Ranil & Aragalaya Effect

When aragalaya broke out in 2022 its immediate demands were captured in two slogans: “Gota Go Home” and “No 225”. They were an uncompromising vote of no confidence on the ones governing the country and all elected members in the legislature of the time. But the real demand of the rebels went far beyond those two. Aragalaya in essence, was a revolt against a system of governance which since 1978, if not earlier, had reduced parliamentary democracy into a farcical game of musical chairs among different clans to form political parties, win elections and pretend to govern in the in the name of the people. In this pseudo-democracy one of the essential ingredients of democratic governance, i.e., separation of powers into legislative, executive and judiciary branches to avert arbitrary excesses of powers was sacrificed.

The erosion of this essential element, which was progressing unnoticeably since 1950s became blatantly systemic with JR’s 1978 Second Republican Constitution. This constitution virtually vested all powers in the hands of the President, which prompted JR to boast that he could do anything under the constitution except to change the gender of a person, which in turn made Dr. Colvin R de Silva, the author of the previous constitution, to respond by saying that wished to be a minister again for a couple of weeks at least to get rid of JR’s “superbrat” baby.  Yet, even more powers were bestowed upon the President by constitutional amendment during Gotabaya Rajapaksa’s (GR) presidency which virtually made him a despot. The idea of separation of powers lost all its relevance and the judiciary became a handmaiden of the president. Parliament itself lost its decorum and discipline, the standard of debates declined, and members became receptive to underworld influences. With his Viyathmaga cabal GR’s despotism brought unmitigated disaster almost in every front and the country was in total disarray.   

It was in such a gloomy environment that a new generation of young men and women without any ethnic or religious prejudices and with no commitment to any political party decided to act and their aragalaya embodied their realization that nothing less than a tectonic shift in the system of governance in operation since independence could save the nation from unavoidable calamity. While aragalaya was winning the hearts and minds of ordinary citizens right across the country it created a panic wave among guardians of the old order.  They seemed to have not understood the message and tried to satisfy the youth demand not by changing the system but by changing the personalities who operated it.  Out of that exercise emerged Ranil Wickremesinghe (RW) as the new chief.    

RW never grasped the seriousness of the youth’s aspirations expressed through the aragalaya and he took that revolt as a passing phenomenon of youthful age. His first reaction therefore was to send the police force to chase out the agitators, arrest a few of their leaders and destroy their temporary shelters at the Galle Face Green. He also believed that the main reason for popular discontent over the prevailing system was economic and he therefore invited the IMF to take charge of economic reparation, which was in that environment the only alternative left for the open economy. To call him as the rescuer of the economy because of this invitation as his aficionados are doing is to fool the public. Apart from that it was business as usual for RW. With support from the Rajapaksa clan, he spent the rest of his presidential days in preparing himself to become the common candidate to contest the next presidential election. Public funds were dished out in the name of development and without any accountability to local chiefs in various electorates to win their support at the next election. But the youth did not go home to rest but took their message direct to the people. The results of the 2024 Presidential and General Elections were the material translation of the aragalaya effect.   

Anura Kumara Dissanayake (AKD) and members of the reformist JVP-NPP coalition captured the mood of the nation when they promised to (a) end the old political culture through social revolution (b) introduce clean governance by ending corruption and making accountability an essential requisite for government ministers and their officials (c) bring to justice those who mismanaged public funds when they were in power, and (d) restore judiciary’s independence.  The aragalaya effect translated through AKD/NPP campaign mesmerised the voters and produced that electoral tsunami in 2024.

As IMF’s effort to stabilize the economy proceeds with greater momentum and as the rate of economic growth is picking up even though there is growing pessimism about a global economic slowdown, President AKD and the NPP government are setting about translating their promises into action. The drive to end corruption as part of the Clean Sri Lanka project has won plaudits even from IMF and it is not insisting on privatization of SOEs, which implies that these enterprises could become profitable once corruption and mismanagement are weeded out. Similarly, the principle of accountability which was not in the dictionary of governance in the past is now inscribed in capital letters. RW’s arrest is the reflection of this new reality. It is neither an act of revenge nor a sign of dictatorial governing by either AKD or NPP as the opposition shouts. RW’s mishandling of public funds and his angry reaction when questioned by relevant authorities is evident from CID Chief Shani Abeyasekera’s recent interview with V-News channel. Has the nation forgotten about the Central Bank bond scam which happened when RW was the Prime Minister? RW is not Mr Clean as his supporters are trying to portray. Let the judiciary give its verdict on him.

Will the shareholders of any private corporation or company for example allow its CEO to go scot-free after he/she misused the company’s funds? Presidents and Prime Ministers are like CEOs should be held accountable for their actions. They have a fiduciary duty to wards the nation. RW is feeling the aragalaya effect and let the judiciary handle the matter without any outside interference. No one is above the law.

How then does one explain the opposition’s hoo-ha about RW’s arrest? In a couple of words, it is their guilty conscience that is pricking them. This is what the saying in Tamil “kuttamulla nenju kurukurukkum” implies. Those who are heading the pro-RW rallies and demonstrations are mostly former powerholders who ignored the fact that public funds are taxpayer money entrusted with the national treasury not for enhancing private opulence but for the development of the country and welfare of its people. As pointed out already accountability was never a requisite on financial matters in past governance, and that explains why corruption was so rampant. The new government is reopening the books and there is more to be revealed. That explains the prevailing panic within the opposition.

Post-aragalaya Sri Lanka has taken a U-turn and moving steadily along a new trajectory to make the country regain its past glory and respect within the international community. The opposition both inside and outside the parliament are uniting to reverse this journey.  Their media outlets constantly spreading falsehood and innuendos against the new leadership. They are destined to fail because the aragalaya effect is too strong to overcome.

    Hats off to you for excellent contemporary piece of writing. With GR presidency last remaining shread of separation of power to legislative, executive and judiciary vanished into oblivion. Last amendment to the constitution during his presidency allowing foreign/dual national to be a member of parliament, cabinet or head of state was a national humiliation. Was it not astonishing solidarity for RW displayed by rogue past and present politicians not replicated when Rajitha was remanded? Even more so same gang who unceremoniously sacked then Chief Justice Shirani Bandaranayake, now vehemently argue about democracy. People are enjoying robust democracy overwhelmingly since September 2024.

      Get real, Dr. Ali., would he have been able to do that if Gota and his Viyathmaga had not stubbornly refused to do it? Did the JVP at the time say it was “the only alternative left for the open economy.”? Why is Dr. Ali forgetting that the JVP swore to renegotiate the IMF deal?
      Is it not hypocritical to criticize the former government for something that the present government is still doing?

    To me, Aragalaya was the biggest revolution we experienced in our political trajectory since independence. All other prominent changes in power transfers such as 1956, 1970, and 1977 takes a back seat compared to 2022 Aragalaya. True, the basis for it was the long simmering frustrations over the traditional political structure and politicians, but the real triggering point was the scarcity of essential items such as petrol, gas, electricity, and food items. That hit the poor and the rich alike! One main aspect most people do not realize is the fact that a strong social, political change would not have happened in Sri Lanka without the active participation of the middle class – contrary to our popular belief that peasants only trigger revolutions. We have seen so many old left comrades doing those Lipton circuses, but they could never change a single government as a result. Very active participation particularly the Colombo upper middle class really made the huge difference and the rest of the country watched it as a true struggle for everyone – irrespective of wealth, race, caste or religion which undoubtedly attracted millions to support the Aragalaya throughout the country.

      But the speed of its collapse was as amazing, almost like the collapse of the Satyagraha of the FP in 1961.
      The FLSP was virtually left alone carrying the baby and facing the fury of the state.

        SJ, you may be right about the collapse of FP 1961, apologies – I didn’t do much research about a period when my biological body was far away from this universe. No, 2022 Aragalaya did NOT collapse. What we are experiencing now IS, next progressive stage of 2022 Aragalaya! If Aragalaya did not happen, JVP’s 3% would have only shifted upward by a single digit. If NPP fails miserably within a couple of years to clean our rotten political culture and salvage the economy from insolvency, there wont be an iota of a chance for Ranil Sajith or Namal or anyone from the old left. It will be the next stage of Aragalaya and a totally different set of people will emerge!

    ‘ARAGALAYA’ that brought Ranil W by the ‘143’ votes in Parliament to be the ‘8th President’ ( in Sinhala ‘ Atawana Jandhipathi’ – ‘Implanted President) was a ‘Blessing in Disguise’ to many of the Ministers, Juniors and other MPs who supported the ‘Implant’.

    Several Ministers, Juniors, and several MPs collected a walloping sum of money from the Treasury, claiming that their properties were attacked and burnt down. The ‘Implanted President’ compensated all those claimants without hesitation, because they had contributed in no small measure to his becoming the ‘8th President’ -‘Atawana Janadhipathi’. A list of all those recipients was tabled in the Parliament recently.

    Now the NPP Government has taken action to prosecute all those miscreants and recoup the ‘Loot’. One such case is the case against Shasindra Rajapakse, a Junior Minister and the son of a former Speaker. He is remanded in custody without bail. His father is the next to join his son after the completion of the investigations.

    Would anybody have expected that type of action if not from the NPP? A ‘Lesson’ learned from ‘ARAGALAYA” – System Change. For the ‘Opposition’, it is ‘Political Revenge’. For those who voted for NPP, it is a welcome change.

    Dr. A. A We must understand that misuse of public funds without accountability is a major corruption strategy, the biggest robbers being the “Mullas” Most citizens know and understand this now.

    At first… Ranil supported the Aragalaya, even claiming that tourists should come to witness it. Some people joined the movement for this very reason. BUt later, he quietly maneuvered his way into the presidency and then turned against the Aragalaya. This shifted the people’s call from (Gota go home” to …Ranil go home.”

    At one point, even ministers who now support him admitted that Ranil should be held accountable for mismanagement. The double standards were clear, and the Aragalaya saw through them. Today, Ranil is in good health, but if he is ever brought to trial and his medical reports come out clean, he risks falling from Chair just like Basil did to avoid facing cour T.

      RB, That’s precisely the status quo in Sri Lankan politics! A saga of opportunism where Ranil’s shifting allegiances would leave even a chameleon hiding in shame and begging for anonymity!! First supporting, then vilifying the Aragalaya protesters to grovelling before the Rajapaksa gang and Pohottu MPs just to claw his way into the presidency, his trajectory is full of stinking betrayal. Jailing activists, squandering public funds, and silencing dissent places him a prominent role in our political cesspit, a fitting symbol of everything rotten in our political culture which the current government is fighting so hard to change.

    Is it false or true? There are thousands of corruption, misuse of power, murders, massacres, abductions, bribes happened in the past. Most of the opposition accepts that it is only a minor crime of misuse of funds by the former President and there are number of crimes happened undemocratically in the past and they should be investigated and Punished. In fact all the past Presidents and politicians who joined against government in support of RW. So, now the ball is in the hands of the Government. Firstly, they should quickly investigate the doctors report whether doctors report about RW had blocks in his heart with the scan report taken by the doctors.

      The rather shabby handling of the matter has made it possible for the opposition to gang up in a move to revive.
      He could have been charged and tried without this fuss. If found guilty by the court he would be totally isolated.

    AKD/NPP now have a responsibility to prove that they are the outcome of “Aragalaya” which started with the voice of Gota Go home” and they are free from racism and religious terrorism or misuse of power or misuse of religion they should take a strong case against “Gota” and those who protect Gota. Corruption is not only the cause of economic crisis. It is only one of the causes.

    “Aragalaya” did not come from the people or JVP or any other organisation. The slogans of “Gota Go Home” and No 225″. It is not sure what was the intention of the organisers of the aragalaya. Aragalaya was supported by RW and USA (west). In my opinion it was used by the West for a change of government from Gota to Ranil. Unfortunately, the change happened and Gota came back and 225 remained in power. The change from RW to AKD/NPP is like an accident or lottery win. NPP used it very well so far. The question is will NPP bring back peaceful country again with the call on corruption alone?

    “Aragalaya of 2022” was of a form of a peaceful PROTEST ie equal to “Satyagraha”.
    “ The first Satyagraha in Ceylon by Tamil politicians was on June 5, 1956, at Galle Face Green, led by the Federal Party and S.J.V. Chelvanayakam to protest the Sinhala Only Act. This peaceful sit-in was met with organized violence from Sinhala mobs, leading to the first anti-Tamil pogrom in the island’s history.”
    Had the Sinhala Politicians and their supporters tackled it in a sincere harmonious manner there would NOT have been a need for the “2022 Aragalaya “
    It’s time for the clergy of all different religions NOT to dabble in politics and be confined to their temples/churches/mosques etc. Political parties should not be soliciting their help apart from for promoting religious and ethnic HARMONY.

      I fully agree with you that religion should not involve in politics. Even NPP says that the the law is equal to all and they are free from racism and all religions are same but so fat they have nothing towards their actions.

      Satyagraha is not a spur of the moment sit down protest.
      There is much political legwork to do to make it effective.
      That was a time when the LSSP and CP too opposed the Act.
      Was there any consultation or request for support?
      Would the FP share its limelight with any? No, not even the Tamil Congress.
      The pattern persisted all the way to the 1961 Satyagraha that failed.

    Article had been well written by Dr AA. Hoping for the GoSL to stop the pensions , providing residences, allowances etc for ex parliamentarians and Presidents asap
    Arrests hopefully don’t stop after the arrest of the last President
