Last Night Dinner At SB’s Residence: MR To Appoint UGC Chairperson’s Husband As The VC Of University Of Colombo

The government seems to be heading for a yet another confrontation with university academics, this time over the highly controversial appointment of the Vice Chancellor (VC)  of University of Colombo.  It is reported that the President Mahinda Rajapaksa, under pressure within the family,  is yet again considering appointing Dr. Kumara Hirimburegama, as the VC. According to the sources from the pro government SLFP university teachers’ union, academics of all the faculties of Colombo University will join in trade union action against what they consider a blatant political interference in universality autonomy by appointing a lesser qualified applicant for the post ignoring the most qualified person among the candidates.  Moreover, academics have pointed out that Dr. Kumara Hirimburegama being the husband of Prof. Kshanika Hirimburegama, the Chairperson, University Grants Commission (UGC), in the event of his appointment to the post, a serious conflict of interest will emerge given the UGC Chairperson’s ability to use her official authority to interfere in the running the affairs of the University of Colombo.

These facts have been revealed consequent to a dinner meeting hosted by  the Minister of Higher Education, S.B. Dissanayake at his residence in the evening of May 22nd. It is reported that the dinner had been organized under the President’s directive with the objective of reconciling the two warring pro-government sections within the University of Colombo which have fiercely lobbied the President to appoint the candidate of their choice, namely either Dr. Kumara Hirimburegama or Dr. Prathibha Mahanamahewa.

While Prof. Kshanika Hirimburegama and her husband had represented their faction at the dinner, Prof.  Premakumara de Silva, the President of the Sri Lanka Freedom Party teachers’ union and the Deputy Vice Chancellor (DVC), Student Affairs, University of Colombo had   lead the pro- Mahanamahewa faction with a few more members of the SLFP teachers union in attendance. Reportedly, the two factions had traded serious accusations against each other, the arguments being tense and hostile at times. It is reported that the discussion ended without reaching a point of reconciliation. While Prof.  Premakumara de Silva had threatened to resign from the post of DVC, members of the SLFP teachers’ union had pointed out that the above proposed appointment will lead to the strengthening of the position of FUTA yet again as the FUTA is bound to launch a trade union action over this appointment and that the SLFP Teachers’ Union would not stand in its way. It is this same SLFP teachers’ union that campaigned earlier to solicit the support of the Defense Secretary, Gotabaya Rajapaksa to get Dr. Mahanamahewa appointed to the post in vain.

The feud between the Hirimburegama faction and the SLFP University Teachers’’ Union

According to our sources, Prof. Premakumara de Silva had been initially a loyalist of Prof. Kshanika Hirimburegama when she was the Vice Chancellor, and both together were actively involved in undermining the FUTA strike. However, later Prof. Hirimburegama fell out with Prof. Premakumara de Silva and resisted the proposal of the Minister of Higher Education to appoint Prof. Premakumara de Silva as the DVC. However, the Minster’s authority finally prevailed upon and Prof. de Silva was appointed as the DVC by Prof. Kshanika Hirimburegama on the eve of leaving the VC post to take up the post of Chairperson, UGC. With the SLFP  university teachers’ union putting their full weight behind the candidacy of Dr. Mahanamahewa for the post of VC, the animosity between the Hirimburegama faction and the SLFP  university teachers’ union got intensified and hence the effort on the part of the government to reconcile the two parties before appointing  Dr. Kumara Hirimburegama as the VC. However this effort is said to have failed and now the SLFP university teachers’ union is said to be organizing itself to put their full weight behind the candidacy of Professor Lakshman Dissanayake for the post of VC and appeal to the President not to appoint Dr. Hirimburegama as it will lead to a situation where the academics will overwhelmingly rise up against that decision thus disrupting the life of the university.

Minister Dissanayake had revealed to the SLFP university teachers’ union that the President’s decision to appoint Dr. Kumara Hirimburegama is taken despite his objections to such a decision. The Minister had further added that while his first choice would be Senior Professor Lakshman Dissanayake, if the latter is to be sidelined  he would still prefer Dr. Mahanamaheava to Dr. Hirimburegama.

Playing  the card  of FUTA bogey and misleading the President

It has also been revealed that in the effort to get Dr. Kumara Hirimburegama appointed for the post, capitalizing on the President’s well known antipathy to the FUTA, the President has been purposely mislead by an interested party through a well planned misinformation and disinformation campaign.  The highlight of this has been portraying Professor Lakshman Dissanayake as a FUTA activist or a Fonseka loyalist. To this effect, fraudulently produced photographs using photo-shop technology, combining photos of  Professor Lakshman Dissanayaka from other occasions with those from FUTA general activities and Sarath Fonseka’s election campaign are said to have been submitted to the President.

Academics point out that the President who was formerly a trade unionist himself and the Minister of Labour should not consider as if it is crime to be a member of FUTA, the largest Union of the university academics representing thousands of members many of whom have supported to bring the Rajapaksa regime to power on two occasions.  With its very long history FUTA has been the sole representative of the entire university community in the country. Many members of the SLFP university teacher’s union themselves are members of FUTA affiliated sister unions. It is imperative that all self-respecting university academics should be members of FUTA and as such the FUTA is not an anti-government union.

Academics also point out that on the other hand Professor Lakshman Dissanayake is only a general member of  FUTA affiliated sister union of the Faculty of Arts, like almost all of the academics at the Faculty including many senior academics. It has also been pointed out that Professor Lakshman Dissanayake was not even in the country during the campaign of Sarath Fonseka of which Dr. Prathibha Mahanamahewa was an active campaigner. Another fraudulent argument put forward by the Hirimburegama faction is that Professor Lakshman Dissanayake has time to serve only one term as the Vice Chancellor if he is appointed to the post and because of that he will play havoc as the Vice Chancellor. It is reported that this information regarding the remaining period of service is also totally false and has been fabricated  to discredit the candidacy of Professor Lakshman Dissanayake. Academics are surprised that such blatant fabrication of lies have been carried out by persons who are holding high offices with a view to purposely mislead the President.

Our sources report that academics at the University of Colombo are closely watching the situation and they earnestly hope that the government would not embark on the war path with the university academics by going ahead with the appointment of a lesser qualified person to the post of Vice Chancellor of this  leading university of the country or subjecting it to the family rule

On an earlier occasion Colombo Telegraph reported how the candidates for the post of VC  fared at the voting by the Governing Council of the University of Colombo. Of the three candidates, Dr. Kumara Hirimburegama, reportedly a grade II senior lecturer got 13 votes as against the 15 votes earned by the candidate with the highest votes, namely, presently Senior Professor  Lakshman Dissanayake

      Do you think having a doctorate or a being a professor in current western style university systems is equal to being an angle? How many of those so-called intellectuals or academics have done any thing to further science in the country while enormous number of fields in the country are desperately waiting to be developed. Most of them just repeat the words taken from western books and maintain luxury lives at peoples cost. Government institutions such as universities run on peoples money can not be run by other governments or act according to worker only unions who wants to continue and maintain the above pathetic situation which produce useless graduates who adds to further burden of the country. So there is nothing wrong if the people elected government to restructure every thing, specially the public institutions to suit the country will.

    As students of university of colombo, we know mr prathibha mahanamahewa and mr. kumara hirimburegama are not Qualified for the post of VC of the University.both of them are slfp loyalists and grade 2 senior lectures. Then we are thinking Mr. Lakshman dissanayake is the suitable person of the all three candidates. As students we have understood the situation and we are in alert of this matter.If disqualified person will elect to the post of VC, we are going to a protest.

      What damn job do students have here ?
      Just concentrate on studies only & try to become a professional, (rather than becoming a cheap academic) since those academics “qualifications” have historically gone to lickers & suckers of senior academics /professors only & they only get Lecturer posts in Lankan uni’ system, (this is something what a student cannot achieve just proving excellence in studies but some pretty girls excel in getting those academic qualifications & posts, so you can understand) perhaps that may be the reason for today’s pathetic situation of academic standards of this country.
      I can remember how an ordinary lecturer without even a PhD (Mr. Karunasena Kodituwakku) was appointed as VC at Uni’ of Sri J’pura by JRJ, in 1983, so the damn saga is continuing, added to that now FUTA jokers are on INGO US$ payroll, doing politics only.
      What a pathetic show by Sri Lankan Academic jokers ruining our higher education ?

    This is nothing new. Eastern University Vice Chancellor was appointed (grade 2) against a senior professor. Worse was that he was on VOP and Living in Canada and perhaps a citizen of Canada when he was appointed. It is still a mystery whether the President knew the facts or had been misled into it. He had never been a Head of Department or Dean of Faculty and speaks for the quality and caliber of appointments.

    Is it not sad to see such a great institutions as University of Colombo(then called Colombo Campus of University of Ceylon) which not only produced great academics who are respected around the world, but also an institution that had such impeccable academic staff who were received with open arms by other reputed universities including Oxford Cambridge and Harvard, has descended today to such low levels mired in cheap and dirty politics.

    What is happening to our country?
    First the armed forces and police became the weapons of politicians, then came the judiciary completely enslaved and now the “academics or pseudo academics ” hanging on to the coat tails of stupid idiotic politicians who never got to see the inside of a university.
    Only the good lord can save our people now!

        My questions:

        Why cant University DONS to show their disapproval if the appointment of particular Hirimburegama is unfair ? How can he face the staff members in next stage, if there are seniors that are more suitable for the position ?

        Why is that almost every high office appointments seem to have made to satisfy the president^s wishes?

        What would happen if University academics would go on a protest not accepting the VC ?.. Why are the people of the country today so indifferent ?

    So what’s different, all appointees even diplomats are appointed if they have been painted with the right political brush and “connections” without consideration to whether they can do the job either. Look at the “diplomutts” who became important overnight with only high school education. When normal people where fighting the LTTE, they were nowhere to be found. Now they are the laughing stock and foreign diplomats and others don’t take them seriously. That’s what the political scene wants.

    Sri Lankan Universities are full of jokers. They give senior lecturer position for part time two year MBA degrees. Part time two years means full time one year. Then you can imagine quality of University Lecturers. More than 90% profs do not have PhDs or any single publication in international journals. Some dept are family and sex trees. Recheck qualifications and exposed Sri Lankan University Profs. All of them are fakes eating poor tax payers money covering to wrong titles. Take Moratuwa University 67% deans do not have PhDs (IT and Archi. deans) and 99% profs are getting profs positions publishing in IESL journals they run and it is no where indexed or listed. PIM J’Pra profs do not have even first degree. Why government not checking all these and sacking these fake profs. Regional Universities case is worse. Colombo, Ruhuna, Sabaragamuwa and Rajarata…etc utter hell. Now FUTA has to see they have that in head by touching. Now you need never ending strike in Colombo University. But sametime check the most corruptive VC’s wrong doing. Now he is working as emiritus in Arts faculty his family dept. FUTA is using this low level corruptive man as speaker for meeting. Poor FUTA members now in Mahinda’s pay list.

    We, at Peradeniya, are thrilled at the news of an incompetent fool such as Dr. Hiriburegama being appointed as the VC of Colombo just like in Peradeniya. It’s encouraging to note that they will soon find themselves in the same abyss that we are in.
    Come on Kumara Hiriburegama! Destroy Colombo University, which has already been ruined by your wife, Shanika. Why should only Peradeniya suffer? Let Colombo face the same fate!

Lanken qualified graduates should leave the country so long there is no better environment for them in the country.     This has to act as the straw that broke the camel’s back. Unless the academics can resist this appointment and force a reversal of the decision, our premier university is doomed, and we will give a clear signal to those the country has been trying to lure back at the end of hostilities that they shouldn’t touch it with a bargepole.

    Creative disobedience/noncompliance maybe needed to deal with this new menace to rid our universities from the parasite of political interference.

    Sri Lanka do not have academics. All are henchmen. Professors are very funny. Even senior professors are more funny. All the female lecturers are guest house and Inn appointments and promotion are annual and leg promotions. You see degree they have from the country no one go for education. Latest trend is they go to Thailand and Malaysia to get PhDs. No one goes to these countries to get PhDs. They just issue PhD without any training. As Mr. Yatiyana says see the qualifications and publications of Sri Lankan professors. Shame shame. Mahinda you are doing very right thing. Even you killed them they never open mouth. Because they can not get job anywhere jobs except their current jobs.

    It has happened! What a sad day for the University of Colombo!

    Dear all, let’s lay aside our political affiliations and speak up for what we believe is the best of this institution that we have grown to love and honour. Do we really think that this appointment is the best we are capable of? If not, it is now the time to send a clear message, that we want the best we have to offer, to lead our institution.

    Please let’s not take sides on this one – let’s be united in the cause that we want someone we can be proud of, as our Vice Chancellor.

    Though I graduated from the University of Moratuwa, and subsequently taught there, I have great respect for University of Colombo, due to its admirable history and contemporary performance in various fields like ICT, Medicine, and Law. Despite a notoriously low percentage GDP investment in education in Sri Lanka, University of Colombo has been giving academic leadership by maintaining to publish the Ceylon Journal of Medical Science, The University of Colombo Review, Sri Lanka Journal of International Law, and International Journal on Advances in ICT for Emerging Regions. Academics maintain healthy collaborations with internationally reputed institutes like Harvard University, USA. Seeing above comments and reading some of the emails I got from academics I respect, I feel that the top performing academics in the University of Colombo have expected an academic visionary as their new Vice Chancellor, and that they are disappointed with the outcome. If the University aspires to be a leading academic institute in Asia known for innovation, exploration, and investigation, the Vice Chancellor has to be somebody who stands out as an undisputed visionary who can go beyond narrow political visions and “random soups of chinthanayas”. I hope sanity will prevail in the public debate on this very important matter, especially among concerned academics, in order to keep Sri Lanka’s higher education from drowning any further.

    I still wonder why Britishes gave our Parliament to the absolute crook villege Gas Bembas. They ruled our country long enough to find out how our absolute crook Political Gas Gembas behaved and would have taken necessary steps to divide it amoung Sinhala, Tamil, Muslim and Burgher communities.

    FUTA rejects new Colombo VC

    Aggravating a simmering dispute over the appointment of a Vice Chancellor for the University of Colombo, university dons and the Federation of University Teachers’ Associations (FUTA) have refused to accept the appointment of
    Dr. Kumar Hirimburegama, spouse of the Chairperson of the University Grants Commission (UGC), as the new Vice Chancellor.

    Dr. Hirimburegama’s appointment as Vice Chancellor was announced on Thursday evening by President Mahinda Rajapaksa.
    FUTA claims the appointment was clearly politically motivated in the light that other candidates, who had applied for the post, were more suitable.

    The academics employed by the University of Colombo will not accept Dr. Hirimburegama as their Vice Chancellor, FUTA President
    Dr. Nirmal Ranjith Devasiri said.
    “We can assure you that we will not accept this appointment. We will boycott meetings that will be chaired by him and refrain from responding to official correspondence,” Dr. Devasiri told Ceylon Today.“We will also give him some time to step down. Though it technically is a legal appointment, it is not a proper appointment. And we will definitely continue our struggle against this,” he added.

    Dr. Devasiri said the Colombo University Teachers’ Union will be convened on Monday (27) to decide on further course of action.
    He pointed out as there was a more suitable candidate for the vacancy, the appointment of Dr. Hirimburegama as the Vice Chancellor was ‘most unsuitable,’ especially as he is the spouse of the current UGC Chairperson.
    However, the Ministry of Higher Education maintained to Ceylon Today the final decision of the appointment was up to President Rajapaksa, who would select the most suitable of the three candidates to fill the post.

    Deputy Minister of Higher Education, Nandimithra Ekanayake, denied political motivations in backing the nominees. Ministry Spokesperson, Mangala Janaka, said likewise.
    UGC Chairperson, Prof. Kshanika Hirimburegama, was unavailable for comment.

      Unless we change this parliament system ….which I know is infested with Leeches due to nominating villege uneducated Monkeys and Bribery takers to Parliament to occupying it, we will never be able to even dream of becomming a Democratic, socialist and a civilised country.

      Rajapakse took the standard of Curruption, thuggery and Commissions to upper most level.

      Alibaba Grandmaster took it to highest level by Destroying our echology, eco system, our forests,our wile life, our natural resources, ours and our childrens lives by borrowing from International community.
