Over US $ 19,000 Million Pilfered Out Of Sri Lanka In 10 Years

A total of US $ 19,967 million has been pilfered out of Sri Lanka from 2004 to 2013.

According to the Global Financial Integrity’s ‘Illicit Financial Flows from Developing Countries: 2004-2013’ report, in 2011 alone US $ 4,602 million was moved out of Sri Lanka by various tax evaders including businessmen, and politicians.

MahindaAccording to the report, in 2004, US $ 1,487 million was moved out of Sri Lanka, while in 2005 the total amount pilfered was US $ 1,389 million and in 2006 it was US $ 1,554 million and US $ 1,890 million in 2007. The Global Financial Integrity, which is a non-profit, research, advisory, and advocacy organization located in Washington, D.C also disclosed that in 2008 the total amount pilfered out of Sri Lanka was US $ 1,655 million, while in 2009 it was US $ 1,435 million and in 2010 it stood at US $ 2,634 million , followed by US $ 4,602 million in 2011, US $ 1,567 million in 2012 and US $ 1,753 million in 2013.

Incidentally, the greater part of this period fell under former President Mahinda Rajapaksa’s rule.

The report also revealed that during the ten year period, the developing world as a whole lost US $ 7.8 trillion due to the money being pilfered out of their respective countries, of which Asia lost the highest at over US $ 3 trillion.

In the executive summary, the Global Financial Integrity said “The massive outflows of illicit capital shown in this study are likely to adversely impact domestic resource mobilization and hamper sustainable economic growth. As such, it is necessary to consider the role of illicit outflows in any discussion of the development equation. We should not only look at the volume of resources flowing into developing countries but also the illicit leakages of capital from the balance of payments and trade misinvoicing. Governments and international organizations must strengthen policy and increase cooperation to combat this scourge.”

As I got tknow MR does not come to parliament regularly. So he should have more time than had been in the past to give open interview about each and every case where he is alleged to have lost billions.

          Did the World Bank, which calls itself knowledge bank and IMP which are supposed to be in charge of the global financial system not know about the looting of the third world, or that 63 individuals own more than half the wealth of the world?

          The global financial system has legalized corruption and corrupt economic governance and this infomation is damning indictment of the IMF and WOrld bank which should be SHUT DOWN.

          For decades International Monetary Fund and WB have watched the looting of the poor and wretched of the earth by corrupt global banking institutions and elites, and when countries ruled by corrupt elites in league with corrupt banks fall into crisis the condition for IMF assistant is that the poor to bail out the rich. In short, greater impoverishment if the poor, which the rich get richer and fatter.

If it were a proper analysis, it should reveal at least some evidence for the said allegations. The failure of such evidence to manifest itself proves that the so called analysis was flawed.               Allegations levelled at Rajaakshes are still being investigated. Some part of investigations have been completed, but much more to be done in terms of collecting the real sources of information based on the bllions being dragged from the state.               You seem to be a pundit, but many knows what it means – all along the lanken media in and out used the word all along whenever Rajaakshes are cited. Please dont try to be away from the reality.
              As a minister of finance, the man should be made accoutable for anything and everything if US based and Panama based reports are credible.
              If local authorities are incapable of doing so, let it do by foreign international ones so that we the folks finally be INFOMRED 1 to 1 without letting us be in desparity.

          hide outs as he knows these accounts can be easily hacked like
          what happened to Panama company and too many enemies of his are
          around these areas. His money may in a place where nobody dares to trek to and sure you have a fair idea which country holds his money.

          Analyst, you seem to have no impatience as many of us, But do the PM and Prez have any other choice than doing so. They are caught by devil right at the moment; with Mr Sirisena has no options than going thorugh all peaceful manner not allowing to break away the party – UNP has to work hard to achieve their goals but not hurting coalition partner as woudl do in a 1 party goverment. Lankens in gneral are impatient – each and everyone is subjected to today sproblems. People had been passive and inddiferent at the time, all the corrpted bunch looted. Even if he travelled across the globe but on his return he went to join the farmers in the rural areas.       Power Ride For Regional Development

      Minister for Regional Development, Field Marshal Sarath Fonseka has informed the cabinet that he needed a Rs. 45 million, 7 Series super luxury BMW for his use.

      It is learnt that Fonseka had made this request on April 6 during the cabinet meeting held at the Presidential Secretariat and several other ministers had raised objections to his request.

      Several ministers had pointed out that the rest of the ministers had a limit of Rs. 35 million as vehicle allowance and Fonseka should not be permitted to exceed that limit.

      Soldier turned politician Field Marshal Sarath Fonseka, now Minister of Regional Development, received what seems a polite snub from President Maithripala Sirisena at a recent weekly ministerial meeting.

      It came after the Field Marshal told the meeting that with the financial allocation of Rs. 35 million for his ministry, he was unable to even buy a vehicle. Whilst the latest series BMW cost Rs. 70 million, a Mercedes Benz was Rs. 40 million. This, he said, fell short of the allocation by five million if he was to buy a Benz and he sought approval for it.

      It was President Sirisena who politely explained that the request can be reviewed later. Yahapalanaya (good governance) or not, ministers, it seems, cannot do without BMWs or Mercedes Benzes to serve the people. That too at a time when the country is facing an acute balance of payments crisis. While the ordinary folks are asked to tighten their belts, the ministers tighten their seats belts on land and in the air.

      Other than official vehicles for ministers, they are among MPs who are entitled to duty free vehicles. The limit on such vehicles has been raised to US$ 75,000.

        Firstly, the amounts are in millions and not billions. Are you suffering from the ravi karunanayaka syndrome?

        Secondly, the statistics show that the trend goes on before MR came to power. The data is given only from 2004 onwards. If you have any knowledge of how graphs work, you just have to extend the line to predict the previous year’s net outflow.

        And Thirdly, I don’t know this sach person, but it seems to me he/she only pointed out the statistics. I fail to see how that makes him a racist.

        I agree with few commntators asking the Journos to interview the former. So long the limited information based on the allegations are in air – and no journos make any hearted efforts to approach Rajaakshe, nothing will be changed in the line of clearing all these allegations. There has been a blockage journos run lanken local papers being unable to be unbiased.
        Mawabima or the like daily news papers will never bring issues harming the former, since their men are sitll close to Rajaakshes. Sirasa does a good job- Derana is a on the site of Rajapakshe and these media men have never been impartial.
        Third force of a country is said to be media -but lanken media will not be unbiased, so how can people know more about the all these stories.
        But the world seems to be doing a lot srilanka bringing into the right track, by yesterday they have found even more inforamtiona about the size of the transactions that have been made between srilanka and foreign countries illeagally.
        Would the seashelves authorities not open the whereabouts of the acount holders.
        Bank of Ceylon branch said to have opened in Seashelves by previoius adminstration is run by non-lanken staff ?
        If the current regime can bring all these – they can do so within shorter period of time. People are waiting them to go wholehearted withthese issues. With none of the high sharks being convicted sofar, peoples attitudes are being grabbed by the cooks again. That will be the consequence longer the authorities wait for real investigations.

            Today having listend to a discussion held by LANKEN TV – on the bill being introduced to the parliament on right for information. There I thought my god, nothign can easily be passed in the country since the resistance being made by lanken people stand on the way. Some significant fractions in the society interpret those issues so subjectively. Some dont even know about the world standards on such bills.
            In Germany, you have the right for information, but there are restrictions too. Sure, one would say that what germans practise is not real democracy, but what can bring demo to the nation so long balanace is not seen in terms of anything. i beleive, Social Democratic systems are the best for countries such as ours, too much freedom should not be allowed to them until the society reaches their standards. Letting any simons to discuss issues effective to the entire population is what we must not do. Those people s powers can stand on the way just not letting any good pacts being passed.

            It is just change in lanken thoughts and minds are not easy. This should go for a long term process. Alone the fact the way even so called local graduates how they interpret good governance is far from the world standards. They dont even consider the definition of it before going to attack anyone. That has become habiutal culture in this country. People should be warned to make a distinction between facts and hearsays.       Why should we make round abouts ? We can get all these one by one if Journalists could interview the former President for each of the charges being levelled at him, But there shoudl be factual based discussions.

      If the former president would have been away from the country, journalists could stay as it is for today, he is in the country, for each and every allegations thrown on him should be quesioned. Why cant any brave lanken or foreign Journalists do the job sofar ?

      He is the main soruce. He should know a to z about the all transactions being the former minister of FINANCE – nothing should have dealt with any parties wihtout his and his teams knowledge.

      I believe the lanken journos are beating around the bush.

      There are almost no journlists to clear all the accusations being made to Rajakashe clan.

      We have already passed almost 1.5 years with a govt change. But there are no open discussions as to why the former minister of finance wasted BILLIONS without keeping records. This is a greater mistake needs to be clear openly.

      It is like knwoing the cause clearly, but treating the patient with going thorugh remedies that would rather subject the patient for a ragging period.

      Why cant lanken authorities do the job as the western world would do.

      In Germany for example, if a man is accused of being taken the sums unncessariliy, be him a minister or high man in a soccer team, the law tames him regardless of the status. Then the general public is so happy.

    According to the statistics its a trend that has been there before 2004. There is a spike on 2011, but other than that this report draws no parallels between MR’s rule and the IFF. The author of the article seems to imply that this happened because of MR. Please stop posting garbage articles

      Agree, there seems to be a general trend, however if someone wants to dissect these figures, they could do so and explain as follows:

      Drop in pilfer in 2005, the lowest in the series, seems to explain that a substantial amount being diverted in buying (or not to vote) votes, including the lump sum to N-E boycott and other fragment amounts to individuals in other provinces.

      2006- the business seems to pick up with some major projects started in South and top of it, military hardware procurements contract- the commissions, good will and bonus payments started to flowing in and the rising trend continued to 2007 and 2008 as war was get going.

      2009- War concluded and could not figure out what to do with the bonanza that the war brought upon, whilst all who mattered stunted and their focus was tuned on how to claim war victory fully theirs, the figure decreased to 2004 level-tracking the normal trend- dropped the ball?.

      2010-New projects started in NE, more projects in full swing, more commissions, more ex gratia payments, commissions on remittance which was peaked to help those who were in need and the war finds, which needs time to convert and establish the liquidity- all explains why the figure realizing the peak in 2011.

      Seems weak yet, some correlations/relationships could be established between the major activities and the amount being channeled.

    I was holding my breath as someone here said there was going to be a big expose of Rajapaksas’ corruption! Went through this with a fine tooth comb and I can’t find a trace of any Rajapaksa! You have let me down big time! Sooooo disappointed!!!!

                  Your concern about the fire at the Jaffna library was shared by many Sri Lankans. That is why the Sri Lankan gov rebuilt it at great expense. The gov has also rebuilt many of the infrastructure- railways, roads, water supply, electricity, schools, hospitals, housing, etc, destroyed by the LTTE. These were done by the Sinhala gov, at great expense, when such facilities were badly needed in the South also.

                  Instead of repeating old LTTE propaganda, get yourself a life, and educate yourself. In Sri Lanka education is free even at e University level, which all Tamils are entitled to. That is better than what you get in Canada.

    The news report appears to be an attempt to smear Rajapkse, by publishing his photo with the story. Not great journalism.

    Your Panama Papers, list of Sri Lankans with offshore accounts, published recently, does not include any Rajapakses. It has a lot of Senanayakes, Dunuwillas, Attygalles who were probably very well connected with the UNP & the current regime. There is also one Wickremasinghe, but no Rajapakse.

        The released docs are also in electronic format. The search will only take a micro second, ie if you know how to do it !!

    from 2000 we have had about 1.5 at least leaving the country like this.Only in 2010 and 2011 it seems to have increased to 2.5 and 4.5 respectively.so a total excess of about 5 billion USD during these two years.So the rajapakshe era should be accountable only for this 5 billion USD which is extra over the chandrika era.I’am wondering whether the end of the war in 2009 had anything to do with people moving more money than usual out in 2010 and 2011.It seems to have come back to the normal levels after that.

    There’s no doubt the Rajapakses are implicated in this massive theft but it is still an allegation until the investigation is over. However whenever the Rajapakses are implicated the motley crew of Rajapakse bootlickers like Shankar, Edward Upali, Shan, Paul, Wow, Anotherbuddhist, Thadi Bada etc. will rise up to flog that dead horse by muddying the waters with stupid accusations such as “Others were doing it” etc. We don’t need to go far but just ask the Rajapakses to explain from where they got the money to buy up those properties in Oklahoma, USA and perhaps in Sri Lanka as well. I’m curious as to why you do not ask the same questions regarding the bank bonds scam or the defender incident or the millenium city incident.     The money must have been transacted through banks and other financial institutions.
    Banks and Financial Institutions do maintain records of transactions.
    If a universal law requiring every bank and financial institution to divulge its records to investigations related to the Global Financial Integrity’s report, the global community and the global economy will be winners.
    In terms of criminals, the world has systems such as Interpol to capture criminals in any part of the world. In terms of evidence related financial crime, the world lacks a global approach.
    This may be something which must be taken up with President Obama in the twilight of his tenure.
