Northern Governor & Personal Secretary Up To Financial Mischief

Parliament and therefore COPE is one of the highest authorities on government finance. Yet, outgoing and proposed Northern Governor Suren Raghavan has asked northern authorities to rescind COPE’s adverse report concerning misuse of vehicles by his Personal Secretary S. Sathiyaseelan. The offences were committed by Sathiyaseelan when he was Secretary to the Provincial Ministry of Education.

This Secretary in the years 2013 and 2014 had a government vehicle assigned to him in his capacity as Secretary for Education. COPE found that he had taken 3 additional vehicles in turn and incurred a loss to government of Rs, 3,65,000 said the Government Auditor who ordered this loss to government refunded. COPE agreed. The Northern Province Accountant had examined this and ordered the Secretary to pay back charges identified as for private running.

Following this the provincial accountant performed his own audit and asked the Secretary to pay back 1,09,000. Even this reduced amount was not returned. Three increments since the incident are on hold.

It is noteworthy that presidential elections were held on 16 Nov.ember and Raghavan with other governors was expected to be terminated by the new President to bring in his own team. 

Sathiyasean who now functions as Personal Secretary to Governor Raghavan, appealed to Raghavan on 11 November 2019 to intervene on his behalf. Raghavan did on 14 Novemebr, 2 days before the election.

Raghavan has been playing another game in going against the law which prevents appointments during the campaign period and committing the offence called “Treating” in the accounts books. He has also campaigned in London among Tamils telling them that it is Gotabaya Rajapaksa who can revive the northern economy and they must ensure his victory and invest in Jaffna. Whether his views on Gotabaya are true or not, his trip to London in official capacity to do electoral campaigning would come under misuse of government property for campaign purposes.

At the same time one K. Theivendram (presently Provincial Secretary to many Agriculture related subjects) was Secretary of the Provincial PSC during 2012-2013. At the time he had recruited many teachers who were on a temporary basis in government schools. With them he had slipped in persons who had not been teaching in government schools. When Government Audit Queried, he explained it was G.A. Chandrasiri who authorized him. Audit branch ruled that Theivendram had misdirected the Governor improperly to steamroll the appointments. He has been charge-sheeted. These are typical cases of corruption from the pre-2015 period. Raghavan has taken on the task of clearing up the miscreants of that period. Theivendram naturally appealed to Raghavan “to order the Chief Secretary to withdraw the Charge sheet. Raghavan like a dutiful stooge minuted to his equally dutiful ad grateful secretary Sathiyaseelan “Sathiya, Please withdraw this. 14/11” A very busy broom indeed as 16 Nov. neared, this Raghavan, just before leaving office.

After the change in the central government, new ministers are crossing the boundaries of their ministry authorities just like in pre-2015 days. 

Following the presidential elections of 16 Nov. 2019, with the change of government and the appointment of a 15-member cabinet, officials find themselves ordered to do this and that by Ministers who have nothing to do with their ministries. As such they are unable to function, these officials say. Said a Provincial Secretary who did not wish to be named, even ordinary employees in these ministries are giving them orders, making the election seem as if taking the government departments back to the pre-2015 problems.

At present the North Chief Secretary has both these illegal orders from Raghavan. He is too embarrassed, say officials, to tell Raghavan that he is exceeding his authority and violating all elections laws in trying to treat his friends during elections.

What will the Chief Secretary do?

Far more dangerous, perhaps, the appointment of a new Governor for the North is in the works. All nine governors had resigned on the request of the new President. Six have been appointed. In Jaffna it is said to be a tight fight for influence with the new president to decide who will be appointed. Names mentioned are those of Suren Raghavan nominated by Maithripala Sirisena (who they say has made only this one nomination and is pushing hard), EPRLF’s Varatharaja Perumal, and EPDP’s Thavarajah, all from Jaffna who campaigned for the President, besides some Sinhalese.

Will Raghavan win the race and continue to dole out illegal favors to his cronies?

    I have spoken to a close friend who had long conversations with Suren Raghavan during his visit to the UK, and can categorically say he did no such political campaigning. He was a scholar at Oxford and has many frìends here. Anything he might have said to them in private does not count as campaigning. So, this is just nonsensical mischief.
    (With elections over, the much educated Logathayalan seems to have a lot of time for detective work, translating gossip into mudslinging and caracteristcally shooting from the hip). SR may be a little attention seeking in character, but he did a pretty good job as Governor in a very short time — certainly a lot more than the retired judge who made a mess of the elected office.

      Is that also your friend said to you this is your own definition? Where it is identified the two legal Provision A person travelling to UK where he has lot of friends and talked about election, yet that is not campaign, but if he had talked about that for not friends that would have become campaign. Do you thinks if Tamil Buddhist’s friends had voted for King they might have been rejected?

      Ok tell me something about the refund claim chit appearing above, please.

        Sounds like the author of this fake news article has a personal grudge against Raghavan.
        This report is actually character assassination, give the massive frauds that folks like Muzamile have done.
        The authors should be asked to tender an apology, so too CT!

      The article mainly talk about Financial mishandling of public funds which you conveniently avoid justifying. Rest of your story make sense. Strike a balance between what is expected out of Public servant and Friend of Close Friend might help you come to a better conclusion.

      Sigma, You have your right to say whatever you think or feel of your friends, but not of others. Leave Justice Wigneswaran, who is not even in the conversation, alone. Do not disparage him without citing evidence. As to what Logathayalan’s responsibilities are and what are not, leave that to CT. Haven’t anyone told you that you are one hell of an annoying person.

      Your rushing to the defence of NP governor written in an anonymous way does not hold credibility. You must write in your own name and inform the public who your friend who gave you the clean sheet. For an independent person this makes him think that you have some vested interest. If there is an allegation the correct thing is to investigate it and clear the matter rather than sweeping under the carpet with false statements about the scribe. Doing a good job does not mean that there was no financial irregularity. Bringing retired judge into this is unnecessary, as it is an accepted view that he was incompetent.

      It is immaterial whether Suren Ragavan have done political campaign for Gota Rajapakse or anyone else. We all know that Colombo government agent openly campaigned for Gota. Suren Raghavan may be an Oxford educated person but that itself does not give a free certificate. He was appointed by Sirisena like he appointed Hisbullah and it is obvious they have to work for them. No one in Srilanka now bothered about misuse of power. There is no any other government misused the power other than the government during 2005 to 2015 nd people wanted them to run the government.when you come to politics, lies and misuse of power also come with you.

    Being Governor in the Northern Province is tall order, noting every Tamil has a view on everything but nothing tangible. Unity among Tamil is dead. What Dr Suren Ragavan as Governor has done in a short period is admirable and should be applauded. Tamils must ask the current President to let SR to continue.
    Northern Province need an intelligent, intellectual and visionary leadership. Gota, No ex cricket player, please.

    Dr Raghvan’s Sec obviously did not bank it, unlike the Boys who wrote Foot Notes to Bond Robbers Hand Book, and banked the proceeds together with that cool 34 Million free Money from the Yahapalana Car Permits..

    Instead that extra Bux went to consumer spending of the the Drivers, Gas Station Attendants and even Parking Lot Ticket Girls , while the Missus was doing her Shopping .
    They are all our low income second class citizens in the North who can do with a few extra Bux . .

    BTW wonder whether our Prez Nandasena will give Car Permits again because the other ones issued to commemorate the Yahapalanaya , must be now close to the Trade In ,with the end of the 5 year warranty around the corner….

      If so why did the first/supreme class Mahinda and his siblings keep looting the treasury, one went further who collected empty cells and exported the lot and made good fortunes.

      By the way are you in anyway obliged to the Rajapaksa clan under old Rajakaria (kings’ right to exact forced labour from the holders of service tenure land)?

    Just imagine our High Class Vellala Gentlemen from Cinnamom Gardens calling our Murali Sir, after Murali got a fair few Tamil votes for Pohottuwa, despite the TNA’s Fatwa for their Loyalists to not Vote for a Sinhala Buddhist , and vote for Keselwatta Kid..

    In the very short time that Dr. Suren was Governor he achieved much and in so doing created some unfortunate enemies as well. Whatever the motives are of the author who appears to have a hidden agenda in making these allegations.

    This essay is a storm in a Teacup. Abuse and misuse of vehicles my foot. Just look at Supermarkets, schools and other places all over the country,where official vehicles are used by public officers for private purposes.
    Why is this guy Sathiaseelan made the scapegoat? or is this a bit of mud on the Governor hoping that it might stick after his term ends?
    Appointing Muralitharan as Governor Northern Province is adding insult to injury!
