Sri Lanka More Corrupt Under Yahapālanaya Than Under Rajapaksa Regime

Sri Lanka has become more corrupt under Yahapalanaya than it was under the Rajapaksa regime according to this years’ Corruption Perceptions Index.

Maithri Mahinda August 2, 2015According to the 2016 annual Transparency International Corruption Perceptions Index (CPI), which ranks countries according to the perceived level of public sector corruption, Sri Lanka has ranked 95th among 176 countries, dropping down the rank by 10 slots when compared to 2014.

According to the 2015 annual CPI, Sri Lanka has ranked 83rd among 168 countries. This is a marginal improvement on its 85th placed ranking in 2014.

There was a gradual deterioration of the country’s position of corruption perception from 2005 in which year it had been ranked at 78 out of 159 countries. Out of 177 countries that have been surveyed, Sri Lanka is ranked at 91 in 2013, a slippage from 79 out of 176 countries in 2012.

“Globally, the data reveals that a staggering 69% of the 176 countries scored below 50 in the 2016 CPI indicating the high levels of perceived public sector corruption prevalent throughout the world. 2016 also marks an alarming trend where more countries declined rather than improved in the overall index.” the Transparency International Sri Lanka said today.

Denmark and New Zealand are jointly ranked 1st in the 2016 CPI with a score of 90 followed by Finland, Sweden and Switzerland ranked 3rd, 4th and 5th respectively. India has scored highest in the South Asian region with a score of 40 and ranked 79th overall. India is followed by Sri Lanka and the Maldives which are jointly ranked 95th.

The Corruption Perceptions Index aggregates data from a number of different sources that provide perceptions of business people and country experts of the level of corruption in the public sector. The CPI 2016 is calculated using 13 different data sources from 12 different institutions that capture perceptions of corruption within the past two years.

        Jarapalanaya is the name of Ranil-Sira’s stinking game!

        The clown WIjedasa Jarapassa must be removed from the Ministry of Justice so that past and present corruption cases that he is blocking can proceeed.

        The international community and Colombo NGOs on the peace and reconciliation band wagon have turned a blind eye to Corruption even though attacks on minorities are routinely organized by corrupt politicians to distract people from their corruption.

        Once the corrupt who are also MOST RACIST are put behind bars reconciliation and peace will be easier in Sri Lanka.

              lanken politics is no means easy. If you have good ideas, you cant have funds. There are much poor countries in the world when they are about to distribute the funds.
              I am also in the view – police deserves to get their salary hikes upto the double of what they are entitled to date- that can clean the moral of them and rely on them too.
              We the commentators canjust add our thoughts this way easily, but when going to do any tiny changes, the lags you face is unbelievable but true. Last week I thought of asking some of my friends to do som projects in the line of lanken hosptals. Weve got interested parties to do the job, but buereacratic steps are beyond achieving. My parties in Europe are questioning me today. That is the simple nature of them prior to 8th Jan 2015 and also today too.

      It is not clearly understood the process followed in collecting data and preparing this report. The data collected, most of it for 2016 report was for the period prior to 2015. Once they collect the data it takes time for them to tabulate and prepare the report. Although the report is titled 2016, the data is pre 2015 – Mahinda Rajapakse era.

      The fact is nothing changed in the institutions and power structure before 2015 and after 2015. Yes the head of corruption Mahinda is out but the people who brought by him still in power though Ranil replaced Mahinda. What is changed now is a sort of distribution of corruption. During Mahinda period the money went into the hands of Mahinda family (90% of the share) but now 90% goes to almost all ministers and officials.

        Srilanken problems are like metastasized cancer state. Meaning as nothing can help all the institutions including that GMO is highly corrupted and the govt cant exercise any pressures on them, since most abusive Rajapakshe led group have been waiting to turn it even worst.

        Today I heard Lanken medical professionals have made announcements that they have been unahppy the way they have been treated.
        These men have become medical doctors by using the tax payers funds… it was the most expensive course that a state finances.
        I think from now on, at least for 10 years – all the university graduates being produced by local universities should be subjected to bond signing.

        Speically, the medical degrees are very expensive in Europe. If MEDical GRADUATes become arrogant – swollen as GMO themselves paint the picture to the world, they should pay those funds back to the state. In Germany there are systems how the state can get the funds back from the graduates after they become professionals. All other countries that offer free edcuation do the same, since none can affort to offer free education the way srilanken university even today do:

        Our people are no grateful. THat is the culture in the country.

      Now the bugger et al. will make every effort to interpret it in terms of their favour. That has always been the case inthis country today.
      There is no unity at all – even if we fought a war for the last 30 long years.

      Today the defeated politcians make every effort to sabotage current on going politics. All these should be made clear to the people. If people are fed with all the info only, current rulers can achieve the the set goals. Else, they would have been misled by so called thieves calling themselves as joint opposition.
      If any kind of frauds have been made, they should all be investigated and punished them accordingly. That can leave a space for a better future in this country.

      @ Words – No “excuses” or “hate rhetoric” will cleanse the truth of corruption that prevails now, as well as during the past regime’s reign.

      What is unfortunate is that you never criticized the corruption and other nefarious activities of the former rulers, which confirms you as a hypocrite with your own agenda.

      Let’s try to be objective in our views of ‘governance’ shall we? Or is this too much to ask from one of MR’s chief apologists?

      In the meantime let’s hope that the criminals on both sides are charged and incarcerated if found guilty.

    The heading is misleading, is it the journalistic eye catching technique or intended to under play the misdemeanours of Rajapakse government?

    Careful reading will conclude there is not much difference in the rank of corruption index under both governments. Another observation is that the ‘worse’ index in 2016 (only 2 years) under this government is compared with the relative ‘best’ index under MR era.

    However, the government must be vigilant because most of the government employees were recruited before this government took office. The incurable cancer of corruption will be hard if not impossible to eradicate.

    We have two sets of people giverning the country each trying to be more corrupt than the other. CB bond issue is a classic example of this hypocracy.

    The previous lot state that the present lot are corrupt and to investigate. The present lot state that this practice happened from MR’s time onwards and to investigate them first (and implicitly justifying such action). One Minister implied that merely because World Bank cannot calculate the loss, there had been no loss to the Country.

    The silent reality is that the tax payer’s money is stolen by both parties and each other is trying to justify their actions by blaming the other. The amounts mentioned are massive and could have been used to develop very large projects such as infrastructure education etc in a cash strapped country.

    It is high time that people begin to understand this reality and teach a good lesson to all such corrupt politicians at the next election IRRESPECTIVE OF PARTY AFFILIATIONS.

    If not this will continue for ever.

    Corruption is at the highest peak amongst Govt. Officials. I will deal with one
    Dept. -Immigration & Emigration. I have evidence of Overseas residents paying as much as One lakh Ruppes to have their Passport released by this Dept. The modus-operandi is to retain a couple of Applications at random. The Overseas Consulate
    cannot do anythng other than give the Reference No. and contact Telephone. When
    a local relative approaches the Dept. it says various shortcomings – which are NOT
    true (A permanent resident holds an Indentity Card, however the Dept. says the
    NIC is missing or false – which the Consular Office has already vetted)

    The Officials in this Dept. have jumped the 4 year limit and do not move out on
    transfer due to the income they get from Bribes. They have cut out telephone
    contacts as far as possible to force clients to visit them personally – when
    talk/hints are made of a “tip”. To test, please telephone this No. and I bet
    you will not get connected – sometime for days. 0115329230.

    Will you believe it that only Sri Lanka calls back their Citizens to Colomnbo
    to obtain their passports personally, should they be born to SL parents overseas
    and had not obtained a passport before their 18th year of age! They are given an
    Emergency one-way Travel Document. This is since GG began, and even after Hon-
    Mangala declaring that all restrictions on diaspora are removed for issue of Passports in his June 2016 Circular. This mode has not been even mentioned in the I/E website as it is a hidden agenda to obtain bribes from foreign residents with ease! One recalls that Gota wanted to interview persons before issue of Citizenship! GG Officials at IE took the cue without even Hon.Navins knowledge?

    When a war criminal, who campaigned in election that 8 times LTTE attempted him, but never Old King (thus expected Sinhala mass to respect him 8 times more patriotic) and promised not to investigate “Any leader, any commander or any soldier”, wins election, what somebody supposed to expect?

    It is true that bribery and corruption prevail in most Government Departments today. Without going behind someone working there and palming their hands, you can’t get things done.
    As an example, in the Pensions Department, though more than 20 months had passed, since the issue of Public Administration Circular 16/2015 for rectification of pension anomaly of Pensioners, who retired from service before 2006, thousands of Pensioners are yet to be paid their enhanced pensions. But, it is said that if they visit the Department personally and get hold of somebody working there, even a minor employee, papers move and you are paid your dues.
    Letters written to the Director General of Pensions, are not acknowledged or action taken. Reminders, even by registered post are ignored. This is the scene in most Government Departments.

      I agree that this is the case, specially where Tamil retired Officers are concerned.
      I am aware of a retired medical officer, who was asked to give a post-dated cheque
      for Rs.40,000/-to have his file moved, by a “broker” who works for the Pension Dept.
      (Bribery Div.!!) The CIABOC in its website proclaims the many arrests they have
      made and Court cases concluded after 4 to 10 yrs! It is sensible for them to
      plan around these known Depts. specially the Immigration and Pension Dept. which
      are dens of thieves. The Transfers in these Dept. are not strictly followed. The
      PSC has to look into the workings here.

The Prime Minister Ranil is implicated in the biggest fraud of the century and also the blatant effort to subvert justice by confusing and obstructing the investigation in to it. The way he appointed 3 UNP members to investigate the fraud should show what a low caliber man Ranil is.

    The way ranil took Arjun Mahendran to Darvos shows why he continues to be the leader of the UNP. No one else in the UNP( they being normal human beings)can match Ranil for single minded crookedness and crassness.

      Ranil came preplanned to rob the central bank. during the early days of the 100 day govt he finished ine theft. Then he did another hugh one in the middle of the turmoil of the first one. His three UNP lawyers were reasonable than Ranil himself.

      Yahapalanaya SLFP faction is also like that. One guy is not heard very much because Maithripala wants to protect SLFP froma bad name.

    Let us not fool ourselves. Sri Lankans, by nature, are rogues – with rare
    exceptions. Let us admit it. The political system has made this worse – notably since the late 1950s. Imagine, even Buddhist priests are on the take. The arrival of drugs/kudu has complicated matters. Because of the Kudu culture, in addition to corruption, there is also kidnapping, murder, extortion and the rot. The only exception are, perhaps and arguably, the Tamils. That is because they never had political power – except for the Indian Tamils in the Plantation areas. See what they are now up to. Of course, the Tamils in the Customs and some other State institutions were into bribery as well – but they were small in number and therefore their indiscretion was few and far in between.

    Is this a regional problem? India, Pakistan and Bangladesh are very bad too.

      There is a lot of truth to what you say: I consider myself a Sri Lankan and the govt there considers me an ex-Sri Lanka but it still hurts to accept the crap in my country of birth although personally it is less damaging to me than those that have to live there.

    I don’t think “Yahapalanaya” is worse off than “Rajapakastan”. The issue is that now corruption is more visible and people are allowed to speak-up without fear of getting a “WHITE VAN” ride. This in no way means that “Yahapalana” govt has lived up to the standard expected. There is still a lot of corruption and politicians are still controlling the Judiciary and Police so people are not seeing justice.

    What we are seeing is almost what we see in employment stats. When the economy is really bad and people lose hope the unemployment stats are better than when the economy is turning around because more people are looking because the hope the economy has generated.

    SL more corrupt…! What happened?
    Mahind Rajapaksa (MR) was doing a good job; he combined a ‘conventional method’ with a ‘modern method’ to defeat LTTE terrorism. He was using the same to develop the country as well. It did work but the conventional method was infested with nepotism, corruption, favoritism, misuse of state assets and funds, and several other ‘conventional/traditional’ problems inherited from the past. He could not ignore the benefits of this method which helped him protect his parliamentary majority. The modern method brought in a clean Colombo, highways, new ways, bridges, skyscrapers, brand new airport (which is now busy due to closure of BIA), brand new port, electricity to rural areas, irrigation and water supply schemes, language labs to schools, tourism instead of terrorism etc.
    At the last election people had a choice between Mahinda Rajapaksa and Ranil Wickremasinghe (RW). It seemed MR would be the winner, because people did not trust RW at all. The interesting part of this story is that Ranil and his Western friends knew about it very well. The LTTE friendly politicians in the West, who asked for unnecessary demands during the ‘war’ but got nothing from MR were compelled to do something. They swung into action and fielded Maithreepala Sirisena (MS), a quiet man who speaks only Sinhalese and wears the national dress. They had tried it with another best choice (General Fonseka) in 2010 but did not work. They studied why MR succeeded instead, and found the answer: MR’s ‘combined method’. They decided to attack the ‘combined method’; they strategically re-invented and separated it just like MR had done for the war on terrorism and then for the development of the country.
    They created a beautiful slogan but it was in English: Good Governance! There was no Sinhala equivalence for these two foreign words and they concocted a beautiful expression hitherto unheard in Sinhala: Yahapalanaya.
    Yahapalanaya does not exist anywhere in the world; that’s why CPI doesn’t give 100% to any country. When MR’s conventional method was targeted his modern method too suffered; and when his modern method was targeted his conventional method got a direct hit. That’s how his popular perception collapsed at the voting booth!
    Today, people know that it was a clear conspiracy, and they were taken for a ride. They are mad and waiting to take revenge! According to many of them, MR was doing his best to bring the country to a certain level amidst a lot of difficulties and there was no other way to do it with a nation infested with cancer-type issues but holds high ambitions without a proper plan to achieve anything. MR’s combined method had been working well and economic development indicators between 2010-2014 cannot be denied.
    RW and MS thought that governing a country should be a piece of cake! Their idea was if MR can do it with so much ‘irregularities’ why both of them can’t do it.
    Now many people whom I spoke to say Sri Lankans made a big mistake and they have to live with its consequences until the next chance arrives!

    Also a stronger sense of Anti muslim everywhere ,more than Mahinde’s period ,could be a way to squeeze the community to subject them to vote the JO.

    SLT and many other service providers doe’s not provide English service ,including application s in English. The standard of the Slt English vspeaking customer service has suddenly dropped to almost zero standard. And unwilling to help and extremely rude. Only BOC ,still maintains age old minority friendly services ,very friendly, very compassionate ,warm and very dignified and almost all staff speak Quiet well in English too. ( some think ,it could be a political harrasement planned by Jo supporters to force votes out of Yahapalana . but Sinhala only sentiment seems very high. Even am ng private service providers and also a strong anti English ouand Sinhala only boards and another forms openly being displayed even in private outlets.

      There are good honest politicians are there but most of them are minorities that’s the sad part of it.
