LG Elections & Ranil’s Narrowing Options

Ranil Wickremesinghe

Ranil Wickremesinghe did not call for this; nor did he expect it. Political crises are more or less stations a stream of evolution halts for a little while where new comers embark and the old ones alight. There is no exception to this rule. Ranil is not stupid not to comprehend this natural phenomenon. However, in this instance, he seems to have been blinded by the rush of years, years being added to his age. He realizes that chances visiting him with such charity from his traditional political rivals, the SLFP or Pohottuwa clan, are once in a lifetime occurrence. He also knows that assuming the office of President through an election is zero. In such a personally saddening setting, what could he have done other than joining the Pohottuwa cabal and becoming the leader of the country? Elected or unelected is a mere nuance, not the fundamental.

But today’s setting is entirely different. Ranil Wickremesinghe and his government are caught up in a quagmire of economic debacle and a looming political collapse. The local government elections are being scheduled to be held on March 9, 2023. Ranil did not create these circumstances; yet, he inherited it and is trying to navigate on extremely troubled waters, not knowing whether he could be blessed with a shore in sight of a further-receding from the coast of stability.

Local Government elections are scheduled to be held in the midst of this chaotic setting. Ranil and his Pohottuwa cabal have many options; but none of them look favorable, either to the country or the Pohottuwa group and Ranil himself. Allow me to examine these options:

Option A – Hold LG Elections as planned on March 9

The country is getting prepared and the Elections Commissioner’s Office is ready and willing but availability of funds for the conduct of the elections is being questioned, especially by those who secretly dream of either postponing or cancellation of the elections. That is solely due to the prospect of losing it very badly. The consequences of the ultimate results would influence three distinct groupings: 1. Ranil Wickremesinghe & Pohottuwa. 2. Opposition Parties. 3. Country at large.

1. Ranil Wickremasinghe & Pohottuwa

If the LG elections are held on March 9 as planned, the United National Party’s (UNP) and the Pohottuwa group’s candidates will suffer a thrashing defeat. Both the UNP and Pohottuwa put together would not be able to win a single council and that would be disastrous not only for Ranil Wickremesinghe personally but also for the Pohottuwa group. The fake political stability that Ranil has been trying to portray to the outside world will be shattered and restructuring process of our debts and the attitude and workings of the International Monitory Fund (IMF) might face a new dynamic of instability. After such a disastrous performance at the LG elections, the winning party or parties (most probably NPP, SJB and TNA) would not take the win and go home peacefully. However, what Ranil would do with the dissolution of Parliament after March 2023 is much an uncertainty. Ranil would not be able to tell the Pohottuwa parliamentarians to ‘go to hell’ if the defeat of the UNP would be greater than that of the Pohottuwa.

The consequential outflow from a victory of the NPP, SJB and TNA would invariably end up on the streets of the big cities as well as the rural areas. Ranil and the government really need to pay more serious attention to what follows the election results in the interior of the country. The writer’s projection is that Ranil will resort to a new wave of suppression in the event of an emergence of another Aragalaya.

2. NPP and SJB

Depending on which party secures the highest number of councils, that party will dominate the ensuing political conversation. If the NPP manages to outdo the SJB, it’s a clear signal to the country that the NPP, an extension of the old Janatha Vimukthi Peramuna (JVP), is being accepted as a mainstream political entity and a majority of the voters are ready to acknowledge the NPP coalition as a serious contender in future elections. At the same time, a clear-cut victory at the LG elections would buttress the position in relation to the forthcoming Parliamentary and Presidential elections.

3. The Country

The country would eventually rally around both NPP and SJB and the people, specifically the rural folks would be more vociferous in the coming protests and other anti-government activities that would be planned by the opposition. On the other hand, if a riotous and chaotic state ensues, the international perception of the country would not be so encouraging, nor would it be conducive to a favorable response from the donor-nations.

Option B. Elections are postponed or canceled on Ranil’s Orders

1. Ranil Wickreeasinghe & Pohottuwa

There might be very temporary time for Ranil and the Pohottuwa parliamentarians to have a breather. Yet such a decision would be perceived as a drastic and desperate one the consequences of which cannot be advantageous to either Ranil or the Pohottuwa group. The resultant mass uprising would manifest some of the more unacceptable features by a peaceful people. A potentiality of violence is no substitute for a dictatorial regime that Ranil’s government would become if the aforementioned scenario is the outcome. In such a setting the short-term advantage would be to Ranil and Pohottuwa but the mid-term and long-term advantages would eventually flow towards the country’s opposition politicians.

2. NPP and SJB

In the case of the second option being the reality, the NPP would have a clearer advantage over the SJB in that, the more aggressive and belligerent political party being the NPP. The SJB would be forced to take time to decide on their next move. Sajith Premadasa is not a leader who is used to taking quick decisions. And the other second tier leaders in the SJB, except perhaps Sarath Fonseka, would not exit from their comfort zone. This is where Sarath Fonseka would have a much clearer path to tread as the followers of the SJB would rather follow a more decisive and a stoical leader than a one who is vacillating and dithering at every important juncture of a political journey.

3. The Country

The country would be in chaos. If the economic conditions refuse to bend towards improvement, not in terms of GDP or stock market figures, but in real terms that are palpably understood by the ordinary masses, the political unrest would amplify and measures that would be taken to contain such a riotous and chaotic situation could border on draconian suppression and even shooting some uncontainable crowds. It will not be good sight to behold.

Option C. LG elections are not held as per Supreme Court Decision

1. Ranil Wickremesinghe & Pohottuwa

This is the best scenario Ranil and the Pohottuwa boys could wish for. Being the last arm of the judiciary system, the Supreme Court in Sri Lanka is still held in good stead (may not be in high esteem) but at least in the context of upholding law and order in the country. A decision arrived by the justices of the Supreme Court cannot be disregarded on any account. It gives a very convenient and plausible exit strategy for both Ranil Wickremesinghe and his Pohottuwa group of parliamentarians. How far Ranil would extend his influence, if he has any, towards a decision favorable to him, one does not know. It would tantamount to be a contempt of court if one tries to express any idea that would stain the ‘good’ name of our judicial system.

2. NPP and SJB 

Ranil’s advantage is the disadvantage for both NPP and SJB. It will be more so for the NPP than for the SJB. Sajith Premadasa may be wishing for such a scenario as the event of postponement or cancelation of the LG elections happens following Supreme Court ruling, would benefit him and his cohorts in the SJB as the SJB is perceived as a more patient and passive opponent than the NPP. 

3. The Country

This may be the most assuaging state of affairs for the country at large, at least in the very short run. As far as Ranil Wickremesinghe’s ability to place the country’s affairs in a more favorable light is concerned, if the economic conditions continue to remain as they are now or even become worse, then what happens after a Supreme Court decision to postpone LG elections will become moot. 

Observations

Whatever Ranil Wickremesinghe decides to do, postponing of LG polls is not a desirable matter. In 1988/89 era, with two wars paralyzing the country, LTTE in the North and JVP in the South, the then government held two elections, Presidential and Parliamentary, without a murmur. Ranil Wickremesinghe or his Pohottuwa-henchmen should not be allowed to interfere with our election process. It is undemocratic, it is illegitimate and it is simply wrong in every sense of the word. What Ranil would do with the prorogation of parliament, whether he would resort to that infamous tactic of procrastination wishing such a move would ultimately produce a more pleasant outcome is foolhardy and naïve. We should have not time for such naiveté. However, one must not forget two personalities, other than Anura Kumara Dissanayake and Sajith. They are Sarath, Fonseka and Patali Champika Ranawaka. Both, one can see, are getting ready for a fiercer and more decisive fight.

    Native, I hear the Blag Flag protest by Tamils with the support of other communities was a huge success. Amidst threats and harassment from intelligent personal / Army, the protest march from North to East, concluded in Batti Yesterday. People from Ampara too joined the march. In the mean time Pissu Vasu says instead of Southerners / SB, Tamil parties should first come together with a common mandate. Haven’t we heard enough about 13 A, since 1987, from SB including Hon.A. Hole . Vasu.

      Apparently racist Theras / National Bikku Front is planning a protest march today via, Union Place to Hyde Park. Lets see, Ranil using tear gas or water canons on them as he did to disperse youth ???? In the mean time Asgiriya, Elle and rest warned Ranil again , not to implement 13. Elle says 6.9 million voted not to implement.

        Some in CT, were concerned about tourist not visiting Lanka, because of not celebrating INdependence day. I am sure these politically/racially organized protest / election violence and circus, will sure entertain and promote tourism. As a tourist my concerns are having fuel, food, personal safety, medical access among others, not independent festivities in a bankrupt country. Good news is Presidential office claims to have spent only 11 million on our INdependence Day. Upto now more than 5000 yellow robed have signed up for the protest. Elle is threatening of violence and usual pogrom , if 13 is implemented.

              Yes to certain degree. Indian press is cautious on discussing because this has now turned into a political issue.The opposition is not only demanding inquiries but trying to corner Modi Government, by taking responsibility. Parliament sessions are disrupted by Opposition,trying to pressurize the Govt. As long I am aware, many international Banks / lenders decided to withhold lending. (Citi, Credit Suisse, S &C). Some international funds ( like Norwegian retirement fund) have closed out it’s holding. SEBI ( Indian stock exchange commission) has initiated fresh inquiries into this matter. In the mean time Adani has hired NY legal firm Wachell, to take on Hindenberg. (Wachell appeared for twitter against Elon Musk). Adani Group has lost more than 50% of its Capital.

          Chiv, Sillsena has now stated, what is Ranil up to? Trying implement Sec13A( not sure if he wants to implement playing a game), when most of the Sinhalese Buddhists are against this. Why does he like most Sinhalese think that the island’s Tamils, who have a very ancient history on the island and their own homeland, are some sort of vassals or slaves whose fundamental rights and the right to their homeland, depend on the whims or fancies and likes dislikes of a largely racist Sinhalese population? Why are Sinhalese rights that have been legislated dependent on the whims and fancies of the Tamils and the people on the island? He and the rest of the Sinhalese should realize if not for the British, who for their own convenience created a new colony called Ceylon now called Sri Lankan in 1833, by joining the then separately administered Sinhalese and Tamil parts of the island, which for the most part of the history have remained separate, and then in 1948, left the island, giving power to the Sinhalese who by this act became the majority on the island.

            If not for this the Tamil people would have been a separate nation and people. The Tamil leaders at the time of independence were taken for a ride by the Sinhalese leaders, who promised equality but with other things in mind. In my opinion, they were naive and not far thinking and coming from largely Colombo-based elite families did not care and did not press for a federal form of government which the British would have given when they left. Sillysena has forgotten that he came into power in 2015 by promising to implement Sec 13A, but like all Sinhalese leaders before him, once in power reneged. India and Jaishnkar and Modi are again being taken for a ride by the Sinhalese. We will see where this will end. It is these racist Sinhalese and Buddhist priests who may ensure that a separate Tamil nation will be born by their actions and intransigence.

                    When I criticize the Sinhalese does that make me racist ? I have also criticized Tamils, Muslims etc. Only shows I am objective and say what I feel. You guys take a side on the other hand, the Sinhalese are bad while other people are good ! That is racism in my view.

            However, both the President, Premadasa and Minister Wijeratne paid for the “CRIMES” committed. So goes with Wijeweera.

Those poor parents of these offspring’s/progeny had no lesser noble thoughts, in their minds at the point of ecstasy achieved, by the deprivation of other hobbies and action, due to their impoverished state!!!
          Their follow up thoughts and action after 5 long years to save them the cost of livelihood for their progeny, for which they had no means!!!
          Whilst not being a welcoming and enjoyable thought, decided to action as it would help the propagation of the noble thoughts of Gautama the Buddha to one and all!!!???

      North East march seems to keep their demands alive, the question as to whether it was a success or failure to soon to conclude when the aim of the march was not clearly defined at the beginning. Lets wait and hear from SJ how he wants to define the objective and his explanation as to how it failed.

      Public is protesting against politicians for bankrupting the country. They are holding Black Flag protests because INdepenbence is meaningless to them. But some how, protest in Colombo, when held in N & E are considered national or security threat. We know reasons for public to protest but why are Theras protesting??? Do any one honestly think fhey too are struggling
      or they are there for the sake of country , people,community or religion??? NO. They are there only to safeguard their privileges, entitlement, comforts and control over governance.

        My view is on this matter or response is based on the PRECEPT, that the ‘Saffron Robed’, are indeed STRICTLY FOLLOWING the precepts, envisioned by Prince Siddhartha, The Gautama, The Buddha!!! Which demands, that their essential needs of the Saffron Robed should be met by their Dayakas. That they do not handle any monetary wealth!!!
        Then, if the Dayakas are affected by the current, Taxation, availability policies or cost thereto, the Dayakas may resort to providing ‘VAVUSEER’, INSTEAD of Ocean Seer (Thora Malu), which indirectly affects these ‘Saffron Robed’, with a preferred taste & Texture for the Latter!!!???
        Majority of these protesting may not be aligned to “Toyota V8 and Benz inclined” Monks!!!??

Is true recovery possible without addressing prelate racism and hatred. Didn’t we already witness rogue prelates ganging up with criminal politicians in falsely accusing and protesting against innocent Dr. Shaffi, organizing violence against Muslims . In Lanka family kleptocracy and prelates / Theras, exist together like symbiotic parasites.. They fatten by sucking the lives out of masses. Can we get rid of one without other ???             Changes to our constitution, working mechanism of the 3 pillars of democracy and other measures to prune the cost of operation, such as reducing the number of MPs to the level of original Soulbury constitution 95 (elected at GE) + 6 (nominated to represent minor sects of the electorate)!! We cannot afford luxury of 225 at individual cost of approximately 10 million per month!!! If, however the manageable cost per MP, then that means each elected MP serves a larger representative electorate mass than at present – 150/160 thousand citizens!! No excuses, as otherwise you are inept and unable to fit in as an MP in SL???
            If there is a will, there is a way!! How does India with 1.5 Billion do with 600 member Lok Sabha operate in India!!?? Don’t know? Then start to learn from New Delhi!!! We have proved beyond all reasonable doubt, living beyond our means!! Halt it now and forever!!!
            Secondly, most important, amongst other concerns, SL Constitution must be. SL as a Secular state with multiculturalism as the basis of society!!! Assured freedom of thought, expression and religious belief and ensure HR is included as a basic right

Certificate to be filed with Secretary-General of Parliament, 1 week prior to taking oaths and all qualifications of MPs to be available for scrutiny by public prior to taking oaths!!!
            RIGHT OF RECALL – THIS RIGHT BY THE ELECTORATE SHOULD BE INCLUDED, STOP MISMANAGEMENT AT ANY POINT IN THE “WORKING” LIFE OF THE MP!!!?? NO MORE ONCE ELECTED ASSURED LIFEOF MP IS 5 YEARS; IT COULD TERMINATE BY USING THE RECALL SYSTEM TO STAND DOWN IF FAULTED!!!
            The last provision would ensure, MPs ensconced in position for 6 years, irrespective of the conduct or misbehaviour or loose the trust of the electorate!!???
            That’s for starters and move-on and if necessary seek changes, but feel confident this would be sufficient for 10+ years atleast!!!?

            Devolution of powers to the periphery and Bi cameral Parliament
            All Chief Ministers (CM) and Leaders of Opposition (LoO) in the Provincial Councils (PC), upon election to that office, automatically be deemed as elected to the Senate as Senators of the upper house of Parliament of SL, whilst simultaneously holding the substantive post of CM or LoOp of PC for the duration of their term of office in the respective PC that is total of 18 Senators for the Sri Lankan Senate!!
            In addition 4 senators each be elected from each Province, making a total of 18+36= 54 Senators.
            These directly elected 36 senators 18 (2 from each PC) be when first elected, would serve, for 3 year terms and maximum of 4 terms, (12year span maximum lifetime) whether consecutively or separately!!the 36 directly elected Senators should be having a basic Degree and Post Graduate qualification specialising in specific field of their choice, recognised by the University of Colombo!!!??

    I think it is delusional that the sinhalas believe that they defeated the LTTE THEMSELVES!!! I recently watched a youtube vidoe that narrated that the sinhalas had the assistance of 39 countries and USD $billions in arms to defeat one(1) LTTE and it is well know that Paki, israeli and Ukrainians were personally involved on the ground or in the air against the LTTE.

    Very likely that the next time this assistance will not be forthcoming as india has learnt its lesson and the power of the tamil diaspora and the only country that will assist sinhala land is china which likely will result in ab=nti china countries assisting the tamils.
