Online Safety Bill Debate Is Illegal: Literacy Level Of The Government MPs In Parliament Is Zero!

Thank you Honourable presiding member, a very important debate has commenced in this house with regard to a law, that is going to change the phase of communications in this country, and unfortunately there is no consensus in this house as to how we should adopt this law. This morning we met the honourable speaker, we raised concerns, the honourable speaker was good enough to convene a party leaders meeting a little while ago. This debate is illegal; this debate is contrary to the standing orders. Standing orders very clearly says that the sectoral oversight committee must give a report and it is only after that report that anything in Parliament must move. It is true that the business committee of parliament fixed these dates for this debate, but the leader of the house himself conceded in this meeting that that was done subject to receiving a report from the sectoral oversight committee.

We have had many instances before, when the date is fixed but the sectoral oversight committee report hasn’t come and therefore we have postponed the debate. That’s what must have happened today! Because what has been tabled today called a report, is not a report. This is all that it says, this insults, this insults the basic intelligent of all the members of this house and worse it insults the intelligence of the people of this country. It says “after consideration the sectoral oversight committee on media youth heritage and new citizen agreed to the bill entered in online safety subject to the amendments proposed by the Supreme Court determination to the bill and resolved that the report of the committee thereon be presented”. It says the report should be presented. And there is no report, now at the party leaders’ meeting it was told that this is the practice, this is how all reports are, but that is not true we have today in this house another report, I am comparing now the two reports. The other report is by the committee on public finance, two reports; one says the report will be submitted. The report of the committee on public finance is an actual report it deals with.

There is an introduction, order under section 2, the special commodity levy. Observations made by the committee, recommendations made by the committee, like that one by one by one everything that has been conceded and then finally the decision of the committee. That is the report. Not what has been tabled here, calling itself a report but which says a report will be submitted by the chairman. So this is an illegal debate merely because there are more numbers on the government benches doesn’t mean that this is a report. What we have demonstrated to the country today is that the members who voted a little while ago cannot read. It exposes to the country the literacy of the government members today. The government members have said that this is a report when definitely it’s not a report. The whole country must know that these are the people who are on the government benches today, who cannot even read. The literacy level of the government members in this house is zero! That’s what it means, unfortunately the honourable member who is presiding now also voted for it. A literacy level that is zero, the whole country must know this, a piece of paper that says a report will be submitted by the chairman, is considered to be the report.

Now all that we the opposition wanted was that the minister himself appointed an expert committee. After the gazetting, after the challenge in the Supreme Court, after the determination of the Supreme Court he went and appointed a committee, that committee made some recommendations, yesterday at the sectoral oversight committee, apparently what the government members and opposition members agreed that that must be incorporated. So why don’t we incorporate that? The attorney general has said that, the attorney general has said that cannot be done because article 78/3 there is a bar it changes the nature of the bill. Then what you have to do? You have to withdraw the bill, you have to re-gazette it according to the consensus that has been reached by both sides, that the recommendations of the experts must be incorporated, and then have the bill passed without a division once the consensus has been reached also at the sectoral oversight committee, the government is bulldozing this defective bill today, the minister conceded at the party leaders meeting that this is defective. He is giving an assurance that he’ll bring amendment to this, so then why pass it?

The minister giving that assurance itself is confirming the fact that this is a defective bill. That is dividing this house, why is he giving that assurance? So therefore I am not going into the merits of this bill, because the whole process is fraud. I was counsel to challenge this bill in the supreme court, the determination shows that, there are only 56 clauses in this bill, supreme court has suggested that 24 of that be amended, and what is worse the government has placed amendments that are amending 42 clauses out of 56 and that comes to us just now, when there can be a process by which, the entire house on both sides can agree and pass a law that is complete the government has chosen their wrongful path of bulldozing through, this is the characteristic of this government that using the false majority that they have, they are bulldozing through oppressive, draconian, piece of legislation in this house. Thank you.

      Paragon and Naman, all GOAT’s will retire one day ( may be politics is an exception) and the smarter ones prefer doing it, in their own terms. I believe MS will retire from active politics by the end of Sritharan’s first term. His experience can still be of use elsewhere.

      It’s unfortunate that the Federal Party failed to choose a leader of M. A. Sumanthiran’s caliber—a legal expert with a wealth of experience in constitutional and parliamentary matters. The reluctance of the Tamil diaspora to support an English-literate leader may have contributed to this outcome, as many senior members are not fluent in English. Consequently, the Federal Party now appears to be a compromised organization, largely comprised of individuals lacking vision and literacy. The current leader, K. Sritharan, a former school headmaster married to the sister of a former LTTE member, raises concerns about the party’s direction. This leadership choice suggests a propensity to organize protest marches for even minor issues, potentially disrupting normalcy in the North.

      CBK, Mahinda, Sirisena, Gota ……. and the SLFP-side of politics have been in power ……. more than Ranil or the UNP! …….. And used the dictatorial powers in the constitution to screw Ranil and any person/persons foolish enough to align with Ranil.

      The lesson herein …….. constitutions/laws ……. should be written/enacted fairly for the benefit of all citizens: not for the benefit of one individual/group/party.

    Thank you MS. Our parliament and these bills are, nothing but a SHAM. In general, Literacy level of Lankans are zero. Wait to see, these scumbags, returning after next election. ( Pissu Sira was elected by a landslide after staging Easter ). Democrazy in play. As expected , when told ( “retards” ), many including CT followers, disagree. I believe few of them (politicians) are the smartest who play retards, and our real retards vote for them in millions.

      Read today’s DM ” human lives at stake – when protectors of law become predators ” . A sub inspector in civilian clothes tries stopping a lorry, and the driver doesn’t recognize the person or his purpose . Continues to drive ignoring his warning. ( according to new low, when a stranger in civil clothes tries stopping a car, without any warning, the driver should not ignore or flee but immediately stop, still no guarantee that the person will not be killed ). Then the SI chases the lorry for miles and manages to pull it over. He has his loaded gun ready when approaching the vehicle for a spot inspection, and then shoots and kill the driver point blank.         For whatever it’s worth, AKD told parliament, “if not for social media, police would have altered the above story and govt is desperate to restrict facts being presented, as it had been a headache for them. Police offered ONE MILLION in compensation calling it a “mistake”. Acting IGP, who was recently found guilty of torturing a person in his custody, ordered a special ( ???) probe into incident. AKD further said, ” People were aware of MR’s partying on a dredger , only because of social media”. The minister who organized the party was so furious of this exposure, demanded action , taken on those who filmed.

    The TNA /ITAK had been representing the Tamils for decades. Can they produce a list of their successes in making the Tamils livelihoods/health/ power sharing/ release of all Tamil political prisoners/ repossess their lands taken over by ministry of defence/
    Palaly Airport to cater bigger Planes to land.
    Mps of all hues had been well paid/ bribed and are living in entirely different world!

      Federal Party has managed to survive without being massacred or completely wiped out by both waring parties.

      Look at Gota and VP both gone,… however Sambandan along with FP have survived.
      Don’t you think survival is the most important thing in FP’s history? Look at Communist Party, LSSP, SLFP, ……… pathetic.

      The FP has been a political zombie since 1981, when it fell for JRJ’s DDC gimmick.
      No FP MP from Jaffna (one exception being Yogeswaran) could step on Jaffna soil for years.
      The FP was salvaged by the blundering of the militant rivals of the LTTE in the 1990s. But it remained a zombie.
      The LTTE, which killed two of its MPs, accepted the abject surrender of the TNA and let it survive in electoral politics from 2002 to 2008, after which the LTTE collapsed and the zombie declared that it had nothing to do with the LTTE, to return to licking Indian boots, which kicked it for the duration of its bond with the LTTE.
      What a pathetic lot are the FP and its avatars.

    WHAT? What are you talking about? The “Basic Intelligence” you probably try to infuse in the “Members” of that House is far more than an impossibility to gather feathers from a tortoise.

    Zero knowledge in parliament is not just a Sri Lankan problem. The UK is passing a bill claiming Rwanda is a safe country. They are doing that without any thought as to what the Rwandans might think about it. If the UK parliament says it is, then it is, right? Now THAT is what I call colonial mindset! I hope Rwandans play hard ball by passing a bill in their parliament saying Rwanda is not safe and demand another £250M!

        For Tamils, I would say it [zero knowledge] was demonstrably so in 1976. Sinhalese, I suspect, might have got to zero a bit faster. Only genomics can confirm if this is not true and both are just the same.

    Perhaps,had M.Sumanthiran took up the position that this Bill has been designed to affect only the Tamils and not the country at large,would those who voted against him at the recent Leadership poll of the Federal Party see him in a different light?

MA is a good Politician looking after the righteous group of politicians. When RW was removed from the PM post by Sirisena, TNA supported RW to regain his post. In spite of that Fox RW does not want to give rights that Tamils demand. It is time to change ITAK as it does not mean anything that is ACHIEVABLE. It should go back to being FEDERAL party which is achievable!
