Let The People’s Sovereignty Prevail

Text of the speech made by Mahinda Rajapaksa in Parliament on Thursday the 15th  November 2018:

Hon Speaker,

The President has explained why he dismissed the previous government and appointed an interim government until the conclusion of the next general election. By the 26th of October, the people of this country were living under enormous pressure. The cost of living was increasing on a daily basis due to the fuel pricing formula and the rapid depreciation of the Rupee. The unprecedented tax burden, the doubling of interest rates as a result of the Central Bank bond scam,  the preparations being made to sell off harbour terminals, airports and profitable government ventures to foreign parties, the laws being drafted to enable foreigners to purchase freehold land in Sri Lanka, the signing of free trade agreements against the advice of professionals and local businessmen, the soliciting of bribes from potential investors were all weighing down on the people and there was a great deal of popular resentment against the previous government on that account.

We saw the President making some effort to mitigate the damage that was being done to the country by taking steps such as dismissing the UNP’s economic affairs committee. We heard that there had been sharp exchanges between the President and the Prime Minister in cabinet over these issues. It was at this stage that the media began to broadcast voice recordings relating to a conspiracy by persons associated with the UNP to assassinate the president and the former Defence Secretary with the involvement of certain elements in the police. It was only after things reached such a pass that the President decided to take the UPFA out of the coalition government. The withdrawal of the UPFA led to the dissolution of that government and the President under the powers vested in him by the Constitution, invited me to accept the Premiership and form a government.

I had the choice of either accepting that invitation or declining it. I could have simply said that it was best to allow the UNP government to continue in office for the remaining one year or so.  However, we were the main opposition force in the country. We are the largest political party in the country. When the President hands the country over to us in order to prevent a major catastrophe from taking place, it is our duty to accept that responsibility. I accepted the responsibility of running the country on that basis. Another matter that I had to take into consideration was what would have happened to the country if the UNP had continued in power for another year. Since January 2015, that government had borrowed more than USD 21 Billion in foreign currency loans.

This reckless borrowing spree was by far the most serious damage that was being done to the country. What we formed was only an interim government until a general election is held. That was why only a handful of Joint Opposition members accepted portfolios in the new government. As the situation in the country deteriorated, the Joint Opposition had been consistently calling for Parliament to be dissolved and fresh elections held.

However the previous government had literally ‘rolled up the electoral map’. It took nearly three years for elections to be held for the local government institutions that had been dissolved in March 2015. They postponed elections on the pretext of issues pertaining to the delimitation of wards. When that government filed action in court and attempted to put off local government elections indefinitely, the Chairman of the Elections Commission announced that they would hold elections to the local government bodies that did not have any delimitation issues. It was only then that the government finally agreed to hold that long delayed election. For more than one year, there have been no functioning Provincial Councils in the Sabaragamuwa, North Central and Eastern provinces. Last month, three more provincial councils including the Northern PC stood dissolved. But there have been no elections.

When the President dissolved Parliament and called a general election, for the first time in the history of this country, the UNP and the JVP have petitioned courts against the holding of a general election. These are the same parties that shamelessly perverted the entire law making process by bringing in committee stage amendments to change the entire system of elections to the local government institutions and Provincial Councils to Bills that had been introduced in parliament for completely different purposes in order to postpone elections to those bodies. The same parties that have gone to courts against holding an election, deprived the people of the right to vote at that time as well.

The Parliaments of 1947, 1951, 1956, and 1960 were all dissolved early to enable the people to exercise their franchise and elect a government of their choice. That was how the people’s sovereignty was safeguarded at that time. It was because the President realised that the previous government was not able to solve the problems of the country that he invited me to form a new government. There was wave of relief throughout the entire country when I was sworn in as Prime Minister.

Our Speaker who acts hand in glove with certain Western embassies and his political party has in violation of the provisions in the Constitution and the Standing Orders of Parliament, announced that a no confidence motion has been passed against me in Parliament by a voice vote. Everyone saw that a proper vote was never taken in Parliament. After the Speaker announced the purported result of a no-confidence motion, former Ministers of the previous government had gone to their previous ministries claiming that Mr Ranil Wickremasinghe was now once again the Prime Minister. Only the President can appoint a Prime Minister and a Cabinet. The Speaker and Parliament have no role in making such appointments.

However, there is now a dispute in Parliament. I suggest that we take this matter before the 15 million plus voters in the country instead of trying to resolve this among the 225 persons sitting in this House. That is the parliamentary tradition. We politicians must realize that according to our Constitution, sovereignty resides in the people not in Parliament. I was pleased to hear the JVP stating at a press conference yesterday that if someone brings a resolution to dissolve Parliament and hold a general election, they would support that motion. I expect the UNP to make their stand on this matter known today on the floor of this house. I invite all 225 Members of this House to join me in paving the way for the sovereign people to decide.

        Leaving a side points you made 7,8,9. Leave all that to the courts if they are true? I ask/share my following thoughts as a person no party politics…

        However the other points you made are all related to the war before and after getting the help with war efforts from the geo political masters? The same international players who assisted the war efforts now in the opposite side playing innocent?? I am not being critical about your thoughts or the facts you may know and I do not but trying to understand what else one need to do to finalise the war that was killing so many children since 1970? Mandate from the people including the LTTE helps MR being elected in the first place? away from RW victory then?
        For me I care about the children who got caught in this politics since 1970 be it JVP or TNA politics including the LTTE. However I do not agree with their politics one tiny bit in my Country? No one ever discssed the open invitation MR made for the LTTE to come to the table for a year well before the final push was underway and the UN withdraw then?

      What is being displayed by TODAY#S PARLIAMENTARY SESSION is, Rajapakshe led parliamentarians are not ready to respect holding a vote in the parliament.
      So how can Rajapkashe at all be the PRIME minister ?

      What is being clear today is – they hold on to power by USING their MUSCLE.

      This is very unfortunately, not a good news to send out to the world.

        Before respecting LAW AND ORDER or saying “Let the People’s Sovereinty Prevail”, the former counterfeit Prime Minister should respect the constitution. He has first to declare that he has relinquished his illegitimate acquisition, the illegal title of PM. Because he and the President imagined that post Provincial Council elections, they had become conjoined twins, two heads are better than one! Has anyone said great men think alike? All have said fools seldom disagree.

        Their first duty is to separate formally and legally and respecting the constitution, banish all thoughts of seeking to work out the will of the people. earlier than 54 months from January 8, 2115.

    IF a significant majority of the people do in fact support MR, then dissolution and election may be the best way forward. Otherwise the conflict will spill over the streets from Parliament. Contrary to what the Foreign embassies and a section of Colombo-wallahs say, this Government has not exactly been a paragon of Democracy or Honesty. A new election may be best. At least it will provide a fresh start. Otherwise we might exacerbate existing tensions.

    I am confused. I heard Namal Baby saying that he cannot understand why the ‘opposition’ is so afraid of elections. But on the other hand Namal Baby and his crowd, including his Dad, Uncles and supporters seem to be mortally afraid of the Parliament. So much so, that Namal Baby was seen running away from the building with the tail between his legs, escorted by his Dad.

    what sovereignty? sri lanka has lost its sovereignty long ago, they can bend in all directions. both the main national parties have been competing in their anti-tamilness and their share of military victory against tamils to fill their vote bank among sinhala masses. now the power tussle between them is about who gets to loot, not about sovereignty, democracy, or judiciary. with the drama unfolding in parliament, people will forget about underlying issues, including that of this ‘good governance’ and go back to waving flags. the elected tamil representatives, for their part, are merely acting as a tool to bring stability. without structural reforms, tamils and sinhalese will continue to suffer and elections will be just a futile exercise.

    Peoples’ supremacy was expressed in 2015 and, as enshrined in the currently operational Constitution, is valid for a minimum of 4 1/2 years.

Can you please explain the meaning of it and in what pretext have you been using it (no one is willing to answer). Does it mean people who are with you versus who question you. Sorry for my ignorance. Sir what is spinning mean ??? not the kind of Doosara but in politics. Is that the same as in our child play, where once I broke the glass and realizing it ran to the class teacher and complained that the glass is broken (with that innocent face ) or worse accused the guy next to be for the simple fact I hated him.     You need to accept the reality, Mr. former President.
    Although the President has the power to appoint the PM, he has to respect the majority in the Parliament.
    If your argument is correct, if he appointed Sampathanthan or Anura Kumara as the PM, would you still accept?
    On the other hand, according to 19A which was passed by 2/3 majority with the full support of the UPFA, the power to remove the Prime Minister has transferred to the Parliament.
    Though you and the JO didn’t realize it yet, President is ruining your’s and JO’s honour, reputation and popularity big time.
    What you have earned for 4 long years making untold sacrifices, is collapsing right in front of people’s eyes.

      Dear Former President Mahinda Rajapakse. You say there is a conflict in the parliament. So we should go for election. The conflict in the parliament was created by you and the current President. It is nothing wrong that SLFP withdrawl from Parliament. Once you withdraw from the government, if you had the majority to change the government you should have gone for parliament to prove your majority. You were appointed as PM without a mandate from the people or parliament. Even Champa, the one who always defended and supported you until now turn against your greediness. Forget about those UNP supporters, TNA supporters, Muslim Congress supporters, JVP supporters, but think about thousands of peace loving people who trusted you all these time are now unable to defend you because you have now proved undoubtedly that you are a power hungry criminal and thug.

        I think you are wrong about “greediness” and “hunger for power.”
        All politicians in the current setting are greedy for power. After 1988, it was like this. I don’t see any difference between Sirisena, Ranil, Mahinda and the MPs in their political parties.
        What I am against is not following the accepted civilized norms, practices, traditions and standards in the Parliament.
        If MR has the majority, he should be the PM.
        If Ranil has the majority, he should be the PM.
        It is as simple as that.
        I don’t see any big deal here.
        What I don’t understand is why can’t they settle this matter in a civilized manner?

          I agree that all politicians are greedy of power. Yes, Mahinda, Sirisena, Ranil are greedy of power but there is a difference in the level of greediness. Do you think the country needs these particular greedy people in power who misuse the power? When you are in power long, the level of greediness increases exponentially. Don’t you think that there should be a limit? Look at this nation. This country became independence in 1948. Within 70 years imagine how many ethnic riots we had (it is wrong to call ethnic rights because it is one sided attack), how many years of civil war (35-40 years) or rebellions and how many innocent civilians were killed unlawfully by both military and rebels. Do you understand why cannot the country will be in peace and stable?

      Every politician is greedy for power. I don’t see any difference between Sirisena, Ranil, Mahinda, UNP, JO or SLFP/SLPP.
      But the difference makes the manner in which they want to secure the power. There were malpractices in previous elections. There will be in future too.
      As I said before, Sri Lanka is seriously in need of new leaders.

    Wait till SC gives the decision on Dissolution of parliament on the 07th December 2018 as election given to the people of Sri Lanka for a mandate is supreme and above all including SC.

    It appears to me that individuals and parties delayed elections due to be held indefinitely afraid of going to the people for a mandate.

    They are talking rubbish to cover up the real reasons.

    Mahinda Rajapaksa, the way we were governed made us forget this ‘sovereign’ feeling. For the past three years we have got to know what it is, though plenty to go.
    One of the first things you did was to transfer Police under Ministry of Defence.
    The SriLankan Airlines meddling was most unbecoming.
    SLPP is back to pedalling the language/religion-divide. In the two 2015 election this ‘divide’, the first time ever, was in the back seat.

    MR has given an excellent, succinct summary of the misdemeanours of the previous government and the circumstances leading to Presidents decision to fire the bond scam gang leader. It is ironic that the so called defenders of democracy are blocking free elections and depriving the electorate to express their will through an election. I hope the people will teach these hypocrites a good lesson. Too bad the “kopi kade” gang do not like MR’s statement, I can fully understand, as truth is always bitter and difficult to swallow.

However, do you remember of that “NO CONFIDENCE MOTION” brought a few months back by your own “Joint Opposition” based on the same facts you mentioned yesterday in Parliament, against the PM Ranil W and his Government. Can you, please tell us WHY you and some of your followers were not even PRESENT in the Parliament when the VOTE was taken. That could have been the time and the OPPORTUNITY used to topple the Government of RW and that would have been hailed by everyone in the country. Then, if that was done, it was LEGAL . Now what you have done and doing are all to be CONDEMNED by all peace loving citizens of the country. Either you are big “FRAUD” or a “HYPOCRITE” not WANTED by the people.

    Does any of the Major Mainstream parties prevent the Tamils/Muslims/Indian Tamils citizens from being the party members/joining the parties?
    If we do have shortage of qualified people and whoever think we have that calibre somehow wasted in the minority Tamil/Muslim/Indian parties (we are all Sri Lankans after-all irrespective of what we have been brainwashed to believe by the minority parties created their own ghettos since inception??). By joining the mainstream parties we can all respond to the patriotic duties? Deliver what the country want and rewrite all the wrongs we say that exist? After all they all join various governments/mainstream parties and take up power so they can deliver something to their constituesnt or the governments invite them because they need their help at times?. This scenario could easily be changed if we simply join the mainstream parties? What is stopping the public from doing this historically is the ‘wanebe’ within the minority communities created these ghettos and through intimidation/thuggery/bullying/killing prevented the minority communities to exercise their democratic right to be part of the mainstream/alternative politics for the past 70 years? this has compounded itself for the past 40 years specially resulted in the loss of life/hate/distrust/divisions in SL exploited by foreign governments making the restoration even harder? Time for change. (I have no political affiliation currently to any parties). There is space for Green Parties too if we find we can not find common ground on the existing manifestoes? remeber we through our own ignorance allowed these manifestoes of mainstrem parties to be not so inclusive/unrevised for so long? hence they appear biased??? yes we can.

    Many of the things you say commonly accepted as being true except perhaps by the foreigners in our country. You made many good points that cannot be disputed.

    I am happy you requested the UNP to vote for the dissolution big parliament.
