IMF Economics & 13A Politics: Recipe For Unrest

While the IMF directed economic recovery program remains only partially completed, President Ranil Wickremesinghe is switching attention to implement the controversial 13th Amendment. RW believes in a simplistic formula that the IMF magic and India inspired 13A would transform Sri Lanka into a first world nation by year 2048. Surprisingly, “target 2048” has now received endorsement as a viable objective from certain intellectual quarters also.  However, a critical look at IMF economics and politics behind 13A would reveal that they point not towards a prosperous 2048 but a turbulent if not bloody 2024.     

To start with, the IMF economics or its recovery plan and 13A are separate outcomes of the involvement of two hegemons, one global and the other regional, and both have their own individual agendas. Between the two is a local hegemon with a supremacist Buddhist face which may tolerate the recovery plan of IMF but not the India inspired 13A.  RW’s powerlessness to confront the supremacists head on would spell disaster for any economic recovery and doom the prospects of “target 2048”. 

The IMF recovery agenda as discussed by several contributors to this journal is not directly intended to make Sri Lanka economically independent and prosperous but indirectly to make it more and more dependent on the neo-liberal economic order under US hegemony. So long as Sri Lanka remains a member of the global family of open and liberal economies, thanks to JR, there is no alternative but to seek assistance from IMF whenever the economy runs into chronic balance of Payment deficits, budget deficits, unbearable debt burden and therefore financial bankruptcy as happened in 2022. But while the Rajapaksas were dilly dallying to approach the only saviour, RW was forthright and went at once no sooner he became President. What did he receive in return?

As expected, IMF’s main concern was to stabilize the country’s financial sector and see that the economy revives to an extent that it would enable its managers to honour the obligations to foreign creditors. As pointed out earlier, it is not the economic independence of member nations, but their continued dependence on wealthier capitalist members led by US that is the primary objective of IMF and its sister organization World Bank. It is no secret that IMF is not only the watchdog of financial capitalism but also its unofficial debt collector. It was as debt collector that IMF insisted that the RW regime should first come to terms with foreign creditors to restructure the debt before receiving financial assistance from the organization. Sri Lanka obliged and the first tranche of the $2.9 billion EFF was released along with a comprehensive policy package to be implemented. The fiscal side of that package has been attended to but at a terrible cost to ordinary householders. Yet, debt restructuring arrangements are yet to be undertaken. Until that is completed and the rest of IMF’s agenda implemented it would be premature to celebrate the little benefits achieved so far from the recovery program. In short, what is yet to be accomplished is far more challenging than has been implemented.       

The 13th Amendment like the IMF program is also foreign inspired and it was a legislation passed under duress. However, after it was legislated by the parliament in 1987 it virtually remained a dead letter for 43 years until 2020 when former president Gotabaya Rajapaksa (GR) made a desperate visit to Delhi to beg for financial assistance from Modi’s India. Although GR was an ardent Buddhist supremacist and was elected to power overwhelmingly by Buddhists, he promised Modi, perhaps with a feeling of disgust, that he would implement 13A. What happened afterwards is history. Three years after that episode his successor RW to avoid repetition of GR’s experience decided on the eve of his visit to Delhi to open negotiations with relevant parties on the possibility of implementing 13A. This was a shrewd move intended to satisfy India and it was successful. India’s largesse was opened more generously this time and apart from the promise of more economic and financial assistance, Modi also promised to “strengthen the maritime, air, energy and people-to-people connectivity”. That connectivity also meant construction of a land bridge across the Palk Strait.  

To India, that connectivity is part of a long-term strategy to “keep the Indian Ocean … remain fully Indian” (K. M. Panikkar, India and the Indian Ocean, 1945: p, 84). For decades, India operated its foreign policy undern the assumption that any threat to its security came always from the north and not from south. That assumption was shattered when China started penetrating into India’s ocean with the One Belt One Road project. When Sri Lanka leased its Hambantota Harbour to that rival for 99 years it sent shock waves to Delhi. That is why the Modi Government is all out to bring the island back into its foreign policy net. The economic crisis and financial bankruptcy of the country was a godsend to India. Ironically, it was under Prime Minister RW in 2017 that the lease over Hambantota Harbour was signed, and in 2023 the same RW as President had endorsed India’s extensive penetration into his country and make it India’s junior partner. Is this a balancing act? How would China react when RW meets President Xi Jinping next? 

To the local hegemon in the meantime, 13A and India’s connectivity agenda would rekindle old fears of Indian invasions and Tamil power. The supremacists view that the demand by Tamil leaders for full implementation of 13A along the lines of federalism tantamount to a division of the country. Cast conscious Mahanayakkas and their saffron foot soldiers have already started a scare campaign against India and 13A. That ethnic reconciliation would bring in more investment to the country from diaspora Tamils and that the economy would benefit as a result seem to be of no value to the supremacists. President RW with all executive powers vested upon his office feels incompetent or impotent to cut down the power and influence of political monks. Because, the existing political system is a virtual theocracy and no political leader could afford to antagonize the hierocracy and hope to remain in power. In this context, it may not be out of place to recall a story circulating in Colombo during the tragic days of SWRD’s assassination at the hands of a Buddhist monk. According to that story, former Prime Minister John Kotelawala (JK), when visited SWRD in the hospital had told him that it was JK who tied the dogs to the gate and that SWRD let them loose and ended up bitten by them. How true this story is not certain, but to those who have some idea about the outspoken character of JK the story sounds credible. Unless all religions are privatized and depoliticized there is no hope for building a united Sri Lanka. Thus, the politics of 13A and economics of IMF do not augur well for RW to realize his 2048 target.   

The tragedy is that no political party except NPP is prepared to change the socio-political and cultural edifice or system on which the country’s governance is structured and economy operates. A corruption free and meritocratic government with a constitution based on secular democracy is an absolute need of the time. 2024 promises to be a year of election or elections. While RW may prefer to campaign on his economic credentials, his opponents, except NPP, would use 13A and its threat to Sinhala Buddhist supremacy as a trump card. At the end, the rotten system would continue unless it is thrown out by a popular uprising.

    So TGTE feels that it needs not to sincerely work with one object but by registering as many possible patents for all possible ideas, at the end, it will become it was the only organization to gain any solution for Tamils. My question is why these Tamils Modayas so easily, so naively, surrender to Evil Emperor’s traps? What in the world is making some Tamils-Smarty- Modayas to think that the solution rejected 46 years ago can become an easy meal for them now, only when Sihala Buddhists rulers are struggling to answer their supporters on the question of why the country went bankrupt? Don’t these Tamils Modayas want the genociders answer to Sinhala Buddhists that how spent $400B to commit the genocide which is bankrupted the country? Don’t they have to tell the Sinhala Buddhists, what line of Mahavamsa directed them to wear a 900 sovereign gold ring on a pet’s dick while kids could not go to school because no foods at home? Don’t they want the rulers to let the Sinhala Buddhist to know what went on for 75 years in the country and honestly how much is in their bank accounts?

    Why, at this only opportunity to make everybody realize the truth, the Tamil Modayas joining their hands with IMF, China and other Sinhala Buddhists colleagues on saving the genocide criminals, who are blamed for economic crime by UNHRC but have deposited in billions in their bank accounts? Until India gets this guy, named Gopal Bag Lay, out of Langkang, there is no way the Indian Union Ministers, or Tamil Nadu State or any other influential hands in India and Tamils politicians can unite under on idea to resolve the issues in the 13A and make Langkang to implement. He makes sure that all Tamils and Indian political hands are within the arm’s length of the Evil Emperor so all can be controlled in seconds of the needed time.

    The question is why a person who has no or has zero faith on 13A asking anything from India, whether it is for Tamils or even for Sinhalese, on getting the Appe Aanduwa implementing the 13A? The Answer is in the Evil’s parliament speech, he, after pulling wool on all’s eyes, is now saying 13A will be there so by not implementing, it is not going to go away. Isn’t he one said asked Sinhala Buddhist Modayas, to repeal it as they were against 13A, otherwise it will be enforced at some point? Moda Old Rowdy King appointed Nimal and Deva to remove 13A; but cunning fox is always using 13A to thaw many issues that flare up from time to time. Now he is using it to take away the attention from people’s stomachs. Importantly, if India does not join UNHRC to investigate the war crime, the 13A is the harness to control India, from Colombo. So Evil like smart people who know the use of 13A, will not let it die completely, unless Tamils are genocided completely. 13A’s is not just needed for Appe Aanduwa but for India, too. That is, for India, Langkang is not disposable. In that matter, BJP and Congress have the same and one opinion.

    Then, how Langkang is indispensable for India, that much the 13A is not disposable for BJP and Congress. India paid an enormous price to have the 13A created. Its monetary expenditure was one issue, but they gave 1500 soldiers and a Prime Minister and many years of uncertainty of “India- Ceylon-China” relationship to have the 13A created. In Colombo, when their Prime Minister came to sign the deed, Junius had a Navy soldier arranged to beat him to death. Unlike the NPC who lost the PC elections so easily by signing on blank paper for Evil, India will not allow 13A go because it is referred to in its defense pact with Lanka. If 13A had gone, the Indo – Lanka pact would lose its teeth. If India just let it go, then, they are equal to Justice CV, who just simply gave up the NPC’s election right to Ranil, without knowing how hard Manmohan Singh worked to make Old Rowdy conduct that election.

    13A is an Indian model solution. If 13A is there, then the Indian- Ceylon constitutional connection will be preserved. This is where the Indian policy of neighbors first comes to life. Britain taught democracy for Sinhala Buddhist Wildlife Sanctuary and in 1931, it initiated baptism of democracy to Janatawe, by introducing the Universal Franchising. But Langkang claimed that the Colonialist culture differed from their 2500 years old Mahavamsa Sinhala Buddhism, so shrug off all what Britain gave, the 150 years of British Training, within 2 decades. But they could not do the same thing to Indian 13A. Evil is well understood that modern India is not Colonial Britain, which long ago went out of Langkang’s path. What Rajiv did was a hasty action, but it will not stop India coming closer and closer to Ceylon, and surely one day making Ceylon a Crimea in the Indian Ocean. But when Russia swallowed Crimea, the world opposed it, but if India walks in Ceylon one more time, the world will not go after India for that. The reason is that the world knows that Wildlife Sanctuary is not a trouble-free country like Ukraine or Crimea. So, IC will respect India’s need to monitor Langkang.

    The best evidence beyond that is that India voluntarily gave up Katchatheevu to Langkang, while Mrs. Gandhi faced a severe opposition from Tamil Nadu. (Recently Mr. Modi also mentioned that.) But for that grand gesture, UNP-SLFP tore her apart with their cheap low-grade behavior. They discarded India as nothing. So, when India needs Langkang to ensure its protection, India is prepared to protect and preserve 13A, it is not a matter that Tamil politicians work with India, even if their understanding are limited on the nature of 13A, i.e., 13A is a dead horse on the arrival of it & so it will not pull any cart. Neither, if , just because Tamils are prepared to work with India, Evil Emperor is not going to make it workable, because all his need is to maintain the 13A as a non-workable solution. But we understand that India is in need of a long-term solution to keep Langkang in its path.

    So, Tamils, by being agreeable to India, one day, when India has more says in Lanka by its economic activity In Langkang, Tamils can make India to get them at least a partially workable solution, not like 13A in which, the full election control is with Government so it can any time dismiss the PC and never in future it need to conduct election. By now India might have understood that without election authority, the PC council is only a dead deal of the past. Western countries will be working more closely with India, in future. Further, the international agencies’ control also will be with the West, for some more time. If India is not pushing for an investigation in Tamils genocide, at least, if it is not opposing one that others willing to bring, that will help Tamils a lot in future.

    Lankawe is not Pakistan for India. But Lankawe cannot resist India like Kashmere for that long.

        Sad part is those who hang with negative, one sided, sarcastic quip writing has no capacity to develop their arguments starting from a hint or clue. Let’s see if one can find a start from here.

        Lankawe cannot do something like what Kashmir did. If annexed by India by negotiation, like it happened with Kashmir or by a war like what happened in Crimea, then soon Lankawe will become a regular state or a union area, because of India’s fear of China messing it by sea with the cooperation of Sinhala Buddhists. Ceylon will not have any chance to maintain its uniqueness for long, because unlike what happened in the northern border, Kashmir, Langkang is a serious threat to Indian(world) security. One can listen to yesterday’s American Ambassador’s speech on the concerns of the security of the area.
        When Hitler appeared in Germany, Western countries took interest because he was disturbing their area. The Langkang’s Hitler family was creating war havoc, massive drug smuggling, worldwide money laundering… like many international crimes. But nobody sees that.

    That is being superficial.
    The unwise step to hand over a majority share in the H’tota Harbour was not for RW’s love of China. He needed the money badly to settle payments on loans. RW never thought that the harbour would be a profitable venture. But he was proven wrong with the major partner receiving the bulk of the earnings.
    He was negative about the Port City too.
    His main loyalty has always been to the US and he has been supportive of its proxy for quite some time now.
    For starters, he buried a legitimate contract awarded by proper tender procedure to build renewable energy plants in the North, simply to please India to whom the project is now awarded. (He did not originate the process though.)
    His dream project of a cross-strait bridge to India is now on the table.
    The Chinese know well where RW’s loyalties and preferences are. Being clever diplomats, they play their cards calmly, and are never in a haste.
    If their sums are right, they will witness in silence RW dig his political grave. Even otherwise, RW is not forever.

      How much profit China made from Hangbangtota harbor & how much Evil got as his 20%. Isn’t it? Even if it was only 20 cts, that is extraordinary income without doing any business and that is the only corporation in Langkang that makes any profits, not Air Lanka, not CEB, not SLBC, not CPC… not any one of them. There are DEW’s COPE investigation reports for more than 20 years to show how much all these robbers robbed from those corporation. In that case why didn’t Evil ask China to take all of them & give him free 20%.

      Honestly, whom do you fool? You say Evil did not have money, so he sold the harbor for the highest bidder? Evil sold the harbor to China and only to China because to defeat the resolution 30/1, if it ever went to the UN. Don’t play nincompoop games, please. Did he hear about PTL and ask them to raise some money locally? Did he tap the IMF? Why not the IMF at that time, which was prepared to lend even after Langkang stopped all loan service activities? Any idea on why not some sovereign bonds?

      You are now showing pity to Evil because you think everybody has only two weeks’ memory and by now should have forgotten all that the UNP-SLFP did to the country and to Tamils to keep their game going and what you wrote about the Evil here?

Dirty UNP-SLFP Rascals robbed the country and saved each other; then Royals refused to pay for China’s Hunu money and paying the price for all their theft. Period!       In May 2017, Evil called Prime Minister Modi to open the Dickgoya hospital. He made PM Modi to believe, after 200 years on slavery, he was going to take care of the Estate workers. While Modi was opening the hospital with his donated money, Evil, Sahala, Mangala all got their 40% from China and signed the deed.

      Western Countries were pressing on one side to move ahead with Resolution 30/1 and on the other, opening the country to the IMF and foreign investment. You were on the constant cackling that the neo–Colonialist America was trying to buy Ceylon, that time. If you have feelings, why are you not writing to the government to kick the butt of the IMF and save the workers’ EFP? You pretend like you are a pompous Socialist all these time, isn’t it? When was the last time the IMF so horribly imposed a condition on a country’s poor class? But in November 2017, after having signed the harbor sale deal, he called Ambassador Athul Keshap to his office and kicked on the butt for Trump moving the American Embassy to Jerusalem. What a strong International Diplomacy, that was! Please first whitewash your fooling you did here in the daylight; don’t make the Evil appear to be a baby, so you are soothing it from crying. Everybody knows who Evil is and who you are!

    It is not powerlessness, but a survival necessity.
    How old will RW be in 2048. I guess 99. Need I say more on this target but that it is utterly irrelevant for electoral purposes.
    RW’s main asset is the incompetence of his rivals, on whom various people here place their bets

    Ranil Wickremasinghe is struggling to give priority whether for the economics of IMF and the politics of the controversial 13th Amendment. India insists on the implementation of the 13th Amendment for which Ranil is compelled to present the Buddhist clergy and extreme Sinhalese a reasonable & justifiable explanation. Meanwhile Ranil has also consented for the land bridge between India and Sri Lanka with Modi who eagerly expected such a move. Moreover, there will be an election for the India’s Lok Sabha and the BJP is likely sweep Tamil Nadu. It is difficult to predict the move of India whether it will retrieve Kachchaitivu, as China’s Spy/Research ship has been arriving at Hambantota for which India is not happy. Apparently Indian fishermen has been arrested at Palk Strait by Sri Lanka’s Navy which has been a concern for India. At the Parliament, India’s PM Modi had said that Kachchativu was handed over to Sri Lanka by the Congress Party with the consent of DMK’s M.Karunanithy only and shown his unpleasantness. We should not forget that “Operation Poomalai” took place when Sri Lanka’s Armed Forces attacked the Tamils in the North and there is no guarantee whether there will be “Operation Dwaraka” to retrieve Kachchativu. If so, both the Sinhalese & the Tamils will be helpless if the Indians outnumber them. Thereafter both the Sinhalese, the Tamils & the Muslims will realize whether the 13th Amendment is rotten or not.

    Trouble against the 13th Amendment is created by RACISTS. There are enough laws in our books, why won’t the police take action against those who are spreading hatred?
