IGP Must Resign Or Face Impeachment: Senior Ministers

In view of video evidence that has surfaced today IGP Pujith Jayasundara faces possible termination of services should impeachment proceedings be initiated against him in Parliament, sourcese closed to the President told Colombo Telegraph.

In an incident that had taken place a few months ago, on 11 April 2017, the IGP had assaulted a lift operator. It is reported that he had been incensed that the said lift operator had not attended a meditation program he had made compulsory for all staff in the morning. In the same video, which is going viral on social media, the IGP is caught threatening to rape a receptionist.

According to the Constitution the IGP cannot be removed by either the President or the Minister for Law and Order.

“As per the emerging culture of good governance the IGP ought to resign forthwith and Parliament should take up the issue as a matter of priority and principle,” a few senior ministers told Colombo Telegraph. “The President is advised,” they further said.

    Instead he should be appointed the the Ambassador to USA or High Commissioner to UK or the least to Hindia after his retirement.

    Why waited all this while? He should have been removed immediately after that “telephone conversation” with the Minister of Law and Order. The whole world saw how he twisted the Law in answering the telephone call from the Minister, when he openly said: “Yes Sir; No Sir, No No Sir; Nileme will not be arrested. I have told not to arrest Nileme”. What kind of a IGP is he? He is a SHAME to all the Law Enforcement Personnel.

      Did he have the necessary qualification when he was appointed as IGP, Senior DIG, DIG, Senior SP, SP, ASP, Senior Inspector of Police, Inspector of Police, Sub Inspector of Police, Sergeant Major, Police Sergeant Class, Police Constable Class, ….?

      As you said he must have been a good lackey. By the way he must have misbehaved in the past, maybe worse. Who protected him?

    Alright. Who are these ‘senior’ Ministers and how about their past?

    What’s the big deal of threatening an operator who didn’t follow a routine order (although it was a below the belt thing by the IGP) in a country where corrupt Ministers trying to tarnish the image of the DSG and trying to intimidate AG’s department for doing their job properly?

    A high powered body is said to have established to eradicate organized crime and narcotics under the aegies of the Police Department where IGP is supposed to play a crucial role. Is this any attempt to thwart that effort as this is the first time I heard such a body with full powers to eradicate the drug menace and underworld.

    Kudos should go to Minister Sagala Ratnayake. Ok. I have to grudging agree that the Minister had done something great this time in eradicating drug menace and mafia which seems to be genuine. One small suggestion is to add Navy too, (or establishing a sub unit to this body) as one cannot rule out the possibility of drug trafficking by sea using small fishing vessels or super submarines like Colombian drug mafia (I am joking).

      This is not the time to try disabling the Police Department or discredit the IGP for non-issues but whole country getting together and extend unstinted support to the Minister, IGP and the “Organized Crimes and Narcotics Range” which will be headed by Senior DIG Latheef, in order to fulfil their daunting task.

      I hope this Range will raid places such as some schools, clubs, hotels, hostels and private parties in various locations where school children and youth use soft/hard alcohol and designer drugs at an alarmingly high rate. One important factor the Police should keep in mind is not to punish school children and young adults like criminals, who are accused for in possession of such items, but make them undergo corrective programmes and get them back to schools and their normal life as the fault is not with them but adults and the dumb society where idiotic parents fail to keep an eye on the activities of their children. As law abiding citizens, we all have an inescapable responsibility and obligation to protect our innocent children, young adults and future generation and the country from being swallowed by drug menace.

          There can be a possible connection between establishing a new Unit to bust drugs and attempts to discredit IGP. As far as I know IGP couldn’t be bought by anybody so far. Therefore, some elements who have dealings with drug peddlers may try to replace him with someone else. Otherwise there is no reason for this “sudden awakening of social media” against the IGP for a non-issue which happened some 5 months ago. There were many allegations against the previous government for soft peddling on drug mafia. This is the first time a government takes a bold action targeting drug dealers and the underworld, establishing a powerful new Unit. Therefore it is necessary for this IGP to continue. Arresting impoverished drug addicts does not solve the problem. The police need to bust the cocaine ring and other drug rings before Sri Lanka becoming a lucrative trade hub and playground for national/international drug peddlers.

    An IGP should possess very clean history and at least after assuming duty as the IGP he should have changed his attitude. None of them has happened with the present man. He has to set an example to all his ranks and file. He should have gone long before. When the politicians have set examples by their resignations first Hon.Thilak Marapana followed by Hon.RK, why can’t govt. officials do the same.

    Native Vedda: Permit me to add one more “TITLE”. That would be the FIRST in this series. Here it is: “BODHI SURAKSHA”. There is reason for this “title”. Just after his appointment to the position of IGP he publicly announced that he was conducting “Bodhi Pooja” for “Three Months” wishing to get appointed. Do you remember that? I remember it very well. So let us give him that “TITLE” for a “Life Time Achievement” through “Bodhi Pooja”.

      Re. Douglas’s comment, in this question of honorofic or elevated addresses of political leaders, Ranil’s proposed example should be followed. He simply said Ministers should merely be addressed as “Mister” As for me, I think considering the bloated egos our chap have developed “Mr. Minister” “Sir/Madam” should be adequate.
      In developed UK it is simply Minister so and so and in the USA
      Secretary so and so. In India it is no more than Modiji – the exception being that much hated proud woman Jayalalitha. It is only in this centre of the universe Ministers of the quality like kudu Mervin insist on being called Honourable so and so. As someone said Kudu Mervin should have been rightly addressed as Ado or Yakko.

    I agree that he should be Impeached based on this story.But are those Snr.Ministers lily white to move this motion for the Impeachment?
    A Chief Justice was Impeached by the MaRa cabal.Was this Cabal Lily White?
    In all probability,this IGP who rose from the ranks as ASP, SP, SSP, DIG etc would have done worse things than assaulting a lift operator or issue a threat to rape a receptionist in his salad days.
    Has the IGP triggered an earthquake big enough on the reichter scale for a Tsunami alert?
    By Srilankan standards this is a storm in a teacup!

    One wonders as to how this footage (if genuine) emerged while certain footages simply went missing. Is this a campaign by an interested group (who actually direct the governing structure) to malign the GoSL.
    The IGP is a “Yes Sir No Sir” man. Evidently he offered lots of prayers to get the job. If indeed he tried this meditation thingy, it is wrong. Will there be compulsory Yoga, confessional sessions and so on?. IGP may be impeached on these counts.

    It should be that no one is above the law.
    The law must be clear in that no person is above the law. Otherwise you can always find excuses for excepting some politician or officer to let free. Some murders , many abductions and money laundering during the previous years enjoyed impunity.

    Ravi K was properly treated for blindly getting financial favours from corrupted financier. Now this IGP must also be punished for his alleged unlawful conducts. MR king, his family and associates must also be brought under law and order. Law enforcement must be given a kick start as it is in neutral gear for some time.

    A ll these remarks are misleading the general public.IG Police is a very honest officer with an impeccable record.We can remember the services he rendered to the department as well as to the society everywhere he served.He has streamlined some sections where the men were in deep slumber and lethargic after assuming duties as IG Police especially at the Police Head qrs. As a result, so many who had met their Waterloo had started to conspire with the sole idea of getting rid of him.Anyone could check the authenticity of these facts.Unlike other IGs, he moves with the general public as well as his subordinates very closely and attends to their problems in very active manner. Our opinion is he should be allowed to carry on until his term expires.

If the head of the police, the institution that is mandated to preserve law and order and ensure that citizens are treated even-handled irrespective of the social status and their political affiliations not only threatens employees and threatens to sexually abuse others he should be whipped and stripped of his uniform. He is an absolute disgrace and whoever recommended him for the post should have his head examined.
    If it was our great prime minister Ranil Wickremesinghe who did it ,it would not be surprising. His nominees such as Arjuna Mahendran and Ajith Dias among others have done enough damage to this country in a short time. Well one has gone- let the other two go as well.

    Something mentally wrong with this guy. Otherwise why would the head of this service take on the lowest of low manual workers of his department and bully them. It is as if he has not got any guts to sort out the difficult senior officers of his department, and so what sort of a bully he is to those who are n’t able to raise their voice against the bully. I wonder if he beats his wife when he returns home at the end of his working day.

      Thanks, bo, for putting things in to context. It is good that these things get highlighted, but let us not over-sensationalise this issue.

      Nothing is likely to happen, purely because the guy who got bullied is one of the lowest workers. This tells us a lot about our society – and what it says is discomforting, as you say.

    Did the IGP not attend the Meditation Program Himself? Does not seem to have the desired effect on Him!

    The Lift Operator was doing His Job conveying Staff to the Meditation venue!

    About 15 years ago the man suddenly found him made DIG covering the Kollupitiya area – a promotion he is said to have subverted out of turn after going behind powerful senior Buddhist priests. He then circulated a 15 (?) paged Questionnaire, which was a joke. The document was prepared in poor English and the questions were more hilarious than sensible. Citizens simply ignored the document. The Dept, thereafter, dropped it.

    It is widely believed he secured the post of IGP going after powerful apolitical Buddhist priests – who now openly interfere in Services high posts. This tasteless
    habit must stop. Since of late, the quality of IGP’s has drastically declined and so the vital Police force.

    Sadly for the country gone are the days of senior policemen like the brilliant Sir Richard Aluvihare, Osmund de Silva, the Dissanayake Brothers, Rudra Rajasingham, R. Sundaralingam, Ana Seneviratne (these are some of the names that come to mind. There can be many more) We now have low-IQ mice who have crookedly shamefully wormed their way to the chairs once graced by sophisticated, well educated gentlemen Police officers.

      Thanks for the insight into state/government policy on promotions.
      The ordinary honest policemen I speak to have many complains about the police department.

      The far more important issue for them is the interference of political crooks in every stages of crime prevention and detection. Crooks know which button to push. Demoralised, demotivated, disheartened, policemen either are forced to leave or learn to be part of the corrupt culture, most chose the latter.

    Senior, Junior and O.Rs of the police and the armed forces take examples from their politicians and those politicos who advise and instruct them. Nothing odd. But the IGP must explain this.

    This is the guy who wanted to change the police uniform to blue instead of khaki.If he had his way we would have by now had a very clean efficient blue uniformed police force.It is that shitty khaki uniform that has made our police corrupt and inefficient.Also he wanted to spend millions on the anniversary of the police force celebrating its sterling record so far.

    Meditation is a personal matter and not an official matter. the IGP is forcing his personal beliefs and religion on people. He is completely disrespectful of democracy. This is unacceptable and he must be taken to task.

    Around 2010, the former defence secretary boasted in BBC on a highly threatening manner that former army commander SF will be hanged.
    BBC continued to use this episode to attract viewers to the programme conducted by Steven Sacker.
    Forget about impeachment, did any of the heroic commentators even raise a finger to protest, (because of absolute fear).

      Joseph de Silva has put his finger on a common trait with many of our small people in high positions: the habit of threatening simply folk down the food chain with violence. The IGP is not the only one, he is not the first, and won’t be the last. The current IGP has all the qualities of a bully and a show-off. He loves public displays of his authority; interrupting speeches to take phone calls where he instructs underlings to act. His favourite phrases: “do what is necessary but don’t leave marks” and ‘we cannot break the law but we can bend it”. The thing is that none of this is new, and yet the man was promoted all the way. So, the question is, who are his god-fathers in the political world who keep him up there to do their bidding?
