Power Struggle Worsens: Sirisena Appoints Committee To Vet Heads Of All State Institutions: Usurps Powers Of Ministers

Worsening the power struggle within the new government, President Maithripala Sirisena has appointed a new committee, headed by Secretary to the President Udaya R. Seneviratne, to vet the resumes of heads of all state institutions nominated by the new ministers.

Sirisena has instructed the ministry secretaries to make appointments after recommendations by the Committee, Colombo Telegraph learns. As a result, the appointments of heads of state institutions have come to a standstill.

Highly placed government sources said Sirisea had appointed the committee to restrict the influence of Prime Minister Ranil Wickremesinghe when it comes high-profile appointments in the state sector. The committee allows Sirisena to have the final say over the appointments of heads of state institutions.

Speaking to Colombo Telegraph, a senior government spokesman said the appointment of a new committee might be in violation of the standard procedure. “It is the minister that is considered the appointing authority of heads of state institutions coming under each ministry. The committee is an attempt at usurping the powers of ministers.”

It is learnt that Cabinet ministers will take up the matter with Prime Minister Ranil Wickremesinghe who still remains silent on the setting up of the committee.

In a similar move, Sirisena ensured that State Enterprise, Hill Country Heritage and Kandy Development Minister Lakshman Kiriella did not receive a single major state institution as per the Gazette on the allocation of subjects to ministries.

Kiriella only received four minor institutions – namely Ceylon Ceramic Corporation, KESCO, BCC Company and the State Resources Management Corporation – that are on the verge of bankruptcy.

          Are you aware the the PM tried to write in to the Constitution, provisions to Control State and Private Media?. That undemocratic attempt failed because the SC subjected it to a 2/3 majority in Parliament and a Referendum.

          First he Personally guaranteed Mahendran’s character
          When under pressure he appointed a sham committee of UNP stooges to investigate the scam who gave Mahendran a clean bill of health. These cover up attempts would have been successful if not for the Presidential Committee of inquiry.from the Sirisena bugger.

          Now the PM wants a Jumbo Cabinet to Bribe the potential Frogs and subvert the Sovereign Peoples mandate which the SC has ruled is unconstitutional.

          Any attempt at protecting democracy should be welcome.
          But instead of looking at the CVs, the bugger should have appointed an overseeing committee of professionals to look at every major payment from the Peoples’ Treasury.

    it is obvious sirisena is trying to destroy this government. however unp should be careful not to fall for the trick. longer they holdout longer sirisena will look like an idiot. this will play well for ranil. however for next presidential election they should put someone forward who doesn’t have any baggage and has a clean reputation. someone like harsha de Silva or eran wickremaratne. ranil should avoid running. however he should remain pm for sale of stability. postpone constitution remaking until next presidential election. something as big as this is too important to risk stuffing up. current political climate is too unstable for such an important task. also unp should speed up rajapaksa corruption trials and finish him off. While there is sentiment to impeach sirisena don’t do it as longer he stays the more damage he does to slfp or slpp.

      May be this is what ‘Koti Diaspora’ and ‘White Supremacists’ want but what people want to see is culprits of Bond Scam, including the Big Boss put behind bars. People are not that dumb as some of you guys think. Now they have realized that they were deceived by fabricated stories (e.g. Mangala’s 18 billion Dollar).         ranil got cleared by the report but others were indicted. and also I said ranil should not be presidential candidate. Sri Lanka needs a fresh start and that includes new candidates without any package. that’s why I recommend Dr harsha de Silva. trained economist and also no baggage. he is also respected by all ethnic and religious groups and can bring country together while fixing up our economic mess. however he is not the only one. there are other good options like eran wickremaratne and jayampathy.

      after the provincial council elections in 2019, if the UNP does not do well and has no control of the councils,it will be disaster as the next step will be the opposition taking control of the country in presidential and parliamentary elections..There fore before the PC elections the leadership issue must be sorted out.The best way to do that without any internal party frictions is for all the card carrying members of the UNP to come and vote at a secret ballot and state the name of the person who in their opinion should lead the party.Just put a name down ,that is all.No candidates.

    President Sirisena is now act as a Golaya under the instruction of Mahinda Rajapakse. In otherwords, both decided to take revenge against the people and the nation. They now understand that people are awake and only hope is to capture the power illegally and violently. They have the control over the military and law and order, they will have the control over other institutions including Provincial Councils and it is easy for them to manipulate elections similar to What Saddham Hussain had elections in Irag before his demise.

What they are asking is an election so that people decide what is good for the country because Ranil and his ‘Royal Samanala Gang’ ruined the country during the past three and half years.       Unpatriotic National Party has the worst record for election rigging. Nephew would have learnt this from his uncle and will try that to stay in power. Otherwise, no chance.

        The 26th October 2018 acts of Sirisena and Mahinda Rajapakse was illegal and unconstitutional. It is also proven undoubtedly that Mahinda paid bribe to buy MPs. Bribery is a crime. This is the verdict of the judiciary. So, how can you say they do not want to capture power illegally and violently. They did not ask for election before the coup. Election demand came only after coup. There is a clear difference. Election should be held according to the constitution. It is not you or Mahinda or Sirisena to decide on when should election to be held. The Parliament or People have to decide that. Illegal and violence is unconstitutional and unpatriotic. So you decide who is unpatriotic.

Because it will ensure that no person (you have named Eagle Eye, Mahinda and Sirssena – why not add Rani W. etc as well?) will be able to call an election at a time which suits him/her. This will ensure that there can be long term planning – i.e. with the current scheduling, planning for five years. What has happened today? This year, 2019, the ugly realities about the Economy will be hidden from us; we’ll be given so-called reliefs, for which we have to pay with penalties about six months after the elections are over.
          .
          For now, it suits those who are in opposition to say that the views of the electorate should be ascertained pronto. That was the case, for a short period, with the inefficient Athenian Democracy 2,400 years ago; only a fraction of the people voted in any case (correct me if I’m wrong, please.) Women and slaves were not allowed to vote. Ours is a country with about 14 million voters.

          Cost is one problem, but you will soon have voter apathy setting in.
          I wonder what percentage of voters will turn out for the Provincial Council Elections which must be held this year.

    No wonder, one couldn’t find a worst man of ingratitude than Sirisena. It’s President Chandrika who was single handedly instrumental in ensuring this man’s in place in that high office by reassuring Rv. Sobitha Thero, inspite of Thero’s questioning her, multiple times, about his integrity and bonafide. The great gratitude he has shown her was to denying her the entry into to the SLFP head office, to the hq of the party which was created by her father and brought it to this level by the sacrifices of her family, and he has doesn’t have any right to deny her entry to that pace. Power has corrupted him to the core and badly blinded this man, and made him to perform untold mean actions and damages to the party and the country. All should rally around the forces which are taking steps to root out this mean man.

    The President has no say in appointments. For example bank appointments are made by the minister of finance. The ministry secretary merely issues the letter of appointment on the instructions of the minister. Although ministry secretaries are appointed by the President they act under the minister as per constitution.President cannot direct them. Faraz Shaukettally of Sirasa claimed that the President could run the country without a cabinet by directing the secretaries. That is rubbish. Secretaries take their orders from their ministers.

        Analyst, I think that you have analysed correctly, but you say that the majority eat “punnak”. The imagery that runs throughout you comment is the likening of “the masses” to cattle. There is a “race element” to this as well. Note my avoidance of the word “racist”. I think that we would all be progressing if we avoided emotive words in our discussions.

        Even to Babalathappu I would say, “let’s avoid calling Sirisena a Gamarala” although it is part of his “-ge” name. Let’s focus on his real failings.

        There is a huge “anti-UNP block of voters”, because we who sound educated (English educated?) are so disdainful of “the common man” – with the implication that we are somehow special.

        The fact is that the majority in all countries are “unthinking people”; technology is worsening the situation in many ways, isn’t it? I know that this is quite contrary to what we think is the case, because we all have “bits of information”, but not the knowledge that the “ruling minority” had.         Next is the ultimate Fall Out!! Punnak eating Modayas Among themselves began the Street fight , Parliament Chilli Bomb explosion , swindled the state and thuggery has made Headlines all over the world?
        The Education of the village Modayas stopped 70 years ago.
        They were educated on Thieving , drug smuggling , and killing.
        Result:: The Majority has made the country a NO GO country, the tourists were afraid to come.

Fortunately 19th Amendments created an opening to access the general public to legal process when their rights are being violated by the executive/administrative acts of the President.     Sumanthiram says New Constitution will be passed before 4th February. Sumanthiram and TNA is talking about a New Constitution mainly because they want to include a devolution package that change country from a Unitary system to a Confederate system. Is this what a large majority of people including a section of Demala community want? I think the answer is NO. The pressure to put forward this new system comes from ‘Koti Diaspora’ and ‘White Supremacists’ who want to create a weak Central Government so that Provincial Governments can play hell. TNA want this so that they can continue with the caste based feudal system to oppress low caste Demala people.

    Its time to impeach the President! He is not independent and he is supporting a party in which he did not contest and get his post. He has become a traitor to the party under which he won and the party which supported him. He acted illegally, violated the constitution and was declared so by the Supreme Court. So its time to get rid of this President and go immediately for a Presidential election. Let democracy prevail in Sri Lanka/

    After Ranil was reappointed as PM, several UNP MPs and Mano Ganeshan said they will abandon ‘Yahapalanaya’. People gave a mandate to President Sirisena to run a ‘Yahapalana’ Government with UNP under the leadership of Ranil. But after grabbing power giving that promise, Ranil threw away ‘Yahapalana’ baby and acted in his usual autocratic way. President told him to get rid of Arjuna Mahendran but Ranil kept on defending him. Ranil violated the constitution by signing international agreements without the approval of the Cabinet and President. Although President became a party for ruing the country for three and half years because of his commitment to ‘National Government’ now it looks like he is trying to keep his promise for ‘Yahapalanaya’ and clean the system. The ‘Civil Society’ guys who supported President Sirisena in 2015 should appreciate his effort to reduce corruption and clean the system.
