On Ranil’s Decision To Tax The People Heavily

Someone asked me; Mr. Wigneswaran! You supported Ranil for Presidency. Do you approve of his attempt to tax the people so heavily? 

My response was; I face the same difficulty that our voters undergo after electing their parliamentary representatives. There is a saying in Tamil “Until they cross the river they are siblings. After crossing they become strangers”. Most of our candidates promise heaven on earth before election. After they are elected all their promises become empty shells. Their personal needs and desires, their self-glorification and self-preservation take precedence.

I do not approve of his decision to tax the people heavily for the sins of those who ruined the economy of this country.

How much money was taken as commercial loans by Sri Lanka to construct the Mattala Airport? Similarly the Conference Hall, the Cricket Stadium etc. in Hambantota? Why was Hambantota selected as the venue for these constructions knowing its distance from Colombo without studying the consequences of such grandoise building operations and their impact?

How much loss has this country faced due to the stupid sudden decision not to import chemical urea fertilizers? All those who made wrong decisions and those who plundered the country are safe today. But the people are called upon to share the burden brought upon them by egotists, extortionists and expropriators. 

I believe all the venom exhibited against Tamils and Muslims by certain powerful politicians so far, was a façade to cover up the expropriations that were being conducted in innumerable ways. They kept the People concentrated elsewhere conditioning them to look upon Tamils and Muslims as Terrorists while expropriation of State assets was taking place right under the People’s noses.

No doubt, Ranil now depends for his political existence upon a Party that has brought this country to this impasse.

But let me advise him, if he cares to seek anyone’s advice. I am of opinion, that there are ways of saving the necessary money without heavily taxing the people. Taxing no doubt is necessary. PAYE taxing is in the right direction. But we could cut down on our expenditure considerably.

It is not the Politicians who run the Country. But Public Servants. Therefore why have so many Ministers? Cannot a dozen Ministers run this small Country? Why give Politicians the chance of heading important Statutory Bodies, Corporations etc. if they are not professionally qualified to head them? How long are we going to pander to the desires of politicians and ruin this country?

Why are we continuing to keep our Armed Forces high in number, 13 years after the war? I have asked this question earlier. Does Sri Lanka expect to fight a foreign Country? Has it fought a single battle after Independence with any foreign country – India, Pakistan, Bangladesh, Maldives, Great Britain, China or the US? None! They have only fought with those who are citizens of this country, who have asked for their legitimate rights. How long are Sinhala majority governments hoping to keep an Occupational Military Unit in the North and East to cow down and prevent the Tamils from asking for their internationally recognised right of internal self-determination?

On an average about 12% of our Yearly Budget is set apart for the Military even now. After 2009 our allocations for the Armed Forces have increased not decreased. The new Budget Bill for 2023 fixes the allocation for the Armed Services at 360 Billion. The Income Tax revenue for last year was less than the Defence expenditure last year. That means all our income tax has gone to maintain our Armed Forces and yet more has been needed. 

Do the Armed Forces bring any revenue to the Country like the Police?  Even the income from the lands of the Tamil People in the North and East which are cultivated by the Military in occupied territories, are taken over by the Military. They are not given over to the State. 

On the other hand if our people are handed back their lands they would generate income and pay taxes to the State. 

The expenses of maintaining the Military in the North and East is stupendous and they do not bring any income to the Country. If so for whose benefit is the Military being stationed in the North and East? Certainly not to protect the Tamil people!  In fact the safety of our People is in jeopardy due to the presence of the Military. Before 2009 there were no drugs in the North and East. After 2009 there is plenty despite a stationed Army and a resident Police Force. Before 2009, a female could adorn herself with golden jewellery in the North and travel about, at any time of the night or day and she found herself safe. Now there is no safety even during daytime. Before 2009 our fishermen did fishing in their traditional fishing areas. Now they cannot fish in their own areas. Outsiders with the help of the Military are doing mostly illegal fishing. People of the area have lost their traditional livelihoods. Before 2009 there were no Ava Groups. Now many such Groups operate with impunity. Who gives them the cover? Newer and newer Buddhist places of worship are coming up in non-Buddhist areas in the North and East, thanks to the assistance given by the Military. Lands are appropriated by Government Departments and Institutions. Thanks to the assistance given by the Armed Forces. Tourist Hotels are run by the Armed Forces in the North and East. What income do they bring to the State? All that income goes to the Military.

Let us be frank and truthful. The Military is being kept in the North and East for two reasons;

1. To keep the Tamils under the military yoke so that they will not rise up and ask for their legitimate rights nor prosper. If they all would emigrate due to the fear of the Forces, so much the better! 

2. To keep the North and East under the military yoke to grab as much lands as possible from the traditional homelands of the Tamils so that those lands could be colonised by Sinhalese from elsewhere and thereby the demography of the Tamil speaking areas could be changed and the Tamils could  be made minorities in their own areas. In anticipation of the influx of Sinhala Buddhists from elsewhere Buddhist places of worship are coming up today, with the assistance meted out by the Forces. 

The idea is to make the entire country Sinhala Buddhist. Even though the Tamils are the majority in the North and East the idea is to drive as many Tamils out of the country and change the demography of the North and East to make them Sinhala Buddhist on some future date.

But what we have forgotten is that in our anxiety to reach the goal of a Sinhala Buddhist Sri Lanka, we have ruined our economy; we have destroyed our good name among the International Community, we have handed over part of our territories to Foreign Countries on very long lease and have been reduced to become beggars in the International Arena. Those who supported us in Geneva have considerably reduced every year and now our supporters stand at 7 only. Next time even China would abstain because we are bound to hurt China soon. 

All this is due to our secret desire to make the entire country Sinhala Buddhist which it is not.

Is it therefore not a better option to withdraw the Military from the North and East, strengthen the Police there to look after law and order and  progressively reduce the expenditure on the Military at least by half? 13 Years have passed since the end of the war. Unless the benefits of substantial commissions on the purchase of modern armaments attract our powers that be and stand in the way, any child will say we are unduly spending a lot of money on the Military, their armaments, their upkeep and their pension and other benefits. All that money would be available to the Country if the spending on the Military is substantially reduced.

All security given to Politicians and others could be taken from Private Security Services and the State could partly pay for them. Then we could reduce the Military numbers and make the Police available for Police duties.

Ranil would not need to tax the citizens unduly. 

Ranil should consider seriously the Disarmament, Demobilisation and Reintegration of the Country’s armed units and their combatants at least now.

The DDR is a central precondition for the transformation of conflicts and disputes on a civil and political level. “ Reintegrative measures, such as stopgap payments, the reunification of families, training programmes, small loans to foster self-employment or job offers in infrastructure projects should lead demobilised combatants to a productive civil life and, in the long run, keep them from going back to carrying arms. The relation of demobilisation and disarmament to reintegration is not devoid of tensions as both components differ fundamentally. Demobilisation and disarmament lie within the responsibility of the Military, are exclusively geared to combatants and have short-term security goals. Reintegration lies within the responsibility of civilian actors.  Despite this fundamental difference, both ‘DD’ and ‘R’ strongly depend upon each other. Successful reintegration measures are just as important for a sustainable success of demobilisation and disarmament as successful disarmament is the precondition for the beginning of a reintegration programme”.

If the process of DDR would be set in motion and the Military presence considerably reduced, the Tamils of the North and East would get their cultivable lands back, their forests back, their women/widows would be breathing a sigh of relief, land grabbing by Departments and others would come to a halt and the livelihood prospects of the locals would considerably improve. There would be more taxes paid by our successful farmers and entreprenuers. And the Country would cease to be the 14th largest Army in the World which would be good for the Country. We have at present 331000 soldiers according to official records. Britain at the moment has 90000 soldiers only.

The answer to your question is that I do not see anyone capable enough to replace Ranil as the President at the moment. A General Election now might lead to a hung Parliament which could be deadly for the safety of the Country. Political turmoil reduced to a great extent at the moment under Ranil, would erupt into a conflagration if there is no stability at the top. I think Ranil should have the Local Government Elections soon to feel the pulse of the people. Of course Ranil is politically neither here nor there. He is UNP and the Party propping him up is the Pohotuwa. There are talks going on for an Alliance between the Aliya and the Pohottuwa.

As President he should not get involved in the Election but allow the young UNPites to fight it out with the others. If Ranil makes good in the balance time available to the present Parliament, there is no doubt his Party or his Alliance would be returned at the next general Elections. At that time his Party/Alliance  might get a 2/3 rd majority in Parliament like how JR got 5/6th majority in 1977.

But the poor Tamils! We would continue to be beaten, battered, deprived of our rights and wherever possible chased out of the Island to usher in a Sinhala Buddhist Government in the whole of Sri Lanka. Ranil promised many positive things  for the Tamils when he was given our requests in writing. Up to now he has not fulfilled a single request!

    Great article Vigneswaran and what you state is 100% true. After the defeat of the LTTE, with the help of various countries like India, the USA, the UK, China, Pakistan, the west and many other nations. The Sri Lankan state falsely promised many of these nations, that once they help them to defeat the LTTE, just Tamil rights and a federal form of government with land and police rights. However, this is as usual just to deceive the world, they had already hatched a grand plan, just like before independence, to damn and destroy the island’s Tamils. Have a huge brutal occupation army in the Tamil areas to oppress and brutalize the Tamils, flood their areas with drugs largely imported from India, to get the Tamil youth addicted, as much as possible so that they will be useless remain uneducated, and good for nothing, so that the Sinhalese can rule them.

      Create brutal para-military forces, with Tamil quislings, as another tool to brutalize and contain the Tamils and lastly with the help of the huge occupying armed forces amounting to around 332000, more than many rich developed countries have, to forcibly steal and illegally appropriate thousands of acres of Tamil land and with the help of various government departments, like Archaeology, land, forestry, Mahaveli board, settle outside Sinhalese on these lands. This is the reason for creating all this fake history and claiming ancient Hindu temples in the north and east as Sinhalese and the army building Buddhist temples and Buddha statues everywhere in the largely Hindu, Christian or Muslim Tamil North and east. Most Sinhalese were aware of this and were happy but now protesting, as the marginalization, brutalization and oppression of the island’s Tamils and now the Muslim Tamils have not brought them any economic prosperity but more hardship. All these people have only looted the island’s wealth in the name of Sinhalese Buddhist Fascism.

            Of course I am dark skinned however I do not claimed to be an Aryan white, with blue eyes, blond hair and ginger beard like Anagarika Homeless Dharmapala (the first Ceylonese Aryan) or the doomsayers of this island.

            By the way I may be dark skinned, unlike some of you (very old, old and young) I do not harbour any hatred towards other people. When those Ancient Aryans who are still alive must learn to age gracefully rather than being an angry old unhappy fossil. Remember you too are aging.

    There many round debate on the 22nd Amendment to the Constitution this to benefit current Government but no such debate took place like this when they knew the country is on the direction of bankruptcy.

    Economic problems cannot be solved by levying taxes from those earning more than one lakh. Why can’t the rulers stop the pension for Parliamentarians, stop giving luxury cars, stop giving them bungalows, stop giving free food, and many more. In Canada too, policemen roam the city centers on bicycles. Only in Sri Lanka, luxury vehicles are given to policemen, soldiers and Parliamentarians. Reducing these costs will certainly eradicate poverty in the country. Why more than 100 security personnel for a Prime Minister or President whereas only two security guards are provided for the Head of State in foreign countries. Next, why should the Army be kept in the Northern Province and spent 35% of the income unnecessarily? Sri Lanka is not at war with foreign countries. Sri Lankan rulers have not put forward at least one economic plan other than increasing the number of Ministers in the Cabinet. IMF also thinks about the economic output of a country while giving loans. Sri Lanka is an agricultural country. But the politicians think that Sri Lanka is a big industry. For instance in Sweden, one of the most industrialized countries, has a total of 24 ministers. So far Sri Lanka has not presented any kind of economic plan in Tamil regions. Even the runway at Palaly International Airport was not properly laid and the Mattala Air Port was a white elephant.

    Actually, the real reason is to keep 300,000 individuals of a particular community employed. All these individuals have been trained to kill. They cannot be un-trained, and they are unwilling to take up any other job. Who else but the State will give them money and fancy uniforms for doing nothing? If they were demobilised tomorrow, no bank or house would be safe.

    If RW doesnot have other options, best service he could render to the country is to resign and allow better person to be head of state. It is highly possible for a new head of state to control corruption and ease the economic squeeze within 3 months if the laws are placed in appropriate places.

        Let people elect a President who should bring about the following changes with top priority. Give constitutional executive power to a statutory body with judicial power to oversee and ensure fair play and law and order at grass root level to judiciary levels. Bring down the powers of the politicians to policy making only. Reduce people’s representations to minimal. Have a President and Ministers nominated by a regulatory body sans political involvement. Once this is done. within 3 months the course of the administration can be corrected. Even IMF finding may not be necessary.

    Ranil do not want to reduce the corruption. Hw wants to tax people while protecting corruptors or criminals. Ranil is a capitalist. He doesn’t bother about people. He saved Arjuna from the bond scam and Mahinda from corrption and mass murders from their crimes.

    Good and accurate article Justice Vigneswaran. However, nothing will change unless the racist Mahavamsa mindset of the vast majority of the present-day Sinhalese, that the island only belongs to them and the others, especially the North East indigenous Tamils, with whom they have shared the island for over two millennia, are outsiders and just guests, changes. The Sinhalese elite, politicians and the Buddhist clergy, as well as some Christian clergy, have brainwashed them to believe in this myth, that they do not care what happens to the country, its economy, it can go bankrupt and the land can be mortgaged and sold to outsiders, as long as the Tamils are marginalized and destroyed, and now this also includes their former allies, the South Indian origin Tamil Muslims or Sri Lankan Moors.

      The British gave them the golden opportunity when they merged the always separate Sinhalese and Tamil parts of the island into one unit in 1833 and created a new colony called Ceylon then in 1948 handed the entire island including the hapless Tamil population into the majority Sinhalese hands, with no adequate protection for them. They had no right to have done so, they should have either had a referendum and got the consent of the Tamil masses, not some rich, upper-middle-class Colombo Centric Tamil politicians, divided the island as they found or given a federal form of government. These short-sighted Colombo centric rich upper middle-class Tamil politicians are also to blame, did not have the foresight like Jinna to demand a separate homeland for the island’s Tamils, who unlike the Indian Muslims already had a homeland prior to British arrival, or at least a federal solution, instead listed to Sinhalese lies and promises with regards to a unitary state, where everyone will be equal and merit only will be recognised with no room for racial or religious bigotry. They either were very gullible or did not care, just like many of the current Tamil politicians and the ordinary Tamils suffered and are still suffering.

        Even the current struggle by the Sinhalese is nothing to do with human rights or concern for the minorities, especially the Tamils, as they largely voted for a racist megalomaniac dictator, who promised prosperity to them on the back of the marginalised minorities, especially the Tamils, but due to economic hardships, as the promised prosperity on the back of marginalised Tamils did not arrive but more and more hardship.

      You are angry. You are an angry man.
      I understand your anger. But, I would not want to be angry myself.
      An argument, if you have one, must be made with no anger.
      When you begin your comment calling Justice Wigneswaran wicked, you lose effectiveness. (in fact, credibility.)
      Give your reasons, first. Call him wicked if you want, when your reasons are accepted by others.
      What is your best argument. Nothing.
      Justice Wigneswaran was invited into the party by Hon. Sampanthan. True. Hon. Sampanthan did the right thing. Agree. But, that is past.
      When CVW could not work with TNA he had a responsibility to leave the group. He did.
      But, he found his own political outfit. That may not be what I would have done. But he did it.
      He wanted to serve us. He thought that there is an aspect that should be made public. He is doing that. He is doing that well.
      He has not achieved more than TNA. Nobody can. That is how messed up our country is.
      Look at the alternative, calmly.
      If the alternative you recommend is better, I’ll join you in criticising Justice Wigneswaran.
      Until then, please be quiet.

    Redeploying the Army from the North to the Southern parts of the country would be a bigger issue to the Government than implementing the 13th A.in full; With Police and Land Powers.

    The citizens down south of the country would be wary of having an idling Army in their midst for several reasons.
    So,it is catch 22 situation…………..

      They are from the South and not from the north or east. Other than a small token force, should either be disbanded or returned to the south from where they hail from. Almost 95% of the country’s armed forces are deployed in the north and east and the rest down south. Let the Chingkallams also get a taste of the racist rapist-looting monster they created, in order to suppress the Thamizh. As per you let them run riot, steal, rape, forcibly occupy Thamizh lands, and build Buddhist temples and Buddha statues on private Thamizh lands or on Hindu temples but at any cost, the Chingkallams should be safeguarded from the monster they created. If the Thamizh suffer who cares.. Typical Chingkalla mindset, create problems and monsters for the Thamizh to suffer but do not want to be affected by the very same monsters they created.

      They want to elect you so that you can solve all problems by opening more Sea Cucumber farms and lots of Chinese colonies, especially close to Thamizh Nadu and in Kachchatheevu. After this you will never face any difficulties, as Sea and land Cucumbers will take care of you.

    Justice is utterly confused. Can anybody explain what he is trying to tell the readers in the paragraph below? Is he expecting Evil to advise him back how to win his election in the north, the same he is now explaining to Ranil what to do to win the next election?

    As President he should not get involved in the Election but allow the young UNPites to fight it out with the others. If Ranil makes good in the balance time available to the present Parliament, there is no doubt his Party or his Alliance would be returned at the next general Elections. At that time his Party/Alliance might get a 2/3 rd majority in Parliament like how JR got 5/6th majority in 1977.

    International media reported that Hitler appointed his own person to save his family and escaped to foreign countries. CV reading only local propaganda media? How did he fail to come to know the notion that everybody knows that evil is there only to save the Royals? If Langkang is not getting the IMF’s loan, it is not because evil did not increase taxes, beyond the people can carry at this time. But because they all know evil’s impunity towards royals, his record on human rights, his honesty on fulfilling the UNHRC promise, his brutal suppression of protest…….. Why cover it up?

    Did JR did lot of good things before 1977 and that is how he got the ⅚. Then what was Siri Ma O’s role in JR’s victory? Then what was the use of her having created the 1970s femine? Can justice CV tell us when Evil really attacked his opponents SLFP on its policies, on its racism, on its Sinhala only, or on its socialistic ideology and won an election? Didn’t Evil go to Temple Tree House on the early morning of Jan 9th, 2015, and saved the Royal family? Why could he not get a simple majority in the August election? Is CV arguing that even that kind of neutrality is not enough for him? Evil worked with Royals to launch the 4/21 (2018) attack on Tamil churches & Tourist hotels and made the Royals win the 2019 election with 3/2 majority. Because of that kind of Evil’s neutrality, UNP did not win even one seat last time. CV wants more neutrality even beyond that? Oh God, please have some mercy upon us!

    When CBK, Madulawe Sobitha Thero, and Evil were looking for a CC candidate, Kusal Perera, Sumanthiran like people asked Evil to recommend Justice CV as CC, because he would change the constitution in three months and would resign his position promptly for the new constitution to take effect. But Evil refused.

    Now, what does CV mean by “At this time Evil is the only one who can rule the country”? Is that much cowardice ruling his thoughts? Does he have the guts like the university boys & girls demanding the government to resign so they can bring in a system change? Why is CV proposing that the university kids should follow Evil’s UNP’s path in the next election. Evil should go now; period! If CV does not have confidence in him like what the university kids have in them, what does he think that he can achieve for Tamils’ rights? What is extraordinary he sees in Evil, to declare that Evil is only who can save the country? If Evil can do one thing right, why did the UNP not get even one seat after the rule of yahapalanaya. Why did the Evil do not dismiss the parliament, taking the support of UNPyers’ last time, if the New King was blocking him from doing anything good? Why could he do what that British PM did today/ Why didn’t he make the UNP get 2/3 in the Aught 2019 election? He is good for nothing because his senile brain is dripping pus, it seems.

    quote well fits to our new taxation government is trying to implement. In the context of Sri Lanka taxing people without putting the house in order is going to create chaos. As our politicians are robbing the country left and right with the blessings of their president is a widely known fact. Government appoints ministers according to their whims and fancies mainly to carryout bad deals. They appointed government servants whether or not there exists vacancies in the respective departments is a total betrayal. Ministers are provided with perks and super luxury vehicles is totally uncalled. Current president too is no exception from all these wrong doings as he was responsible for appointing an outsider as the Governor of Central Bank. Then why on earth we should pay our hard earned money as tax. First and foremost president should set an example by putting the country in order before asking the people to pay tax.
