Rajapaksas Siphon Off 18 Billion Dollars: Foreign Minister Mangala Samaraweera

“According to some of the people we’ve been working with, they feel that the assets that have been siphoned off from this country by the Rajapaksa family at large may amount to 18 billion dollars” says the Minister of Foreign Affairs, Mangala Samaraweera.

“In fact, we have done a little better than the Libyans and the others because at least we know where 2 billion is, but it is not an easy task and we are getting help and support to negotiate and get access to these funds.” Samaraweera further said.

Minster Samaraweera made above remarks today at Siri Kotha.

The spreadsheet below compares the budgets of several key ministries to the sum of stolen assets. Notably, 18 billion is equal to the annual Samurdhi budget X 42 i.e. its equal to 42 times the Samurdhi budget.

Selected extracts of Mangala Samaraweera’s press conference today;

Elections: “I believe that President Sireisena has also given an assurance to the SLFP and other members of parliament that he will also see through the 20th amendment to the constitution that will introduce a new electoral system. And the UNP is very supportive of the idea but we have to ensure that the new electoral system does not marginalize the small parties and the other ethnic parties which are now represented in Parliament. Their ideas must also be taken into account. We hope that by next week we can come to some sort of agreement, and then present it to parliament as soon as possible and then go for the general elections, dissolve parliament, perhaps on the same night that we pass it (20A) in Parliament.”

“I’d rather not mention the countries, we are getting the expertise of four countries in the asset recovery operations. For the moment I’d rather not name the countries.”

Domestic mechanism: “If you look at section 93 of the 100 day programme we promised the people a domestic mechanism to look into human rights violations. This is not something we are doing out of the blue. We told them even before hand during the election, we told them during the stages. I talked about it on the stages in the deep South in Matara. Section 93 states:

“Since Sri Lanka is not a signatory to the Rome Statute regarding international jurisdiction with regard to war crimes, ensuring justice with regard to such matters will be the business of national independent judicial mechanisms.”

And now we are in the process of doing so, and we will come up with this mechanism and with of course international technical assistance and I’m sure we’ll be able to salvage the good name of our country and our armed forces by doing so.”

Domestic mechanism timeline: “We do have a timeline (for the domestic accountability mechanism). We are working according to a timeline even now. I think we will be able to meet the timeline. All I can say is that, we will have a domestic accountability mechanism in place in time when the 30th Sessions commence in September. And the OISL report that will be tabled can be referred to the Sir Lankan mechanism. They have not given us any kind of requirements, but it is our duty. This is a promise we have made to the people of this country, and we want to stick to the timeline as much as possible.

I doubt the FCID gazette will be repealed: “That is an intrinsic part of the mandate given to us by the people of this country. To look into all these allegations of wide-scale corruption which existed during the last regime. The very fact that they want it done shows that they are guilty. Because, with due respect, half of those accompanied former President Rajapaksa to meet him (President Sirisena) all have very serious allegations. It is a race against time to somehow get these investigations stopped, we have total confidence in the President that he will live up to the mandate given to him by the people of this country.”

China projects: “some Chinese projects are going, others are being reviewed. We expect the reports soon.”

Ukraine arms: we are organizing a team of people, two police officers and one official from the Ministry to go to the Ukraine, I got the Ambassador who is now in Delhi to come down about two weeks ago. He is now arranging for them to go to the Ukraine. He said any dates after the 9th which is the end of this week and once all the appointments are complete especially with the public prosecutor of the Ukraine who is I believe is aware of this deal. Moment those appointments are through will go through. (Inaudible) I have to report to Parliament when its done, lets wait till the report is out. We have now suddenly received the heavy luggage of Mr Udayanga Weeratunga to the foreign ministry. He has sent various people to collect it without any power of attorney. We have not released it. Then I beleive last week he appeared in Tehran out of all places and gone to the embassy and requested his luggage to be released. But now we have informed the investigators and the police and we are getting their advice with what to do with the luggage. The luggage is here in Colombo.

There is no warrant for his arrest. Its far too early, until investigations. Obviously his guilt his making him hide, he has become an international fugitive. This is the caliber of our former ambassadors.

          1) a CAP or limit on ELECTION SPENDING by political parties and individuals so huge amounts of STATE FUNDS are not spent to elect corrupt politicians – like Mahinda Jarapassa and his brothers.

      Please read the following editorial in today’s Island titled ‘Harpoon the whales’. It confirms that figure cited by Mangala Samaraweera was US $ 18 billion, although there appears to be a typographical error, when it mentions the number a second time.

      I am posting this citation at the beginning of the list of comments, because of its importance and as an answer to several commentators raising doubts whether the figure cited was in dollars/ruppes or in billions /millions.

      The layman has no way of knowing exactly how much was siphoned off (in Mafia terms it was called skimming off and the punishment was death) but if Mangala Samaraweera’s figures are wrong or untrue, the Rajapakses should sue him for defamation of their impeccable character, otherwise we should take the accusation as true and find ways to get the money back. Their properties alone in the US and Sri Lanka should be worth a few Billions and the Swiss Banks will readily return money from secret accounts if proved they were illicit.

        How to find secret accounts? The very idea is that they are secret!

        If MR and others don’t know about Swiss law they are ignorant.

        Instead of Switzerland the money can be in many other jurisdictions and hidden behind chains of companies, foundations and trusts. Identifying the real owner becomes impossible if the work was done properly unless somebody talks. They had plenty of time to create structures and buy other citizen ships that we know nothing about.

        Some thousands of USD buy offshore companies in many jurisdictions. With 18 billion USD they maybe have bought their own jurisdiction!

          Swiss bank accounts are not opened in names but codes involving digits…its a hard task to extract info..but lately the Swiss Govt has asked the banks to help out to track money laundering by Terrorists and Drug Barons…

          Probably the SL authorities could stretch the lil loop hole and get info so that all losers who thought they are winners could be dealt with…

          I agree, Switzerland is not the only place to hide money but less secure nowadays because of the blossoming money laundering laws mostly initiated by US. Recently HSBC was fined $22 Billion and Barclays $234 Million (fpr manupilating LIBOR rates) and several other banks were also penalised. On the secret Swiss accounts, I believe Philipines succeeded in claiming back the money Ferdinand Marcos had stashed illegally. The most secretive is British Virgin Islands (BVI) with a population of 20,000 but having 500,000 registered international companies, including our own Walker & Greig’s parent company GREG. Their accounts are not published and you can never find out who the directors are. In UK where it is mandatory for MP’s to disclose their financial interests, several were caught out having business interests in BVI but not disclosed.

        Most of the Rajapakse loot must be out of Europe and USA , it must be somewhere in Dubai , Ukraine ,Russia , Bahamas , West Indies etc .according to Swiss media there aren’t many fat /big savings account holders from Srilankan origin .

        Can someone in this forum provide the answer to my question..? Why would Bank Of Ceylon open up a branch in Seychells where the country’s population is around 90 thousand and not in some country or city where there are millions of people?

        A bad ass business decision or a NOT so smart plan to hoard the ill gotten money of MR family along with his henchmen? Why did MR relax the Exchange Control law enabling his henchmen to take out of the country the sum of US$500,000.00 without being questioned…and then make it illegal? Just giving time for his henchmen to move out the ill gotten cash?

      That is not how the 18 billion was computed. It is only a comparison with the budget allocation to key ministries. The 18 billion is the figure estimated by the investigations this far.

          Investment by the Diaspora in the north and east were needed then. It never materialised. It is yet needed and is unlikely to materialize. The money was not for the MR government. It was for the people of the north and East to gain employment, while the investors made a profit. Where did you get the number from?

          I yet will request the Diapora to invest their spare cash to create productive employment in the north and east. They are more interested in selling their lands here and repatriating the proceeds! I see this unfortunate phenomenon accelerating to the extent that there are more sellers of land than buyers. Many of the visiting Diaspora boast of the apartments and houses they have bought in distant Florida as holiday destinations and investments. However, they want to sell their land in tropical Sri Lanka, their land of birth and over which they yet shed tears and scream. This schizophrenia baffles me.

          I hope you will read Rajan Hoole’s recent book to understand why the Tamiks are where they are now and will be in the future, if those like you smother and kill any hope, in your profound wisdom.

            Your response is nothing but a cheap tactic trying to suggest that the Diaspora, aside from you, is disinterested in the welfare of the Tamils.

            Do you still think the Diaspora should have collected funds and handed that to the regime, while all the development projects remained strictly under the iron grip of Gota and his army? You in fact reassured us that you had full confidence that Rajpaksa’s were completely trustworthy. Didn’t you make that statement to defend your efforts at collecting Diapora fund on behalf of the regime? Only lately you realized what a rogue-regime that turned out to be, and fortunately of the Tamil Diaspora, just a handful turned out to be gullible!

            So, the complaint we have against you is not about whether there is a need or not for Northern development, but rather about your unrelenting efforts to collect Diaspora funds at the urging of the regime, and on behalf of the Government. Had you efforts succeeded, the regime’s loot, now estimated at $18 billion would have ballooned to another billion or two, with Northern Tamils and the Diaspora seeing zilch in return!               Give a complete reference to what I said, without quoting some words only. There is always a context to what I say.

              Further, also remember that the Diaspora sent container and crate loads of ball bearings, other bomb making material and disassembled aircraft, when the Colombo port and airport permitted Tsunami assistance to flow in unhindered! Tsunami assistance was a humane response to an unprecedented calamity. Even the Sinhalese, Muslims and plantation Tamils did whatever they could to help. For your information, Nediyavan told me that the LTTE rejected the used clothing sent by the Diaspora, because it was insulting! These observations do not in any way diminish the magnanimity of the Diaspora to come to the aid of their kith and kin. This was natural and expected.

              Further, what the Tamils needed after the war was help to stand up and become seek reliant. Many individuals from the Diaspora helped individual families and orphanages.. This was however a drop in the ocean, compared to their needs. The government did a lot to make a difference in the immediate aftermath of the war in terms of food, shelter, health care, schooling and essential infra-structure. I witnessed this. The international community also made its contribution. But what was needed most and has not been done yet is to provide the means to productive employment. This is what should have been the major contribution of the Duaspora to meet the needs of the living and restore their dignity.

              MR also paid millions to the LTTE to stop the Tamils in the north voting in 2095. Premadasa also paid millions and supplied arms to the LTTE to fight the IPKF. The LTTE also was paid by the Rajiv Gandhi governments to observe the ceasefire! The Norwegians too paid the LTTE to observe the later ceasefire.

              You can choose and interpret facts as you are inclined, although they are completely off the mark.

              I however would like to hearsomething from you about what you think the Tamils here should do and what the role of the Diaspora should be, in the present circumstances. This may teach this old dog some new tricks!

                Surely, you remember what you wrote. After all, you are able to remember in such great details what Nediyavan was told — you must have good memory. Further, with the PhD behind you, you no doubt have learned the importance of documenting and archiving. If I was citing what you wrote to someone else, then may be I would think it necessary to provide ‘complete reference”. So, as J Ocker proposes, please go ahead and publish what you wrote and establish your credibility. Alternatively, and perhaps much more simply, why don’t you tell us under what context will it be appropriate to assert that “MR has already done 75% of what he promised to the Tamils.” If you feel you never said that or never had a reason to say that, then, certainly go ahead and deny.

                Your lame excuses and attempts at running all over the place like the proverbial headless chicken (“cite full reference”, “how terrible LTTE was in taking MR’s money”, “how disappointed LTTE was with Diaspora”, etc) are all diversions, fundamentally arising from your need to evade addressing an issue forth right.                 Given the current enlightenment on the fraud and robbery that MR’s regime has perpetrated on the nation, do you now regret your multi-year fund-raising canvassing that you undertook on behalf of the Regime? See how simple the question is – “Do you or don’t you regret your efforts to collect Diaspora funds on behalf of the Regime that now stands accused of $18 bil fraud?” And, are you thankful that the Diaspora wisely turned a deaf-ear to your pleas – or else, all or most of the Diaspora’s hard earned contributions would now be in Seychelles earning interest for Namal and siblings!

                If you were not canvassing on behalf of the Regime, can you name the organization on whose behalf you were canvassing?

                If you made a mistake, that is fine – everyone does. So, accept that with the humility it deserves. Or, despite your realization of MR’s proclivity to steal and lie (as you have now conceded – “every one now knows MR cannot be trusted”, you wrote), do you still think the Diaspora should have obliged you and funded MR as you had pleaded for multiple years? Did your past pro-MR “support” activities result from gullibility or was there more to it than meets the eye?! That is something we need to figure out – and your evasion to be forthright certainly weighs in on that!

                  Diaspora funding tsunami victims thru government initiatives would have been a problem?

    Is it any wonder the Rajapaksa lap dogs who also benefitted from this daylight robbery want Rajapaksa back in power.

    Sirisena must ensure Rajapaksa and his robber gang are exposed without delay. The concerted move by this hang to disband the FCID is a blatant atyempt to prevent exposure as robbers of people’s money. The whole lot should be gabled.

    Some people excel in fabricating stories. Mangala and Rajitha top the list.

    For the reason that the UNP, JVP and the President were able to confuse and make people vulnerable prior to the last Presidential Election with wild fictional stories against Mahinda Rajapaksa and his government, it doesn’t mean that they can succeed in misleading people again and again. The shameful strategy they followed to defeat Mahinda Rajapaksa is in par with USA’s politically motivated shenanigans everywhere else in the world. Though you haven’t noticed yet, people in Sri Lanka have grown up after January 8th. They are not ready to buy whatever you try to pitch against Mahinda Rajapaksa, anymore.     People are angry, unhappy and fed up with the President and the ‘Good Governance” Government beside the fact that their constant attempts in tarnishing the image of much loved and respected national leader like Mahinda Rajapaksa, there also happened to be your government’s failure to deliver what you promised to people, and beyond that;

    the loss of jobs; loss of livelihood to many; reassessment and termination of all major development projects commenced by the previous government; non-existence of any new development projects; failure to take any action against the siphoning off of trillions by the Central Bank Governor appointed by your own government; inability to stop corruption by your own government; politicization of key Government Institutions and Commissions; carrying out shameful witch-hunting of the opponents as against the true meaning of ‘good governance’; still holding onto an ‘expired’ government in your government’s own terms; blatant disregard to the sentiments of the majority Sinhalese in every quarter and compromise of national security and sovereignty of the country, too.

    The “Good Governance” Government couldn’t hold people’s trust even for 100 days. People have already turned away from you. The UNP and the President should face this reality without cheating themselves further.

    If all this is true, then, the government must go after the wealth. The Indians are going after the black money which Indian tycoons keep abroad. The Nigerians went after the money of their dictators kept in overseas banks. Now, bank secrecy laws have been relaxed. This is the people’s money. If Mr Samaraweera is genuine in making these allegations, then, he, as Foreign Minister, should commit the government to recovering this wealth which could not have been legally earned by the Rajapakse family.

In Sri Lanka very large percentage of politicians are dishonest to the core but, only a few have been proved to have stolen such large amount of money that duly belongs to the nation. So please prosecute the culprits, prove that you are correct with your allegations, do some service to the country.

      The foreign minister is a politician. Politicians don’t prosecute in SL courts.If they do rule of law has not been followed.

    Mr. Samaraweera, 18 billion US$ is not a small amount. With this sum one can support Greece for atleast one year. So if a minister put this numbers to the public he should present valid proofs, an excel sheet is not serius enough to accuse a past president of the country (even though i am dead sure that the Rajapksas are capable of such swindle). Why not get a statement from the auditor general? if you cant better first do your home work before such disturbing making statements.

    Mangala has made history by naming a figure. He did so to make sure the scoundrels who met the president the other day do not get to manipulate the media to hide their real reasons for meeting the president. Of the demands made to the president i.e.

    1.The forthcoming elections shall be contested under the UPFA party and not SLFP.

    2.The committee for the selection of candidates in that connection shall be headed by Medamulana Mahinda Rajapakse

    3.The leaders of constituent parties of the UPFA , Wimal Weerawansa , Dinesh Gunawardena, Vasudeava Nanayakkara and Tissa Vitharane shall compulsorily become MPs at least through the national list.

    4.The FCID (financial criminel investigation division) that is conducting investigations into the frauds and crimes of Rajapakses and the ex ministers shall be dismantled.

    These are all demands aimed at a cover up and also to prop up the most useless crooked rascals rallying round MR. Number three should be disallowed. Number four an outright NO.
    Number one and two let them have them so they can hang themselves with it.

      Police officers, state counselors and some other government servants have the right to prosecute. Who prosecutes depends on what kind of a case it is.

        If I understand you correctly, it is right prosecutions have to be done by correct legal authority not by politicians, my message to Mangala Samaraweera in prosecuting Mr Mahinda Rajapakse to use the correct legal channelsand prosecute MR or face a mega million defamation claim by Mr Mahinda Rajapakse, which could be ‘more than what Mr Samaraweera can chew’ of course he will use the state funds to defend himself, should the situation arises. Politicians new and old will manipulate the system to their personal advantage, I can name only 2 politicians in current government who is honest, because they are educated and has personal resources, which is a huge minority.
