National Revival Has Commenced

Downtown Colombo and especially its upmarket commercial areas sparkled, and will continue to do so, in the night this Christmas season until the grand finale on New Year’s Eve. There is little indication that this city of night lights had experienced dire economic collapse just three years ago. The long lines of vehicles that once queued up for fuel outside petrol stations are overshadowed the much longer lines of traffic crawling on the way to the centre of celebrations at Galle Face Green, once the epi-centre of the Aragalaya protests that brought down the government and had the president fleeing the country.

The hotels and nightclubs at the higher end have been packed to capacity. The cost of celebrating in them is steep but there seem to be a large number of people who can afford this expenditure, at least once in a while. New hotels such as ITC Ratnadeepa and City of Dreams overlooking water fronts create an image of Dubai at night. The ever-rising stock market is evidence for the new found confidence in the economic management of the country. There is a sense of political stability that comes not only from the 2/3 majority that the government enjoys in parliament but also from the inability of the opposition to make suggestions or proposals that are significantly different from the policies being followed by the government.

The desire to be part of the festivities was visible also in the large number of people who participate in them at different levels. They enjoyed themselves at the expensive buffets of five star hotels and in the open spaces of Galle Face Green, where there was a carnival and mobile eateries or in the big shopping malls where they might have a bite at Pizza Hut or engage in window shopping. The high costs of restaurants and consumer items relative to income is manifest in the struggle of the government to bring down the cost of living but with little success. The ongoing battle of the government with the so-called “Rice Mafia” has yielded positive results after the import of rice. But the price of coconuts remains high along with everything else that went up in price three years ago and did not come down.

Spread Development 

Outside of Colombo the Christmas celebrations were more muted if they existed at all. Christian churches were the focus of such initiatives. The big celebrations outside of Colombo would take place during the traditional Sinhala and Tamil New Year in April. Some of the provincial capitals like Jaffna had their own displays of festive lights and decorations but they were not on the scale of Colombo. The difference in purchasing power of Colombo, the national capital, and the provincial capitals was reflected in this disparity.

One of the key justifications for the devolution of power is that there needs to be equitable development across the country and not only in the region of the capital city. Power and wealth tend to go together as those with power to decide will tend to make decisions that benefit themselves and the area they live in. The devolution of power to the provinces is to provide engines of development to the provincial capitals, ensuring wider distribution of the fruits of development. This aspect of devolution of power needs to be explained to the general population who see the concept as being a foreign-driven one meant to resolve the ethnic conflict. Devolved systems of governance have existed in Sri Lanka from the times of the kings due to the impracticalities of centralized rule.

So far the devolution of power in Sri Lanka has been seen in the context of resolving the ethnic conflict. But it can also be justified in a broader perspective as befits the “System Change” that was the main slogan of the Aragalaya protest movement that finally propelled the present government to power. The present system of devolution has been brought into operation through the 13th Amendment to the constitution which came at the height of the ethnic war in 1987 and was facilitated by the external intervention of India. It is not surprising, therefore, that the devolution of power under the 13th Amendment should be seen in that context and as having a bearing on the sovereignty and territorial integrity of the country. Its implementation has been resisted by all successive governments, including the one that brought it into law. This may account for the government’s commitment to devolve power with the passage of a new constitution, but on a different basis to that which exists at present.

Changed Behaviours

The progress of the economy, which is expected to grow by 4 percent this year, and higher than anticipated by international financial institutions, will be due in part to the stability in the polity, which is reflected in increased investor confidence. This positive growth factor will be supplemented by the government’s promise of non-corrupt governance. Unlike in the past, the first 100 days of the new government have not given rise to any major corruption scandal involving government leaders. The issue of the PhD degree of the Speaker of Parliament which led to the resignation of the Speaker has been a new practice when compared to the practices of the recent past. Those in power have not stepped down or been asked to step down when found out for things done which were much more detrimental to the country’s reputation and economy.

The non-ostentatious, non-extravagant and non-corrupt attitude that comes from the president and his top team appears to be seeping down to the bottom. During the holiday season a visit to the local government office to obtain a Grama Niladari certificate of local residence bore this out. The concerned officer was at his desk at the time of the visit, gave information about the application procedure and delivered the required document without any fuss or delay. He explained that he was following all the formalities including getting the signatory to sign in his presence. He explained his supervisor would be checking for this. He also volunteered the information that the change in behaviour at the top of the government was influencing those at the bottom to follow the rules in performing their duties.

Another point he made was that his area was a multi ethnic and multi religious one. The previous person he had attended to was from the Diaspora, a dual citizen, and asking for a national identity card. As that person had all the proper documentation, he had issued the relevant certificate even though he had no personal knowledge of this person who had lived abroad for the past twenty years. He said that person was a citizen and needed to be treated as an equal. In response to the query whether this too was part of the positive influence from the new government, the Grama Niladari said no, it was a message that he had picked up during the period of the Yahapalana government. The new government has inherited not only the bad but also the good from the past and is taking the good alone, to build on it in the year to come and beyond. This gives hope for the future.

    The visibility of change is clear. Ethnic politics is a thing of the past, though one has to guard against its revival. The optimism in the North with the NPP is a sign of expectations of a better future. I experienced this optimism on a recent visit. But, there are obstacles. A recent Island editorial harps on the glories of Rajapakse and Wickremasinghe. The elite will hit back. They have lost too much. They will engineer schemes to make change difficult. The artificial rice shortage is an example. They will safeguard their corrupt wealth by whatever means possible. The fact that Jehan Perera sings a different tune for his supper is a sign of change too. There is enough momentum to see the NPP through if their politicians stick to their promises. A big if but a deliverable one.

If you see his articles 3 months back you will she his writing praising Ranil and economic stability he brought to the country with IMF and people should dare not elect NPP as country will go back to pre “Aragalaya” state of poverty.

            I had a Girlfriend that was a lot like Joni Mitchell, very good Singer and Guitarist, very Intelligent and didn’t suffer fools gladly. She liked The Mamas and The Papas and sang “California Dreaming” extremely well. We used to disagree about the line “You know the preacher like the cold …He knows I’m gonna stay” She was brought up Roman Catholic in Limburg, Netherlands and didn’t like me calling a Priest a Hypocrite gathering Souls. The rest is History but not as a result of our very minor disagreements.
            As for Joni Mitchell’s caustic remarks, she is entitled to them.
            My Granddaughters are “Swifties”. They get really annoyed when I call her music “Whiny” because she is always whining about being left on the Bleachers etc. My Granddaughter Joanne was invited Backstage at a Jonas Brothers concert in the UK and was kissed by Joe or Nick Jonas (I forget which one). I remarked “That will p*ss off Taylor Swift” to be met with a Glare.

I was doing Family History Research and had sent my and my Father’s DNA off for Ethnicity History Analysis (Ancestry.com). My Sister asked if she could compare my Father’s DNA with hers. I told her it would be a different Test and Company. For years she had been convinced (quietly) that he wasn’t her Father. To cut a long story short the answer came back 99.99 percent positive that he WAS her Father,

Years later (not too long ago) I was looking at old school Photos with one of my sisters and she kept pointing out very good looking girls that wanted to go out with me. I was clueless of their desires. Oh for a Time Machine, maybe OC has one?
                  By the way the Link for the Common Linnets reminded me – my Dutch Girlfriend went to see Jim Croce or Stealer’s Wheel (Scottish Band) at Pinkpop in the 70s. Her brother lived in Geleen near the Festival Site. The people there speak Limburgs; I could understand the gist of what they were talking about most times to their surprise.

    I dont know about the national revival because I don’t live in Sri Lanka but yesterday when I called my MIL was saying red rice was 800 rupees and coconuts were 200.

    But in Colombo telegraph, the party goes on. I am not sure if CT lives in an alternate universe or it is the poor of Sri Lanka?

      It is quite evident that the country has gone to such low levels because of people who judge everything based on the price of a coconut and a kilo of rice. Doesn’t matter how to eliminate age old bribery, corruption, nepotism, inefficiency, productivity…. nah, those matters are far less important than the price of a coconut!! No wonder we are called coconuts in the world outside Indian ocean!

        My Sister in Law has a small Tea Room and is renowned for her Pol Roti and Sambols. Not only is the Price of Coconuts ridiculous, but they are in extremely short supply.We helped her out when we heard that one of the Farmers up in the Hills had some Coconuts for 120, but we would have to split the Husks ourselves. We took our Truck up the very difficult Tracks and bought a couple of Hundred for her. There is a Skill in de-husking Coconuts that escapes me (too Dangerous).
        So for some people the Price of a Coconut is important.

          a14455 and LS, I agree prices are hurting people and yes, a burning issue right now. But havent AKD tried his best to control the price of rice? Has any other leader done that? They only helped the rice mafia. My point is, just look at the other positive and effective things they have already initiated, such as stopping political ceremonies, tamashas, cutting waste, politicians living like average people, initiating a strong programmes such as ‘clean SL’ etc., None of the politicians in my memory had ever started these kind of initiatives so we must give them some time and surely 3 months is not good enough to bring back the normalcy in a chaotic country, if ‘normalcy’ had ever been in this country for the last few decades!!

      What are sold are special varieties of red rice like red suduru and red basmati that were always expensive.

        I dropped into the Co-op nearby. They had red Keeri Samba for 260/-.
        It is usually priced midway between Samba and Suduru Samba. Very tasty.
        I asked if they get any red rice. They said that they do, but not much and so it gets sold out fast.

      Can you come back and start to plow the fields that are made as sewage ponds by the Hitler King’s White Elephant Project of Chinese Poop import? You don’t compare various Appe Aanduwa’s achievements by the today’s rice price only, after the Sinhala Buddhist Royal rulers have plundered and plowed the country (instead the fields) for 3/4 of a century.
      I came across statics which indicated the Langkang price level has increased by 300 times, from just before Siri Ma O took the Aanduwa. I was living in Jaffna last time, until Siri Ma O brought standardization and devastated north East A/L results. Then I left for Colombo to enjoy the two massive pogroms. The rice in Jaffna that time While I was there) was about 3/=, 4/=. It was sudden increase from 1.50/= to that level after the Langkang Che Guevara (Wijeweera) uprising and Siri Ma O Paan Queue, without local rice. So now it should be about 900/=, 1200/=. You say AKD is selling at 800/=, either without the IMF knowing it, he is subsidizing the rice or JR’s irrigation projects have played a positive benefit in rice price, so the rice is 100 to 400 /= cheaper than it should be.

    I am not for devolution of powers to 9 Provincial Councils. Indian Government initiated the Provincial councils set up more than 3 decades ago so that Tamils in the North and East could enjoy relative freedom from the Central Government. JVP and Ranasinghe Premadasa were totally against as was LTTE too. If it had been properly implemented then We could have avoided lots & lots of bloodshed.
    At present, Country does not need more and more politicians to RUN these Provincial councils. A CAPABLE administrative staff SL Aministrative service should be able to manage the 9 Provincial councils.
    The NPP government should publicise their achievements time to time.
    We are eagerly waiting for the trimming of defence forces or they being gainfully employed. The Defence personels should not be running Hotels / Tea boutiques/ Farming etc. This will DEPRIVE the locals livelihoods.

      Naman, the Indian government-initiated devolution of power and provincial council was for Tamil North and east only, with land and police powers, so that can enjoy relative freedom from the central Sinhalese led government. and develop their own areas with local or foreign investment and enjoy a better standard of living. The rest of the seven Sinhalese provinces were to be ruled as a separate unit. The Sinhalese and the JR led government deliberately scuttled this and created 8 and later 9 provincial councils, when there was no need to create all these white elephants. This was deliberately done to whittle down the power of the NE Tamil provincial council and deny them the land and police powers as signed and enshrined in the constitution. Giving land/police powers to the Northeast would have largely put a stop to state sponsored Sinhalese grabs under various excuses and colonization.

        The stupid short sighted LTTE chasing after a utopia also played into the hands of the Sinhalese Sri Lankan state and Sinhalese extremists. If they had cooperated very cleverly with the IPKF and India, The Tamil North and East now would have been fully federated and the people safe from further Sinhalese racism and marginalization. The provincial council was only a start. However their arrogance and shortsightedness playing into the hands of the Sinhalese Sri Lankan state by opposing it instead of cooperating and further building and strengthening it with India’s help, they created an enemy from a friend and forced India to befriend the racist Sinhalese and made the plight of the Tamils even worse. Like NV always stated the biggest ally for the Sinhalese Sri Lankan state was short sighted Prapakaran and no one else. He achieved so much, and they frittered away all the gains, to Sinhalese diplomacy and cunningness.

Islamic extremism/Arabization, took root especially in the east, encouraged by the Sri Lankan state, as a tool to further marginalize the island’s Tamils and to further distance the island’s Muslims from their actual South Indian origin Tamil heritage and culture.

            No one gained not even the Sinhalese from all this everyone lost on the long run. The Sinhalese laughed and poked fun of Tamils fleeing the country in droves to escape the effects of war and marginalization and many were very happy about this and now karma is a bitch as it is now their turn to flee the country in droves to escape the economic downfall, that they are largely responsible for by their racist policies and electing opportunistic racist crooks, who promised them a good life on the back of marginalized and dispossessed Tamils.

              I do not think anything will change, as racism and hatred towards to the Tamils is too ingrained in the Sinhalese mindset and cannot be easily eliminated. Grant even a little to the Tamil/Tamil speakers howls of protest. Even say something nice about the Tamil language or the truth go berserk. The NPP/JVP government with had an anti-Tamil record, may not further harm the Tamils like the Rajapakse’s and others did but will not give them anything and the Tamils who elected them in the north and east will soon be disillusioned and disappointed.     It is a fact that if the top of the government has good behaviour it influences also the bottom level. My brother who applied for dual citizenship had the same level of behaviour before the change. So not all the bottom level officers or top level officers are inhumane. The war between LTTE and Sri Lanka military was created by a few ruling families who governed between 1948 and 2024. JVP was also did the same level of politics after becoming from militant to parliament politics. But in 2024 the people forced JVP to make some changes. But if they make even a small deviation from the expectations of the people, particularly Tamil speaking people will be a disaster to the country.

    I just returned from Sri Lanka. I was in Colombo and travelled to Kandy and the south , I didn’t have time to to go to the North, that is for 2025.
    My observation is that there is a long way to go before revival starts.
    The lights along Galle Face in Colombo is an illusion.
    My driver took me to Port City and drove me around as far as we were permitted to go. Its a brae land. Yes there is Duty Free shop a Japanese restaurant and a pedestrian area. but weeds are growing on the land reclaimed form the sea ant a cost of 1.5 billion. There is no takers for the so called International Financial C

      The new ITC hotel is in Cololmbo. The new Cinamon Life is in Colombo! Not in Port City. why?
      Port City looks like a piece of land alien to Colombo.
      There is no connectivity to Sri Lanka , not just logistically but in peoples mind.
      I stayed in Unnawatuna couple of nights. I thought I was in Russia. We went for a meal at the Lemon Grass restaurant, they refused to let us in. It was only for Russians we were told.
      I also travelled to Kandy, the place has lost its magic. However I stayed in a old colonial bungalow turned hotel it was magic.

      The country has a long way to go.
      70 years of corrupt rule have destroyed the country. Sepcially the grip of Rajapaksas

      Having said that , try and get a seat for buffet lunch on a week day at one of the hotels in Galle Face Front. No Chance. ! Its all packed with middle class young local sri lankans. There is a glimmer of hope with the next generation Sri Lankans.
      During the entire travels we were showered with the hospitality of the Sinhala South. They knew form our broken Sinhala we were Tamils.

        I don’t think you are a frequent visitor to Sri Lanka. I visit Sri Lanka 1-2 times a year. What I do is help some elderly people and poor school children in order to collect some merit for my late mother who is my compass of the life. Apart from that, I love our natural beauty but dont have sympathy on our people as of today. Earlier I too thought our people are the best.

        I stayed in hotel rooms as the weather was not good at all. The pouring rain kept me indoor not allowing me to travel across the island as planned before.
        I also visited Unawatuna, Kalutara and Kandy. You talk about the hospitality of our people in the south, however, I don’t think it is hospitality, but it is their trick to attract the tourists. If it weren’t for the tourist arrivals, they would have to starve, there is no alternative.
        I don’t blame the entire 70 years as many of you repeate..
        Fortunately, Sri Lanka is blessed with a lot of tourists these days. That may be why you couldn’t book a table in Unawatuna. Most of our leading tourists today are Indians and Russians. In those days, Germans and other Europeans were the champions of visiting Sri Lanka.
