NATO Expansion: The Untold Agreement & Its Role In The Ukraine War

The ongoing conflict in Ukraine has roots that stretch back decades, to a time when the geopolitical landscape of Europe was dramatically shifting. In the aftermath of the Cold War, as the Soviet Union disintegrated, new alliances and understandings were formed. Among these was an untold agreement between Russia and NATO, which plays a crucial role in understanding the current crisis.

The End of the Cold War: A Promise Made?

As the Berlin Wall fell and the Iron Curtain was lifted, the world witnessed a remarkable transformation. The Soviet Union’s collapse left the United States as the sole superpower, with the promise of a new era of peace and cooperation. However, this period of optimism was underpinned by delicate negotiations and promises, many of which were not formally documented but were significant in shaping international relations.

One such promise was made in 1990, when then-US Secretary of State James Baker assured Soviet leader Mikhail Gorbachev that NATO would not expand “one inch eastward” beyond Germany. This informal understanding was meant to assuage Russian fears of encirclement and maintain a balance of power in Europe. Despite this, NATO has expanded significantly since then, incorporating many former Warsaw Pact countries and Soviet republics into its fold.

NATO’s Eastward Expansion

From the mid-1990s onwards, NATO began its eastward march, admitting countries like Poland, Hungary, and the Czech Republic in 1999, followed by the Baltic states and others in the 2000s. Each wave of expansion brought NATO’s military infrastructure closer to Russia’s borders, heightening Moscow’s sense of encirclement and insecurity.

For Russia, this expansion was seen as a breach of the informal agreement and a direct threat to its national security. The prospect of Ukraine, a key former Soviet republic with deep historical, cultural, and economic ties to Russia, joining NATO was particularly provocative. To Russian leaders, Ukraine’s accession to NATO was akin to having a hostile military alliance right on their doorstep, potentially capable of hosting offensive weapons aimed at Russia. Arguably, this is a logical point of view!

The Ukraine Crisis: A Boiling Point

The crisis in Ukraine began to boil over in 2014, when a popular uprising ousted the pro-Russian President Viktor Yanukovych. Russia viewed this as a Western-backed coup aimed at pulling Ukraine out of its orbit and into NATO’s sphere of influence. In response, Russia annexed Crimea and supported separatist movements in Eastern Ukraine, leading to a conflict that has since escalated into a full-scale war.

The argument that NATO expansion is the root cause of the Ukraine war hinges on the perception that the West ignored Russia’s security concerns and pushed too far, too fast. By continuously expanding NATO’s reach, the West crossed a red line that Russia had repeatedly warned against. For Russian President Vladimir Putin, this was an intolerable threat that justified drastic measures.

A Hypothetical Perspective: The US and Its Neighbours

To understand Russia’s perspective, one might consider how the United States would react if faced with a similar situation. Imagine if Mexico or Canada were to become hostile states, potentially hosting adversarial nuclear weapons aimed at American cities. The US would likely perceive this as an existential threat and take all necessary measures to neutralize it, including military intervention. This hypothetical scenario underscores the importance of geographical proximity and perceived threats in shaping national security policies.

Conclusion: A Path to Understanding

The narrative that NATO expansion violated an informal but critical understanding with Russia offers a lens through which to view the Ukraine conflict. It suggests that the West’s actions, while aimed at promoting stability and democracy, inadvertently provoked a powerful adversary. Understanding this perspective does not justify Russia’s actions but provides context for the deep-seated fears and historical grievances driving the conflict.

Moving forward, addressing the root causes of the Ukraine war requires acknowledging these historical tensions and working towards a security architecture that considers the legitimate concerns of all parties involved. Only then can lasting peace and stability be achieved in the region.

    Here is what was actually agreed when Ukraine and others gave up their Nuclear Weapons according to the Budapest Memorandum 5th December 1994.
    “The memoranda, signed in Patria Hall at the Budapest Convention Center with US Ambassador Donald M. Blinken amongst others in attendance,[3] prohibited Russia, the United States and the United Kingdom from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, “except in self-defence or otherwise in accordance with the Charter of the United Nations.” As a result of other agreements and the memorandum, between 1993 and 1996, Belarus, Kazakhstan and Ukraine gave up their nuclear weapons”.
    When Lavrov said (days before 22nd Feb) that Russia had no intention of invading Ukraine did you believe him?

      Udara Soysa being a lecturer on International law & International Relations maybe an expert on the subject but in my simple mind, invading Ukraine is considered justified because of NATO expansion, is utter rubbish.

      Putin being ex KGB, the West was sceptic & his iron fisted control, blatant elimination of his opponents & rigged elections confirmed the fact. Putin, with unlimited power in his hands, has become a megalomaniac. He wants to emulate Stalin, who is still venerated by hard core communists. Putin wants to consolidate all the states that broke away back under his rule, thereby, go down in history as the greatest Russian ‘hero’ in modern times. NATO is a defense treaty in case of Russian aggression, if at all, a deterrent for aggressors like Putin, so why would Putin feel threatened by NATO if his intentions are peaceful?

      The world is up in arms about Israel bombing Gaza but is the Russian bombing of Ukraine justified?

        It’s all about NATO financing. Narrow-minded political players will do whatever it takes to get re-elected. Be it UK’s Sunak (Rwanda bill) Canada’s Justin Trudeau (support for Khalistan terror movement) or Rajapaksa’s Sri Lanka (maintaining ties with Sinhalese Buddhist extremists), they are all caught up in their political gimmicks. It is like a tangled ball of yarn. pEOPLE s grivances are on a rise, but these hypocrites are on their games.

        Trump and his supporters do not want NATO to continue as the main funder, but for members to meet their funding obligations of 2% of each member’s GDP.
        Only 11 of the 31 membership agreements have reportedly honored their funding commitments in 2023. As Agreed, Germany has promised to do it this year, but others don’t share their views on the matter.

        Hello SJ,
        You know as well as I do that verbal promises are not legally binding, but signed Agreements are. Did Putin abide by the Budapest Memorandum or even the UN Charter?
        I don’t agree with Anne Applebaum on many things but she does have a good historic knowledge and gives an insight into where Putin wants to see Russia on the World stage.
        “Putin’s People: How the KGB Took Back Russia and Then Took On the West” is pretty comprehensive and well worth reading even if you don’t agree with her analysis.

          There is something called word of honour.
          That has been badly breached.

              Really, there was no case for NATO to exist after 1991. But it went out of its way to destroy countries.

                Marxists like you, in your fixation with Western imperialism and capitalism, indulge in red herring when it comes to how Putin has treated his people, murdering or jailing or poisoning opposition leaders and critics, and using his country’s youth, particularly its poor minorities, as cannon fodder.

                In the process, Russia, which has always wanted to be a great Eurasian power, with an emphasis on its European/Slavic identity, has become a vassal state to China, its people living under the jackboot of Putin.

                If you think it is the way to put Russia back on track, you need to go back to kindergarten to re-learn logic and reason.

          Hello again SJ,
          Once upon a time I would have defended the Soviet Union against Western Expansion. despite it being a Stalinist Country. My opinion, and others, considered it to be a “deformed” Worker’s State capable of development. However I also thought that it was better for Germany to be unified again and when the Wall was broken down I celebrated with many others. As the Soviet Union broke up and Capitalism and the Oligarchs swept through the various Countries that it comprised, it was obvious that a reconstitution of any form of Socialism arising there in the near future was unlikely. Many years later my Colleagues from Romania told me what life was like under Ceaușescu – Orwellian is an understatement. I would use Peter Benholz’s description “Ideocracy”.
          Russia cannot in any way be described as a “Worker’s State” and I cannot fathom out why any Socialists would see fit to defend its illegal actions. But if there is a genuine Anti-capitalist movement in any of the former USSR States I would support it.

              They obstruct the schemes of US imperialism and replace it with their own home grown Mao’s brand of Imperialism and Deng Xiaoping brand of Capitalism, it doesn’t matter if a cat is black or white, as long as it catches mice.

              The point is Mao’s Red Book in the long term didn’t help Chinese people to become socialist, instead they have become successful capitalists and the made their state a fully fledged imperialist one.

              Hello Nimal,
              I have a tube amp – Randall RT 503 used to sound good with a Fender Stratocaster, I also used to repair Marshall Amps back in my teens, but getting back to Romania. After Romania joined the EU and joined NATO they agreed to build a large NATO Base near Constanta.
              The Company I worked for until 2021 built a complete Border Surveillance System for Romania. Many of their experts joined us in Qatar after their System was completed. Their IT and Network Engineers were much younger than me but pretty much like most Europeans in Outlook and Interests. They also spoke English like native speakers with a slight accent. Their tastes in Music were very similar to mine (and yours apparently, from your links). Flory looks like my granddaughter (මිණිබිරිය) who sings Taylor Swift covers, which I call Whiney Music. I found that I had a lot in common with the Romanians. I will have to download Thalassa, it reminds me of our 1950s and 60s childhood.

                One of my kids spent a month in Romania last year ….. has gone all over and likes it a lot. We will be in Poland in another 2 weeks and then on to Finland and Estonia. We have done Czechoslovakia and Hungary: just beautiful. Doing them few at a time so we have time to explore each country a little more. Hope no nukes go off when we are there! :))

                I collect vintage HiFi ……. have a large collection of British tube amps. Mainly Leaks and Radfords. You may have come across them. Leak TL12.1 amps are the most natural sounding amps I’ve ever listened to. They use large paper in oil capacitors in power smoothing after rectification. I think large polyester capacitors were not yet available back then. Harold Leak used to demonstrate a live performance and then his amps playing it back behind curtains and ask people to identify which is which. They were sold as monos; have 17 …… most bought for very little. My father had some Leaks …. so I was onto them before many others.             yes, it could be “once upon a time” but today, almost many tried democracy by being close to the west are getting the spirit of hard working charactor of the west.
            Some western germans did not like then to mingle with east germans int he very first years after berlin wall fall. Some in my laboratories were condemned by their own western colleagues calling them “Aussies”. Their dialect (Sachsen and Thüringen) was not welcomed by sophisticated western Germans. Unfortuatnely, that is still the case even today in some regions.
            .
            As of today, most of them turned their heads down and do their jobs well being caught by busy mode round the clock. Meaning they love rather democratic systems. I work also with colleagues (Genetists, Biochemists, Medical doctors, Surgeons) from Ungarn, Bulgaria, Russia, LITUANIA and Czechrepublic and several including from those countries that were formerly under USSR. Most of them look satified today with western democracies even if some from east germany behave like hidden voices.
            You may know Leipzig and Dresden, I am used to travel to that areas too for my job bound operations. I though avoid going to some areas, where NPD is more proactive.

              Hello Leelagemalli,
              I used to cross the border from Netherlands to Germany through Roermond on our way to Dusseldorf and JHQ Rheindahlen. I visited most British Bases mainly around the North West and Central. My colleague was ex Air Force and had spent most of his time there in Berlin. He knew all the East German Intelligence Operatives by sight and some by name. Of course after the fall of the Wall they disappeared. I once suggested to him that they should be exposed, but he was adamant that doing so would be counter productive, and apart from that they were only obeying orders. He was all in favour of re-integration, but with minimal repercussions against East German State personnel. The Industrial parts of Germany were pretty much like the UK Midlands but cleaner and better organised. We stayed in many small Hotels and Guest Houses throughout Germany and found everyone friendly and helpful.
              On the way back we would stop at RAF Bruggen where the Tactical Nuclear Weapons were stored previously (before 2002). There was a well known incident concerning a Nuclear Bomb there in 1984 All this information is in the Public Domain.

                To tell you, I was in contact with the Ramstein American camp (the biggest in Europe) in Germany, but not with any British camps.
                I heard from my colleagues (now a Professor of Biochemistry in Dresden) that his parents live near the British Army barracks. (Pardeborn ?).
                However, I think most British troops are now being recalled by the UK government.

          I had a good look through all the Links and found many references to NOT encroaching on the USSR’s Security or Sovereignty, however there was never an intention to sign any agreement on this subject. At this time there was also the possibility of them joining NATO. Even as far back as 1954 this was mooted as a possibility. In a BBC Interview (2000) with Putin, David Frost asked “Tell me about your views on NATO, if you would. Do you see NATO as a potential partner, or a rival or an enemy?”

          Vladimir Putin answered “Russia is part of the European culture. And I cannot imagine my own country in isolation from Europe and what we often call the civilised world. So it is hard for me to visualise NATO as an enemy. I think even posing the question this way will not do any good to Russia or the world.               Lankascot is like a living current bibliothek to me. He is well aware of world politics and various other fields related to physics, engineering or medicine.
              I learned from him this morning that Anne Applebaum (Polish journalist) is among the leading journalists who have raised critical questions about the Ukraine-Russia conflict. Few colleagues of mine shared some thoughts about her, but I did not take it serious until this morning.
              Our lankascot is blessed with enormous information. Unlike our Bandarawela guy (self-proclaimed Guru of NPP) who hunts me and Codger down on the CT forum, I’m lucky to read any comments from LS. Thanks LS. We really need a dozen of your sort in CT to share our thoughts at a good level.
              .
              Moreover, LS’s general knowledge of Sri Lanka (politics, culture, religions etc.) is much better than any average thinker that jumpled on to to judge the critical issues of our country today.

    President Gorbachev lived as communist and died as a communist. Whether I agree with him or not, he was true to his principles. But he maintained very good relations with all, specifically mentioning the USA. He made deals with President Regan. After that he became confident that he can make deals with any US presidents and he never worried about the USA. Yeltsin’s relationship with the USA was meaningless, because he was a loony. Dmitry Medvedev was President Putin Golaya, but not warmonger. He tells a lot of riddles about Ukraine only because he is scared of Putin. So only one Russian president was concerned from the start about NATO Putin. That is why he said he too will join NATO. America did know a lot about Gorbachev, still did not give his government the badly needed financial aid and Gorbachev’s government was ousted by the Communist citing poverty as the reason. In that case, would the US ever have given NATO membership to Putin? Putin had his own reason to retaliate to America, but unlike Sonali defends, not all saying and writing are justified and balanced.

    Thank God, the USSR union is broken up now. If it were as strong as the UNP-SLFP union, not just Russia, the entire world would have been reduced less than Mullivaikkal, by now. (It is a joke of the millennia, that the UNP-SLFP union’s members, the Sinhala Intellectuals, are talking about peace and nonviolence after making all these races of Ceylonese to form groups and go for civil war. Even after all the bells and whistles of glamorous talk like the Sonali’s one, All the countries under the UN have their right to join the group they like. A better world would be formed only after there is no need for group forming and all Democratic nations are able to protect themselves. Until Ukraine need not be forced under the Russian Federation by military power, its democratic government should have freedom to join where it wants. On that day, if any powerful country wants to form a group, then it should resign from the security council and should form its group outside of UNSC.

      You may be seeing the breakup of the United Nations very soon if the USA continues its support of Israel and use of its Veto. The previous International “League of Nations” broke up for pretty much the same reasons, failures to prevent wars, voting complications and eventually the outbreak of the 2nd World War made it self evident that it had failed. The USA never joined the League.

You said just because Sinhala Buddhist genocide Tamils, Leader Pirapaharan waring with Sinhalese cannot become right, though you stayed away from saying what was leader Pirapaharan did against Sinhala Buddhists is not right in your UN court justice. First of all I have no idea what “Apple Aanduwa” means in English. If this is the word ආණ්ඩුව then why not say Government. I am not familiar with political terms used back in 1956 in Sri Lanka. Unlike Netanyahu who can be very easily defeated by Israelis, (possibly in the next election). The fake human right advocates are condemning Netanyahu only because Netanyahu has still left some clout remaining in Palestinians to fight for their right. But those fake human rights advocates are supporting the notorious UNP-SLFP Aanduwa because after winning the war, they now have a chance to defend UNP_SLFP union rascals as not fighting with Tamils any more.

      You obviously don’t understand that NATO is there to protect it’s members, why do you think Sweden and Finland (after years of Neutrality) joined NATO after Russia’s invasion of Ukraine?

          Hello Shankar,
          Parliament in many Countries takes precedence over their Presidents. The Ukranian Parliament voted to impeach him and then he disappeared to Russia, with or without his Trapeze. Ukraine is not a member of NATO, which is why there are no NATO forces in Ukraine.

      But it was not Ukraine that was to take all the blame. The coup itself was facilitated by the CIA. Blocking post 2022 peace moves was a US-UK folly.
