End The Curfew!

There was unreserved public support for stringent measures including a 24-hour curfew, at times all Island at times in four Districts. In large measure these initiatives have succeeded; and trains ran on time in Mussolini’s Italy. In the last seven days new cases average about four a day (presumably ‘quarantinees’) and deaths have stalled at eight. If new cases are ‘quarantinees’ use of the term Community Transmission is misleading. If the stringent curfew in four and meaningless part-time curfew in other districts is relaxed a spike is unlikely. Public education and restriction of public gatherings of more than five and prohibitions like Vesak celebrations will have to be enforced. Phased curfew relaxation in Colombo, Puttalam, Kalutara and Gampaha should begin at once and curfew in other districts eliminated altogether. Is there a guarantee of no more outbreaks? What a stupid question, of course not. That’s why a phased and controlled approach is needed.

The government has an obligation to weigh harm to people’s daily lives and damage to the economy versus the risk of renewed outbreaks if the curfew is rolled back. There is no official public discourse – I suppose that’s not the way they do things in the army. Pain is considerable in less well-off classes; hardest hit are the daily-paid – labourers, masons-carpenters-plumbers-electricians, street vendors, 3-wheeler wallas, workers in SMEs, and small contractors who flit from place to place on one-of jobs. I know many in these categories and their refrain is the same: “If we don’t work, our families don’t eat!” Another wept “I have six mouths to feed and have had zero income for weeks.” An angry groundswell is building up; big-shots, in between sips of scotch, have not weighed up the odds. 

Damage to the economy from the freeze on production and exports is colossal. One number says it all, the exchange rate; the US dollar spiked at Rs 194 a few days ago from Rs 175 in July 2019. It’s a little better now. The longer factories and businesses stay closed the harder to get up to steam again. The bootlegging-market that de-facto prohibition set off is growing. You thought Aapa Sira was the last of the imbeciles? Think again. Half-bottle of good arrack was on offer in the Nadimala and Kawdana areas for Rs 5000 for Aurudu. When prohibition is relaxed, the queue will stretch from Grandpass to Gallebuck.  Once it started, bootlegging in the US took years to bring under control. Actually, it was never eliminated, the cartels switched to drugs.

Verite Research’s Media Analysis (20 March to 5 April) provides a thorough English summary of Sinhala and Tamil press reports of pro and anti-government views on the COVID issue; it’s well worth a good read.

The middle-classes are not having it easy either. Vegetable, grocery, fish and fowl vending vans are expected to circulate but they are too few. Why are the authorities not encouraging competition and issuing a larger number of mobile vending licences? Are corrupt persons with decision making power making a buck out of licencing? In some closed-block communities, private security or Resident Committees limit vendor access without appreciating that competition brings better quality and lower prices.

Some political parties parade as expert opinion makers. One is the GMOA which is contesting elections on the Rajapaksa-alliance ticket. Its office-holders parade on TV as experts but it’s a political outfit intent on maximising its own electoral odds like any other. Don’t be fooled!

The most important reason for phasing out the curfew are threats to civil liberties and democracy. The current president has a history and preference for a military approach to all things. Absurdly, the Army Chief, not a top civilian, has been appointed boss of curfew decisions. Worryingly, Parliament stands dissolved. This is not an encouraging time for civilian and constitutional supremacy. Lal Wijenayake says in the e-magazine Malima of 5 March that the government has surreptitiously activated Clause 12 of the Public Security Act and been able to avoid bringing it to Parliament within 10 days as required by law. The President also declared that “judiciary, parliament and officers should not hinder the activities of the president”. This makes his autocratic intentions clear. Could this be a dress-rehearsal for worse to come?

      Government has done only around 4000 tests when we should have done 400,000 to 1,000,000 tests so how can we lift the curfew without doing so!!?

      Premature lifting of curfew will only speed up the speed of the virus and make the lockdown efforts worthless…

      Why is the government unable/unwilling to increase the testing is something you should ask yourselves.

      And why are they in a hurry to hold elections when they should be busy testing more people and stay focussed on fighting the pandemic…

    Easier said than done…. Our president has done much more to curtail the situation than most of his western counter parts….. we are not concerned if our president is being primarily advised by former or present military personnel or individuals with other vested interests as long as the country is safe from the virus ! These articles are merely trying to spread a sense of false in-security.

      No doubt President Gotabaya Rajapakse has done a marvellous job. But you cannot compare with the West.

      Take for example, SL vs NYC. NYC’s first cases of Covid came from tourists. There are people flying into the city per day than all year to Sri Lanka.
      Such vibrant cities cannot restrict travel easily because of the impact it will have on Business. Another reason for the spread of Covid 19. Finally, you can put curfew in a country like SL for weeks, but even now one cannot lockdown places like NYC. To date there is no curfew in NYC because it simply cannot be done.
      So before you blindly make claims know what you are talking about.

      And here are a few more stats:
      Nepal (a country with more visiting tourists than SL) number of Covid cases – 16. Nunber of Deaths – 0.

      Laos – Cases 19. Deaths – 0.
      Vietnam – a country with a much bigger economy than SL and part of Western Supply chains. Number of cases 267. Number of Deaths – 0.

      Are the Presidents of those countries also doing a fantastic job?

        It was the Pohottuwa lot and Sirisena who stalled it, and also tried to stall the 1990 ambulances, which have come in invaluable today.

      Nothing defines the attitude of this governing cabal better than the recent call to Ayurvedic practitioners to come up with a Covid cure. Some of these have already exposed their ignorance of the difference between an antiviral and an antibiotic. The GMOA “experts” are mute. Then there was the Information Dept. recommending black tea as a cure, based on unspecified Taiwanese “research”.
      We can only hope that the other things the government is doing are not based on mumbo-jumbo and YouTube.
      At least the curfew could be more structured. As KD says, there is no harm in letting shops operate as long as crowding is avoided.
      There are of course many things going on that the now-pliant media doesn’t talk about. The local temple the other day was appealing for donors to help them feed 200 hungry villagers at the gate.
      Then there is the much hyped effort by the Navy to keep out imaginary Indian refugees! I dare say the flow will be the other way quite soon, in search of onions, parippu, and whatnot.

            Ok, 14000 cases in India is 1.16 cases per million people.
            146 cases in SL is 5.61 cases per million people. Correct me if I am wrong, but isn’t India safer than SL, in spite of having no toilets? And the shops are open. But you won’t like it there because the bars are closed.
            So why do you think our great Navy is wasting fuel looking for imaginary kallathonies ?
            You might also check the stats for Nepal and Vietnam (both next to China) . We aren’t doing anywhere near what Nande would have us believe.

    High time for the government to rethink about curfew time has come now to open the economy in a small way open up small retailer , fish ,vegetable , groceries and pharmacies , milk bars , small bakeries .

    Let the daily wages earners , laborer , small enterprises ,street side vendors to start their livelihood.

    President has to think from a Srilanka perspective not like an American .
    We have seen empty roads world over even in Europe or USA for that matter pedestrian crossings not that well maintain , even the single,double and dotted lines for that matter ,Mr.President stop unnecessarily spending money on our roads and pavements waste of money what are we trying to show to the world we are rich even rich countries are not maintaining such standards.

    The easiest decision for any Government is imposing a never ending curfew. One could successfully argue that it was the right decision for two weeks. But, apparently even now the ruling Junta does not have a clear cut plan to combat the overall situation in the country. On the other hand State sector employees are quite happy to remain in their homes as their salaries will be paid in full. What is disquieting is the deafening silence of the Private sector which is going to face many financial issues in the immediate future.

    If elections are to be held before 2 June 2020, then country has to return atleast to 80% normalcy.

    What does that mean?
    Lift curfew
    Open shops and supermarkets
    Open the airport
    Open the schools and universities
    Open the factories
    Open offices and government agencies

    How can you do this ?

    Instill confidence in the public that the virus is under control and there is no reason to fear.

    In order to do that only way is to increase tests and show that the positive cases are coming down. If adequate tests are not done, public will not respond. The schools will be empty with only some of the teachers being present. One positive case in a factory will result in the whole factory being closed down.

        We should have at least 1 week without any new Covid-19 cases in the critical areas for the curfew to be lifted. It is acceptable to have new cases from those under quarantine. The curfew can be lifted in districts that don’t have Covid-19. We also have to ensure that theses districts are not infected by the people from other districts that have been identified to be critical . The curfew has to be lifted gradually and not all at once! Please remember that we have to live before we review the state of the economy!

    Seems GR has god on his side. The Easter bombing brought him to power & now COVID 19 has legitimised his militarisation strategy of governing the country. GR’s statement – “judiciary, parliament and officers should not hinder the activities of the president” – says it all.

    GR was adamant that elections should go ahead as scheduled until the day before the curfew was imposed. The curfew, in my humble opinion, was probably a panic reaction, largely, on the advise of a medical trade union (with vested interests on the matter) & not that of experts on the subject, such as, virologists, epidemiologist & even economists, for a balanced solution to the crisis. The indefinite curfew, particularly, in Colombo, Gampaha, etc, now almost into a month, is probably the longest in SL’s history & certainly a first in the world. India is the only other country that has imposed a curfew but it was chaos with people defying the law in search of food or flooding into bus & train stations, desperately trying to get to their villages. The reason for the curfew being to prevent people congregating & spreading the virus doesn’t make sense when the majority of people in India live in ghettos. Similarly, in SL, a lot of poor people in & around Colombo live in such communities but what ever the living conditions, a rush to buy essentials is inevitable once the cure few is lifted, unless, permanently. I am told that the govt. has made provision to deliver food to the doorstep & nobody is left behind but even so, is it sustainable?

    The fact that SL has a lower number of infected persons & deaths is due to the effectiveness of the curfew is open to question when other countries in the region, such as, Nepal, Vietnam, with even a higher number of tourist visits, has come up better than SL without resorting to a curfew.

    A lockdown is not a curfew but preventing people from congregating in public. The advise has been to stay at home & avoid unnecessary journeys, as well as, for people over 70 to self quarantine themselves. High street shops, restaurants, gyms etc are closed but supermarkets & outlets selling essential items are open. People are asked to keep a distance of 2′ in public & not more than 2 people can be together, therefore, there may be short queues outside shops as people keep their distance & only a limited number of people are allowed inside but there is no shortage of fresh food or essentials. There are no road blocks but police question motorists, & fined, if without a valid reason, although, have been advised to ‘go easy’ as there have been cases of police officers acting ‘over zealously’. Having said that, the Scottish Chief Medical Officer resigned when it was reported in the media that she has flouted her own advise of staying at home by visiting her holiday home on 2 consecutive week ends.

    Despite the considerable deaths in Italy, Spain & UK, which have been criticised for acting slowly at the outbreak initially, the pandemic seems to have peaked in Europe with the death rate falling (apart from UK) & the lockdown is expected to ease gradually in the coming weeks. My friends in SL believe the lax approach resulted in the huge number of deaths but the fact is that Europe has an ageing population & the majority who have died were well over 70, many with underlying health issues & some may have not survived the winter even without the pandemic.

    The matter is arguable but people over here have accepted the handling of the situation as sensible, the only criticism has been that the UK govt. had failed to provide adequate Personal Protection Equipment to front line health providers at the beginning.

      Somebody had said that Portugal has been consistently vaccinating infants with anti-tuberculosis BCG. Not the case with Spain.

      TB is a respiratory illness. So is COVID 19. Somebody had hypothesised on the Internet – perhaps you could Google and give us confirmation of the facts.

    This is not directly relevant to above article, however it is yet connected to the current pandemic and want to share with fellow CT columnists .
    It’s something I been nagging for years , The government is planning to sue a certain family for negligence of responsibility towards the society and by which have infected others with Covid 19.

    Although it’s most welcome and a very progressive and civilised decision , we need to request The Civil Society to clarify the following , in case the sued person is not financially in a position to pay the said amount and has clear evidence he can not afford it , can the lawyers appeal.for Clemency to pardon or reduce the amount of what the sued person can afford ?.
    can an Installment plan be offered ? Or do social work for a period .

    And a guarantee that the person sued will not be subject to be imprisoned.

    If they are going to throw people into prison for not being able to pay the entire spirit of the civilised decision will be lost and as it is our prisons are over crowded and a huge drain on the country.

    And most importantly will racism and all form of bigotry be addressed the same manner ?
    Will they be sued too ?

    Because I consider them as more dangerous than Covid 19 and the only vaccine is to sue them.

    I hope The Civil society will kindly give some thought for my suggestion and consider to give us a feed back on CT

    We should have at least 1 week without any new Covid-19 cases in the critical areas for the curfew to be lifted. It is acceptable to have new cases from those under quarantine. The curfew can be lifted in districts that don’t have Covid-19. We also have to ensure that theses districts are not infected by the people from other districts that have been identified to be critical . The curfew has to be lifted gradually and not all at once! Please remember that we have to live before we review the state of the economy!

    Bandi. Don’t be fooled by the low number of people affected by Covid-19 in Sri Lanka. If you compared Sri Lanka with other countries in South Asia other than India, Pakistan and Bangladesh where the population is very much higher than Sri Lanka the record is very dismal indeed compared to neighboring countries like Nepal, Bhutan, Maldives, Seychelles etc. even without a curfew being enforced in these countries. One theory is that the Covid-19 virus does not tolerate hot and humid conditions of around 35 C and disintegrates while it survives in cold and freezing temperatures. As a result countries like Italy, Spain, Britain, US France etc. are reeling under the Covid-19 pandemic. Another factor is the amount of air traffic entering these countries every minute from around the world on a daily basis including cruise ships bringing foreign tourists who might carry the virus. Sri Lanka is extremely fortunate it is geographically well placed to avoid the full impact of Covid-19 unlike the rich and more advanced Western countries around the world despite their superior medical facilities and research. to combat the virus.

    The crisis is not yet over and the final count is still anyone,s guess, but the politicians have started their moves. In US Trump is adamant to open business right away so that he can take a victory lap for the sake of re election. He is even challenging his own Governors who are pleading not to relax. Finally when crisis gets under control crisis, most politicians, including Trump who was adamant and refused to heed to the early warnings and many others , around the world who took their own sweet time, will come out claiming “the losses would have been multiple folds if not for their timely actions”. Trust me there are enough people out there who will join the band wagon. Its like saying we should have lost hundred thousand but ONLY 10 thousand died. Trump has already requested the treasury to print his name on the checks ( president name never appears on treasury checks, but a note may be attached) which are to be soon send out to millions of affected people.

    I do not agree for the immediate removal of the curfew, but a controlled removal. Western countries never had curfew facing such high infections and deaths. They closed shopping malls, bars/resrtaurants and public gatherings. Groceries and pharmacies were always open. People followed strictly the mask and social distancing and sanitary guidance. ( Austria and Denmark re-opened yesterday with some limits.). Sri Lanka we see people flouting all such safety measures. One Prof. David topic of military dicatatorship- I would welcome -if it is limited to enforcing social distancing and sanitary rules. We could have kept the supermarkets and the Economic Centres open under military “guidance” as the Police and the public failed. ( See Dambulla and other Centres closed and poor farmers unable to sell vegetables for Rs 20 a Kg.) Ideally, the trains and busses to be run in a similar safe way, instead of the totally unsafe way people travelled when the curfew was announced. If we can achieve this, then curfew can be lifted. If not, all the sacrifices we made under the FORCED Curfew for one month will be lost. One missing point in the article and the discussion is the URGENT measures needed to address the massive economic crisis we would face. My 28 March Colombo Telegraph article highlighted the Urgency:

    A practical suggestion. 1-3 can be adjusted as appropriate and as necessary.
    1) Map the city into zones.
    2) Identify the retail shops in each zone. It has to be a mix of shops to suit all income levels. If there are many retailers in the zone they can be on a roster so that everyone has a chance to do business and earn an income
    3) Allow the identified retailers to open for business for a few days each week for a limited time. Maybe every other day or every two days, from 8 a.m to 4 p.m.
    4) All customers have to wear a mask to enter the shop
    5) Only one person from each household – whole family cannot come
    6) Only limited number of customers allowed to enter the shop at one time. Maybe 10 (depending on the size of the shop)
    7) Customers have to come prepared with a list of items they want and will be given limited time e.g. 30 minutes to make their purchases. There can be a bell or other signal to indicate time is up. They will not get upset even if they didn’t have time to buy everything because they know they can come again in 2 days.
    8) While the customers are in the shop there can be announcements asking them to go directly home after shopping, reminding them To wash their hands thoroughly as soon as they reach home, etc
    9) Army/police personnel can be stationed at each outlet to ensure customers observe the rules and queue with the proper distance when waiting to enter the shop.
    10) Army/police personnel can also be on the streets to ensure no loitering or collecting of groups of people.
    11) Those breaking the rules can face strict penalties.

    Sri Lanka is not the only country that has emergency laws. what Sri lanka has is POLICE CURFEW. It is mostly to stop socializing of people and to isolate people to keep physical distancing,.
    I know other countries that has enforced emergency laws and police carryout something called Qurantine law. I think by force they break social groups. or people grouping.
    govt has exposed the involve of Riashad Bathiuddin brother and 119 some other muslims in ZAHARAN attack. the anniversary comes in one week. I am wondering why all this hullabulla. Are muslims preparing for some anniversary celebration and Kumar David had been asked to support it.
    Even with POLICE CURFEW, govt can finish the general election.
    Some one has written about RANJAN. SLBC National radio broadcasted a confrontation of Ranajan with the Police. He had brought a Massage parlour worker for his person something,. He was fighting with the police I suppose saying let him come. Police said with out permission he can not loiter and Ranjan can not disturb in police actions, so, he was arrested. the brief story is Ranjan had invited a BOYTOY to come to help in his isolation, Police was protecting the MP residences and did not allow him to pass it.

      I happened to speak to my good colleague in Milan today. He told me how cruelsome it has been for them to live in that area. He is an italian, but we work with him for research based studies.
      Mahannayaka would not wake up from their slumber until they would bitten by a poisonous snake.
