GL Peiris – In Most Self-Righteous & Most Outrageous Form

Yesterday’s (24/1/17) Daily Mirror reported Professor GL Peiris (GLP) making a comically self-righteous and tragically outrageous statement that former Central Bank Governor, Arjuna Mahendran, should not be allowed to attend any official state delegations, official meetings and take part in any official discussions. “Otherwise people get the notion that he is not guilty and that is why he is still engaged in State decision-making.”

I was one of the many who welcomed GL’s entry into politics in Sri Lanka- many decades back. Here, I thought, is a highly educated man-a Rhodes Scholar and a former Professor of Law in our Universities. I think it was Chandrika (CBK) who had invited him and, despite my reservations about CBK as an amoral non-doer, I had cast aside that reservation for a moment. My predictions went wrong before long. GLP evinced repeated signs of being a failure as a Minister of government and he didn’t impress at all. Did he jump on board with Ranil Wickremesinghe’s short-lived government? Ranil has been a early detector of people’s abilities and so he had little patience with GLP. The Professor left the Ranil -fold before long. He joined the UPFA government of Mahinda Rajapaksa and was party to the most corrupt, oppressive and abusive regime that my country ever had. I do not know about the times of our Kings. GL was first Minister of Foreign Affairs and later Minister of Export Development & Trade under that totalitarian system of misrule. Can he count any one bit of significant policy outcome for which he could claim authorship under that regime?

This absence of any policy outcomes was common among almost all Ministers in the Rajapaksa Regime. For policy formulation became the territory of the siblings in an operation that was unashamedly a family affair. Bandula Gunawardane was no good in education, for instance. Johnny was useless in Trade & Cooperatives except to feather his nest. So with the rest of the incompetent bunch. Ministers were left to do their own personal harvesting and be prepared with their hands to vote for family proposals. And so we have patriot Wimal Weerawansa now languishing in jail-under arrest.

To do justice, GLP did not resort to looting. He lives a bit in the corner of my softness because of that. GLP is a man with his own means and accreditation. My worry of late, however, is not about GLP’s incompetence but of his passion to back the High King at all unconscionable cost. In the process, GLP has almost unconsciously been dragged into the lying breed of pollies that my country now boasts of. Our brand of tea has been surpassed in the international consciousness! The old cliche says, “if one lies with the dogs, one awakes with ticks.” GLP is getting ticks all over-it seems!

I have deliberately employed the adjectives “self -righteous,’ and ‘outrageous,’ at the opening paragraph. In addressing the Press (reported in the Daily Mirror above) GLP talks with an unreal sense of self-righteousness in attacking Arjuna Mahendran and the general charge of public corruption. Was GLP sleeping like Rip Van Winkle during the ten year period of the government of which he had been Minister? Suddenly waken up to ‘see’ corruption in our Central Bank? An example from the CB of his time were the Greek Bonds where our country lost millions. The CB then conducted business with Arjuna’s son-in-law’s very same Perpetual Treasuries. Bonds were, then, given on private placements where chosen cronies got the deals. GLP had been silent at this fraudulent practice of fattening cronies. Furthermore, Perpetual Treasuries had at that time unloaded bonds on the ETF. The next of a legion of deals was the infamous hedging exercise where we lost billions. GLP had been silent then because he was asleep.

It is “outrageous,” I say, because GLP, who is an acknowledged pundit in the law has declared Arjun as someone “guilty” of a criminal act of fraud. He must not be allowed,GLP asserts, to take part in state discussions even though Arjuna would have the expertise to contribute. Doesn’t GLP not know that a person can be declared “guilty” of criminal conduct only after pursuance of a judicial enquiry? Such an enquiry can only be done by a court of law or by an agency that has the status of such a court. The procedure that will be followed by such a body is a judicial one. COPE isn’t such a body; it is a group of politicians. Besides, the reigning UNP had the decency to let COPE be chaired by the Opposition JVPer, Handunneththi. GLP’s government had its own party man, DEW, in the chair. Even under DEW, 32 COPE reports that were adverse to government had been ignored by MR. In what planet was GLP at that time?

Besides, the Finance Ministry flatly denies Arjuna’s inclusion in the Ministry in any capacity. It also denies Arjuna’s inclusion in the PM’s delegation to Davos, as suggested by GLP. Isn’t it clear the Professor is attempting to mislead his audience into believing what cannot with any validity be believed? GLP knows he is lying when he ignores the truth, when he selects his focus of attention and when he has the intent to mislead his audience.

        I have said this many times before; I support Ranil to the hilt, not because of party politics but I think he is the only man we got at this point in time. Us, Sri Lankan beggars, can’t be choosers; there’s no other choice.

        But he is an incompetent bumbling bungling imbecile.

        He may be a modern man but he has no clue about using modern tools! Just visit any web-entity run by Mahinda Rajapakse’s lot (especially during his reign) and the UNP web-site or any run by Ranil’s lot. Ranil is in western attire trying to project “modern visuals” but internally unbeknownst to he himself, still carries a turn of the twentieth century landed-gentry lazy leisurely feudal mindset.

        Just look at the debacle he got into with that “tyre-factory” thing with Rajapakse’s Dubai Marriot guy. Now, this is the Prime Minister of SL we are talking of!

        The craziest thing is, the Rajapakse murderers/thugs/swindlers/rogues have made Ranil and his mob more unpopular for not prosecuting them! It’s hard to even believe if one is not living through it. This is a plot that Orwell would be envious of.

        Even the most uneducated low-lifers in the Rajapakse camp talk with better articulation than Ranil because they have thought-through what they are going to say in public. Ranil always goes Ahhhhh mid-sentence because he has not thought through what he is going to say – which is indicative of what he is going to do as well – so he says something and Ahhhh buys him time to connect it to what should be said next. A man who has sat down and thought-through what he is going to do – for the country/projects – would have a clear picture in his head and has no trouble articulating it.

        In comparison to what went on in the Central Bank with talented swindler Cabral during Rajapakses’ reign, Mahendran’s transgressions are choir-boyish.

        Ranil should employ someone like Karl Rowe to give talking-points about Rajapakse’s misrule and corruption every morning to his MPs to hammer home to keep it fresh in the public consciousness. There is no need to manufacture lies – a la Rowe and Weeraeansa et al – as there is enough truth out there to be used. If not absolute scum of the earth Rajapakse crooks will win this propaganda battle. Ranil can’t take a lazy leisurely attitude towards this. Even if he doesn’t care if he wins or lose, he owes it to the nation and its people to win this propaganda battle.

        It’s about time Ranil put together an ultra-professional “modern-savvy” team and turn things around. His courtier of pre-historic continuously failed/failing Royal-clan just wouldn’t do. It’s now or never.

        If Rajapakses come back to power Ranil will go back to his coffee-drinking with Mahinda but what is the plight of the country/citizens?

        Having said all that SL is a million times better now than when it was under the Rajapakses.

        One can only forget the past at his own peril.

      If Arjuna Mahndran – with allegations are not allowed to take part in any meetings, why former PREsident even was permitted to represent srilanka in China, Japan, Korea and other countries. His brothers Gota, Basil and his sons have alway been alleged to have mastered high profile money grabs. The evidences of the deposits have been been now revealed from National Dubai Banks – are all allowed to run their duties as usual…. not cornering them just because of the allegatons.
      if So called men with allegations to be away from active roles, srilankens have to import politicians and professionals to work for the country. Is not it not the saddest reality ?

        Rajapakshes are alleged to have grabed billions of Dollars.

        Current men have been alleged with few billions in Srilanken currency.

        Both are frauds, but those who have made money grabs should not have the right to criticise the others.

    The question that most people ask today is: why is the court case on CB is delayed? who is behind that delay? Everybody except the UNP says Arjun Mahendran and Arjun A. along with PM Ranil W are ‘suspects’in this case. According to the Parliamentary debate yesterday this is the biggest theft not only in CB history but in SL as well. I agree.
    But you happily say “we have patriot Wimal Weerawansa now languishing in jail-under arrest.” In the same token, he is not ‘guilty’ yet but he is ‘languishing in jail…”
    If justice is fair to all, don’t you think the above ‘suspects’ should also be ‘languishing in jail…just like Wimal W”? I’m just curious like everyone else since I follow your articles and others on SL politics!

      Be calm time will tell. Wimal is not languishing in jail, he is in remand only now. He should have been in jail many moons before. Be patient.

      This I endorse.
      He could give a life to a number of doctoral students, had he been in academia. I really dont know why the kind of scholars with Oxford achievements ended up that way. Simply waste of his knowledge.
      Now for the last few years, what had he been doing ? None of lanken professors entered to politics have done well sofar.
      It is unlike the case in Europe. May be know-all natures cant guide anyone in politics. Even more difficult in southasian politics where all abusive and devious agendas are the top of their agendas. Today, I am so fed up – not knowing who to trust in lanken politics. Also may be said is easier than being out of lanken politics, but it seems even tiny changes to the prevailiing systems is a hard job.
      In Europe, they have amedements to the prevailing constitutions, within shorter period of time. But lankens sometimes spend 24 months to get ameded any tiny thing. So how can a country move forward ?

      People of the GLP nature, coudl have done lot more, had he remained in an University -but just offering his know-how as a consultant. Full time work as a politician -GLP has done a greater mistake. Dont think he will ever forgive himself at the end of his life.

      I’d say entering politics was not wrong, but the somersaults he did once in were the problem. On the two occasions I met him in Bridgetown — late 80’s and mid 90’s, he did appear sincere about finding a constitutional framework in which Tamils would feel they were Sri Lankan too (also briefly mentioned here: http://groundviews.org/2012/12/30/encounters-with-upper-echelons/ )
      Subsequently he simply got house-trained.

    There have been many talks. But nothing happened. This is our good money people are stealing and yet they are at very high positions. Have they taken us for a ride since we are powerless and helpless.

    During his 14 months as the CB governor, Mr. A/Mahendran was outside the country for 140 days; most of the time on private visits but paid by Central Bank.
    Abusing CB’s resources is not part of the CB scandal but another one which need to be investigated separately.
    Mr. Jayasinghe! If Wimal W. is “languishing in jail” even before he was proved ‘guilty’ for alleged abuse of state resources, what do you think of Mr. Mahendran’s expenses that run into millions of rupees (mostly hard-earned foreign exchange by poor women laboring in the Mid-East)? Anti-corruption Front has written to the President that “the Central Bank had to pay for his 28 foreign trips (within 14 months!), the maintenance of two residences (his family lives in Singapore), and extravagant expenses during foreign travel, bending its regulations on funds for such expenses.”
    People know that President Sirisena is very ‘slow’ on all matters that affect his buddies negatively; some compare his ‘outburst’ to a beggar’s fart that creates ‘shock waves’ around him but does nothing more than bringing criticisms to himself. He has already dragged the CB issue far too long! If he continues to do so, he will also be ‘guilty’ of abusing his Executive powers which is suicidal for him and his fraction of the SLFP. (People remember how he dissolved Parliament on the day when the previous COPE was to table the CB Bond scandal in 2015)!
    My question is that none of these people (including the writer of this article) are concerned about the public purse! Why are they not ashamed of spending poor tax payer’s money which they know they have to pay back somehow some day! Don’t they feel sick about what they are doing?

    The cases of Wimal Weerawanse is different from that of the Bond issue suspects. Wimal’s case is being heard right now and he is not really in jail. He is under arrest. Bond case has not yet been brought before court for the judge to make any order

He thinks he has a position of power because he writes the articles which are published under the MR name. A lot of bullshit and dementia is embedded in these articles which no one wastes their time reading due its lack of substance and lies, lies and lies. This recycled pollie has no place to go and his one hope like the other narcissistic doctor of nothing DJ is that by MR coming back to power they will be able to earn a crooked living feeding off the poor people in the country.     When Sarath.N.Silva was AG.in 1996 when you had met him he was in the midst of a
    scandal,which was exposed by Lokku Athula-Victor Ivan of 1971 JVP fame.One could argue it was personal,but he went on to become CJ with a scandalous record.
    In the old days men who felt that it was not proper to adorn such high office,with a personal stigma never did so; Well,those were the values then and values now.
    If I remember right Sarath.N.Silva declared at one time that section 29 of the Soulbury Constitution will suffice to address the National Question!

    Mr. Jayasinghe,an excellent nut shell analysis of the character and performance of one of the most supine politicians of our times.In fact your headline sums it all !!

    Here is a Professor of the law and a Rhodes scholar to boot finding Mahendran guilty before the due process of the law had been completed ! May be he had learnt another aspect of the law -obviously not taught at Oxford – from the de facto Foreign Minister during his time, the high school drop out, Balapitiya thug, and swindler , Sajin de Vass Gonaa Wardena.

    The problem with GL is that he ,in a psychological sense, never left the lecture room.It was always a case of monologue rather than dialogue. He is utterly incapable of conceptualising and then following an idea into fruition,And then ,he had this mental dilliusion of feeling superior to his nemesis and fellow Oxonian the legendary Lakshman Kadirgamar.In reality poor GL was a no match for the visionary,extremely intelligent, practical Kadirgamar besides being no match personality wise too.On the latter short coming of course poor GLP cannot be blamed for nature seems to have conspired against him !!

    GL.had a problem.In fact,he was not on talking terms with Kadirgamer.Perhaps,he would have thought he was a scholar,having won all the prizes etc,and came from from a wealthy set-up from Panadura[Salgado family] and that his father Dr.GS Peiris was a member of that elitist tribe of foreign service types.
    So,in short he had a chip on his shoulder!
    The present day Karawes,Durawes,Salagamas all came from South India during the 13th to the 17th century and assimilated with the Sinhalese.Is this his problem?
    The Kadirgamers were there in the country long before that!
    Anyway,I will not say any thing more.What the bloody hell happened to GL?

      I think this is very racial bound thoughts.
      In an eara where almost everything is being risked marching in the line of reconciliation to be the only way- to add the kind of caste differences between high casts and lower casts such as Karawes,Durawes,Salagamas all are beyond all ethics and morals.
      I think GLP s should not have been appointed as lanken FM – he had other qualities if they leaders wanted to make use of them in the line of bringing sustainable solutions to the long standing ethnic issue of the nation.
      Not GLP but Meeharaka Rajapakshe -the pilot of the plane to be blamed. GLP was made to protect Rajapakshe idiotic politics than anything else; EVEN today, GLP even if he is a recognized scholar but he is no suitable to do vicious politics being played by Rajapakshes unethical uncultured Beliatha rascals.

        It may seem that Plato’s words “are beyond all ethics and morals,” but I must acknowledge that having had enormous admiration for Prof. G.L. Peiris I, too, am at a loss to explain what’s happened to him. The only explanation I could ever hit upon was on these lines. I hardly know G.L., having got to the School-by-the-sea for my brief two years there only after G.L had left.

        On the other hand, Plato has known him for sixty years, and it is true that there was still talk in my time about how G.L. used to win every prize that was on offer. Also, although less than three years senior to Ranil Wickremasinghe, I believe that he would have taught the latter in the Law Faculty.

        When G.L. joined Chandrika in 1994, I was delighted. The euphoria has long evaporated, but I still think that Chandrika’s heart was always in the right place. Even at that time, I felt that G.L. was a head and shoulders above all others in Parliament (he came through the National List, of course), and that it was caste that denied him the very top spot. By that I mean he could have aspired to being the Executive President, or whatever the highest leader may be called.

        We have so much to say about the caste system among the Tamils. I think that we have to be honest enough to admit that the Sinhalese, too, have problems on the same lines.

        The fall and fall of G.L.P. is indeed sad, and we have to face up to the fact that not all is well even within the Sinhalese community.

    Peiris was no mountain stream but was muddy at the source, being a well known academic plagiarist. This was hushed up. Ranil was around his time and must have known of it. It is the sign of times that it is not only the political scene that is corrupt. The academic scene too is with plagiarists rising to the top.

    Gamini is absolutely right Mahinda Rajapakse re-appointed PB Jayasundera Secretary Finance in spite of the fact that the Supreme Court had passed a serious stricture against him over the hedging deal that cost the country billions. Supreme Court stated that PB should never get back to the Public Service. What was GL Peiris doing then?

    Really Mr. Jayasinghe. Assume you do not understand
    Bond value, and Bond Interest payments.

    A basic primer.
    a) Buy a bond in the open market.
    Price of bond will be less or more than
    face value (100) depending on credit rating
    of country or company and current interest rates.

    b) Interest payments made on stated time periods.
    Can be Fixed (or Floating) against face value.
    Effective Interest rate will be based on
    Face value Interest/Price Paid.

    c) Value/Price of bond can/will change daily
    due to changes in credit rating and current interest rates.

    Back to the Greek bonds.

    The value/price of the Greek bonds had gone down because
    of possibility of default (loss of credit rating).

    If the SL govt decided to sell the Greek bonds they
    would have lost millions.

    They did not, and continued to receive Interest payments.

    The Greek bond value has recovered because of Eu bailouts.

    So the SL never lost any money on Greek Bonds.

    Aside:
    If valuations were effectively kept at current value/price
    Goldman Sachs and JP Morgan would be bankrupt.
    For those who know valuation of Tier 3 Capital (ABS/MBS etc).

    Fonseka you know that MR was clever to use GL overseas for two reasons. One is that because of his paper academic qualifications he lends status to MR’s foolish and immoral government. Second is that GL is a good speaker-but that is all he can do: SPEAK fluently in both Sinhala and English. No action. As Kshenuka says GL could not go beyond concept to implementation. Even Dilan Perera was better

    As suggested GL would have been sleeping when CTB busses were used for electioneering,public funds used to build monuments for departed relatives, misuse of government Helicopters , killing assaulting and threatening journalists, Greek bond purchase, white vanning, killing of suspects in custody , helping Habantota and many more atrocities committed during the 10 years. GL has devalued the prefix ‘professor’ to the extent to make other professors think twice before using the prefix.

      He does not use the title. The title can only be used when serving the university as professor. It can continue to be used if the university makes him an emeritus professor, which it has not done. It is your fault and the fault of others that he continues to be called professor.

    GLP is a third grade professor who likes to enjoy ministerial comforts. If MS offers him a Minister post today, then and there GLP will go against MR group. He is like that.
    This man has a very big demand from the Puppet (Rookada) companies in Ambalangoda. If he goes to Ambalangoda, they will hijack him and use him for one of the exiting characters.

    GLP has collected fly smile points as the then Foreign Minister which will be sufficient for him to travel world wide in his next birth too. definitely this greedy man will go to hell and I am not sure whether the people who go to the hell will be allowed to travel freely!

    I thought,I should not say anything more about GLP,but my thoughts raced back to the days when he was the talking point at school[Even when he was 10 he used to come to college in a chauffeur driven limousine] when he walked away with every conceivable prize on offer.At the Law faculty he tops and gets a first class!
    Upon return from Oxford,after a very short spell he takes over as Prof:when Prof:T.Nadarajah[son-in-law of Sir:Arunachalam] retired.

    With all this,my lament is why should GL end up like this? I HAVE NO ANIMOSITY WHATSOEVER towards GL,but only grief that he joined bad[a terrible understatement!] company.He has accidently walked into a Jurassic Park!

      But Plato, unlike the Tamil kids forced into joining the various rebel groups and the Sinhala youth who were driven into the armed forces out of poverty, GLP joined bad company on his own free will. He held responsible positions from which he achieved nothing. He had every opportunity to walk away from that bad company. Not doing so makes him complicit in all the evils our people were put through.

    DA Rajapakse was MR’s father. Even to fix a monument for this father of his MR robbed government money. Why did he and his notorious family not erect the monument after DA’s death and without waiting this long?

      What do we know about him ? Mahinda Rajapakshe grew up with complexes.

      All in all, I think ENTIRE Rajakashe blood has lot to do with violence than other way around – this is unique to them perhaps except that former Policeman/turned politician, Chamal Rajaakshe.     GL Peiris = A man without character, guts and backbone. He proved it over and over again, bringing his alma mater, his university, the Rhodes Scholarship and every bit of his knowledge gathered in a lifetime into disrepute. A more disgusting specimen who bent three-fold in front of the worst dictator we have ever seen would be hard to find. He simply cannot afford to point fingers at anyone, because he was a part of a cabinet which had several ministers who were citizens of other countries at the time.

    THis man clearly has gone to seed. He should stop talking through his posterior and retire. It is tiring even to look at him.
