter of the population of Sri Lanka which was well ahead of Singapore in the 1950s. Singapore became independent only in 1965, full 17 years after Sri Lanka became independent. But Singapore is one of the most prosperous countries in the world today, free of ethnic or religious tension. What is the use of your 2500 year old history? Where has that led you today?

    Let us now see how Hon. Mahinda Rajapaksa, measures as per the 7 principles enumerated by you.

    First – Selflessness –

    Yes, Hon MR is selfless – he is selfless that he is not the only one enjoying power, he shares it amongst his family.

    Second – Integrity

    Indebtedness does not count. He is super rich. All others in Lanka are in debt. So he can discharge his duty with honesty and integrity.

    Third – Objectivity

    Hon MR is detached from any obligations to the people. And to be related to him or hold the ‘pandang’ is merit enough to the awarding of appointments.

    Fourth – Accountability

    Hon MR is never irresponsible. He is always answerable to himself.

    Fifth – Openness

    Hon MR is open and transparent. He openly lies to foreign journalists. Any journalist in Sri Lanka who tries to say too much openly disappears.

    Sixth – Honesty

    Hon MR is honest. He is openly honest about his nepotism. He is openly honest about no civilian deaths in the ‘no fire zone’.

    Seventh – Leadership

    Hon MR is so good at his leadership even the opposition are scrambling over each other to join his party.

    Wigneswaran Ayya, you will never beat our the Dharmadveepa Chakrawarthy with your seven principles.

      Good you wrote this in Sin Ha Lease. In Sin Ha lease every thing means opposite. You remember “There was no war in Sri Lanka, Nobody died. People begged the government to detain them in concentration camps. People begged the army to kidnap them. Young children begged the army to rape them”. All written in Sin Ha Lease. By the way there was a big snow storm in Sri Lanka which means It was really hot in Sri Lanka in English.

    It is a good speech. He has emphasized ‘governance should be people oriented’. This is the need of the hour. I am sure Northern Province will begin to prosper and the government too should lend a helping hand. I wish Justice C.V.Wigneswaran all the best.

    It is the misunderstood ‘2500’ year History that is the bane of Sri Lanka. Why don’t you start living in the present World for a Change?
    Minorities need to be acknowledged as Sri Lankans too. It is Extremists like Bodu Bala Sena, Sinhala Ravaya, LTTE, and Wahabi’s who are creating Disharmony. The Majority do not want to be associated with Extremists like you!

    Vigneswaran must keep his cool while a bunch of immature persons (I am reminded of the Tea Party loonies in the US Congress) behave foolishly. They must be permitted a certain reasonable amount of time to take their oaths. Thereafter their seats must be declared vacant and filled by the constititionally appropriate procedure. The Chief Minister must be ruthless in imposing constitutional propriety. There must be an iron fist inside every velvet glove. The difference from Rajapakse is that everything must be legal and above board.

    Wigneswaran’s choice of heros is very disturbing.
    Narendra Modi, Lee Kwan Yue and some weeks ago implied criticism of those in the international community who helped get the NPC elections.

    Frankly I am a little less well disposed to him than I was a month or two ago. But let’s give it more time.

      It is possible that Wigneswaran’s reference to Modi and Lee were only in connection with their leadership qualities in being free of corruption and making a steady economic progress in the State in their charge and nothing else.

    Politics corrupt even good people but not every one is corruptible. We hope and pray that the NPC will set an example to all the other provinces under the leadership of Justice Wigneswaran and with some genuine cooperation of the GOSL. It’s not going to be an easy task but they have no choice other than to work hard and sincerely towards that goal. The whole country and the world is going to watch every move and actions. Hope there are not much of road blocks or internal bickering between the partners. Our wishes will be with them for a better change and solving very many important things which are in disarray…All the best & good luck. May god bless the battered people of NP, bring some relief, stability and peace, which they need very badly than anything else for now.

    The vision has been laid out in lofty terms. The mission to make this vision a reality has commensed. It is not going to be easy, but the right goal has been identified and the righteous path chosen. If the beginning is right and the goals are clear, the results are bound to be good too.

    I hope the other members of the Council, those among them chosen to be ministers and the provincial public servants undestand the words of the new CM.         You seem to be living in the era when the British ruled Ceylon. The Tamils out performed the Sinhalese as they had good missionary schools in Jaffna! Their English was excellent thanks again to the missionaries. Right now the Sinhalese have performed better than the north eg. best A/L results!! I won’t say “brilliance” as it is all about how hard you apply yourself in your education and the availability of facilities!

      The NP government should not forget the Sinhala populations living scattered in small numbers in the various areas in the north and living in large numbers in Vavuniya South and in the areas such as Manal Aru in Mullaitivu. They are also the residents of the NP now. This is an opportunity to demonstrate good governance and fairness in practice.     It is another matter that both may be eyeing the votes of 50 % of the Indian population which have no access to private toilets and must do their dirty work , out in the open !

    But then why is UPA government in a tearing hurry to give away ( free ) , 22.5 million mobile phones to BPL ( Below the poverty Line ) families ?

    Especially when they already have a mobile phone ?

    Would it not make more sense – even electoral sense – to urgently build 22.5 million toilets , on the corners of each and every street ?

    Just imagine the boost that will give to the economy !

    Can some clever engineers / economists figure out the number of jobs that will get created in the Steel / Cement / Construction industries ?

    And by converting thousands of existing dry toilets to flush toilets , 750,000 families will be relieved of carrying night-soil ( from dry toilets ) on their heads ! A nation’s shame beyond words !

    If this idea is properly packaged / sold to Bill Gates , he may even make an outright grant of $ ONE BILLION to Sulabh Sauchalaya to implement the project !

      Sri Lanka is the huge toilet for India. It is geographically place for that purpose. So they don’t have to build more. Even the smell does not spread to India. It stays well within Sri Lanka. If Sri Lanka needs cleaning they just take their mobile phone and give orders. That is why they keep the phone. Sri Lanka has good cleaners.

        As for Muslim Tamil unity, I think the two communities see a common enemy in the MR regime (and not the Sinhala Majority) and are beginning to explore albeit cautiously how they could work together. There are ample reasons for mistrust and apprehension that arises from this mistrust.

        However I believe that the NPC will be a beacon of political hope, that the EPC will be forced to follow suit because the people will demand good governance once they see it happening with the NPC. These two PC’s will then become the benchmark forcing the rest of the political south to open their eyes and realize what they have missed all along.

        English educated racists like you and other nincompoops will have to find other avenues to vent your frustrations including those who espouse racism once people of the north and east are empowered politically.

        My hope is that with the dawn of Eid, Muslims will go and reach out to their Tamil brethren and build on this new found unity.

    You told them what you and your community expect from them and now they have to deliver.

    Also you have to remove all the negative thoughts and feelings of other members who refused to take oath under you, and should make them work for a common goal with Positive and Productive attitude to serve your own people.

    Let them leave their Personal disputes and attitudes at home and work for a common goal which is crucial at the moment. Always keep your flock together.

    Yes, Lee Kwan Yew is a true visionary who followed a clear set of goals at relevant periods and Achieved those targets.

    Everything he did had a clear Goal and reached for next goal with many successes.

    In order to achieve his goals he got help from many visionaries, advisers from all professions, professors, doctors, engineers, architects, Entrepreneurs, Businessmen, Bankers, Economists etc, etc, who all contributed to his success.

    Therefore Similar to Prime Minister Lee Kwan yew you should get all the help necessary from a Professional Advisory board to draw up your Nothern Development Plan, both short and Long terms and to execute them. You may need a lot of help, support and backing.

    You may also get advise from Foreign advisers, Sri Lanka’s intelligent Diaspora Community, UN, EU, Japanese, Chinese, Australian and Asian Heads of states, advisers,Development Planners, Investors, funders etc, to achieve your targets and goals. In short you have to go Both Local and International to sell your Nothern Development product.

    Funding for your Projects should come from both Sri Lanka government, private and public centers, NGOs and from International community. You may have to do a lot of Travelling, talking and presenting with media involved. November CHOGM is a good starter to advertise.

    Also you should publish Nothern Development plan in your Website, for both for awareness, advertise and to raise funds.

    You may also designate Targets to all the Council Members and see them achieve them with proper support and guidance given to them.

    Yes you could be Sri Lanka’s Lee Kwan Yew, if you deliver and achieve your Targets and Obligations that you promised to your community.

    Finally Please don’t compromise your’s and Nothern peoples dreams of achieving self sufficiency and their development goals to Southern Political crooks who may try to hinder or block your visions.

    Keep up to your word, your focus and achieve them.
