Justice C V Wigneswaran As Chief Minister

“A moment comes, which comes but rarely in history, …. when the soul of a nation, long suppressed finds utterance”. So said Nehru in his historic address to the nation, ushering in independence. In our own little context, the soul of the Tamil Nation striving to find utterance has found it. Nehru proceeded further and posed the question “Are we brave enough and wise enough to grasp the opportunity and accept the challenge of the future?” The occasion is now for the Tamils and the whole nation to test the mettle of the new triumvirate that is called upon to acquit itself in the most trying times. It has stood the first test admirably. It is now for the community to extend the fullest strength through an unreserved mandate.

Justice Wigneswaran, coming forward as the unanimous pick is poised for an unprecedented endorsement. With all the goodwill already showered upon him and the high expectations openly expressed, a vertical take-off is what is looked forward to. Turbulent weather is sure to be encountered, but the leadership is adequately steeled to face it.

The immediate tasks are enormous. The people’s mandate needs to be solicited for a well-crafted and precisely worded Manifesto against which the electors will match the achievements of the elected. After three decades of travail, the assessment is not going to be periodic but continuous and exacting. As for discernment, even the less educated have appreciable native intelligence to take mature political decisions. This is not unknown to the astute leadership that has now evolved. Mr Sampandan’s engagement with the rough and tumble of politics for more than four decades equips him fully. Mr. Sumanthiran has gone through a wide spectrum intensely in a short while. Justice Wigneswaran has the advantage of knowing the widest cross section from the judicial arena. His grounding in Tamil literature exposes him to the best in Tamilian traditions.

Now to terra firma. The Tamil community remains fractured in many ways. Politically our ideas are still inchoate and unclear. There is little perception of our strengths and still less of our weaknesses. We are yet to know who our friends are and where our enemies lurk. All Tamils in the country are of a single ethnicity and they have to be welded into the same political entity.  As binding as ethnicity is linguistic affinity. This factor should bring Tamils and Muslims into an abiding relationship. The diaspora has to realize that Tamil power lies in the country only. Those in the country too have to know fully that diaspora support is indispensable in a multitude of ways. The unity to be brought about and to be built on should absolutely be around principles and values composing an attractive political philosophy. The leadership has to reach for all the splinters beyond the heads of transient personages. The aforesaid would show that the Manifesto would have heavy political overtones.

The Northern Province is economically devastated. The people are being relentlessly driven to the pastoral age. Six decades back Jaffna was called derisively a ‘Postal Order Economy’. For a decade or more now, it is in reality a ’Remittance Economy’. A solid foundation is needed for a new economic order. While recognizing the government’s infrastructure contribution, the Provincial Council with its own sensitive appraisal of felt inadequacies should seek finances for complementary work. This will bring to the forefront the supreme need for a ‘Marshal Plan’, Reparations and an Economic Programme

encompassing a Redevelopment component. It is thereby that a foundation can be laid for regeneration. The Council and the Chief Minister have a heavy labour ahead. The Council soon after the election, but the prospective Chief Minister from today to secure the election.

To the eternal credit of Hon. Ranil Wickremasinghe and his government and HE the President Chandrika, is the Aid Programme under Tokyo Pledge of 2003. Also having our plaudits are Asian Development Bank and World Bank and their respective Resident Heads. One/tenth of the pledge flowed in. Nine/tenths is yet to flow. A revised replay is of paramount importance. The Chief Minister’s first visit may have to be to those institutions. It is with these funds that the refugees and the displaced can be resettled and rehabilitated. This is a condition precedent to economic growth.

The tasks may seem daunting. But to those with muscles of iron and nerves of steel, nothing can be difficult. In time sequence the first to be done is the Manifesto. It has to encompass issues; Political, Economic and Social. At election time political consciousness heightens and receptivity to ideas increases. That is the time the contents of the Manifesto register best. So let it be a model initiating a sea change in our political thinking. Let it not be a catalogue of wishes or a list of lanes and culverts. Let the thoughts be on devolution of policy making authority, eg. Higher Education Policy and finances for multi billion rupee Universities.

Justice Wigneswaran comes forward sparking immense hopes. He has the intellect to give a lead to be a lodestar to the Council. He is eloquent enough and has trilingual capability. Thiruvalluvar says:

One who is eloquent, possessed of unflagging zeal and is fearless

Cannot be defeated by others

        MORE WOMEN in Tamil politics and governance and MULTICULTURALISM and LESS Hindu Caste symbolism would help the TNA ticket.. and heal and unite the war torn Tamil community. TNA should not remain a party of doddering male lawyers who talk only and do little for the community..
        Justice V. is a good choice but he should not display his caste and religious status too much since the Tamil community is INTERNALLY DIVERSE – Christian, Hindu, Buddhist, Muslim, low caste and high caste, YOUNG and old… Women and men: The new Tamil leadership needs to be INCLUSIVE and reach across the various INTERNAL dividing lines that have been the downfall of the community as a whole., it also needs to give youth and YOUNG WOMEN in particular a place to speak.
        The TNA leadership needs to be inclusive and MULTICULTURAL strike a healing tone to UNITE the TAMIL community at this time…
        Doddering Sambanthan needs to find and mentor women to take positions and lead the TNA – until this happens there will be no REAL change in the party or Tamil Society. TNA which is an elitist patriarchy of old men and a few younger one and it is the Tamil community that has suffered!
        Talented women and youth (NOT family members of Tamil politicians) should be 30 percent of the leadership of TNA and the outfit needs to have a policy to pro-actively attract TALENTED women and youth to the party. As it stands it is dominated by lawyers who just talk and do nothing for the community. There need to be talented planners, policy makers, administrators and technocrats who are capable of planning and coordinating DEVELOPMENT POLICY AND IMPLEMENTATION working for the upliftment of the Tamil community – rather than holding development hostage to talking with the Rajapassa regime.

          Like all the rotten Sinhala political parties – UNP, SLFP, JVP – TNA is also a party of old men..
          With the Sinhala politicians the TNA has ruined Lanka.

          There needs to be young voices and women’s voices for real change in ALL the political parties and civil society should draft a CODE OF ETHICS and CONDUCT FOR POLITICIANS who have ruined Lanka by their narrow self-interested and greedy money politics..

          Indeed, TNA needs to MODERNIZE and bring in TECHNICAL EXPERTISE on DEVELOPMENT POLICY, PLANNING, COORDINATION, IMPLEMENTATION, MONITORING AND EVALUATION – even from the diaspora – of course not the LTTE supporters, but good technocrats and qualified people..

          TNA has too many old men – lawyers and not enough expertise in the technical and administrative field for DEVELOPMENT of Tamil society..

          Lakshmi is divisive. She highlights the Hindu caste system. The Tamil Christians and Sinhalese Buddhists also have caste and are divided by it! Vigneswaran is good because he represents erudition and education. There is no need to over emphasize the Christian element in Tamil society as Lakshmi does. Further, the Muslims are a separate ethnic group and we need to respect their insistence that they be classified as separate. The basis of Tamil identity in Sri Lanka is Hindu – lets respect that. This said, there should also be inclusivism and tolerance by the Tamil Hindu of the Sinhalese Buddhist, the Muslim, the Burgher and the Christian.

          Where did you discover the Hindu Caste symbolism in the TNA? Mr. Wigneswaran is a good Hindu or rather a Saivite. What is wrong with that? That is something personal to him. That doesn’t mean that he is anti- Christian or anti- Muslim or for that matter even anti-Buddhist. So why do unnecessarily raise a divisive issue?

    Hon. Justice Wigneswaran is a man of honor, a gentleman and a fair judge of the highest echelons. The Tamil community (although am not one) is fortunate to have such a candidate. The rest of the communities should be jealous in a good way and pray to finally inherit such political candidates. Although I love our military, senior military officers today just do not have the finesse, intelligence or personality to be leaders on the political front. Their thinking exposes lack of exposure and progressive thought. Extended family of The Company or they hoodlums just does not have anyone even close…so till then, let us live with scums, scoundrels and thugs…with built bodies, faked doctorates and blood, semen and alcohol stained saffron robes!

    A contribution towards formulating the ‘ Tamil Vision’ in the within the context of and towards a united Sri Lanka. The TNA should prepare a vision a d mission statement building on the sentiments expressed by Mr. Sivathasan. I pray the day comes the Tamil National Alliance will widen in its scope, to include the Sinhalese as well and become the National Alliance. Sirs. P. Ramanathan and Arunachalam had this broader vision, but were unfortunately thwarted by the ascendancy of communalism. It is time to roll back this tide of communalism and go back to the point where these visionary Sri Lankans were in the 1920’s.

    However, good governance for the north , special attention to the war- affected as individuals & families. complementing the efforts of the MR government on the infrastructure front with employment generating productive ventures , putting back the Jaffna River project on track and disciplining the local public service to deliver, are priorities.

      Should Rajasingham Narendran be only known as Rajasingha Narendra?

      Did Federal Party [without the Tamil adjective that you fear], despite having very well educated members, achieve anything? Or accepted as a mainstream political party in Sri Lanka?

      Even before Mahinda wipes out any remnant of Tamil heritage and identity I think you are capable of doing this dirty job once and for all….!!

    Justice Vigneswaran coming forward for NPC is a great event. If he becomes the Chief Minister, the CM post will shine with a person of his stature. In all other Provincial Councils, it’s the other way around, the individuals who are there as CM shine and not the position. Compared to CVV, others are mediocre persons.
    CVV should, if elected, should show the country what a PC could do for the people. I am confident he could have a clean administration devoid of corruption, which has crept into every sphere of society. I wish him all the best with success.

    One doubt I have is whether the Centre and its representative the Governor, will allow him to have an efficient administration. (Please note that I am no Tamil and has no connection to TNA)

    Congratulations and our best wishes go to Justice Vigneswaran the Chief Minister nominee of the Northern Provincial Council.Mr. Sivadasan’s article is right in many ways.The right thinking people in Sri Lanka watch for honourable men and women to lead them.TNA has done it.What about the rest? We only hope that the members of the TNA will not succumb to money as is happening to other parties.At least there is hope in hopelessnes.Let us support the TNA led Northern provincial council.

If the Centre obstructs and interferes with the objective of undermining the NP Administration, as is possible, his abilities will be wasted. Don’t forget that V’s first priority must be demilitarisation and security of the people.

          I believe gentlemen like Vigneswaren, Sampanthan, Sumanthiran et al are endowed with sufficient learning and decency to leave their personal religious preferences at home. I am certain they will not allow their religious beliefs interfere with their public service. In this regard, I recall VPs own vision of the
          country he had in mind. I disagreed with many of his political goals but one of those I agreed with is where he laid down in the society he was planning to create there will be no place for religion in politics. That is the very essence of secularism, that I believe will be an important ingredient in the plans of anyone dedicated to the creation of a truly united, plural and compassionate Sri Lanka of the future. Look at some of the followers of two religions here today who breathe their religion 24×7. They have only created hatred, prejudice, fear and disunity.
          It is time they gave up fanaticism to the National good.

        Also read the duties/responsibilities of the CM.
        It has nothing to do with the DEmilitarization and in
        what way or how can the NPC protect the people and provide
        security to the people…

        We all saw what Podiyan Pillaiyan did in the EP as CM.
        Of course Justice W is ten thousand times wiser and experienced
        than the Podiyan Pillaiyan.
        But powers of the NPC or it’s CM is rather limited and the funds will have to be begged from the 5 Rajapakses,.

        Mavai, should be thankful to Sampanthan and the other minor groups for pushing him and others out of the race. Now the ball is in W’s court. Of course, we Tamils will give W the fullest support after he is appointed the CM by the military governor and military commander of NP.

        First job, is to prevent the military dumping vegetables using tax payer funded transport, labor, and land. Military also should pay all the taxes as the local farmer, and not undercut the local farmers. As far as the fisherman are concerned that is a Himalayan Task from Kokkilai to Pesalai via Kudathnai and Myliddy… That is a Karraiyar problem and let us see what the judge would do. After all he was magistrate at Chavakacheri and Mallakam. So he is aware of the problems of the people. Then the Police and military were on his side. Now as the head of the TNA it might be a totally different ball game which is very challenging…..

    Well said, Mr. Sivathasan. It is good to have high hopes. But both the leadership and the people should be fully aware of the obstacles and pitfalls on the path of progress. Be it in the North or elsewhere, there can be no normalcy without de-militarisation. Then of course, as you say the highest priority has to be given to the refugees and other displaced people. Their re-settlement without question has to be priority number one. If the appropriate climate is there, other things will automatically follow with a fully committed and sincere leadership.

    CVV is the best choice the North could have. He is a cut above all the other CMs of PCs in the rest of the country. With the law of the country at his finger tips he could perform miracles for the development of the North provided of course he is given a free hand. A very sensible choice that is worthy of our best wishes. Good luck CVV and may you become a role model for the rest of the PCs.

    We are going beyond our limits and hopes in welcoming the selection of Justice Wigneswaran as a CM candidate of TNA. We must understand that he is neither a leader or member of TNA.He has no authority to decide on the policy of TNA or TNA political vision.The TNA political vision is built upon with a solid fundamental principles. The challenges are political, economical and cultural and the issues are deepened and widespread. Before we start thinking of Marshal plan, the important task for him to make sure TNA wins comfortably to form a provincial administration with a majority.

    The worry we the Sri Lankans have is whether Rajapaksa get his Cheap Justice(CJ) to give a verdict not to hold Northern Elections at the last moment. Rajapaksa is a Hivala(cunning Man) who can get everything done to his advantage. Lets hope the Northerners get what they really deserve “PEACE without the MILITARY”.

    Yes the northerners deserve every bit of peace, dignity, love and mercy to rebuild their lives without the terror and torment of the brutal hungry men roaming these areas not even permitting little children to have their own birthday gatherings with their families as they have to seek permission even to have such parties with their loved ones.
    First and foremost the citizens of these areas should get back their broken dilapidated homes and their owned lands from the clutches of the scoundrels, who prey like vultures.
    From the many commentators in this forum written by many peace loving mixed educated citizens one can see that it is the long awaited peace that all Sri Lankans await for their bretheren in the North and the East so that all citizens can live in peace, dignity and harmony as one in developing this country to even greater heights with the educated and learned people at the helm of politics, not like the jackasses we see right now who are ruining this entire country.

    CVV may be old but novice to the back-stabbing political community of divided Tamil National Alliance. Be warned of their credibility. His is without prejudice against any creed, class and caste but TNA is. Without recognising the entrenched interest of oppressive caste and their dominating interests and modus operandi, TNA cannot put in place a practice to counter the re-emerging threat of caste divisions and TNA also has to take into government agenda to use caste issue against Tamil nation. It was a mistake of Arumuganavalar to choose Sir. Pon.Ramanathan who was talented but missed out to be the people’s man, mobilise the masses and unite the Tamils beyond religious divide. We are encouraged by first message of CVV to reach out to all Tamils beyond political divide. Tamils have not taken any initiative in reconciliation effort among Tamils and confrontation is not the way to unite the Tamils specially who were bought out by money and favours. Hope and pray true peace may be achieved at the end through power of reasoning than the barrel of the gun.
    Without the right to life any political right is meaningless. That meaningful security will come only with the absence of military presence and upholding the rule of law.
    CVV role as CM is only a partial role at this state of struggle for emancipation. Fighting and organizing the fight to continue democratic campaign for Tamils, Muslims and Sinhalese is very important rather than defending the constitution.

    The Military Governer has overall powers in the NPC and is answerable only to the president.
    Even if TNA wins overall majority in the NPC,it will be powerless to implement projects to better the lot of citizens.
    Even now this is happening – the council is powerless even to recruit a road sweeper – this was said recently by Pillayan,of the Eastern Provincial Council.
    All this euphoria is laughable – unless there is constitutional change to empower the Chief Ministers of Provincial Councils,the councils will remain powerless puppets.
    The president knows this,and has full control of the nothern electorate,under the ‘jackboot’ of the army,which controls the lives of citizens in most respects.
    The conduct of a truly “free and fair” election too, is very doubtful.
    The army will “canvass” votes for the UPFA – for tamil candidates recruited by them – by methods well known.
    Wouldbe voters will be under severe duress and face impediments in travel to polling stations and entry to them.
    We all know what happened during past elections.

EVEN THE YOUTH IN THESE PARTIES, SPECIALLY THE SLFP, ARE OFF-SPRINGS OF ELDER POLITICIANS AND NOT FROM THE GRASS-ROOTS. SO JUST DON’T BLAME THE TNA FOR THIS.

    THE PRESENT REGIME WILL NOT COOPERATE WITH A TNA MAJORITY RULE. THEY WILL PUT ALL OBSTACLES TO DERAIL THROUGH THE GOVERNOR, WHO’S MIND SET IS MILITARY. SO IT WILL BE A HERCULEAN TASK FOR CVV IF ELECTED, AS HE MAY NOT GET THE PROPER RESOURCES WHEN THE REGIME WILL BE SMARTING OVER ITS DEFEAT.
    AREN’T WE EXPRESSING OUR THOUGHT TOO EARLY AS NO ONE KNOWS WHETHER THE ELECTIONS WILL TAKE PLACE AS ANNOUNCED (ALREADY A CASE IN THE JUDICIARY TO GET THE ELECTION NULLIFIED)OR WHETHER THE CM CANDIDATE SURVIVES UNTIL THE ELECTIONS ARE OVER AS ALL POWER WILL BE AGAINST HIM? (MILITARY RULES THE NORTH AND ARE OUT IN THE FIELD) HOWEVER, MY WISH IS THAT CVV COMES OUT UNSCATHED AND VICTORIOUS
    AND SHOW HOW GOOD GOVERNANCE COULD BE ADMINISTERED EVEN AT PROVINCIAL LEVEL.

    Can I endorse what Mr Sivathasan has said in his responses from the bottom of my heart: ” A fulsome tribute to Sampandan, Sumandiran and Mavai Senathirajah”. Thank you Mr Sivadasan for articulating these thoughts and giving all of us a forum to express our views. Protecting/nurturing the Tamil identity and culture, while not damaging the broader interests of Sri Lanka and being comfortable with the tremendous cultural achievements of the Sinhala people is the challenge for Mr CVV. Developing the Sri Lankan Tamil identity (Yes that order matters) where you are both Sri Lankan and Tamil and is comfortable in both these roles is the ONLY way forwards. Everything else is mere fancy….. I can only hope that the TNA and the State will allow Mr CVV to function along these lines. Already I can hear the mutterings of Ranawaka and the old dentist casting aspersions on CVV. Mashesan Nirmalan

    A valuable contribution which reflects the mood of the Tamils their hope and apprehension. No doubt fear and apathy on the part of the majority but the sea change has been brought about by combination of factors. Behind the scenes big brother flexing his muscles and the forthcoming CHOGM offering no escape route for the rulers who otherwise would not have agreed to hold the elections.
    We are encountering a period of turbulence but the worry for me is that no ground rules have been laid and the absence of which will give the doubters ( the current rulers ) to dissolve the elected chamber . It is no point having an election for the sake of electing a CM who has no power at his disposal to deliver Freedom, Justice, Equality, Security, Prosperity and above all Dignity.
    The task ahead for the CM is immense and daunting.

    1) First of all we need to know the fate or the whereabouts of the missing ones to enable families to grieve and move on.
    2) Confine the army to barracks and create a Tamil Police force to take care of Security
    3) Start rebuilding the war torn North & East.
    4) Offer hope where there is despair, Harmony where there is discord.
    5) Finally and most importantly start the process with international help of accountability without which there can be no reconciliation.

    LET US HOPE THAT THIS IS THE BEGINING OF A NEW ERA AND RETURN SRI LANKA BACK TO THE LEAGUE OF CIVILISED NATIONS WHE SHE BELONGS.

    Interesting! if the retired Judge become CM and got to sit with some members of UPFA, he will be sitting with criminals, murderers, rapists, drug dealers and terrorists.
