IMF, Arugam Bay & US Warning

US administration had issued a warning to American tourists visiting Sri Lanka of an imminent threat of violence, terrorism and landmines. A similar warning was issued in October last year pointing to developments in Arugam Bay. But the current warning came amidst two other developments besides Arugam Bay.

Firstly, the IMF Mission Chief Evan Papageorgiou has been urged to remind President cum Finance Minister Anura Kumara Dissanayake (AKD) that the incoming budget must be fully in compliance with the Bank’s austerity program and it must be prepared in accordance with the program parameters. In fact, the previous three budgets including AKD’s first complied with IMF conditionalities. If so, what prompted the Chief to issue this reminder? Was he just repeating a tradition or in receipt of information that the new budget may set different priorities as per the government’s election promises? Improving tax compliance, broadening the tax base and tackling revenue leakages by strengthening the tax exemption framework are some of IMF’s recommended measures. But the fund’s insistence on broadening the tax base is class biased in the sense that it falls more heavily on the poor than on the rich. Yet, despite an above expected growth rate of 4% in 2024 the economy is still not out of the woods, and IMF continues to prioritize strengthening the country’s financial stability so that the economy could sustain the level of foreign debt. Although the Fund admits that “protecting the poor and vulnerable should remain a priority”, a promise made to voters by AKD and his team at the election, government hands had remained tied. Hence, public investment on education and healthcare for example is inadequate, and poverty eradication is progressing only at snail pace.

Decades of a ruinous tax system that deprived successive governments of any chance to balance let alone achieve surplus in national budgets and the chronic negative imbalance in external trade left no alternative but to finance budget deficits through borrowing from domestic as well as foreign sources. The 25-years war against Tamil separatists made the situation worse. This is the story behind Sri Lanka’s national debt. IMF is more a caretaker of the rich and entrepreneurial than a guarantor of domestic prosperity.

The present government, despite its commitment to cleanse the economic mess inherited from previous regimes and to eradicate the political culture that promoted this mess is caught in a dilemma. It is a dilemma between prioritizing economic growth and balancing that growth with minimising the disparity in income distribution. Having made a commitment already to operate its economic program within the open economy paradigm the new leadership could not opt for any alternative radical agenda. The only sensible choice therefore was to work within the IMF parameters while reducing the negative impact arising from it by eliminating waste and inefficiency.  This strategy even won kudos from IMF.  In Argentina for example IMF and US jointly screwed the country’s economy and with a corrupt political leadership the country’s poverty worsened. Trump is now offering $20 billion lifeline to President Javier Miliei. In Sri Lanka on the other hand despite a clean government, minimization of waste and improvement in efficiency the slow progress in narrowing the income gap requires serious tax reforms.  That goes against IMF’s demand for broadening the tax base, and hence the Chief’s reminder. IMF’s insistence on improving tax collection is necessary but it is not a reform in tax structure.

This difficulty facing the government is creating the second context for US warning about violence. Ranil Wickremesinghe (RW), the man who proudly claims credit for saving the economy by inviting the IMF is now looking forward to exploiting any simmering post-budget discontent by placing the responsibility for it not at the feet of IMF but on the shoulders of AKD and NPP. His intention to organize in coalition with other leaders of the opposition a scheduled 1000 anti-government rallies is not really about the economy but to seek vengeance on AKD and NPP for reinforcing rule of law and restoring judiciary’s independence. He is still reeling with anger over his arrest by the police and appearance in the court on an allegation of misusing public funds when he was the president.  He and his reactionary colleagues are hoping that the government could be toppled through mass rallies and unrest.       

The third context for the travel warning is once again connected with Arugam Bay. The disturbing situation in Arugam Bay also has a link with RW. It was he who signed the deal with Israel for supplying 20,000 skilled workers from Sri Lanka to solve Israel’s labour shortage caused by the dismissal of all Palestinian workers employed there until October 2023. However, the shady part of that deal is the influx of Israelis into Sri Lanka arriving as tourists, overstaying their visas and engaging in unlicensed businesses. Among these tourists are Israeli soldiers on leave of whom several are war criminals with Palestinian blood on their hands. These tourists as reported by observers are slowly building almost an Israeli colony in Arugam Bay, a beach resort in Muslim populated Pottuvil in the Eastern Province. Such Israeli colonies are reported to be mushrooming also in the Himalayan region of India and in places like Dharamkot, Kasol, Bhagsu and so on to the discontent of the local population. In Thailand too in Pai district there is one although the authorities maintain as in Sri Lanka that they are all tourists on short term visas. However, the one in Arugam Bay displays an exclusive Jewish environment marked by a Chabad House, kosher only restaurants advertised in Hebrew and other unlicensed businesses operated by Israelis with one or two locals as silent partners perhaps. There is already a police post in Arugam Bay to protect these foreigners.

But it is a tinder box for anti-Jewish violence given the widespread Muslim anger over Israel’s genocide in Gaza.  At the same time there is also a pro-Israeli and ultra-nationalist Buddhist group which considers Israel as the model to make Sri Lanka a Sinhala Buddhist country. The danger is that these ultra-nationalists could be used by elements in RW’s anti-NPP coalition to trigger violence. Already the arrest of two Muslims as assumed terrorists under the draconian PTA and for displaying their sympathy towards Palestine and anger over Israel indicates the extent to which AKD and NPP are prepared to compromise Sri Lanka’s historic pro-Palestine stand to please Israel and US.

Finally, being fully aware of Sri Lanka’s alliance with China, US travel warning could be interpreted as Trump’s subtle reminder to the centre-left government that it’s moves are being watched closely by the US-India-Israel trio. Trump is a president with fascist traits. His open instruction to CIA to begin covert action to topple Venezuela’s President Nicolas Maduro is proof of it.  With IMF determining AKD/NPP’s economic strategy and the trio watching over its foreign policy the challenges facing the new leaders are formidable.  Aragalaya mission is not over yet.

    The public funds swindler is out on bail because of his precarious health-condition. If he is fit enough to gallivant around the country holding 1000 meetings ……. put the deceiving crook back in gaol. Like the law, bail-conditions should also be strictly enforced.

Then it’s kaput for the US. This is why ol’ Donald is browbeating the FR Chair to lower the interest rate. Donald may be thick …… but some advisors have got through to him ……..

        Strangely enough, our local CSE has come back to life for no good reason and is booming as it hasn’t since 2012.

          What makes a share price of a company go up is growth of owner earnings – now or perceived in the future.

          A stable environment sans corruption and graft is more conducive to growth than Ranil + Mahinda’s practise of pristine Buddhism.

          So, looks like the market – and the rest of the country/world – believes differently than you or LM …….. about the present government. :))))

          I don’t follow CSE much ……. my parents bought JKH soon after the IPO for around 11 -12 …… and now they have grown a lot after so many splits. They pay a decent dividend although the last few haven’t been great. I bought a lot of JKH and DIST before the war ended I think JKH was 23 and DIST was 3.75 …….. JKH has had so many splits since then and I think DIST pays a dividend of 3 ….. so like KO for Warren, your initial invest back to you every year.

          Everything depends on how much you pay for a share ……… I bought WFC around 22 during the pandemic, now they are 85 and pays a dividend of 2.12, so for the initial investment around 8: not bad in a low interest environment.

          I made slightly over 2.5 mil from NVDA bought around 143 and sold at 140.50 after a 10 for 1 split. The mistake I made I had larger sums in BABA and PYPL. I should have sold both and bought NVDA. PYPL was down so didn’t want to sell: that’s how our minds are conditioned to think about losing money. :))

          I bought NVDA again at around 117 with the profits and shall sell soon ……… I don’t want my luck to ride too far fishing for the last dollar, I’ll sell soon and wait for a market correction.

          I made some tidy sums from META and NFLX.

          Investing is not that hard if you distil the info out there and keep things very simple …….. all you need is a few good strikes in a lifetime; not hundreds every day.

          The easiest way is to pick the top 20 that make the bulk of an index fund like Vanguard and put your money on those ……. that way you cut out the bottom laggards that pulls the index fund down ……

            NF, follow this golden rule when dealing with shares: “Marry when young, divorce when ripe – never fall in love with a share” There are no lifetime partners in the bourse 🤣

            Which means, buy a potential, progressing share when its at infant price levels and drop when your gut hits the nerve that you have made your money. To me this happens mostly between the first and the second peak. It may go even further up….doesn’t matter, you made your lot and turn that to a different lot. I wouldn’t invest in reputed mature shares at high end prices unless I consider it as a FD at a stable bank earning more than bank’s interest, ready to cash for an emergency.

              Terry Smith is a long term holder of PM. That’s why I bought. After studying tobacco I also bought MO and BTI because they pay good dividends. But I couldn’t figure out why Terry bought only PM and not the others. If you see the relative appreciations you know why. :))

              They have vast resources for research than an individual ……. so good to look at what they are doing, if you can stay away from the sales pitch.

              Lindsell Train (not Nick :)) ) is another one ……….



              Another reason why CSE went up could be for a currency play ……. people who bought rupees when the $ was above 360 ….. would have put the money in CSE for a double hit ……. this has happened to me when I have bought foreign shares and when the other currency appreciated …… sometimes there are other reasons than what you might first think of ………

          Share price of a company can go up when there is high demand for the product now or perceived in the future ……. like what happened with NVDA.

          It also can happened if the consumer/demand base increase for a product …….. just remembered …….. during college days a guy name Ed Yardeni had a brilliant insight ……. he foresaw the markets expanding into the Soviet-bloc/East-European countries when the Iron-curtain fell ……… for products like KO, MCD, ………. etc.

          Nothing new here OC, it could be mostly the rich expats pouring in money to the CSE now, who were dead scared to invest and were holding on to, while Rajapaksha gang was ‘looking after’ the economy! Whenever people feel confident of a government and of the political stability of the country, this happens. The answer to your last question is the same as what happens in all other stock exchanges in the whole world – forever! Gambling with ‘educated, informed guess’ will always be inherent to any bourse. Just a matter of times, cycles and rounds.

            There is foreign investment, but it was mostly when the market was under-valued last year. Now it’s mostly locals being drawn in by broker-genererated hype. After all, brokers make their margin no matter which way the market goes. 😒
            When the foreigners start selling out, it’s time to leave.

              The real reason is that interest rates are at an all-time low, 7 to 8% for FDs. The same thing happened in 2012 when interest rates fell from the 20’s to below 20, giving people an incentive to look for better income in the stock market. The market was pretty low after Gota left too, because rates were up as high as 30% for a while.

                OC, yes interest rates are a major factor. As stock markets and interest rates are inversely – or negatively co-related such as price and demand, they go in opposite directions. When interest rates rise, borrowing costs increase so future earnings need to be discounted more heavily, which leads to lower stock valuations, especially for growth stocks. When general interest rates fall, cheaper credit and lower discount rates boost spending and raise the present value of future earnings, lifting stock prices. Investors, particularly bulk investors often speculate between growth and value stocks depending on current rate trends. However, this scenario doesn’t happen under volatile political situations such as a country gone bankrupt. There are enough incentives for investors today to be bullish compared to 2022. So yes, you are right that factor is reflected in the current market behaviour.

          From time to time I also look at Terry Smith’s and Nick Train’s funds to pick ideas ……. but don’t listen to the sales pitch ……. especially to guys like Ray Dalio ……. they have to keep a large public persona to attract funds to their funds ……

            Maybe you know that lead is appreciating faster than gold? The 1kg reel of solder I bought for 700 in 2010 is now 6000 and climbing. I should have invested in a ton of the stuff then.😮‍💨

              Yep, lead is doing extremely well. Not to that level but copper has done well too, almost doubled its price in the last six years.

                  I believe short to medium term prospects for copper is still bullish. Main factors are the high demand in EVs, proliferation of massive data centres across the globe, boost in renewable energy source equipment’s such as solar panels…etc., They all need loads of copper. And the supply side looks weaker than a decade ago due to political tensions in Congo and Zambia plus new ventures takes extremely long time to build like over 12 years to commission a plant, and massive costs involved. That makes a situation of high demand and low supply and you very well know the end result Nimal :)

              Don’t know about now ….. but like I told you some time ago ……. when I calculated back then the best investment was to convert rupees into dollars and keep them under the mattress …….. the return/depreciation was like 9% per annum. If you brought them out and put in a FD the interest got added to the 9%! :)))

                    That guy is ignorant when he says that nobody in modern history has linked their currency to gold. The US did, until the early 70s. Before that , most major currencies were linked with gold. China is right to look for stability.

                      True, for these guys, 70’s is as ancient as 2500 years for us!

                      Nixon unpegged it back then …… when someone (could’ve been the Brits) wanted to buy all the gold in Fort Knox with their currency. Did A.N. Cabraal have some British ancestors?

                      Once in the 1930s ….. I think ….. they confiscated all the gold ……. and the next day they could buy back gold at a higher price ……. that’s how they devalued their currency! Ramona would’ve been the advisor ….. now you know where your beloved Ranil learned some of his tricks! :)))

            Hello Nimal,
            I also read Zen and the Art of Motorcycle Maintenance Book around 1974. But unlike Nick Sleep it did not have the same effect on me.
            I met Alan Sugar when he was producing one of the best (affordable) IBM Compatible Computers in the World at that time, the Amstrad 1640. I even bought one in 1987. Their Home Games Computer was also pretty good – the CPC 6128.
            I don’t know whose idea it was to design a computer with the Microprocessor on the bottom of the Motherboard, however the PC 2000 series had many other problems and, I think, led to Amstrad’s decline. Taking on the Sinclair’s ZX Spectrum Games Computer didn’t help Amstrad’s quality reputation.
            So like Nick Sleep says paying attention to Quality and having a deep understanding of your Market makes a big difference to your success.

              A lot of companies sprung up ……. and not many remain today ……. even IBM is just a shadow of what they used to be. WANG was big and was trying to corner the office-automation business. :))

              That’s why I’m vary of the AI boom and will not hold on to any long-term …… quick in and out profits can be made when others see nothing but blue-sky ….

                Wang just didn’t see where the World was going IT-wise.
                I was teaching at our local Tech College when they decided to upgrade their IT. I advised them to go for IBM Compatible PCs. There were no suitable Laptops back then. My friend who owned a Computer Business (mainly Sage Business Software) said he would give them a good discount and extended Warranty. When the Head of IT (who happened to be one of my PGCE Tutors) rejected outright to even consider any IBM Compatible Computers I was astounded. I asked her why she rejected PCs. She admitted that she had built up her classes using the College’s Wang Word processors and changing to anything else would be difficult for her and her Staff. She had read the Drafts of my Dissertation on the future of IT and Education, but she thought that I was pushing Microsoft’s Ideology too much. In the end the Education Department over-ruled her and insisted that their Contractor would provide non-IBM Compatible Research Machines RM Nimbus PC-186s, which had to be replaced a year or so later as they couldn’t run WordStar which the Education Department had chosen to be taught.

                  You can actually write a paper on “Children’s Literature.”

                  Of course, if it brings out the creative side, why not? I understand, studies of E=mc^2 is not for everyone. But why wait till age 20? One could pursue such a degree at age 10 and save time.

                      A degree or certificate in “education” is the same, regardless of the level. There is no mental challenge. A grammar school student could complete it. To illustrate this, you can compare with the Soviet (USSR) system of education. Many science and maths teachers, even at the middle school level, were specialists, with masters degrees. The textbooks were generally written by PhD’s, such as the great Kolmogorov. I have bought English translations (MIR Publishers) of some of these Russian books. Despite the lack of color, and being written 50-60 years ago, they are better than most of the textbooks (for the same level) in the UK. These books are so good that the Indians have tried to copy them. For example, RS Aggarwal, 11th standard, is around 1150 pages long. But the Indian authors, unlike the Soviets, have not stressed any thought process. The books are just crammed with theorems and equations. I can imagine some poor arts student having to suffer through one of these books, which by the way is entirely black-and-white. Apparently, colour printing is a luxury in India.

                      I wrote my first Machine Code Program in 1973. In 1974 I was using a PDP 8/E Computers to analyse Mainframe Circuit Board malfunctions. In 1976 I was repairing GA SPC-12 Computers down to Component Level. These were replaced by DEC PDP 11 LSI Computers in around 1977. We installed these to analyse, in Real Time, the Down Hole Conditions whilst Drilling for Oil in the North Sea and abroad. I also wrote programs for our Allen & Bradley PLCs (Programmable Logic Controllers). None of this is boasting, just factual information.
                      So what were you doing Digitally around this time?

                      You forgot to mention that a PDP-8 had only about 8 to 12 core instructions and one or two registers. An an x86-64 or ARMv9 processor has thousands of commands and a few dozen registers. In terms of simplicity, PDP-8 is equivalent to learning HTML5 today. The minicomputers you worked on have been replaced by VLSI. There is a computer engineering class where students learn about registers, addresses, buses, in detail, but use assembly instead. Writing machine code these days is a waste of time (unless you are a hacker), since the compiler can do it in milliseconds.

In the 2015-2019 time several significant number of cases were filed and lodged while Shani and Ravi Seneviratne were in charge of the CID. As soon as Gota came to power, both were transferred, prosecuted and jailed and all cases were pushed under the carpet. Until NPP came into power last year. So have patience man! 😂

    You should have watched how the unelected prime minister or president of Pakistan fawned at Trump’s feet saying he deserved the Nobel Peace Prize for stopping wars (in actual fact Trump is a neo-fascist thug who will kill millions without compunction) .
