Parliamentary Election 2020 – How Do We Do It?

By Mahinda Rajapaksa

Mahinda Rajapaksa

After the Presidential election of 16 November 2019, we will be able to convene a new Parliament only in August 2020. The 19th Amendment provision which forbids the dissolution of Parliament until the lapse of four and a half years and the Covid-19 pandemic have together brought about a situation where the whole country has been in a transitional stage for nine full months. We have never before, experienced a situation like this in our political history. This Parliamentary election is essential to complete the change that the people of this country initiated at the Presidential election last year.

This election is a democratic right that we won with great difficulty. The Yahapalana political parties tried to get this Parliamentary election delayed by petitioning courts but the Supreme Court did not permit that to happen. You will recall that the yahapalana government arbitrarily delayed the local government elections for three years and made it impossible to hold the provincial councils elections. The people now have the democratic right to elect a government of their choice.

One thing that was proved during this prolonged transitional period after the presidential election was that like the government led by me between 2006 and 2014, the present government led by President Gotabhaya is also capable of prevailing over apparently insurmountable odds. That was proved by the way the spread of Covid-19 was brought under control. There are other Asian countries like Vietnam, Hong Kong and Taiwan that have successfully controlled the spread of Covid-19. There have been no Covid-19 related deaths in Vietnam. Four deaths are reported from Hong Kong, and Seven from Taiwan. Sri Lanka has had 11 Covid-19 deaths. New Zealand has also managed to keep Covid-19 deaths at 22.

It should be borne in mind however that Vietnam, Hong Kong and Taiwan learnt many lessons from the 2003 SARS epidemic, and that experience helped them to control Covid-19. However Sri Lanka has been able to control Covid-19 successfully without significant experience in combatting these virus related respiratory diseases such as SARS or MERS. Our health services, armed forces and all those involved in the Covid-19 control operation deserve the highest praise for what they have achieved. This achievement was made possible by the correct political leadership provided by the President.

We will be facing this election, with a major achivement which has brought us to the notice of the entire world even during the transitional period after the presidential election. The people are only too well aware of what would have happened to this country if the Covid-19 pandemic had hit Sri Lanka when the yahapalana cabal was in power.

After winning the presidential election, we had to face many difficulties as a minority government. Due to the 19th Amendment, the defeated party was able to maintain an artificial majority in Parliament until the beginning of March 2020. They used that majority to undermine the government at every turn. When we tried to get a Vote on Account passed to pay suppliers for fertiliser and medicine provided to the previous government, the yahapalana political parties blocked it. When suppliers are not paid, a shortage of fertiliser and medicine naturally ensues. That was how the defeated yahapalana cabal sought to undermine the new government.

The formation of the 2015 yahapalana government was a result of foreign and local conspiracies. Their defeat in November 2019 however, did not put an end to such conspiracies.

Within the first two or three days after the new President took office, we noticed odd stories appearing in the media. One news story said that pedestrians crossing the road without using marked pedestrian crossings will be fined by the police. Another story said that all the beggars in Colombo would be rounded up and sent off to camps and that all those begging on trains will be arrested. These were all false reports. The new dispensation that had just assumed power did not have the time to discuss such low-priority matters.  What the conspirators expected from such proaganda was to put it into the minds of the public in a subtle way, that an authoritarian President had come into power and the people will have to obey the rules to the letter.

Within days of the President taking office, there was the well publicised drama alleging that an employee of a Western embassy had been abducted, harassed and questioned. Reports about this first appeared in the foreign media. The Sri Lankan public got to know about it only later. All this was designed to create a certain impression about the new dispensation in the minds of Sri Lankans as well foreigners. But the President adroitly defeated all these conspiracies. Investigations showed the Sri Lankan people and the world that the story about the abduction of a Western embassy employee was a total fabrication.

All demonstrators marching to surround the Presidential secretariat were allowed to get to their destination unhindered, thus giving the lie to the propaganda that a rigid, authoritarian rule had commenced under a former military officer. All such groups of demonstrators were given a hearing, some were even served refreshments. No demonstration was broken up with the use of tear gas, water cannon or baton charges. With this, the attempt to paint a picture of authoritarian rule evaporated.

Just as normal life resumed after bringing the spread of Covid-19 under control, a small group of agitators in defiance of a court order, tried to hold a demonstration in front of the American embassy over an incident that had taken place in the USA. They were all bundled off to be produced in courts. Following this single incident all those who had been engaged in propagating falsehoods during the 2015 presidential election campaign came out in force to condemn what they referred to as state repression.

An actress who got caught red handed directing a video where she pretends to have been injured and hospitalised after an allged assault in 2014, and another long haired individual who said that it would have been better if he had been thrown into a drain soon after brith to save him the pain of living in a country ruled by the Rajapaksas, were once again seen in public after a lapse of five years.

The yahapalana government from 2015 to 2019 was preoccupied with fighting off demonstrators with tear gas, water cannon and baton charges. On most days of the week, Lotus Road near the presidential secretariat resembled a battle field. You will recall that a baton charge on a demonstration by disabled ex-armed forces personnel resulted in one disabled ex-soldier losing an eye. The agitators in front of the American embassy who were recently hauled off to courts by the police were themselves frequent recepients of the yahapalana government’s tear gas, water cannon and baton charge hospitality on Lotus Road. Those who never said a word about the way the yahapalana government responded to demonstrations are now making a hue and cry about this single, minor incident that took place under our watch.

As a government, we are not happy with the manner in which that demonstration was dealt with, and we have said so publicly. Those involved in this incident were professional agitators who know how to provoke the police. Even after a police officer read out the court order banning the demonstration, the agitators claimed they were not shown any such order. The police also should not allow themselves to be provoked in that manner. These agitators need images of scuffles with the police on the streets. That’s what ensures their livelihood.

Except for that isolated minor incident, our opponents have no allegations of repression to make. Some argue that we treated the Colombo agitators and those who attended the funeral of the late Mr Thondaman  differently. Arumugam Thondam was the leader of the Up-country Tamil community. When we imposed curfew in the Nuwara Eliya district to prevent large numbers of grief stricken people from attending the funeral of their leader, the people of that area cooperated. Holding a demonstration in Colombo in defience of a court order, over an incident that had taken place in the USA which has no relevance to Sri Lanka, is an entirely different thing.

The people should be vigilant about what is said by the yahapalana camp during this election campaign. When we decided to provide an allowance of Rs 5,000 to those who were unable to go to work as a result of the curfew imposed to prevent the spread of Covid-19, the yahapalana presidential candidate said Rs. 5,000 was not enough and that every family should be given Rs. 65,000 per month. After somebody apparently told him not to make such foolish statements, this amount was brought down to Rs. 20,000. What did these people who wanted us to give Rs. 65,000 to each family do when they were in power?

You will recall that after the presidential election and before the Covid-19 pandemic hit Sri Lanka, demonstrators used to turn up almost daily in front of the presidential secretariat just as they did during the yahapalana government. Most   of those demonstrators wanted the employment they had obtained from the yahapalana government made permanent. Those demonstrators had come to the presidential secretariat not to find fault with us, but to curse the previous government. Those youthful demonstrators were caught on camera telling the yahapalana minister who had given them dud appointments not to come back to Hambantaota. We now see that the yahapalana minister concerned has in fact abandoned Hambantota and is now contesting from Colombo.

The forthcoming parliamentary election will give the voting public an opportunity to chose proven ability over yahapalana lies and deception. In order to safeguard the progress made in controlling the spread of Covid-19, I request all candidates to be mindful of the election related guidelines issued by the health authorities and also to conduct an environmentally friendly and exemplary election campaign.

Thank you

May the blessings of the Triple Gem be upon you, God Bless you.

How do we do it ?

The name of the gods- if they exist, not to the manner you Mafia Boss have done it during 2005-2015.
    .
I dont believe in miracles in term of srilanken society, but the dark cloud appearing above OUR BEAUTIFUL island is not overlooked to anyone with some sanity.

Recalling the levels of disasters you left behind, by 2015- costed successors enormous energies particularly in clearing the picture to the international communities – consequently even GSP plus and other concessions were the positive according to young UNPrs. But today- the very same IC would be very upset reminding us your past and your crew’s vandalism during that 52-day fake govt.. – I would say, by yesterday, Japan International Cooperation Agency has given your govt a clear sign and all others will follow in the days to come.

My grannies made every effort to educate a stray dog, but ended up being vain…this I expected let them know… but never respected my thought… .. the very same would be the case with your efforts towards SO CALLED development of our country – we know how your little mind was tamed by CHINESE INVESTMENT INJECTION making our unborn ones eternal debtors. :::::

Let s hope the divine forces would do their jobs sooner than later saving the masses from the edges.

The very people who chose Yahapalanaya crooks in 2015 took a U-turn and supported Mahinda at the last Presidential Election.
I don’t think there will be any change in Mahinda’s support base ever again.

        Champa ,

It demands a lo to build a country but just a little to destroy it .
        If it was not J R J’s open economy , where would have C B K
and Mahinda taken us to ? Uncompromising and a destructive but
sure way of survival was found , again based on Sinhala and
Buddhism , paving the way to creating a permanent divide among
communities ! This is their strategy to defeat U N P allied multi
ethnic support base ! They are hell bent , destroying the enemy by
whatever means available to them , in the past there was not a single
crossover that remained an ordinary M P in the house . The latest
development which is destructively innovative, looks like pulling the
opposition candidates down one by one even before the election but
after the nomination. Mangala’s explanation is not good enough for
a man like him . I think we are in the hands of dangerous people .

            Eagle Eye ,

I believe you have your reason to be proud of being strongly
present in the camp of Rajapakshas but I would very much
appreciate if you try to understand that I like to remain
neutral which would qualify me a better critique towards
contributing to a meaningful change , the only way to real
progress . And as of now , No Rajapakshas , No Ranil and
No Sajith have a genuine plan for the country !
But believe me , I like the way you sneaked into your point
out of my creation ! I don’t blame you about where your head
is constantly lingering around because you have made it clear
            where you belong !

          Why why,

May I ask you this on this thread, apologies it is not directly connected with the topic being addressed..
          .
However, we wanne to know your views:
.what do you make of AM ‘s second article ?
          :
We need your thoughts on this… we look forward to reading the thoughts of Mr SM on this…. if he has changed his name, can anyone continue his writing by previous name ? Or so called srilanken breaking news on this should be a blatant lie misleading the thanakola eaters again ?

            leelagemalli ,

I think the best way of answering your question of this nature
is , making it simple and general that will save time and energy
and also space ! In my memory , though it may not be the first
instance , T B Ilangaratne was nicknamed ” Karawala Kumaraya”
by the opposition that was U N P during 1970-77 Sirimavo govt.
That was because of some Dry fish scandal ! And under J R J
during 77 onward , Lalith Athulathmudali was branded as a man
who swallowed “ships.” And Gamini Dissanayake was labelled as
having bought Apple gardens in Australia by the then opposition
            that was the S L F P ! With these in mind , let’s now move on to a
very interesting laughing stock of the century ! Yoshitha’s granny
bought some lands for him , Yahapalanaya was looking for a way
to catch him and the Granny was grilled ! What did she reportedly
say ? SHE WAS GIVEN A BAG OF GEMS BY AN UNKNOWN SOURCE !
AND THAT’S HOW SHE GOT THE MONEY FOR THE LANDS ! NOW
leelagemalli , Where are the Granny Bingo and the super man ?

Thanks you Mr WHYHWY.. I dont think our nation would ever be able to reach near to that of Singapore though some portions dream of a reality.
              .
I think, they shoudl invest more in the rebuilding of the society than any physical structure developments. If only people would be able to see it right only, a country could ever be developed. Their thinking pattern should be subjected ot a paradigm shift. That can only be achieved through society rebuilding programmes. Most of all, the media men should take the side of the general public than their commercial gains.

What they have done so far is almost like that erosion being noticed in MOUNT LAVINIA beach….. I guess you may have a proper explanation for it LET alone today.

    Dear Mr PM

You are blaming the previous regime for various failures, which is fine, but what I can’t understand is how come the man who was leading the disastrous Yahapalanaya regime is now in your coalition? RW was certainly an effective leader but he was only PM while the President, who even accused you of attempting to murder him, is now in your fold as one happy family. Politics certainly make strange bedfellows in SL.

Another thing, I would like to see pedestrians (& motorists as well) fined for breaking the law & also beggars sent to homes (not Nazi style death camps) & looked after, which I don’t think is an indication of an authoritarian regime (in case you are unaware, begging & jaywalking in general is punishable by law in most democratic countries) but appointing military personnel with allegations of human rights violations, corruption & abuse of power to key govt. offices, most certainly, is.

Anyway, over 6 million citizens (if I am not mistaken) are happy with a Trump style tough guy running the country with military efficiency, so you don’t have to come out with explanations.

“The forthcoming parliamentary election will give the voting public an opportunity to chose proven ability over yahapalana lies and deception. “
      Wow! What ability, Mahinda Maama?.
The ability to make sow’s ears out of silk purses? Like getting SriLankan to lose 14 billion a year because they refused you a seat?
If you are talking about Gota Malli, remember that floating market in Pettah? And the Park’n’ Ride system on Galle road?
Did you reduce the price of petrol or gas? But you taxed LIOC for “making too much profit” .
I grant that you have some ability, like producing hot air. And you know how to talk to baiyas .

        Old Codger@

Beautiful ! Thanks, you articulated it as no others :) short and sweet as always.. We enjoy 15% price reduction in petroleum for the last 4 months, but it is not even being captured by srilanken media – the huge amounts that many countries saved through have invested for the containment of COVID crisis among the less fortunate people.
        .
        Ability

MaRa has proved his ablitites filling his pockets and becoming untouchably wealth by pick pocketing tax payers funds. These were displayed by weddings of his sons filled with thousands of invitees…. Tax payers finanzed them…. however, the destitute which make up 40% still tolerate it …. that is their ablity … right ?

May be he thinks that they have managed the containment of the COVID spread to the best as the local media reports..
But anyone with some sanity would see, why could not they capitalize it as an another island nation. As of end of february, they could close down BIA which is the single entry point to the island. Instead, the Barbarbaric Brother Duo (BBD) dreamt of holding election over the dead bodies of the people.
        .
We criticised it today as GG brought nothing, however looking back, if there had been no such an EC, no doubt, the BBD would have scored whole lot of deaths in this country.

Apologies. I meant RW as an ineffective leader (not effective). The point I was raising was, while RW has to share the blame for an inept govt., the buck stops with the Yahapalanaya President. It’s a fact that Sirisena was totally out of his depth, & worse, blatantly corrupt, yet you have welcomed him into your coalition, despite his utter failings (which you are highlighting) & even after accusing you of conspiring to murder him. If the Yahapalanaya is to be blamed, why tolerate the yob who was leading it in your camp? In fact, as far as, the righteous patriotic image you are trying to portray, I would expect you lot to investigate him for abuse of power, nepotism & corruption but I suppose that would be sheer hypocrisy, even in your understanding, & would open a can of worms.

Yahapalanaya came into power as people wanted to chase you out and Sirisena and Wickramasnghe promised to punish all murderers and fraudsters of your period. After coming into power what two of them and ministers like Wijedasa did was to do everything to safeguard you, your wife, sons, brothers and other associates. Our health services, disaster management centre, police and security services always had acted remarkably well in all national disasters and emergencies whoever were at the helm of power. They did not need a growling president over them to do their job.

Mahinda, what a fantastic article. You should consider creative writing once you get over your health problems and the dream of installing your eldest son on the golden throne.

Your fairy tales outdo the story-telling of the brothers Grimm by a large margin!

Thankfully people understand that you suffer from Alzheimer’s disease, else they would have reminded you of Rathupaswela, Shiranee Bandaranayake, the Tsunami “bonus”, the “pump and dump” schemes, the shameful September 2018 coup orchestrated in cahoots with the equally shameless Aaappaya and a host of other things too numerous to record within CT’s limit of 200 words.

Yahapalanaya may have ended up in vain, but that means not that Yahapalanaya did not bring the country forward.
        :
Alone having implemented COMMISSIONS so that EC could take their decisions standing against BROTHER duo is a great thing. Just imagine, if EC was not in place, how would the brother duo have taken the naton amidst COVID crisis. ? Surely, deadbodies would have flooded the most populated areas.
        :
We perfectly know how so called Gotabaya handled it, even if the nation could have been saved much better if BIA was closed down as of End of February.

Yet today, they have increased the COVID PCR tests as is the case in many like minded countries. Telling the world something else and doing it as they think is right…. they have themselves taken the nation to all edges as of now.

    Mahinda,
Don’t forget that people wanted a good bye to in 2015 based on your performance over 10 year period. You can pretend that you have forgotten what did you do during that period but we can’t forget about it. You had everything including two-third majority, military power and the Easter bombers support. What did you do with that? Murders, abductions, 18th amendment for you and your family to become king, attack on muslims to get Sinhala support, millions of posters around the country, arrest of former military commander and removal of Chief Justice and so many including massacre of 50000 Tamils in the no fire zone.
Of course the previous government which included 75% of your party including president who hold defence ministry failed to block the Easter bomb attack carried out by some Muslims on behalf of your brother Gota who is now president. It is true you and your brother has 72% of the Buddhist Sinhala votes. That is because of the racism you and your brother practice to cheat Buddhist Sinhala is very popular. You have already bought some minorities in this election after paying billions. But Buddhist Sinhala will realise after August 2020 that the country will be under USA, India and China control.

She (K. K. Shilija) fought the real Covid-19. Pavitra’s one was real game. Pavitra ordered the Corona to leave Lankawe April 19th because election was supposed to be on 24th. But the naughty teenager Covid19 didn’t leave. So now the election has to be in August. They planned to create fake Covid-19 emergency and then use Rapist Army to manage and cash on that drama for April election. Now everybody knows that the 2/3 confirmed before the Covid-19 is molten. So Old King not just coming to CT , which he banned in Lankawe, to campaign but even begging Muslims and Tamils that without them he cannot get 2/3 so he will not solve minority problems. Tamils knows how did he paid to leader Pirapaharan and came to power and what did he do to Tamils. They will not bend back for any kind of Secret Solution from Sinhala Leaders. Hakeem will be getting a solid minister post (Education or Shipping Industry), because the Arabic Sea is very calm these days. Pavitra mismanaged Covid-19 plans so she would lose her job. She was given one Christian Tamil and few Muslims to take care of controlled spreading of epidemic and use Rapist Navy to annihilate. But the actual infection of Covid-19 only came though Italy, and at the end it was the Rapist Navy took the brunt of the poisonous experiment. Rapist Navy still not out of it though today it is June 19th.

“HOW DO WE DO IT?” Go and get a retirement in Medamulana with your dictator brother; let young people run the country’s future. All three geriatric Rajapaksa brothers should go home. Hadn’t your family and you earned enough money from this country? Do you want to squeeze the last droplet too? What will be left for your future progeny in this country? Have you thought about it? Not because of I am a Southerner I voted for you especially in 2005, and then in 2010, but because I believed you would do something for the country, especially for the mothers who lost their children. I believed you in Mothers Front. You sold their tears shamelessly, betrayed the friends who helped you to rise to the high position, then let all your kith and kin to loot the country. Don’t you see Dr. Manoranee Saravanamuththu’s face in your dreams? Do you sleep at night? Actually those days you had very pleasing, enigmatic smile when you were among people. Now your face is glum, parched and lifeless like your conscious is bothering you. There’s a saying “vultures pick the meat clean off the bone. Guilt eats at the marrow, leaving a man hollow.”

We all know what Lasantha’s daughter’s appeal is, on the other tread of CT. Dharsha’s laptop is stolen by Criminally Involved Department. I am not taking because it is her private property, I am talking about it as journalist’s laptop, so there are many others personal information might have been noted. We like to know what kind of LTTE, ISIS JVP party she is for her to run away from Country? This happened to many Tamil, Malay, Sinhala, Burger writers. If the Aanduwa criminals are good and there are no trade unions or GMOA or students are not protesting, why Aanduwa is targeting harmless journalist like Dharisha? To be honest, I had not come to know what criminal act Ganier did. I didn’t come to know she ever pleaded guilty anything and she was punished for the crime. If the country’s prime minister says Ganier’s activities were planned and staged in Swiss, what kind of action was taken against country which plotted against Lankawe? Do these people understand what serious accusation they are bringing over Swiss on this? If Nishanta is criminal, Ranil and New King who employed him in their government are saying about him?

He was working as popular CID inspector until the election; next day after election he ran out of the country; don’t’ this government or last government feeling any responsibility that they have to explain whether he is a target or real criminal?
Whether it was written in Sinhala or English, this type of master pieces come out of GLP’s head. He is saying 10 or 15 PC lawyers tried to stop the election. Didn’t this lawyer read newspapers to know what was going in the court? Shame on these fools to write and read for Sinhala Modayas, something like this. Case was about parliament reconvening date passing June,2nd and that makes a government without parliament for more than 3 months, which the constitution had indicated in all ways not acceptable. Only one petitioner wanted election not to be held in middle of Covid-19 Pandemic. She was not defeated as GLP trying to show in his jugglery. But one of the respondents (EC) accepted her petition and postponed the election to August. So Sumanthiran wanted his client released because her request is satisfied. Justices released her. GLP didn’t read this in newspapers or Derana brainwashed the PhD lawyer? Is this how the Royal keep cheating southerners in all elections?

One of the reasons Ranil held all LC elections together because, by splitting, Old King was manipulating LCs results for his favor. PC election was about new constitution and boarders, in addition to unifying the date. This guy is cooking up reason, because Southern Modayas are just violent criminals only, so they can’t figure out what these guys are cheating. )
Here read this, which a prime minister spoke in an election meeting. This guy is beating the weeping widow to win an election by telling all shameless stories. ; “two or three days after the new President took office, we noticed odd stories appearing in the media. One news story said that pedestrians crossing the road without using marked pedestrian crossings will be fined by the police. Another story said that all the beggars in Colombo would be rounded up and sent off to camps and that all those begging on trains will be arrested. “
Here making up another “Ladies Pad” story of EP election: “the yahapalana presidential candidate said Rs. 5,000 was not enough and that every family should be given Rs. 65,000 per month. After somebody apparently told him not to make such foolish statements, this amount was brought down to Rs. 20,000.” Did anybody released a media report opposing SJB’s Rs 65K? What a cheap shot talk!

This seems to be drafted by GLP, who held King out of Slap Party office, because there is a fissure between king and Old King?
What is the story about MCC. A UNP(SJB) minister is saying that not 80%, but is 100% good the MCC for Lankawe. If these guys honest, then will they start to talk about that to Sinhala Buddhists during the election and implement as soon as the parliament come to power? In the last government Ambassador said Sinhalese need to approve it. Now Chinese Homagama stadium project is started. The Colombo Pong Ching restated. China restarted to complete Pahadu tower. Iran has restated the stopped Uma Oya project. What is happening to MCC? Why GLP is keeping numb on that?

      Mallaiyuran,
      .
No investigations would be the case during the previous regime. Only divine forces could control them. See nothing is written in main stream media today since bitch s sons controll it to the top so that only their self adulations to the manner Zimbawian Mugabe should work.
I am anti LOCAL MEDIA institutions, they should be PUNISHED by all gods. Of course, SIRASA TV is bit different to the others.
