HSZ Symbolizes Increasing Economic Insecurity

Politicians are notorious for hiding facts from the public particularly when those facts threaten their popularity. This is what explains the rationale behind RW’s High Security Zone (HSZ), which more than anything else, symbolizes the increasing economic insecurity for majority of Sri Lankans. He knows very well and does not want to tell the people that economic recovery is going to be disappointingly too tardy and too painful in spite of IMF assistance and reforms. HSZ is no fortress to protect betrayed leaders.

There are two sets of factors that make economic recovery more problematic and painful than when it was originally thought. The only criteria on which RW was chosen by his predecessor Gotabaya Rajapaksa (GR) to succeed him as president was the former’s exaggerated economic wizardry. While GR was blindly pursuing his disastrous alternative path for development endorsed by the two pliant CBSL chiefs, Lakshman and Cabraal, it was RW who, right from the beginning, insisted that there was no solution to the country’ s economic woes except to go to IMF.  As the crisis worsened that advice gained popularity and, when RW became the president, he pursued that route in earnest. The new CBSL Governor Weerasinghe endorsed that approach. In other words, being a firm believer in the efficacy of the ruling neoliberal economic order in which IMF is the chief watchdog, RW and his parliamentary acolytes assumed that the country would be out of the woods after a few months of IMF imposed austerity. The first set of difficulties arise from this approach. 

With an exaggerated optimism staff level talks with IMF began in earnest and ended with an agreement, the details of which are not yet presented to parliament because of their market sensitivity, for a loan of $2.9 billion to be given in four instalments. That loan was made contingent upon (a) government undertaking demonstrably progressive reforms in fiscal, monetary and foreign exchange areas so that public revenue could be raised, expenditure cut and budget deficit reduced, (b) structural reforms to clean up loss making SOEs and end corruption and (c) agreement with creditors on debt restructuring. How successful would that agreement going to be is yet to be seen.  

The Governor of CBSL is hopeful that the first tranche of the loan would be made available before the end of December this year.  However, when considered against the total dollar needs of the country at the beginning of 2022 when IMF was approached and the scale of assistance required to meet the situation now, the amount of $2.9 billion is pittance. Even with World Bank’s willingness to repurpose funds allocated already for other projects the total demand for dollars far exceeds the supply.

On top of these hangs the future of debt restructuring talks with the country’s creditors. Latest figures show that 34% of the debt belongs to Paris Club members of whom Japan holds the largest share with 19.5%. Of the balance 66% that belongs to non-Paris Club members 52% owes to China and another 12% to India. Given the strained diplomatic relations among the three creditors how the talks would end is anybody’s guess. 

The second set of difficulties arise from outside the country, and from the war in Ukraine. It is troubling to note that Putin’s announcement of partial mobilization and placing Russia’s economy on war-footing, are to prolong the war long and make it deadlier. This is bad news for the global economy, which is already feeling suffocated by supply shortages and supply-push inflation.  Food and energy are the two vital sectors that would feel the full impact of the global crunch, and food insecurity is set to escalate and poorer countries would be the major victims. To confront the inflationary fallout, US Fed and other central banks are raising interest rates at short intervals. Economists are expecting that Fed would raise its rate to around 5% by the end of this year. Bank of England’s borrowing rate has reached 4.5%. Even the Swiss National Bank, after seven years of negative interest rate since 2015, has gone into positive territory with 0.5%.  Other developed nations are following the same trend. All this would take their toll on global economic investment, output, employment and trade. In short, the world economy, including that of China, is facing significant slowdown.

Small and open economies like Sri Lanka are at the receiving end of this down turn. The apparel industry is already feeling the crunch because of falling export orders. In the manufacturing sector, companies are said to be looking to shift abroad, because of increasing risks at home. The latest survey conducted by the Ceylon Chamber of Commerce and United States Agency for International Development shows increasing pessimism among exporters. However, what makes recovery particularly more difficult and uncertain for Sri Lanka are additional problems caused by the country’s failure to fulfil promises made to international bodies like UNHRC in relation to human rights, economic crimes, and democratic freedom. These are non-economic issues arising from domestic governance and the ideology on which it is based. Yet, those issues impact the economy if external assistance were to be tied to the shortcomings of the system.

This is where the relevance of systemic change as demanded by aragalaya takes centre stage in finding solution to the country’s economic crisis. IMF reforms do not go beyond establishing macroeconomic stability and creating confidence among market players to resume investment and production. However, when the market itself operates in the interest of monopolies and mafias which are linked to centres of political power that in turn are corrupt and promote parochialism how could an economy thrive to benefit the entire nation? This is why solution to the crisis requires a multiprong approach involving change in the entire system. Neither RW nor his multi-party cabinet and supporters want to hear about it. Hence the president’s resolve to kill aragalaya, arrest its activists and erect open security fences like HSZ. That itself signals not easing but hardening economic insecurity in months to come.     

The spirit of aragalaya is not dead although around 3000 of its activists are languishing in jails. With all his precautionary measures RW is caught between the IMF hammer and an angry public’s anvil. The Maradana protest on Saturday 24th with police spraying teargas on the crowd before arresting around 80 of them, may be a dress rehearsal for the next phase of aragalaya.  Given this situation, the only recourse open to any political group trying to capture power is to tell the people the whole truth about the complexity of problems confronting the nation, explain the need for a multiprong approach to overcome them and seek fresh mandate to tackle the challenge. It is heartening to read from reports that the leader of NPP is now speaking publicly about specific proposals along that direction. His proposal to introduce structural changes to the market for example is one such proposal. More has to come to convince the voting public. 

Sooner the country goes to the polls better for its future. The hackneyed theme of protecting Buddhist Sasana and Sinhala hegemony may not work this time, because the saffron army and their demagogic foot soldiers who were leading that campaign last time stand discredited and condemned by the sufferings their heroes had caused in the name of Buddhism.

    It is perfectly OK for authors to have opinions. But Dr. Ali seems to have taken to rewriting recent history :

    Where on earth did Dr. Ali get this impression? Here is the the PM speaking in July, and he clearly expects the crisis to last even past 2023.

          These are only infrastructure projects based on “intermediate rumours”. From taxpayer funds. The big failure is on stupid people of this country, because the “Sadhu Sadu Effect” blinded the animals involved forever.

        Ameer Ali, has truthfully described our economic mess and the chances of any recovery. If at all with corrective measures and collective responsibility it’s possible long term depending on external factors which we have no control. ( like pandemic, war , conflict , global economy) .More over we seem to have no control on our internal/domestic factors.. Continuing with SHAM , cheap SB religious politics, SLPP circus , Rajapaksas mafia family, people having no clue what so ever, Ranil,s desperate patchup politics, opportunistic politics of those propping up government are no means of recovery. More we delay it becomes difficult and irreversible.

      First, Ranil is a President, not PM. You may not accept Sr. Ali’s opinion but that is the truth. He also talked about 2048. The fact is Ranil and Some wants to create an image that they have super power to solve all the economic crisis country without dealing with those who was responsible for the economic and political crisis. He should understand you cannot solve the problems of the country with the guns and without people.

        At the time the video was recorded, Ranil WAS the PM. I don’t know if Ranil has super powers or not, but things are a lot better than they were. Who do you suggest can do better?

            1. Are people dying in gas queues now?

            3. Is public transport back to normal or not?

            You may say everything is expensive, but how is devaluation Ranil’s fault? If Cabral went to the IMF an year ago, as Ranil recommended, it wouldn’t have happened.
            This is like blaming the tree when a coconut falls on your head!

              Today, RW leads that meeting in Manila. Think about it, how would it be if Mr. Mahinda Rajapakse went to Manila to address the meeting? Sri Lankan television channels (Pachavahini) make headlines every 15 minutes to boast about Mahinda. That is why I still believe that the TV media in Sri Lanka is controlled by the vast stolen funds of the Rajapaksa criminal network.

                  Due to some reasons, Sri Lankan media giants are suppressing some news. Why don’t the stalwarts of Janatha Vimukti Peramuna and FL men who claim to be strong, raise their voice about it?

                  I think that if these people had a voice they would not get the attention they deserve from the corrupt media and they would suffer from unspeakable fear. Many people in this country live in fear…for some hidden reasons. So are the Sons-led groups. I really don’t know who to believe.               Do you know that the wholesale price of crude oil is gone down now?
              Can you tell what is the price of flour and bread now and then?
              You think IMF’ s 2.9 billion$ is free and everything solved.
              Ranil was PM since May but things changed only after Gota gone. The real factor contributed to the easing of some problem are not Ranil but the change of attitude of the West and India.

          Some live under the illusion that theft by the R family and cronies was the dominant cause for depletion of foreign reserves.
          Recovery of all amounts stolen (even if the worst claim is accepted) is important, but that by itself cannot put the economy back on track.
          There is a little too much of loose talk even by supposedly well informed people and plenty of gullibility around to match, conditioned by prejudice.
          I will like to hear someone who has credible numbers on offer.

          None of the above is to say that the loot can be forgiven. Even with domestic burglary, priority is to recover stolen goods over punishing the thief, something that can take years with common criminals, but much longer with sophisticated thieves.

          This “lock’em up logic” has parallels in obsession with punishing war criminals.
          Rehabilitation of victims and restoration of normal livelihood is seldom mentioned. Hanging an army commander or dumping a politician in a dungeon is priority to some.

          I doubt RW’s ability to deliver and contest his methods to restore political stability. But to demand of him things that least matter is not quite stupidity, which I easily forgive.

              Mahinda Rajapaksa made such a mistake not a few times but dozens of times in Parliament. They use “lease” and “sell” interchangeably to brand the political opponent. If Rajapaksa deals, it should be a lease, if RW does it should be an “outright sale”. However these are blatant lies.

              Nevertheless, MAIN stream media (TV) dont seem question ?????? why ?

              Do you remember the days, not only the former president but also worked with Cabral as the finance minister during 2005-2015. Arithmetic may not be their subject. Rather, the factual accounts of his actions show how skilled he was in large-scale criminal and money-laundering activities.

              They seem to reject the idea of money.
              Perhaps a barter system like the Rubber/Rice might be attractive.
              Under barter system there is no need for money or its value.

              Therefore SJ rather than typing nonsense in these forums he should start campaigning for the abolition of money citing reasons. He should discuss this important matter at this weekend meeting which he chairs at Tamil Sangam.

            Not once but several times, I saw with my own eyes how his entourage was loaded with unnecessary things… Think about it,… We pay about 1000 euros for a flight from Colombo to Europe. The airline. 300 MPs at government expense (€3000 x 300 = 9 000 00/flight with hotel and air travel – SR 225 million at the time) and how much would ministers spend on such an entourage? Was it wasted? Don’t you think it’s a big burden? With the airline losing all its money during that time.

        It is not the current president who created the current mess, as anyone in their right mind would realize. None other than Rajapakse. The Rajapaksas seized power to exonerate their judiciary against mass crimes. And the previous government did not let go. They are like the rebels of the previous government. They want to blame the hell in the country today. They do not owe any forgiveness.
        All they have done is to confuse the nation.
        Just think how many of our loved ones who could have been alive have died due to lack of proper medicines to fight covid 19. Even with the first vaccination, Gotabaya and his dog henchmen did not prioritize vaccination. Vulnerable groups. Instead, it was done with the lives of reasonable people. I lost my father and he didn’t have vaccines because his age was a barrier. I hate the Rajapaksas and their abusive nature from the beginning. I don’t believe in any religion today, because the damage Rajapaksa has done to this nation is incalculable. To our surprise, not a single man from that brutal family was kidnapped by Covid. Although myth is a common belief in our hell-like country, I do not believe in any karmic retribution.

    Dr Ali—I thought the problem simple
    IMF is Bretton woods type thinking democracy.. not charity but loans, on too much conditions and not “straight to the pocket” . We don’t like “system change preaching” and soft fear,no much needed heroism and blood….option 2 ….China the largest creditor (disputed ) but without its participation, restructuring schemes won’t last, and the Japanese know it ( they saw it in Zambia)…… but can provide protection for the masters. If vociferous about home-made cooking we should do some “teachings” on Chinese cuisine, available in a compact red book.They are friends too.
    We taste it like buffeters for our masters even for poison and they will make good choice for good price….we enjoy a good drink and watch wild west movie.

        The word “disputed” was used advisedly….one of us is missing something here… …hope it isn’t me!!
        Actually aware Indian loans, market borrowings stand higher now. Numbers aside, loans may be powerful if they trigger consequences on other loans, punitive action ,penalty etc.….Japans “views” were interesting …. Africa on pound of flesh…… seen it happen on the ground……flea markets and all !
        Call it what you may, but not theorizing if you see the pain…….It was best to gulp a drink in the dubious name of public knowledge !

          That Chinese and Japanese loans were on par at 10% if one excludes ADB credit, which puts Japan far ahead.
          The bigger culprits are private lenders of N.America and Europe who own almost half the loans.
          The data for these had been presented several times here and elsewhere.

    I want to see how you are going to sort out the GRIEVANCES and ISSUES of the Tamil speaking SL citizens.
    None of the Leaders from the majority wants to talk about it as that would be suicidal for their political career.
    That’s WHY the Tamils say Singhalese has still not manage to produce a statesman since Independence.
    Their aims were to reduce the numbers of Tamils; colonisation of North and East; up country Tamils subjected to modern day slavery; Reducing the educational and job opportunities to Tamils etc

In doing so they are destroying themselves and the island’s economy but do not care. Going around with the begging bowl and giving away large parcels of land to the Chinese, Hindians, and to any other foreign power, but do not want to recognise the land rights, the ancient history of the island’s Thamizh and the right to their homeland.

    Some people write comments not knowing what on earth they mean to tell others? If you don’t know who the betrayed leaders and who/how they are protected just shut up. If you don’t agree with election/referendum, then suggest what the alternatives are, dont just bull…t.

The same World Food Program says that 35% of the Langkang masses are without arrangements for their daily food (then 35% are beggars?). A profoundly serious situation. But Evil Ranil has banned government officials from commenting on social media. Already any info government releases to the media are utterly misleading, double meaning and racially charged fibs. Beyond WFP’s assessment of the food security situation of the masses, the true situation is more than 10% of the kids keeping out of schools because they do not get breakfast. The teachers, the Central and provincial government education officials, health officials, and other related officials have been commenting on social media that children are falling fainted in the assemblies and school meetings. The solution Evil’s government implemented is banning officials from writing that on social media. The worst case is Terrorist Rambo being the health minister. There was news that higher grade 300 specialists have left the country. Terrorist Rambo’s answer is “Let them go.” Back in Chitanta Government time, the New King, that time health minister said, “The worst ministry in Langkang was the Health Ministry.” Eventually Langkang Hospital hospitals are going to become skeleton and body parts harvesting junkyards.

    Neither Evil Ranil (EP) nor Communist Denesh (PM) who withdrew from Ranil’s Resolution 30/1 went to UNHRC. Now, UNHRC is bringing its own Resolution, 51/1 or 51/2…….Neither Evil Ranil will have any hand on that and nor the Communist Denesh cannot withdraw from it.

    A trial, the personal lawyer of Hitler King went to UNHRC & UNGA. He is utterly ignorant of the matters handled in UNHRC, human rights and international humanitarian law. He is novice in politics; unelected even by his community, the same class of Ranil, who many times rejected by his community. In July, Ranil asked to select him as EP to answer The UN’s minor branch of World Food Program, but did not want to go to UNGA, that is where world presidents and Prime Ministers meet. When Evil was ascending to the throne, he said October 1st as the date for IMF’s loan. But the parliament, cabinet, media, masses………. nobody knows what’s cooking in that pot. The IMF’s purpose is to straighten broken countries. But in the Langkang case, the IMF is taking too long to release the loan. It looks like Evil is fooling them too to write a Secret Solution with the IMF too. It might be in Evil Ranil’s mind to take an IMF loan and pay back Old Royals’ sovereign bonds.

    Actually aware Indian loans, market borrowings stand higher now. Numbers aside, loans may be powerful if they trigger consequences on other loans, punitive action ,penalty etc resulting in seizure.….Japans “views” were interesting …. Africa on pound of flesh…… have been and seen it happen on the ground……flea markets and all !
    Call it what you may, but not theorizing,nor claiming to know state secrets,but but in the places I have been, have seen the pain…….It was best to gulp a drink at the time in the dubious name of public knowledge !

    What are the alternatives you have got if no election/referendum. Expose yourself who you are, rather than hiding under SJ a abbreviation? We thought the Eagle Eye is no more here. Now we have got another one who will object to everything, without providing any real input to better the situation on the ground. What language lesson for me.         I also don’t understand how everyone can take a photo or make a video of someone (not caring about the consent at all) using your smartphone anywhere in Sri Lanka today without any legal restrictions.

        And last week I couldn’t believe my eyes when a train passenger had to delete some on the spot, as requested by train authorities, what he thought was a picture of a young woman on a speeding train in Europe. There can be high legal ramifications…
