Gota’s Political Exclusion & Economic Inclusion

President Gotabaya Rajapaksa (PGR) appears to have found a magic solution to the national question of ethnic division and religious turbulence in Sri Lanka, a solution that somehow seems to have escaped the minds of previous political leaders and social scientists. He consistently maintained that the majority is against devolution of power to North and East. On that basis, he has put forward a solution to the national question that has two parts: political exclusion and economic inclusion. The underlying assumption of this solution seems to be that, as the Tamil and Muslim minorities enjoy full employment and higher standard of living, they, and especially the Tamils, would be prepared to stop agitating for power sharing with the majority. The power to rule this country, according to the President, is the exclusive domain of this majority, which is also claiming ownership of Sri Lanka. How can the owners therefore, logically share that ownership with minorities, who, according to owners, are mere tenants? 

The president, having been voted into office by Buddhist supremacists, is not in a position or does not want to free himself from their grips and look at the historic contribution pluralism has made to the development of this country over centuries, the democratic structure that has been built since independence to preserve that pluralism, the inner contradiction in his magical solution, and above all the possible reaction from the world at large.           

The first issue is to unpack the bundle called majority. This is not the impermanent political majority, which may change after every democratic election, but the permanent Sinhalese ethnic majority, and within that, the Sinhalese Buddhist majority. Even then, it does not include the entire community of Sinhalese Buddhists, but only those who went behind the supremacists led by sections of the Sangha, and voted for PGR at the last election. Within that 52 per cent of votes he received, were tens of thousands of Sinhalese Christians against whom Buddhist supremacists have a long history of intolerance and animosity. (That may erupt again once the supremacists finish with the Tamils and Muslims). There was also a small contingent of voters from the minority communities who voted for PGR. Similarly, within the losing 48 per cent were tens of thousands of Sinhalese Buddhists who did not want to go along with the supremacists.  In actual fact therefore, the supremacists are a minority in the total vote bank. To this minority, democracy and pluralism are anathema. They simply want a government by the Buddhists, for the Buddhists and of the Buddhists. The first half of the Presidential solution is therefore meant to satisfy the wishes of this minority.  

To enforce his political exclusion, strengthening domestic security becomes a primary necessity. He also wants a government with a two-third majority in parliament to change the constitution in such a manner to reflect “citizens’ wishes”. Who are these citizens? Obviously, that minority, which claims to be the majority.  

Regarding security, the April Easter infamy, about which a full and independent inquiry is yet to take place, has licensed the president to take any step necessary, including re-militarization of the country if the situation warranted. Sixty-three promotions in the army – one of the largest in recent times, the appointment of military personnel to civilian positions, and transfers and demotions of the unreliable, are obviously measures to keep the armed forces happy and on the side of the president. The media has already been warned not to spread “lies”, which in other words means not to contradict what the regime says and not to criticise what it does. Exclusionary politics requires all this as precautionary measures to keep opposition in check, and that exclusion can effectively be extended to any group or party that dares to challenge the regime. Sri Lanka’s democracy is clearly under stress.

Economic inclusion, the other half of the magic formula is a conciliatory gesture to grumbling minorities and to tell them that the so called majority would not object to allow Tamils and Muslims become partners in and beneficiaries of state sponsored programs of economic development. It is particularly addressed to the Tamil community.  Even so, given the recent experience of adverse reaction by the supremacists towards the economic achievements of minorities, it is doubtful whether they would endorse a policy of unrestricted inclusion. One of the reasons for BBS inspired violence against Muslims in recent years was commercial envy. The supremacists could not tolerate a few retail Muslim establishments doing extremely well. They also did not want to see Muslim petty traders retailing their goods in Sinhalese areas. A number of Muslim commercial establishments were attacked, looted and burnt, and some bhikkus joined BBS members to lead a campaign urging Sinhalese customers to boycott Muslim businesses. Given this sad experience one is not sure whether the so called majority would welcome the president’s strategy of economic inclusiveness without setting limitations. 

Thus, while the first half of the solution will not be acceptable to the minorities, and particularly to the Tamil community, the second half will earn the wrath of supremacists. If the president wants to go ahead with his program come what may, he may have to rely heavily on his security department. The country may turn into a police state. That may have international repercussions. When that happens, the PGR would not be able to defend his strategy with the sovereignty argument. The concept of sovereignty is not absolute in modern times.

Even if economic inclusion allows minorities to prosper, it does not mean that minorities, and especially the Tamil minority, would like to remain politically excluded. It is economic prosperity that enables people everywhere to rise up and demand participation in governance. Iranians under the Shah, Iraqis under Saddam, Libyans under Ghaddafi and today’ citizens of Hong Kong are examples to prove this point. 

It is therefore better for the long term stability and prosperity of this nation if PGR revises his discriminatory political strategy and makes it inclusive. Democracy may have its defects but is there a better model than that?

    MR. Ali, just take a look at our neighbor and the happenings right now. Government can offer material, money, quotas , promises ,positions,political favors and even limited powers, which are not enough to buy the self respect of any community. Right now in India people regardless of religion,race and their political beliefs , have taken up the struggle against what they perceive as discriminatory measures.(citizenship bills ) .Also why would anyone want to contribute when you are considered an outsider ????If it just an economic inclusion dont you think there are much better countries out there , than ours ????

      Thanks for your article. You are correct that except for the Northern and Eastern Tamils, all want a unitary State with respect for law and order and respect and dignity. The Para-Tamils wanted s federal or separate state because they could not trust the Para-Sinhala.

      It isn’t supposed to be this way since independence. The Para-Sinhala disenfranchised the up country Para-Tamils.There’s plenty of blame to go around for the intense — really, infantilizing — degree of polarization that has overwhelmed Sri Lankan Politics across the past 71 years. But the nihilism of this moment — the trashing of constitutional safeguards, the scorn for facts, the embrace of corruption, the indifference to historical precedent and to foreign interference in Sinhala Buddhist politics — is due principally to cowardice and opportunism on the part of Political leaders , Sinhala, Tamil and Muslim alike, who have chosen to reject their party’s ethical standards and positions and instead follow Para-Sinhala Para-“Buddhism” all the way down.

        Native Sinhalayo made a big blunder by not chasing away ‘Para’ Dravidians brought to Sinhale by colonial parasites after British left this country.

        ‘Para’ Dravidians should lodge a complaint against Portugal, Netherlands and UK for violating human rights by bringing their ancestors as slaves to work in their plantations, exploited them to the maximum and abandoned them in Sinhale. Instead of supporting ‘Para’ Dravidians to establish a separate State in Sinhale these colonial parasites should take the descendants of slaves to their countries and give citizenship to them. That solves the ‘Tamil Problem’. Why don’t you take the initiative for this.

          History clearly tells the Sinhalese are the Descendants of Vijaya who was banished from India with his gang of bad people in a shipload when they landed in Sri Lanka. So it is the Sinhalayo who should be sent back to India. I agree ‘Indian Tamils’ was brought by our colonial rulers but the rest of the Tamils were inhabitants of the island. We have a clear history, we lived here before colonial rule. King Elara was a Tamil, and there is nothing to show otherwise. So before you utter something you should first check the facts.

          Thus, a large number of descendants from Dutta Gamini are not native Sinhalayos. It is correct to say that a lot of illegitimate children from Dutta Gamini are hybrid Dravidians. ….

          So what is wrong with allocating North and East to this group of hybrid Dravidians who bear ineffable blood relationship with Para Sinhalayos.

            dutu was not a sinhala bhuddhist.he was a naga just like the nagas of the north and east.Only difference being he was a naga south of the mahaweli while the naga’s in the north of the mahaweli were ruled by elara.

              for the nays,i will tell you why.Bhuddhism and sinhala race came after 500 years later since dutu was born.nagas like dutu were snake worshippers,not bhuddhists.nagas were everywhere on the coastline.Nagas in the north and east would have been assimilated later on as tamils and nagas in the south would have been assimilated as sinhalese when the sinhala race was formed about 500 years after dutu.Rakshas ,devas,yakshas also would have been assimilated with the settlers from bengal and formed the sinhala race.Same in the north and east,but this time the difference being these people being assimilated as tamils.

        Why are the Sri Lankan politicians not matured yet.? We have been seeing where they focus their interest for the last 80 years or so. They exist on bringing up sensitive issues on ethnicity and religion all the time. The Country is divided deeply because politicians find it easier to get into power using the majority against the minority. They enjoy power in this way encourages the majority become incompatible and take up positions in the religious organization. This is how the younger generation looks at their existence. This is how the politicians grab power and enjoy supremacy but for how long and until the Country gets sold out for the existence of the incompetent.

    Round and round the mulberry bush we go – political inclusion with neoliberal economic devastation and looting of the global south by puppet regimes like UNP’s US puppet Bondscam Ranil, or nationalists like Gota? This is a false premise and bankrupt argument.
    The solution is geopolitical-economic analysis. You cannot have one political inclusion without economic justice! and this dichotomy is intellectually dishonest and spurious. Bondscam Ranil’s supposedly “inclusive” 5 year regime saw the worst attacks on Muslims, just as his uncle’s saw the 1983 attacks on Tamils and massive economic debt trap and inequality. There was neither inclusion nor economic justice
    So called experts like Mr. A Ali need to be a little more analytical and stop playing by the CIA playbook which weaponizes religion to divide, distract and loot the global south.

The protests going on over there right now, is the perfect example of that, and he is sadly mistaken thinking getting his goons to beat students, arresting them, even killing some, will be the solution. US is not the only nation to sell weapons to India, Israel does too. Where you see these weapons sold, you will see ethnic strife and the minority being attacked and killed like Myanmar, or you will see a country like Saudi Arabia wage a war in a helpless nation like Yemen, killing thousands of unarmed civilians.

    A well written article , explaining the reality of the situation in Lanka. Whether PGR and his advisers will heed to this is left to be seen. Hope they will but in Lanka nothing is logical. At the end of the day it is the Bikkus who will decide as the decided in the case of SWRD Bandaranayake. May the people of Lanka live in peace and prosperity retaining their respect and dignity.

      well written but I don’t agree with it. I voted for GR because he seemed the best qualified to lead the country. Muslims like Ameer Ali are angry because the Sinhalese are united behind a new president.I am pleased that as a community we are united and have set aside whatever differences we may have. Ameer Ali would like us to be polarized so that the Muslim can exploit our differences. Sorry Ameer, this time Muslims will have to come out with something else. well done Buddhist clergy and catholic cardinal for binding us together.

        I am a Sinhalese Buddhist and I will never unite with the likes of you. In bad times, like 30%+ other Sinhalese Buddhists, I will unite with our Tamil and Muslims brethren to fight for democracy, social justice, peace and reconciliation. In good times, half of Sinhalese Buddhists and a good many Sinhalese Catholics do seem to understand what it means to be decent human beings, who follow the Middle Path or the path of Jesus Christ, who both preached compassion and ahimsa.

        federalism or padaralism(A lady neighbour asked me for a pan.I brought all my frying pans etc.Annoyed she went past me and showed me the pedestal fan in the living room) is a dirty word in sri lanka.As amarasiri points out our average IQ is 79 it will be like hitting the head against the wall to explain padaralism and its benefits.Instead we must try to get what we can which is the full implementation of the 13th amendment (indo lanka accord) and a plus in the form of a senate which will be a check and balance to stop irrational and racist laws being passed.( eg-trumps impeachment will be stopped by the senate)

          Trump is so utterly immoral and unworthy of the presidency that impeaching him is the moral and right thing to do. So the lower chamber –the House– is doing the right things. The senate is standing in its way because the senate happens to have more people representing the irrational, ignorant and backward parts of the country.

          You are assuming that the parliament and senate would act in reverse in SL. But with 75% of Sinhalese holding power even in the senate, how is it going to help Tamils in SL?

          In the US, nationally, the hardcore Democratic-Republican split is close to 45-45%, with about 10% who are soft supporters or independents being decisive, leaning one way or the other, election by election. But by having two senators for every state regardless of the population size, backward small states exercise undue and undeserved influence in the senate, leading to the current gridlock.

          It is different ballgame in SL. What criteria can be used to elect senators that might make the system fairer to Tamils and Muslims?

            senators should be elected according to regions,not population.For example if there are 9 provinces and 90 senators then each province can have 9 senators.Total of 18 senators will be from the north and east.Senators should be well educated people,unlike the MP’s of which 98 are without o’levels.Those who sacrificed studies in order to excel in other areas such as arjuna or sanath are suitable in my opinion,but not the others who have no ord levels.

            Ps.the MPs also should be reduced to less than 100 with bigger electorates.

            As for trump i think he should not be impeached for a reason such as ukraine,unlike nixon who due to watergate sabotaged the laws of the US.

    Is that so?

    To claim that the Iranian Revolution against the Shah was for “participation in governance” is to Ignore the Fact that the Iranian Revolution was led by Religious Leaders who were fed up with the Shah’s Total subservience to Uncle Sam. Didn’t they call him the American Shah?

    Was there any Public protest by the Iraqi people against Saddam Hussein’s rule which resulted in his overthrow or was he hunted and Brutally Murdered by the Americans following the US led Invasion of Iraq in 2003?

    As for Libya, if there was NO Military Intervention by Western Powers, sanctioned by the UN, in support of some terror groups, would Ghaddafi have suffered a similar fate like Saddam Hussein? Don’t forget those who took part in the protests against Gaddafi are NO where near in control of Libya though it is more than 8 years since Gaddafi was overthrown in 2011. What is even worse is that those factions who were in the forefront fighting Gaddafi started to fight among themselves in 2014 and Libya, which was so stable under Gaddafi, is continuing to BLEED to this day

    Better than devolution of power to North and East The future vision for expanding the Jaffna harbor and linking between India and sri lanka to strategies the economic increasing economic engagement between India and Sri Lanka, South Indian states have a privileged position due to closeness and familiarity. In Sri Lanka there is a strong recognition that for economy to grow at expected levels, linking up with the Indian economic growth engine is crucial to this area

        All Paras are illicit immigrants, and they came illegally , by illegal-boats, Hora-Oru and Kalla-Thoni.

        That is why Amarasiri refers to them occasionally as Para-Sinhala, Para-Demala (Para-Tamils), Para-Marakkala(Para-Muslims), Parangios (Para-Portuguese), Para- Malays, Para-Suddhos(Para- whites, Dutch and English), Para-Cheenu(Para-Chinese) etc.

    Amir,
    Didn’t we use the inclusive (Yahapalana) model for the last 4 years? It was a utter failure since it tried to exclude the majority Sinhalese, their age old institutions, traditional moral conduct, and social harmony.
    Now President Gotabaya has introduced a different model where the majority is included and the minorities can be included if they are ready to do so. If they are not ready, they can continue to agitate in a democratic manner but should not try to interfere with the President’s plan. In any country, minorities should be ready to be included and it is their duty to try their best to be included. This is what those countries in the West and North America term ‘Assimilation’.

    Political Exclusions but Economic inclusions!
    What a wonderful new Gota theory? Srilanka is one of the poorest country in the world. The Nation is fully under the debt of China, USA, India and many other countries. The first step the president was to get a $500 million loan from India. Tourism is one of the major income producing sector. Unfortunately, Gota’s Easter bombing damaged the Tourism. This country already spend a quite big sunk of GDP on security and further security strength means further debt. They also plan to spend more money in order to get two third majority in the parliament and they will not produce a proper Budget before General election. At the end of the election people will realise the true nature of Gota_Mahinda plan.

    Again and yet again private citizens refer to ethnicity and religion in expressing their points of view. That could well be the only model to explain things. But it is we as private citizens should show the way to those in authority that we do not discriminate fellow citizens on those lines. We should clamor for the principle of meritocracy to be in place. We should also clamor for the inclusion of human values, cultures of various kinds in the country and their appreciation in our school curricula. The ultimate aim should be that we have a Sri Lankan society free from ethnic and religious bias.

      The present ‘family’ of leaders in charge of this country, were the first to promote this
      idea of capturing power through bigotry and racism, using strength in numbers, despite such leadership being reserved only for them in the Constitution. In my younger days growing up in SL, we never ever look at another based on ethnicity, race nor religion, and by that training, we still feel quite at ease living with and amongst them. It is so trivial and unmindful to think of others as being different. But this present generation has become so badly screwed up with this poisoned idea of being ‘Superior’ due to Majority Status, which idea was first introduced by certain Monks to suit their handlers, which further ensured their own survival and self serving interests. Now that these politicians have achieved what they wanted,, it is upto them to use their political power to repair the great damage done, and promote inclusiveness at all levels, based on meritocracy, well being and respect.

    PROVINCIAL COUNCIL system was introduced under 13th amendment was forced on JR by RAJIF GANDI. in order to please singalese it was extended to all provinces by JR.there is no second word this system is a big financial burden in a small country like sri-lanaka. whether he likes it or not you can not reverse this system as more than tamils the singalese and muslim. they got used to the political power and perks which they enjoy through this.most provincial members use this as a stepping stone to enter the PARLIAMENT.there are more than 50 former provincial members are in the current parliament.in the alternative you can amend the system to reduce the expenses by reducing the number of members and amalgamate some provinces together.by this way there will not be more than five amalgamated provinces and five chief (cheap-thief) MINISTERS.over to all readers of CT.

    The he has stated to the disgusting petty Ku Klux disgraceful Sinhala Buddhists and Christians that as a brute of a disqualified illicit kallathoni president, he will not grant any legitimate rights to the much-deprived suffering Muslims and the Tamil minorities who are in want ever since that fateful election of 1956 where the tide changed for the worse and it’s still on its knees to date..
    He has spun himself into a mouth-watering ACHARU from which he cannot untangle himself out of it.
    As a petrol filler and a car window cleaner in the USA, what does he know of the economic methods needed to bring the country back to its status quo of being an Asian economic giant which position it gloriously was until the 1956 hustling’s after which it has been going down the pall an at unimaginable speeds.
    He has no wizards of any sort to advise practically, execute many a plan desperately needed to achieve his wet dreams which he puts out faithfully every night in his many hours of sleep.

    Religion is the opium of the masses which is being tapped singhala politicians who have no idea of the great preachings of Lord Buddha. Once the Buddhist monks enjoy many privileges by getting involved in politics it is very hard to change them. A Buddhist monk who was sentenced for contempt of court came out of prison because of the abuse of power by the former president. The same story continues now. When they cease power with the help of Buddhist priests they are indebted to them. This will drive the economy from bad to worse. After living in the US for 12 years PGR would have experienced what racism is I wish he thinks twice before following the same way racism exists in the US

    This is a gross misinterpretation of what gotabaya said. Gotabaya said his government will implement the 13 A, something which Yahaplana failed to do. But he is hesitant on Land and Police powers due to objections from rest of the country. The point is you cannot impose power devolution without backing of the Sinhalese and you cannot remove already available devolution aka 13A without consent from Tamils..

      Refusal to grant powers enshrined,is a violation of the constitution. If Sinhalese are against granting Tamils to enjoy the same rights as Sinhalese, then it is racism. The real purpose for not doing this is to alter demographic pattern on eastern province as a whole and major parts of northern province. There is news daily about Sinhala officials of various government agencies claiming lands belonging to Tamils. If land and police powers are with Tamils none of this will occur. It is time that international community intervenes and save Tamils from this state terrorists.

    Royal minister, the Pirabtham of Francoise, Anura Priyadharshana Yapa said if there is no bread why can’t these Modayas eat cake? When I was studying the Economics we learned Potato is a not a substitute for expensive vegetables though it is very cheap. Nether Pol Sambol can replace vegetable curries, because onion is not cheap. That is why we too believe the cake could be the better substitute. So Sinhalese, instead of they eat three times rice, should better start to import wheat flour from USA and start cake. If Sinhalese include Tamils and Muslim to eat cake, then Lankawe economy will look even better than Singapore. I do not think Singaporeans are rich enough to eat cake three times. (Still there is lot of use for New King’s Thirukkai Vaal for the back of the brainless ministers, who think they are pundits in economics.)

        Cardinal Dr Malcolm Rajith is the best Head of the Catholic Church which our Catholic Community has acquired since the Portugese Invaders brought Catholicism to Lankawe.

        Being a non Christian who is closely associated with the tremendous work the current Catholic Church does in Lankawe to improve the Living Standards of the poor Catholic Communities in the Rural Sector, I can assure you that it is a tremendous role Model for anyone who cares about the poor.

          Even Bandula Gunawardane is now AAchhraya ( I suspect, that is not to say some Smith type job). How did he get that. Is it via POST. I think he got it from Britain. If not it is just honorary degree from the place many politicians buy PhDs. AAcharya Bandula says English O/L and A/L are the two examinations most searched or seeking for by ever dumb but rich parents for their children. There is some thing called Baccalaureate exam for British subjects with colonial mentality. In the USA, postal – MSc and PhDs are available when you send some of your writings with a certified cheque. But, those are not accredited Universities.
