Economics Of Poverty & Poverty Of Politics

Lanka’s economic collapse and financial bankruptcy are unnatural, unprecedented and has political origins. Never in the recorded memory of this island did so many millions continue to endure so much misery for so long and with so little hope. Perhaps and thanks to their belief in fate or karma, Sri Lankans seem to have resigned to their poverty, allowing its originators to go unpunished and watching them continue to plan their next move. It is with this tragedy that 2022 came to a close and 2023 ushered in. But what is in store for the new year?  

President Ranil Wickremesinghe on his part is trying to convince the people that because of certain tough security, monetary and fiscal measures that he and his ministers along with the CBSL Chief undertook, that the worst of the crisis is behind and that things could only get better if the whole nation rallies behind him. It was with that call and assurance that he presented his 2023 budget with unprecedented tax hikes with not so unprecedented expenditure savings, all with a view to satisfy the IMF advisors, and as RW’s first step towards transforming Sri Lanka into a high-tech-export-oriented First World Nation by the centenary independence year, 2048. The fact that the budget hardly mentioned any measure to improve tax collection, a perennial problem in the country shows no commitment to change the system. 

After suppressing the aragalaya youth movement, the President carried an olive branch and invited the youth to join him in his 25-year economic marathon. He also casually justified their demand for system change without providing any details about the nature and content of that change. Instead, to allow the system runs smoothly, he has invited the leaders of ethnic minorities and of other political parties represented in the parliament to propose measures to resolve the so-called national question. But, behind all these moves and gestures is the underlying agenda of RW and his political party UNP to rebuild their lost image and go before the people for a fresh mandate to extend the term of his presidency beyond its current expiry date. Thus, behind the economics of bankruptcy and poverty lies an agenda for political power.  And that agenda no doubt would dominate the events in 2023. But what about the economics itself?    

One undisputable fact about the economics of current bankruptcy and poverty is its international dimension characterized by a mixture of altruism and geo-politics. In the name of rescuing the beleaguered economy and helping it to achieve stability, growth and prosperity what is actually at play is an attempt by regional and global players to pull the country into their respective zone of influence. IMF’s conditionalities for economic assistance, India’s enlarged benevolence with a civilizational twist and China’s readiness to lend more while prevaricating to negotiate debt restructuring, are all, in a sense, different manifestations of geopolitical power play. Even Japan’s economic assistance for that matter is tinged with geopolitical calculations. Adding to this external dimension are the political and diplomatic manoeuvres of the diaspora community. All this has made domestic politics a side show to developments happening outside. In that sense, international involvement in economic assistance and benevolence and an over-reliance on external help has left domestic economic policy making bereft of any originality. How did this happen and how could the country act more independently and with some originality?  

Financial bankruptcy followed by economic collapse left local rulers with no choice but to seek outside help. Former President GR and his economic viyathmaga experts’ empty bravado of an indigenous alternate path to rescue the economy without changing the system only postponed the day of reckoning, and among those who advocated a quick redemption through IMF was GR’s successor and current president, RW. Although RW is well known in Western circles for his neo-liberal credentials, it was the only logical remedy for an economy that was already locked into the orbit of free market economics since 1978. IMF, one of the twin sisters of Bretton Woods, the other being the World Bank, was constitutionally entrusted with the task of disciplining economies that had become too prodigal and fallen by the way side. But the need to discipline and get the economy back on track received added urgency because of the very strategic position of Sri Lanka in Indian waters. That ocean has emerged as the main theatre of action for a renewed Cold War between the West led by a declining super power, US, and the East with a rising regional power, China.

That Sri Lanka had shifted too close to China, not by any ideological design or commitment but by the force of circumstances surrounding the ethnic war, is now well documented. US’ refusal to supply weapons and India’s choice of neutrality left Sri Lanka with no option but to go to the international arms bazaar with borrowed money to get militarily equipped to fight the LTTE menace. China was only too willing to help. A friend in need naturally became a friend indeed. Yet, it was that fatal choice of fighting and winning the war at any cost, which ultimately drove this country to bankruptcy, an inconvenient truth hard to digest by civil war victors. And, it was that bankruptcy with its ensuing poverty which provided another opportunity for the US and its allies, including India to re-strategize their relations with Sri Lanka. China’s foot dragging to finalize debt restructure negotiations should be seen as its attempt to thwart that strategy.     

With this international complication, how much of funds would ultimately be made available to rebuild the shattered economy and set it on a growth path is all a mater of guess. Apart from the $2.9 billion promised by the IMF, which is also getting delayed by months, Foreign Minister Ali Sabri expects another $5 billion loan from multilateral agencies in 2023. According to him, India is also expected to invest to the tune of over $1 billion to counter China’s largesse. And recently, Justice Minister Wijeyadasa Rajapakshe (WR) revealed that a staggering $53 billion dollars belonging to nationals are stacked away in foreign countries, which speaks volumes not about the politics of poverty but about the poverty of Sri Lankan politics. Even if one half of WR’s revelation is proved true that would be a shameful testimony to the financial drain facilitated by the system in operation. However, with all these birds in the bush and none in hand, IMF, WB, ADB, CT CLSA Securities and international credit agencies have all downgraded the prospects of SL’s economic growth in 2023. That downgrading is closely associated with a looming global recession expected to dominate the new year.   

This economic pessimism and politics of bankruptcy has exposed a policy bankruptcy among local politicians.  Without any proposal or scheme to change the entire system of political governance, economic management and public and judicial administration, all of which are conditioned by a constitution grounded in sectarianism and ethno-nationalism, no budgetary reforms or grandiose plans are going to pull the country out of its morass, either in the silver jubilee year 2023 or centenary year 2048. None of the political parties that are vying for power, with the solitary exception of NPP, seems to have grasped the need for and depth of system change, the core demand of the aragalaya youth. In that sense, President RW’s passing references to the need for system change and his subsequent manoeuvres to resolve the national question lack sincerity and reflect only his primary desire to remain as president with refining the existing system at the edges at most. Economics of poverty has ultimately led to poverty of politics in this blessed island. To say that no political leader could fix the crisis, as stated by the cabinet spokesperson Bandula Jayawardena recently, is admission of impotency in originality of economic thinking. Reliance on external help may be of short-term value, but the country’s long-term prosperity and independence depend on SYSTEM CHANGE.

    Unfortunately, President Ranil Wickremasingha is doing a harm to this country and people. During the Aragalaya period, there was an opportunity to take the people towards a real change of the system and make a new constitution with the partcipation of the people for a better country free from corruption, away from rich family domination and better administrative system. But, the power greedy Ranil with the help of Western aid destroyed that momentm and now brought back to same old system that is beneficial only to corrupted Politicians and mafias.

        The WAR bankrupted this country, not corruption. Tamilnadu is just as corrupt, but it isn’t bankrupt.

          A. Point 1, R Bros Inc., is as solid, better than Samsung!!! Medamulana Group is sound on theory and convince the masses to abide by their dictum for any action!! Consequences arising thereof is the responsibility of the electorate!!!??
          B. Point 2, They made sure that financial stability was restored to the family home in California, by ensuring, first, clapped out written-off MIG’s, which then were refurbished at exorbitant cost and pressed into service to help the war effort!! The surplus from the inflated MIG operation helped to swell the value of the Palaces in the state of California!!!

          VERY CUNNING MAFIASO INDEED??
          Point3, Negotiated settlement!!!?? Please forgive that individual and pardon for any sins he may have committed by INADVERTANCE, including the advocacy of NEGOTIATED SETTLEMENT!!! He is UNIQUE PERSONAE, WITHOUT COMPARE, because NEGOTIATION is not bipartisan in his lexicon!!! It is tantamount to burning printed paper, out of all the places, in the sanctity of parliament, where legislature is enacted!!! He has been inducted anew to learn etiquette in the legislature (to read, amend and pass legislation for the betterment of the citizen) and he seems to be doing well in that sphere, but the fear is that mission may not endure very long to succeed!!??

          So with sadness, it is sadly declared, it would not be fait accompli, come 4th February 2023 and 75 years of Independence from British colonial rule!!!
          Whatever was bad, there would have been many misadventures in the 150 years (let’s forget the 200 years before that under Portuguese and Dutch), even during the WWII period kept the Sri Lankans, then only Ceylonese fed and clothed unlike starving or having 1 meal a day in 2022!!!

          I dunno about that, but its leaders, anyway, have a very different take on their last uprising than perhaps many CTers would have.

          I’m thinking of AKD’s recent address at a meeting in Kalawewa, where he “recalled relatives and friends that were brutally killed by past regimes, particularly that of… President Premadasa.” This was in support of his criticism of Sajith’s presenting a bus to a school, a gesture that has (strangely) provided AKD with much ammunition!

            So how is AKD different from the other 34 presidential candidates in PE 2019?
            Some AKD-blind believers today defend what AKD says about it, but that’s just excuses; If AKD is different from others and unique from traditional, conventional politicians, do you really think he could not act accordingly? I think he could have done it.

            2) Rural agriculture and livestock are believed to be the main sources of income in the rural economy of our country. In order to reach the levels, the farmers should be adequately trained by improving the awareness of the majority of farmers in this country, currently the size is about 12 million.
            Reports say that farmers in Sri Lanka are the most stupid people. They don’t even have basic knowledge. Agronomists, crop scientists, agric economists, agro researchers are produced by local universities, they now contribute billions earning projects in Australia, NZ and Israel.

        My elders told me that bad association can destroy almost everything. Regardless of continental differences in location, this is common to all.

            As I remarked before, you ought to be more informed about public figures like Sobhitha. He was in fact one of the original members of the Sihala Urumaya during CBK’s Presidency. The Rajapaksas simply piggybacked on that movement.

    Ranil is always well kitted-up. Does he get a state allowance for his clothes? …….. I like the kit he wore; the leather jacket ……. to go see milk-cows in Pattawela or some place. The best of Lankan tailoring

    The Lankan tailored suit I wore as a kid in London …… caused a huge traffic-jam ……. people were slowing down and craning their necks to take a look.

      Nimal, I just couldn’t stop laughing, reading your comment (refreshing for sure). In general Ameer Ali is right. But people may see it in different ways. I for sure think poverty of politics is what lead to poverty of economics. The reason I say this , the blow to nation’s economy was far more worse after the war compared to before. Not to forget , Rajapaksas were allowed to loot and rape for for almost two decades. (the whole war lasted just about three decades ). Given the raping and looting of nation by Rajapaksas, their original plans to stay in power life long, bad / stupid economics, borrowing spree, broken dysfunctional system, unpredictable events like Covid and war, global economic downturn, Rajapaksas playing with fire by putting one nation against other, all of which would have eventually lead us to a delayed but same outcome. Even without war Lanka would have ended up in bankruptcy, it’s just my opinion. History suggest corrupt individuals running down country is far more common than conflicts alone. German and Japan came back stronger after devastating wars because of their leaders.

        A female member of Parliament who was there today (Pohottuwa, a riot victim)begged for compensation to rebuild her own houses. Not even a wash room for her to use as she explained. With this being reality, yet today not a single word against MEDAMULANA BEAST how come ?
        However, she -mlechcha- did not utter a single word against Rajapaksa… Can you imagine the power of the MaRa virus?

                Oh dear. Thank you, Native & OC for responding & correcting my impression about this monk.
                Unfortunately, I cant hear what he says on the youtube site Native has shared, but OC has jogged my failing memory & I am now pretty confused about Anura Gunasekera’s recommending OS’s stand to us.

              You must bear in mind that this very same Omalpe Sobhitha supported Gota’s candidacy just a couple of years before. The man is a prima donna, with racist views, switching positions to his own advantage.

        Lets put things in perspective, instead of stereotype version. 1) There was corruption in Lanka even before the arms struggle 2) Though the struggle lasted for 30 years, real head to head combat was , less than 10 years. ( Rest was , more of Mikey thrashing his arch nemesis Pete / Guerrilla warfare) 3) Whereas Rajapaksa’s very first heist during Tsunami, took place even before he became PM. From then, not just him but the whole family kept looting the nation’s coffers. 4) Throughout struggle, corruption which took place in deals / kickbacks/ arms purchase – – – by different govt may account for significant cost. 5) The economic loss due to black July / pogrom alone is much more than, first two decades of struggle. 6) Till the end of war, I never heard any international / domestic expert warning about bankruptcy. 7) The earliest signs were visible only when Mara was kicked out after election loss , where RW was more transparent with our failing economy. The losses due to Covid and other adversities, in turn are much more, only due to Gotha and so called Viyathmaga retards, poor administration / decision making / wrong priorities, getting advise from equally stupid people .80 though our govt stats are unreliable, the impact of Covid was minimal compared to rest of world.

    Check if India was not fully on the side of Sri Lanka to the end of the war and even after.
    Also, Indian armed forces had a physical presence in the battle zone.
    As for the US, it provided Sri Lanka with crucial satellite information without which the LTTE arms supplies could not have been curtailed.
    India and the US wanted the elimination of the LTTE, but with one difference: the former wanted total destruction while the latter wanted a surrender.

      Agree with SJ. To me no country showed any real interest in Lanka other than them giving loans and donations. Lanka being in some strategic location and super powers wanting us, is typical ” Lankan Hype”. The first involvement happened after the pogrom where JR let loose thugs to loot , rape and kill innocent Tamils. He and his cabinet ministers, party members openly admitted to their involvement. Did anyone really expect India to sit, watch and enjoy the show. It’s not the first time India got involved (Bangladesh). It’s Rajapaksa’s who got all the others involved, They even tried playing , one country against other. I remember the open threat they made in Geneva soon after war that “they have capability to divide / Dismantle the U.N / the West with the help of Russia, China” ( typical Rajapaksa /Lankan street thug threat). It’s Lankans who invited Israel and Pakistan. Do anyone expect India and U.S to not react ( be concerned) after inviting China / Russia or vice versa. Lankan street thug behavior is usually followed by ” we the victim”.

        I am not sure where we are agreeing, but thank you for effort.
        The US and India were bitter rivals to dominate Sri Lanka in the 1970s. The rivalry was there even in 2001, with US wanting the ‘Peace Talks’ to succeed in ending the armed conflict with the UNP coming up on top and LTTE surrendering its arms, whereas India was not interested in any peace which allowed LTTE a place in politics.
        India worked hard to wreck the talks. It had its way with MR in power in 2005.
        China maintained healthy relations through a string of changes of government. It did even when the Gota-Basil alliance pushed for several shady deals with the US and India.
        To understand Russia and China through American eyes will only give a distorted view. China has been the beneficiary of US confusion in the recent years, be it over Xinjiang or Taiwan straits.
        China will be an altogether different ball player when it is a world power, and there are its pluses and minuses. Most comments here are blind to that reality, and rely on the Western media empire for their information.

          Oh Dear, I just agreed with your comment about countries which helped Lanka / Rajapaksas in ending the arms struggle. Rest are nothing but speculation. There are hundreds of versions (depending on who the source is).. Lanka is of no importance to any one , as many would like to believe.

        Omalpe Sobitha, the Cardinal was seen more often with Mahinda Rajapaksa than with other leaders.

        If the Cardinal had such a heart for the loss of life in the “Easter Sunday Disaster”, could he not have distanced himself from the Rajapaksas? That’s why I always said… We have 2 x MRs in this country.. Both should be responsible for the mess.
