“Don’t buy things you can’t afford with money you don’t have to impress people you don’t like”. This quote from Dave Ramsay which applies to individuals and families may as well apply to governments also. Why did Sri Lanka borrow so much, was there proper accounting of how it was spent, how many of the projects funded by borrowed money actually met the real needs of the country, and who really benefited, are all questions that still remain unanswered. No government that approved these borrowing ever provided a balance sheet to the public. Government budgets were all about the future and not about the past. No annual budget of government ever accounts for the progress or failure of the one preceded it. The cumulative effect of this parliamentary tradition is to shift the burden of settling debts accumulated by one generation to the next. Thus, the onus of settling the accumulated debt over decades has fallen well and truly on shoulders of the Aragalaya generation. But the tragedy is the ones who were responsible for this irresponsible accumulation and reckless profligacy are still in power continuing to influence government policies and advising the President. As long as they are there should the young generation accept that responsibility?
Be that as it may, President Ranil Wickremesinghe may well go around the country and claim credit for the financial sector stability achieved under IMF tutelage, and for the “favourable” or “fair” $8 billion worth of relief from debt-restructuring negotiations. But the amount of belt tightening and sacrifice that ordinary Sri Lankans had to make to achieve that stability is another story. However, given the involvement of IMF, which has virtually taken control of Sri Lanka’s economic policy direction, the debt relief should not come as surprise to those familiar with IMF’s role in mediating between debtor nations and their creditors. The primary interest of IMF is to look after the global capitalist system. According to its ideology the moneyed class is the locomotive driving that system. Therefore, IMF primarily looks after the interests of the creditors while enabling the debtor to gain sufficient financial strength to settle the total debt in fu with whatever concessions offered by the debtor. There is no free lunch and the ball is now in Sri Lanka’s court.
There is also another factor worth reminding in this context. Sri Lanka is a strategic foothold to keep under control for American and Western interests in the ongoing Cold War in the Indian Ocean. Therefore, the little debt relief given to its government on the recommendation and supervision of IMF is more than an economic or financial gesture. IMF has done its part and will now wait and watch how RW is going to handle the little leverage he has gained in the post-debt-restructured environment.
At the end of the day all foreign debt has to be settled by producing a national surplus. Basically, there are two types of surpluses, trade surplus and budget surplus. To achieve the first the total value of exports has to exceed that of imports, and to achieve the second, total government revenue must exceed total expenditure. In both, Sri Lanka is experiencing chronic problems. In the IMF agenda the immediate focus is on reducing the fiscal deficit while expecting trade deficit to fall when economic growth resumes. So far IMF has not directly intervened in resourcing or incentivizing the domestic production sector, and RW’s two budgets were also more about fiscal consolidation than raising domestic production. The next budget too will be focusing primarily on cutting public expenditure and raising revenue, an exercise more stylistically phrased as “disciplined fiscal policy”. However, that exercise too like in previous years would be class biased. It is the citizenry at the middle and lower end of the income scale who would be asked to bear the cost of this exercise rather dis-proportionately. The so-called imputed rental income tax that is expected to be introduced in the name of a wealth tax for example is a camouflage to allow the top end of income earners to reduce its total tax liability. Economic distress for the majority is destined to prolong, and a few more rupees thrown into RW’s ‘Aswesuma’ bucket is not going to bring down the poverty rate, which is hovering around 26 percent. On the expenditure side of the ledger health and education would continue to suffer from inadequate resourcing. Public hospitals are hit by shortage of doctors, nurses and specialists while public schools are starved of trained teachers and teaching facilities. While patients find medicinal drugs at public hospitals unavailable and u affordable at private pharmacies, many families with school children find the cost of textbooks beyond their means.
Thus, in the post debt-restructured environment, preparation of the next annual budget with “disciplined fiscal policy” is going to be a challenge. However, in between that challenge and debt relief stands democracy. It is time the interim president and the government in power seek fresh mandate from voters before proceeding with any reform program. It is therefore not the economy but politics that is gripping the nation at the moment and is being watched anxiously by IMF and its shareholders. To start with, the aragalaya generation has no confidence on the sitting 225, and RW is its No.1 enemy. The fear of defeat at the ballot box has therefore driven the ones in power to look for ways and means of avoiding the election itself. The search for loopholes in the constitution to postpone an election and expecting the judiciary to adjudicate favourably over it, attempts to build a popular consensus to allow the status quo to continue by exaggerating the danger of change and the imperative to continue with reforms, and a concerted attempt to portray RW as the best man for the job are strategies dominating the political arena.
But the real danger in allowing the status quo to continue is to give license to a system that had been instrumental in creating a poly-crisis. Those who are insisting that reforms should continue without political disruption are limiting themselves to fiscal discipline and creation of an economic environment to promote exports and foreign investment. But real reforms have to go much deeper and more encompassing. RW has no wish to get rid of the prevailing political culture with its administrative lax, financial corruption, economic mismanagement, organized violence and institutional discrimination. On the contrary, he is hoping to build an economic paradise on the foundation of a culture and system which changed governments periodically but without changing the philosophy and style of governance. As a result, the so-called free market economy which that system created and operated became an organized playground to amass private wealth for greedy politicians with their mafiosi partners. State owned enterprises fell into decay at the hands of a bunch of greedy individuals related to these politicians, and as a result those enterprises have become a burden on public purse. This is why IMF is insisting on privatizing these loss-making parastatals. Hence, the case for a radical change in governance as demanded by the Aragalaya. The knife edge economic stability for which IMF is credited with cannot remain solid without transforming the pernicious culture of political governance. NPP’s call for a social revolution to change that culture has therefore started reverberating throughout the nation and particularly among its younger generation. An election whether Presidential or General is therefore a democratic imperative. Trying to postpone or cancel it under any pretext would only provoke mass revolts and RW’s guardians of PTA and OSA will not be able to protect the saboteurs.

Example: the hambanthota harbour project, was designed to fail right from the outset, paving the way for China to potentially seize ownership of this crucial asset.
Mara allocated about 8,000 hectares of farmland to build the Hambanthota inland port—an inherently flawed and impractical idea.
Typically, countries build ports on coastlines rather than inland.
Inland ports are usually strategic for military purposes, such as hiding nuclear submarines.
Given its location as the southernmost point in the Indian Ocean, Hambanthota is ideally positioned for accommodating Chinese submarines. It seems that the Hambanthota port was conceived with the expectation that it would eventually fall into Chinese hands, one way or another.
Can you imagine how much money was given under the table to Mara by China for such an devious and unpatriotic act?

To get this absolutely clear, nobody can apply to be President. Two other people, who are citizens of Sri Lanka, must turn up (together with the prospective candidate).

The nomination and seconding has to be done by citizens of Sri Lanka (the production of the now notorious – in the pages of Colombo Telegraph, at least, NIC – number won’t do), and the nominee must also be a citizen of Lanka, but in addition must satisfy certain other criteria. Those criteria include having been a Member of Parliament, having been the President of Sri Lanka once (twice will mean disqualification) and such like.

Those limitations mean that not all 15 million voters can be candidates, although we’re possibly getting close to that by now!
In 2005 there were 13 candidates, in 2010, there were 20 candidates, in 2015, there were 17 candidates, and in 2019 there were 35.

Does anyone know what exactly is contained in the Agreements signed by the Bond Holders and other Lenders?
I asked this question from the critiques as well as the singers of praise. The Parliament was summoned on July 2nd at the request of the PM for a debate on the “Agreements” and to seek approval. There was no “Debate” but only another harangue by the President with enough of “Jokes” and entertainment wasting money. However, it was disclosed by Dr. Harsha de Silva that the “Agreements” were not even submitted to the Finance Committee of the House and neither to the Cabinet. The President’s explanation for this lapse was: ” The parties to the Agreements wanted not to disclose any of the terms to the Public”.
So in the absence of such disclosure, are we not groping in the dark? Are we to rely only on public speeches by the President and his henchmen? Everyone has forgotten to demand the actual DOCUMENTS to ascertain the facts, but continue to calculate the losses and gains. What a country we live in!

If you want to know the dark side of the IMF, ask Iceland or Greece. Greece in particular is similar in terms of corruption to Sri Lanka. I invested in distressed Greek banks around 2010, following the likes of big investors such as Wilbur Ross. The investments didn’t turn out well.

Here is an interesting analogy for you. Sri Lanka defaulted on a total debt of around $51B USD in 2022. Apple Corps debt for the same year was $120B USD. Sri Lankan debt is relatively insignificant by international standards. The debt itself is just icing on the cake. The main issues are structural – corruption (lack of checks and balances + nepotism), brain drain, decaying institutions, terrorism, high borrowing costs (war) that drained forex reserves. 100% of these issues are related to the civil war. Mahinda’s clan did not begin that war, they ended it (expeditiously).
Regarding bankruptcy, Sri Lanka ran out of foreign exchange reserves and defaulted on short-term debt obligations. One could argue, this would not have occurred had it not been for COVID-19. Refinancing options were either limited or non-existent for obvious reasons. It doesn’t matter if the Pope had been President of Sri Lanka at the time, the country would have gone bankrupt regardless. The only reason GR became President is because of the Easter Attacks, which put a severe strain on tourism.
For the record, my argument does not imply that Rajapakses are model politicians. I am simply absolving them of larger responsibility for bankruptcy.

Health insurance for life. Lifetime pension. Approximately 25% to 30% of UK politicians are estimated to be millionaires. It’s actually far worse in corporations. Big banks, politicians, and insiders work together to manipulate stock prices. I don’t want to spend too much time explaining to a bankrupt coconut farmer, but a company like Apple spends $100M on just share buybacks. This lets them pump the share price artificially (MC/OS). They then cash in the stock options for millions at a time.

If you are convinced MR & family did not benefit financially while in office, then, they are a bunch of extremely stupid yobs who had no clue in governing a country & should never have been voted into Parliament by people like you. If the Inland Revenue Services is given the power to investigate, & under a dedicated team, there will be enough proof to lock them up for unaccounted wealth.
America may have its millionaire politicians & some may be opportunists like Trump but there were also decent people like Obama & McCain, who, unfortunately, didn’t have a second chance for Presidency.
A CEO is responsible for providing a good return for the shareholders but insider trading is illegal & the Securities Commision keeps an eagle eye on ‘pumping & dumping’. In comparison, millionaire SL businessmen do just that & able to launder money by investing in the stock market with no questions asked, enabling them even to make hostile takeovers of blue chip companies.

As for UK politicians, many Tories are from privileged backgrounds & had successful careers before entering politics. Even Labour & Lib. Dem Politicians who have come from humble backgrounds are well educated with clean track records. They all took up politics for the prestige & honour, not for the money, unlike the majority of SL politicians. UK MP’s don’t have special privileges, nor vehicles or bodyguards, & all pay tax & contribute to the pension scheme, just like normal citizens.
The head of state is responsible for the strategy & leadership of any armed conflict, therefore, the buck stops with the President but SF was responsible for maintaining discipline within the Armed forces & he hasn’t done a good job.

This is my point. There is corruption everywhere (ask Nancy Pelosi or Raj Rajaratnam) but the impact is much greater in a developing country like SL because it doesn’t have much of a middle class. Locking up Rajapakse will not solve the fundamental problem, which (in my opinion) is the brain drain. The percentage of millionaires is much greater in the USA compared to Europe as a whole. There is this enterprise called “Silicon Valley” which is able to generate massive boosts in productivity for the US economy as a whole. Silicon Valley is facilitated by the best minds (high IQ) from all over the world. Sri Lanka needs smart people who can generate revenue. Locking up Rajapakse is not a move in that direction.

Yes. You cannot fight a war indefinitely. Had CBK remained as “President” for another 5-10 years, something would have broke in the system. At that point, you would have had anarchy (much worse than bankruptcy) in the South, and some kind of foreign intervention, followed by division along ethnic lines. Look at Iraq, Syria, Yemen, Korea, and Yugoslavia. That is the direction Sri Lanka was headed in. A Tamil ethnostate in the North, ruled by thugs, separated from the South by some kind of DMZ structure and monitored by UN Peacekeepers. Remember, CBK was already crying to the Indians for help when the LTTE was on the verge of capturing Jaffna in 1995.

I agree that the Rajapakses & their cronies made a dog’s dinner of the economy but I can count 2 recent contributions by the UNP & Ranil. The first is the free ambulance service which the UNP, as a party, instigated, for which there was much opposition, particularly, from the GMOA . Did the JVP, the champion of the downtrodden, support the govt. on this valuable service? The second is the current state of the economy, which may not be all that good, but certainly an improvement from the shortages & queues for essential items. In the absence of anyone else coming forward with a better plan, I think RW deserves some credit. What do you think the plan of AKD & NPP/JVP if Ranil did not step in for better or worse? Can AKD/JVP claim any positive contribution so far in politics?

In my understanding, it is just wishful thinking of better times ahead under NPP based on assumptions because there is no critical analysis of NPP objectives & strategy. We want the politicians who have been sucking the blood of the country held accountable but what is the much hyped ‘system change’? Aragalaya demanded all current politicians out but that would include the handful of JVP MPs who are in the NPP as well. Labour in UK campaigned on ‘change’, from conservative policies to labour policies, so, is the NPP ‘system’ change from liberal to Marxism?
Listening to the NPP womens’ front leader some time back put me off the NPP completely because it had no substance & if that is the case with the rest of the 20 or so coalition groups of the NPP, may god save SL if the NPP comes to power.
