Government’s Vistas Of Prosperity Turned Into Vistas Of Corruption & Negligence

The appointment of Mr. Nivard Cabraal as Governor of The Central Bank brings to the forefront the credentials required to hold key positions in President Gotabaya Rajapaksa’s government.Vistas of Prosperity and Splendor has devolved into Vistas of Corruption and Negligence. This started with the swearing-in of a convicted murderer as a Member of Parliament, admittedly now on a judicial appeal. The saga continues with State minister Ratwatte allegedly threatening prisoners in state custody. Ratwatte’s appointment to high office disregarded due process where previous  allegations have gone unanswered. Appointment of the present Central Bank Governor also disregards due process where MR. Cabraal’s name has surfaced in many scandals.

Often such criticism is dismissed as political mud slinging without proper investigation and judicial probe. In a country where the judicial system is held in esteem, if the accused has been falsely implicated, an independent investigation followed by an impartial judicial hearing will clear the good name of the accused. If the allegations are proved to be correct, then the accused must be punished.

The Central Bank’s (CBSL) primary responsibility is to maintain financial system stability and economic and price stability. The founding financial architects of the CBSL believed that the foundation of the financial system is trust. To maintain this, the individual appointed to its highest office should be trustworthy beyond question. Is Mr. Cabraal of such character?

It is well known that there were many questionable transactions that the Central Bank was involved in when Mr. Cabraal previously held office as Governor. This includes investments in Greek bonds, hedging transactions of the Ceylon Petroleum Corporation, investments of the Employees Provident Fund (EPF), issuing Treasury Bonds and its secondary market transactions.

Given the serious nature of these allegations, former President Sirisena convened a Presidential Commission of Inquiry. The then Monetary Board of the Central Bank, under the Chairmanship of then Governor Dr. Indrajit Coomaraswamy appointed BDO and KPMG to conduct the forensic audits. The completed audit reports were made available on the 7th, 8th and 9th of November 2019, and entailed the following: 

1. Issuance of Treasury Bonds during the period from 1st January 2002 to 28 February 2015 by the Public Debt Department.

2. Primary and secondary market transactions of the Employees Provident Fund involving Treasury Bonds issued/transacted during the period from 1 January 2002 to 28 February 2016.

3. Transactions of the EPF from 1 January 1998 to 31 December 2017 in listed and unlisted equities.

4. Issuance of Treasury Bonds and remittances of funds received to the General Treasury during the period from 1 February 2015 to 31 March 2016 by the Public Debt Department.

5. Conduct of the Supervisory and regulatory role by the Superintendent of Public Debt/Director, supervision of non-bank financial institutions pertaining to selected primary dealers from 1 January 2009 to 31 December 2017.

The forensic audits name 19 companies that allegedly caused loses to the EPF through “pump and dump” schemes. These investments have mostly taken place during the 2010-12 period. The losses through these transactions have been several billion rupees. The EPF has more than 18 million contributors and is the main retirement saving of private sector workers in the country.

While no single individual is responsible for these losses, Mr. Cabraal’s name appears more than two dozen times in the forensic audit. Mr. Cabraal has not appeared before the forensic auditors neither provided access to his computers. What is he hiding?

The many conflicts of interest with members of his family have been highlighted in the forensic audits as they have not been declared by him.

In 2014, Zuberi a US national was hired by the CBSL entered a contract to improve Sri Lanka’s image in the United States. Sri Lanka agreed to pay Zuberi a total of $8.5 million over the course of six months in 2014. American federal prosecutors unearthed that Sri Lanka had sent a total of $6.5 million pursuant to the contract. Zuberi was sentenced to 12-year imprisonment for this crime by the US court in February 2021.The then Monetary board and Governor Cabraal have many questions to answer on this transaction.

Hence, several elements of these contractual arrangements have given rise to suspicion of a potential money laundering arrangement. This transaction must be investigated in full. The U.S judiciary has convicted an individual who has fraudulently benefitted from Sri Lanka’s tax money but no investigation in Sri Lanka! Why cover up? Who are we protecting?

Since the forensic reports were released the week before the Presidential election of 2019, the outgoing government had no opportunity to direct the Attorney General to pursue legal action. If President Gotabaya Rajapaksa has made the appointment of Cabraal on the basis that he has not been convicted of wrong doing , then this argument can be extended to a previous Governor, Arjuna Mahendran. Will the President appoint Mahendran to high office as Governor of the Central Bank?.

Although the President has the prerogative of making significant appointments, determining the suitability of the individual must not be confined to the Office of the President. The 19th Amendment to the Constitution had the desired mechanism in place where the nominee of the President had to be approved for being a “fit and proper” person for appointment into high office. In the case of the appointment of Mr. Cabraal, there has been multiple public concerns raised over a period of time. Mr. Cabraal, nor the President, have had the decency to answer any of these questions.

Since assuming duties, it is reported that the Secretary to the Monetary Board, Mrs. K. M. A. N. Daulagala, has been relieved of her duties. Is the new Governor trying to suppress any evidence that could be raised in a future investigation? Who will ensure that evidence and witnesses are safe under the custody of the Monetary Board?

Today, the Sri Lankan public expect politicians, more specifically, the 225 Members of Parliament, to correct the wrongs in society, with respect for due process. As one politician once said, “Don’t you understand that the system works for us – so why should we change it?”

If we are to make the system right, establish the rule of law and create a more just and fair society, then all arms of government, including civil society, and media must take responsibility. We cannot consent to the Vistas of Corruption and Negligence.

      Dear Eran, they intentionally dont care about the people or the future of this country. That is obvious to even school going children today. How can they do so, not having the least knowledge to do any kind of proper appointments? They returned to power only to get exonerated from their numerous crime investigations.
      Incumbent govt appoints ministers, CB governors, higher officials or anyone as if the leadership is incapable of knowing the basics. Their talks were very high about not being partial, but would aim at the credentials of the canddiates going by the thoughts and minds of WIYATH MAGA… very sad to see, as of today, „wiyath maga – intelletuals“ has turned to our „ wipath maga- diasterous“ bringing all the shames to the country in and out. The dark cloud over our lost island is becoming darker by hour:
      1) That NDR aka ultra racist was appointed as ambassador to Myanmar – and he is returning with zero info on air regarding his performances /press is paralized as of today.
      2) Milinda Moragoda was initially appointed as the high commissioner to India – failed, and yet the blank remains
      3) For some reasons – DJ is not interviewed by them yet today- may well be… also we dont get to see, DJ’s tail waging reactions yet…. . His will be posted soon….. also studying his nature again

    With Cabraaal’s appointment people can say “bye” to their savings and retirement funds. Already they have lost value with depreciation of LKR,(buying power) and soon Cabraaal will liquidate rest with his untimely adventures.

It is similar to paedohiles be given homes for children, asking and hoping they would bring wonders.       I spent many years serving in State Institutions where salaries were not great. Part of the “income” I then earned is the pension that I will receive up to the day I finally kick the bucket. I received my pension for September, and it may be that I’ll get it for October as well. However, the cost of living is steadily rising, so the value is going down. Reason: printing money. In the private sector I know of people who are working (from home) but are not being paid.

      Since I live frugally, I can manage on my pension, which even now looks considerable, when one considers that Gota told the UN General Assembly that his “benign” government provided support to the self-employed who faced difficulties owing to the COVID. I think that in 18 months they have been given 5K three times.

Myths and what stupid Sangaya yellow pets have to say become the public perception. People’s thinking should be changed by a paradigm shift if a better future is at all expected. I wonder why main stream media dont take the side of the public. They are only interested in their selfish gains. Media can change it within a short period if they work on amelioration of awareness of the people. Yet today average people are not aware of ” VAT” and how does belong to peopl properties. Nor have they least knowledge on “telecast/broadcast frequencies ‘ and its owners are general public no today else, people’s lack of knowledge of the basics allow anyone to mislead them.🐃☹☹☹☹☹🐃☹☹☹☹🐃☹☹

    What does one do when the fence that has been put around the field to protect the crops, itself starts devouring the produce? That is what has been happening in this country for the last 50 years or so. As time goes by, this plundering seems to be getting worse. Something along the lines of Sharia Law might do the trick! (That is, only for theft, corruption, and drug peddling).

Will Ranil, Ravi, Harsha (Mangala died) voluntarily go and stay in Welikada Prison so the criminals they saved can walk into the prison as ministers and put the gun on they head while they kneel. Where were you when Ranil sold the Hangbangtota Harbor to China and Challenged West and its international institutions like IMF in Oxford? Yes Hitler Royals hates Mahendran, so they will not appoint him again. But you, Ranil & Vaalaiththodam will appoint many other Mahendrans.     Is Mr. Eran Wickramaratne entitled to speak of this appointment of Cabral as the Governor of the Central Bank? NO. I know, how he “Silently” tolerated the appointment of Arjun Mahendran by Ranil W and kept on in Government “Witnessing” two “Great CBSL” robberies. Wasn’t he a “SLAVE” to his “Master” Ranil W? Not a single of those “FOOTNOTE” gangs is entitled to speak of this appointment. Do you all remember how Harsha de Silva and others were taking great pains, well passing the “Midnight” and “Pressuring” Sunil Handunnetthi – the Chairman of COPE to include those “Footnotes” in the report? Please don’t “TRUST” these “Daval Miguel Re Daniels” ( Miguel by Day and Daniel by Night) anymore. The PEOPLE must be well informed to “WRITE OFF” these “Unrecoverable Bad Debts” from the National Accounts and start afresh with a new “Balance Sheet”.

      I respect Eran from the day one. Also I repsect Dr Harsha De Silva and their uncorrupted nature compared to many other charactors. Thus, I thought of adding my thought about SO CALLED BOND SCAM. To some I could sound NAIVE; but I am not.
      Yet today, we dont know who is telling the truth regarding so called „ bond scam“. In srilanka, media is highly irresponsible and can spread blatant lies about anything. You may remember how they misled buddhist worshipers to Kelaniya temple based on the public statement made by Soborne educated FAKE monk, incumbent chief monk of Kelaniya Raja Mahaviharaya. The fictious story went viral and over millions of buddhist adherents turn up supporting formerly well known criminals as the the future leaders. I THINK THIS IS BEYOND THE LEVELS OF GOBELLS IN 40ties.
      To my knowledge, BOND scam was similar to water gate issue in the US. And srilanken justice being highly corrupted, you would have to wait few more decades to experience the truths.
      Against this backdrop, can we as unbiased souls catergorically say that UNP should be responsible for that bond scam, speculated to have occured in 2015 ?
      It was the contract given to SIRASA TV by former president SIRISENA, permitted them to telecast coverage in favour of SIRISENA.

        I hate Mahinda Rajapakshe’mlechcha politics, but I hate more SIRISENA who becamse promising not only UNP but also over 50 civil organisations. Not Wickramasinghe but SIRISENA had the key to react as the executive president. Whoever whatever being added, without proper study, not PREMIER but EXECUTIVE PRESIDENT according to the constitution has the authority to implement anything.
        In today’s context, this becomes even more diachotomized, that MAHINDA stays like a defeated dog, while NANDASENA appoints anyone he thinks is right for any crucial dealings/appointments nationally affected.
        And I am not whitewashing Ranil, but I am only skeptical about him and CBK or the like politicians, but I dont hate them yet today.
        Few handpicked former men in banking sector (Susiripla, Thennakon and other few, whose names are known to u) were consecutively invited for such sessions by Sirassa TV in their BOND SCAM coverage sessions. Looking back, It was SIRASA TV which was single handedly revealing the episodes of the incident, not HIRU and Deraa TV. However, today, SIRASA TV channel is only channel which has been telecasting more against the current criminals in power.
        There were also unsubstantiated information that SIRISENA had given SIRASA extra frequencies going beyond the limits.

          (1) Immediately after Cabinet appointments, Ranil W (the PM) assigned the CBSL to his “Control” from the Ministry of Finance. (2) Appointed his “Friend” Arjun Mahendra (a Foreign National) to be the Governor. (3) Allowed the “Chairman” of the UNP – Malik Samarawickrama to attend a meeting of the “Monetary Board” of the CBSL (The first time an outsider was allowed at that meeting) where a decision was made to offer “Bonds”. (4) The decision to issue “Bonds” much more than the “Recommended” by the “MB” was made at that meeting. (5) The Treasury was not consulted (as usually done) in the issue of “Increase” of Bond amounts. The Deputy Secretary (then) denied any knowledge of that increase. (5) The then Minister Finance – Ravi K issued an “Undated Letter” asking for “Rs. 70 Million” to pay “Bills” to contractors. Any knowledge of this letter was “Denied” by the Treasury that usually asks for such funds from CB.

            Do I have to go further? This is a brief note to “Awaken” your memory. The rest of the “STORY” from COPE to Presidential Secretary is well written in those reports.
            This “Bond Roberry” (really TWO) in February and March were brought up “FIRST” in Parliament BY AKD in May of that year. It is in Parliament records.
            The then PM (RanilW) shamefully said when questioned of the relationship of Arjuna Mahendran and Arjun Aloysius: ” I had no knowledge of such a relationship”. Then again Ranil W was asked: “Did Arjuna Mahanedran obtained permission to go abroad”? The reply was: ” He told me he was going to attend a wedding and would be back soon”. That was the LAST TIME we saw Arjun Mahendran. Wasn’t Ranil W “Responsible” and “Accountable” for allowing him to “Leave” the country and “Bring Back” that “Rouge”.
            The then Finance Minister Ravi K (of UNP) was an “Accomplice” of this “Roberry”. He is facing legal action in the courts now. Remember, the “Luxury” apartment that was given by Arjuna Aloysius. Also, get reminded of the “Huge” sums of money given to politicians including “Semasinghe” who wrote a book on “Bond Issue”.

I dont attack any personalities just because srilanken press attacks them, becasue the level of credibitliy of local press is heavily manipulated by pro-Rajakshe men for the last 15 years.
              You ve been living in SL and please study the video series telecasted by SIRASA TV on so called BOND SCAM.

              And former govt spent few millions by hiring world experts in their forensic investigations. But melcchha SORYSENA did not allow the repsonsible authorities to reveal the truths, since SORYSENA wanted to marginalize UNP and JVP paving the way BALLIGE puthas that looted state by 2015 be reelected and ruin this nation.

                Dear LM: Thanks. I too take “Media Stories” with a pinch of salt. Isn’t it “Interesting” to see the number of “Thumbs” down when I briefly stated the sequence of events in regard to the “Bond Scam” of 2015? Most either don’t know or conveniently forget in favor of “Persons”. To me “Person” is of “No Value” if he/she doesn’t act with honor in a timely manner.

                Did you know that AM was in the service of CBSL and BOI prior to his moving to Dubai and Hongkong? Why dig the past? One respect I have for him is when he said at the COPE hearing, “I acted as per the instructions of the PM” referring to Ranil W. Do you know, now he has “Changed” his name and “Address”, so that there is no “Identity” of an “Arjun Mahendran”? That is “Singapore” today.

              1. What was the value of the Bond issue?
              2. How much money did the Government lose?
              3. Is there any evidence that a crime was committed?
              4. If the answer to (3) is yes, where is this evidence, and why does Singapore not accept it?
              5 Why can’t Mahendran be brought back the same way KP was brought back?

                Old Codger: Thanks. Answers from 1 to 3 are much water under the bridge. Re. No 4 – Singapore is not what it was under Lee Quan. No. 5. What is the “Use” (no gain) of bringing Mahendran? “KP” – Yes there were “Benefits” and “Beneficiaries”. Hope you got my message.

                    OC: Definitely there was a loss, but no one has calculated how much was it. Even when this question came up in the Presidential Commission, this was referred to a “Forensic Audit”. But, at COPE and COPA the “Auditor General” and the Finance Ministry sources stated it could be in the range of Rs. 15 Billion (US$ 11 million) The loss was due to the interest rate of ” 10-12%” (deviating from the benchmark set at “9%”) range “accepted for Rs. 10 billion instead of Rs. 1 billion, offered initially. That is why I said: “much water has flown under the bridge” in my answer to your question “1 & 2”. Hope I have clarified what I said.

                      You are close. The actual loss was the 3%, or about 300 million a year . Does that bear any comparison with, say, Sri Lankan Airlines, which consistently loses 10 BILLION every year? So why was this made into a political football, and by whom? Perhaps you understand now why Mahendran can’t be arrested?

                    Like for EXAMPLE, not much is revealed yet about GOTA s trip to US other than his so called ” read out” before the gathering…. why is that ?

                KP returned voluntarily as per prior agreement, but he allowed Gota and goons to cash in on the incident. It was a staged dramatised episode.

      I feel that you’re being too harsh on Eran W. Both he and Dr Harsha de Silva were too junior in the party to be openly critical of what Ranil W. was doing. We admire a guy like Ranjan Ramanayake for being outspoken, but this pair of highly qualified economists just didn’t act like Rajan did.

      Much of the blame must go to Ranil for not forging a good working relationship with Maithripala Sirisena. And, all of us knew that Ranil would never give up the leadership of the UNP.

      I don’t know much about these people (I have Eran’s contact details, and I have communicated a little with him), but in these two and Mangala Samaraweera we had people who could have done much more during the Yahapalana regime. I saw your comment, and so I’m saying what I feel without working out the ramifications. The question is where do we go from here?

      They, perhaps, have another problem that they may not be able to talk about. Sajith hasn’t demonstrated any worthwhile leadership skills. However, we don’t want bickering for leadership. I probably sound confused, perhaps I am! Let’s just support them in their efforts to stop these Rajapaksas.

        Thank you for your well-balanced comment. I wish I could raise the same question to Dr Wijewardhana as one of the dpty governers, why could not he do enough against patta pal hora ” Ajith Cabral” during his tenure ?

        why were his staff members that silent, letting AJITH CABRAL + then Minister of Finance (MR) continue SLCB without a legal dept for its own ? In fact, AH revealed that entire CB had no such legal dept for their own until 2015.

        Btw, as you are close to Dr Wije, you could better discuss this with him. If he is honest, he could reveal lot more than what he has done so far. Instead, he has been writing a lot about other topics, as so called BOND SCAM would NOT be that crucial.

        And you SM, worked in srilanka all along during your profession as a senior school teacher/instructor/director etc. If you were NOT a member of top level “director board” , were you just as a staff member able to intervene the final decision of the authorities ?

        The very same is the case with srilanken Uni staffs (academic), is each of the lecturers able to be vocal about what the VC should be the one to take the decision ?-

    Ironically this gecko-like man has been reappointed as Rajapaksas’ CB Governor not despite, but because of his past record. He helped the Rajapaksas swindle public funds by making colossal transactions at their behest without public oversight. In return he was allowed to make money for himself in the sale of treasury bonds to Arjun Aloysius’ Perpetual Treasuries involving conflict of interest very similar to what took place under Yahapalanaya. So the ruling bandits and their chief weasel know each other’s crimes. They are condemned to work together or face mutual destruction.

    There should be a strong push to prohibit religious observances at ” assuming office” ceremonies. The new Governors attempt to pass off as a Buddhist recently was quite farcical .

      I think this goes beyond the external religious observances. Our country is being soaked in mythical false, religious mal practices. The nation and its people are not permitted to think independently according to their internal beliefs and value systems. We are floating in this false world of mythical and certain cultural beliefs. Hence, political and other superficial social leaders play into this practice of displaying to society that one is a fervent follower of a particular religion or belief sets to win favour with the populace. We lack leadership who believe in themselves and have self confidence standing on their own beliefs and value systems.
