Ranil-Rajapaksa Rearguard Must Meet Its Political Nandikadal Today!

This may come as a surprise to you, but we’ve been here before. In August 1953 there was a twoay work stoppage and civil disobedience campaign by the island’s people, called by the left parties. Protest covered the South and the North. The LSSP and CP led, the Federal Party participated, and though the SLFP did not do so actively as a party, SWRD Bandaranaike chaired the massive kick-off rally at Galle Face Green. Women baked hoppers on railway tracks and stopped trains. Worker-militants used homemade hand-bombs for sabotage. The Police shot dead 8 people. The Cabinet was evacuated onto an American ship. The country’s leader, the Prime Minister, resigned. The Hartal was the grandfather of the Aragalaya.

The political disaster came later, when the ruling UNP made a fateful choice. It decided against appointing as the leader of the country, a more progressive and socially sensitive person in keeping with the mass mood of the moment. The tragedy is that such choices were clearly available: CWW Kannagara, RG Senanayake, MD Banda, AE Goonesinghe.

When Lanka’s Fall Began

Instead, the UNP opted for the polar opposite type—a man who would take a tougher stand in the face of ‘the red rabble’ as the power-elite of the day saw them. That man was Sir John Kotelawala, ideologically the most rightwing personality in the island’s politics of that time and also the most socially arrogant representative of the ancien regime. His advisor was today’s Acting President, Ranil Wickremesinghe’s father, Esmond Wickremesinghe.

It is the choice of Sir John Kotelawala, his profile, rhetoric and policies that resulted in the 1956 landslide that swept away the UNP, and enthroned the policy of Sinhala Only in 24 hours. It caused the fall of Ceylon/Sri Lanka.

A drastically different and far more pragmatic political choice, which was readily available, would have resulted in a drastically different and far better outcome. In 1988 the beleaguered UNP government had learned from 1956: Ranjan Wijeratne and JR Jayewardene didn’t choose Lalith Athulathmudali or Gamini Dissanayake, they chose AE Goonesinghe’s protégé, Ranasinghe Premadasa whose discourse won over the mass base of the red revolution and saved democracy as well as the market economy.

Today, the colossal post-Hartal 1953 folly of the ruling party of the day is being repeated. Against the backdrop of the Aragalaya, Ranil Wickremesinghe is set to play the role of Sir John, with infinitely more disastrous consequences. The good news is that unlike in 1956 the blowback is unlikely to take the form of Sinhala Only chauvinism and will be a throwback to the inclusive radicalism of the August ’53 Hartal. The truly dreadful news for the critically ailing economy is that it will take the form of open, permanent rebellion, even Revolution.

That is, unless Parliament votes today to turf him out and wisely select one of the candidates who are socially sensitive and able to dialogue with the Aragalaya youth.

Zero Mandate 

Today, Wednesday, July 20th 2022 decides the direction and destiny of our country and therefore of ourselves as individuals.

The least damaging and dangerous thing that could happen to Sri Lanka is for former Prime Minister and Acting President Ranil Wickremesinghe to lose today’s election in Parliament.

If he wins, the country will slide slowly or fast, into civil conflict and possibly civil war. Given our economic collapse, such conflict will also mean that the collapse is irreversible.

Why? The reasons are several-fold.

Firstly, Ceylon/Sri Lanka is the oldest democracy not only in Asia but in Asia-Africa. It has exercised universal adult suffrage sine 1931, a mere four years after the UK. It has always had popularly elected leaders.

Even when Prime Minister DB Wijetunga succeeded President Premadasa after the latter’s assassination, though he had not been elected to the post, he had been elected to Parliament at the two previous Parliamentary elections, in 1989 and 1977. In 1989 he had polled the highest number of preference votes in the Kandy district.

Ranil Wickremesinghe has no such legitimacy to lead the country even in this unusual situation, less intense though similar to the succession in 1993. He was not elected to Parliament at the last election. The party he led, the UNP was wiped out at the ballot box. He is in Parliament as the sole MP of his party on the national list, though he lost his home district and city by a huge margin.

If he is elected by the Parliament to be the executive President, he will be the first ever leader we have had since Independence who has zero mandate from the people.

Given that ours is a democratic republic, such a scenario will be at variance with the very basis of the Constitution, which is the sovereignty of the people as exercised through universal suffrage i.e., the vote.

Legality Isn’t Legitimacy

When President JR Jayawardene decided to opt for a referendum in December 1982 instead of the parliamentary election scheduled for early 1983, my father, Mervyn de Silva interviewed him for the Lanka Guardian. The interview was also published in the Island (either its daily or Sunday edition). One line in that interview was often quoted at that time and proved prophetic.

President Jayewardene explained that the decision was entirely consistent with the law. Mervyn de Silva had a typically swift comeback: “it is legal, but is it legitimate?”

In his journal of which he was the founder Editor-Publisher, the Lanka Guardian, and his Kautilya column in the Island, Mervyn kept hammering away at the dangers of a decision that was legal but not legitimate; that of the two, broadly perceived legitimacy is more important than narrow legality, and that without legitimacy the decision would have the direst consequences. He was proved prophetic within months when the July 1983 riots erupted with the added ferocity of suppressed social anger that would have been released had a parliamentary election been help on schedule in early 1983. The tragedy didn’t stop there. There were terrible civil wars in North and South, and an external intervention. In short, a bloodbath.

If Ranil Wickremesinghe is elected by parliamentary vote, that outcome will lack legitimacy. While the illegitimacy of the referendum of December 1982 plunged the nation into decades of civil war, that decision was taken by a President who had the legitimacy of being elected by a majority of the people in October 1982. And yet we were plunged for 30 years into a bloodbath.

Boodbath

Ranil Wickremesinghe doesn’t have a shred of the legitimacy that JR Jayewardene had, though the Referendum did not. Therefore, the result is predictable and inescapable: civil war, revolution and counter-revolution. Since he doesn’t have legitimacy and has no Ranasinghe Premadasa as dissenting backup as did JRJ, he will take the democratic and market system with him when he goes, which he will. There will be chaos and anarchy.

If selected by Parliament the unelected Ranil Wickremesinghe will be an illegitimate ruler, infinitely less legitimate than Gotabaya Rajapaksa originally was. Gotabaya became illegitimate because he tore up the Social Contract, initially by the ruination of peasant agriculture through his arbitrary nationwide ban on the import of fertilizer, pesticide and weedicide. By contrast Ranil Wickremesinghe will have zero legitimacy starting out the gate. The sovereign people never signed a Social Contract with him, which is what happens at an election.

Ranil’s track record, his recent rhetoric about “fascists” and his setting up of a committee of Armed Forces chiefs and the IGP to take “independent” decisions and measures, already signal the emergence of what is termed in Latin America, a ‘civilian-military junta’ or a ‘State of National Security’.

An Aragalaya which threw out a man who was elected by 6.9 million votes but had violated his Social Contract will resist regimentation by an unelected man who has no popular mandate and no legitimacy but wields the full panoply of state power.

Permanent Rebellion

In a recent ‘tough guy’ speech, Ranil Wickremesinghe drew a distinction between “Aragalakaruwo” (‘strugglers’, those in the Struggle) and “Karalikaruwo” (rebels).

It is possible that he was referring to the burning of his house, an utterly reprehensible, criminal deed which should not go unpunished. He should have called the perpetrators “aparaadakaruwo” (criminals). I can understand his use of the term “fascist” if occasioned by the burning of his library, because book burning is indeed a hallmark of fascist behavior. However, he should not have repeated the fascist tag in a far more considered and formal speech, which he did.

Ranil Wickremesinghe doesn’t understand that what is illegitimate is not “karalikaruwo” but “thrasthawaadiyo” i.e., terrorists, strictly defined as those who wittingly target innocent, unarmed non-combatants with lethal force (e.g., the LTTE and the JVP of the 2nd insurrection).

He seems to forget that “karalla”—rebellion—is a term of respect and affection depending on who by and who against. The two major uprisings against British colonialism are referred to as the “karalla/karali” (Rebellion/Rebellions) of 1818 and 1848. Puran Appu was a paradigmatic “Karalikaruwa” (rebel). The term has far more legitimacy and romantic historical resonance than Ranil Wickremesinghe will ever have.

      Dayan, China is not happy about Ranil being elected as president. They will instigate JVP/FSP to continue aragalaya, even providing weapons to them. Protest will go out of hand, and army stationed in north and east will have to be brought down to the south to quell the uprising. Lands of Tamils occupied by security forces will be released automatically. Fortunately most Tamils ignored the lies by the slimy character Sumanthiran and voted for Ranil. There will be blood shed and anarchy which will prevent any financial recovery. This will prompt Indian military intervention and Tamil problem will be solved. It is not only Ranil – Rajapakse rearguard that will meet political Nandikadal, but the Sinhala people.

        Election of Ranil as president by parliament is according to the constitution and therefore it is legal. DB Wijetunge was elected in the same way and no one said that it lacks legitimacy. Ranil was an MP and therefore his appointment as prime minister by Gota is legal. In the election to parliament, constitution allows people to be elected on proportional representation on electoral basis, and proportional representation on nationwide basis called national list. In this manner UNP earned a seat on national list, and party nominated Ranil for that position. Therefore Ranil entering parliament is legal. It is Sumanthiran who has entered parliament in illegal manner by stuffing votes, when electorate rejected him.

    Political Nandikadal… interesting terminology. I have been using a similar expression on CT: “Nandikadal Moment.” The exact definition is rather vague but refers to some kind of overwhelming defeat without any prospect of recovery. I would not say GOTHA had any such moment since SLPP is still in control of the Parliament. He or his posterity may yet emerge from the shadows. Unlike Ranil, Mahinda is in touch with the “pulse of the people.” That’s why he resigned relatively quickly, compared to RW and Gotha. Raja clan is battle-hardened, they have survived suicide bombers. They are doing some damage control until the turbulence blows over.

      First one and Sri Lanka will have all kinds of modern infrastructure and gadgets around. Our forests and farmlands sold for the highest income earning to keep money of the global village in balance.

      Second one and the West and the East, and everyone will heave a sigh of relief. For Motherland will be the post-modern type of global climate recovery one with no threat to anyone, with farmlands and forests and people living within their means and in contentment. We would be the blue-print that all other countries would try to emulate, and be the richer for it.

      It’s Capitalism or Socialism for our Parliament to choose.

    Ironically, not surrounded by the Marshland and backwaters of Mullivaikal in the newest District of the Republic – Mullaitheevu, but in the Parliament, surrounded by the Diyawanna Oya and the marshes/paddy fields of Thalangama and Pallewatte in the Colombo District one of the oldest!!!
    Major General ‘Kamala’ G, is not the architect and executioner of this episode and cannot claim credit whatsoever, but relies on the capability of the last Commander-in-Chief and HoS!!!

    The author gets into a political frenzy in analyzing matters from a political perspective. I don’t care who the parliament elects as a President as long as he//she knows how to conduct him/her self as President and ensure the vital supplies to the people. The considered opinion is that if the energy supplies continue to be at stake, then it is going to affect the food supply. There is a shortage of medical supplies in some case. Even in these trying circumstances I respect the author’s freedom of speech, nevertheless, isn’t the author insensitive to the public needs. In a political sense the 1+225 should accept the responsibility for this colossal failure and submit themselves to the will of the people. But alas! No money even to hold elections. Now electronic commentators from India blame the former President for not maintaining the law and order. How could he have? No support from the robed and the bewigged community to contain mobs and the members of the forces, especially their families were depressed because of the shortages. It is a wonder that a set of middle level military personnel did not take over the government through coup d’état.

    Lankan Parliament in past fifty years or so was not the most legal nor legitimate institution. Current constitution is basically provide groundwork for this situation. Hence, one cannot expect to see socially justifiable solutions coming through the system nor the institution. Critical decisions such as electing a temporary president today seem to be depended on the backdoor promises. How many billions of rupees is changed hands, what positions are reserved, what protections against law for criminal activities, benefits for the family, extended family and close friends.
    So these extremely selfish and corrupt section of politicians and their supporting bureaucrats will be so happy to be in the imbroglio of anarchy as they hope it will last long, provide for their well being and become untouchables. This may be their wishful thinking but that is the only way some of them can think.
    On this backdrop I hope on one side at least some of the saner, younger MPs will understand people’s wish and follow their instinct to support them. On the other hand if this is not achieved then the people need the honest, brave and much stronger grassroot leadership to direct their anger and lead them.
    That may be the need of the hour and the backdoor entrants need to realise this position.

      Now, the question is whether resignation of former President Gotabaya legal or illegal? Has he got the right to defend his resignation which was under stress and under threat because he was not allowed to do his job in his office. It is the duty of the armed forces to protect him and they collaborated to bring back Ranil. If they can’t protect a person who was elected by 69 million people how they are going to protect these 134 members and the current President who was not even elected by people. So, the miliary has a duty to answer the people why they collaborated with a political coup.

    As Acting President RW had already started the process to return to 19A. As President he will continue this but first he will put the country in order using his new powers. The IMF bailout will be secured, petrol and gas queues will slowly end and any violent protesters will be dealt with under the law.

    The Aragalaya leaders say they were not responsible for violence but did you see a single protester trying to prevent the mob from tearing down the gates of Presidents House? The sight of crowds wandering through the house was absolutely disgraceful. Remember, this was not an attempt to overthrow an illegal Government, it was to try and overthrow an elected Government, one that the people had voted for. And these are the yakkos who complain about a lack of Democracy.

    Wanton destruction of books is abominable and cruel.
    The Jaffna library with 95,000 books, rare manuscripts including ola manuscripts which are irreplaceable, and important documents were torched and burnt down to ember and ashes and that too under the watchful eyes of two prominent cabinet ministers at that time.
    If the author condones with the term ‘ fascist ‘ for burning a household library books, what term he will use for the destruction of the Jaffna library, the treasure house of the Jaffna man’s store house of wisdom. This library was considered as number one in South Asia at the time.
    It is a pity that even the erudite Sinhalese including the author conveniently chose to ignore and disregard such a catastrophic attack on a section of the population.

          Mahinda still believes Lankans are retards. On his way out after voting, he told press “our official SLPP candidate was Dulles but he lost”. The sec of SLPP ( Sagala officially announced Ranil was their candidate) From no where spineless GLP came out to claim Dulles was their candidate. To me it looks like this whole drama was staged by Mahinda. Dulles was just a proxy to cover Ranil (was he aware ??). Sumanthiran is right in saying parliament is still under Mahinda’s control. Yesterday few confirmed that Dulles sure had 113 votes to cross the line. What happened today ??. Whereas Mano. G promising to vote for Dulles accidentally mentioned that “Ranil will win tomorrow”. He already knew the result. Obviously many who promised to support Dulles , including SLFP, SLPP, so called independents voted for Ranil. Over to ARAGALAYA.

CVW, Jeevan and a Muslim MP supported Ranil. That takes them to 142 (minus Dullas), Ranil got 134. Few SLFP crooks crossed party lines for money and promised minister post, which is not a secret anymore.

    The election is over. A sober mature man has been elected president.
    He will save the nation. There will be difficulties but he will prevail.
    He is a veteran who knows how to make decisions without being influenced by calamities and emotional extremism.
    The going will be hard – those who profited earlier from peoples’ wealth will try hard to get rid of him. The “black money” magnates will try hard to derail him. But sober persons will help him.
    The going will be hard, but elimination of waste, corruption and ‘white elephant” projects soon will put money in the treasury. The nation will have to cancel tamashas, an unnecessary projects. The army who are wasting time should be put to use as farmers, Public service should be pruned.
    Die hard extremists should be got rid of. The clergy should go back to their “pastime” and not dabble in politics. I wish him well.

    The moment I read the phrase Nandikadal, I had my doubt about the outcome. In papers and on the surface it was like Dullas Alahapperuma(l) outright won the contest with Sajith and TNA backing up. What the author did not know was the hidden hands and the distance it can reach by the Rajapaksa machinery that played in the minds of the 134 people.

    Please do not compare Nandikadal to anything else. It is a very hurtful events to all the Tamils world over. We have NOT recovered from the mental trauma of it. On top of that the armed forces and buddhists monks continue to cause problems to the Tamils.
    India and other institutions should not come forward to give aids to a government of SL that still do not treat the minorities equally. The aid should follow a new constitution and there is LAW & ORDER in the country.

    Country of one-man government.

    We need Prof Hawking to shatter and see what the Black Hole Ceylon has fallen into in 1931. Getting out of the cosmic Black Hole may be possible, but it seems Ceylon getting out of whatever it fell into is not possible.

The Slap Party government is going to continue by the person who was wiped out by the Slap Party in the earlier election. This strange phenomenon that happened in Lankawe is because Sinhala intellectuals once again got united against Tamils and their call for International Investigation of Royals for their War crimes. The party did not want to recapture the position of President.
